Drawing primarily on Qing archival sources, this study charts the changes in Qing policy that characterized the empire's relations with the Central Asian khanate of Khoqand, from the Qianlong era to the mid-19th century. It explores how the development of Khoqand as a regional power and its involvement with the khoja-cause impacted on Qing policy towards Xinjiang (Eastern Turkestan) and the consolidation of the north-western frontier. Focussing on the Altishahr region, it illustrates how, a notion of border defined by geography, politics and military logistics began to replace the earlier open and more fluid notion of frontier in Qing political thinking. It suggests that these developments presaged a transition from empire to nation-state long before the upheavals of the late 19th century

This volume explores the transition from the old regime to modern forms of sovereignty in the Middle East. By rereading Tocqueville's classic, The Old Régime and the French Revolution , through an Ottoman prism this study probes the unresolved paradoxes in his analysis of institutional change while documenting an old regime that has remained in the shadows of modern history. Each section of the book explores a specific dimension of Ottoman sovereignty - space, hierarchy, and vernacular governance - through a detailed examination of a particular 18th century document. An Ottoman perspective on the eighteenth century not only furnishes critical pieces of the old-regime puzzle. It also illustrates how an uncritical reception of Tocqueville's model of modernization has obscured the ongoing interaction between the "Eurasian" and Westphalian state systems and parallel processes of sociopolitical change

Die Transition Indonesiens seit dem Ende des Suharto-Regimes 1998 wird begleitet von einem (Wieder-)Aufflammen bewaffneter Konflikte in vielen Teilen des Landes. Als derzeit größte Herausforderung für die staatliche Souveränität und Integrität Indonesiens gilt der Sezessionskonflikt in Aceh. Aber auch in der weiteren südostasiatischen Region gibt es Sezessionsbestrebungen, die sich insbesondere seit dem 11. September 2001 verschärft und mit nichtmilitärischen Risiken überlagert haben. Eine gewaltsame Sezession Acehs könnte somit eine Kettenreaktion auslösen. Untersucht werden die Genese des Aceh-Konflikts, das Scheitern der Verhandlungen in den Jahren 2000 und 2003 sowie die Auswirkungen auf die Stabilität Indonesiens und der südostasiatischen Region. Es ergeben sich vier Schlußfolgerungen: Der Konflikt um Aceh kann trotz der waffentechnischen und personellen Überlegenheit der indonesischen Sicherheitskräfte militärisch nicht gelöst werden. Die Unterstützung der lokalen Bevölkerung für die Unabhängigkeitsbewegung ist hierfür zu groß. Nur ein umfassendes Autonomiestatut für Aceh beinhaltet die Möglichkeit einer zivilen Konfliktlösung, da es die Mehrheit der Acehnesen bei adäquater Ausstattung und Implementierung für den Erhalt des Gesamtstaats gewinnen könnte. Auch wenn eine Lösung des Konfliktes mit militärischen Mitteln zu erreichen wäre, würde dies gleichzeitig eine Rückkehr des Militärs in die Politik fördern und so die Demokratisierung Indonesiens blockieren. Westliche Geber sollten Jakartas andauernde wirtschaftliche Abhängigkeit nutzen, um eine Rückkehr des indonesischen Militärs in die Politik zu verhindern und zudem auf eine zivile Lösung des Konfliktes drängen.
