Maģistra darbs "Eiropas Savienības politika Austrumu partnerības attīstībai: Austrumu partnerības samitu loma" ir veltīts Austrumu partnerības attīstības izpētei, ko veicinājusi Eiropas Savienības Kaimiņvalstu politika. Austrumu partnerība ir viena no ES ārējās politikas prioritātēm, tāpēc tās ietvaros dažādās formās tiek stiprināta sadarbība ar Austrumu partnerības valstīm, lai caur savstarpēju ekonomisku un politisku attiecību veidošanu ES nodrošinātu ekonomisku, politisku stabilitāti un mieru kaimiņvalstīs, kā arī ES robežu stiprināšanu. Viens no augstākā politiskā līmeņa daudzpusējās sadarbības formātiem ir Austrumu partnerības samiti, kuru laikā tiek izvērtēti Austrumu partnerības sasniegtie rezultāti un iezīmēti jauni attīstības virzieni. Šajos samitos piedalās ES 28 dalībvalstu un 6 Austrumu partnerības valstu vadītāji, kā arī ES institūciju augstākās amatpersonas un eksperti. Maģistra darbs sastāv no trīs nodaļām. Pirmajā nodaļā tiek aplūkotas Starptautisko attiecību teorijas un to piemērošana ES ārējās attiecībās, raksturota Eiropas Kaimiņu politika un Austrumu partnerības būtība. Otrajā daļā tiek aplūkoti ES asociācijas līgumu teorētiskie un tiesiskie aspekti, kā arī noslēgtie līgumi ar Austrumu partnerības valstīm, sniegts AP valstu raksturojums un analizēti trīs notikušo AP samitu rezultāti. Darba trešajā daļā tiek apkopoti ekspertu viedokļi par AP kopumā un prognozēm AP attīstības Rīgas samita laikā, savukārt nodaļas noslēgumā tiek analizēti AP Rīgas samita rezultāti. Eastern partnership is one of the priorities of the EU's Foreign policy through which EU strengthens the economic and political copperation with the Eastern partnership members, in order to enhance economic and political stability and peace in the neighbouring countries, as well as to strengthen the borders of the EU. Eastern Partnership Summit is one of the most important political activities in the multilateral cooperation, during which parties assess the accomplishments of the Eastern Partnership and draw new directions for further development. Leaders from the 28 EU and 6 Eastern Partnership countries, as well as the Senior Officials of the EU and experts participate in the summits. The Master Thesis consists of three parts. The first part reviews the theories of International Relations and their application in the EU Foreign relations; and characterizes the Neighbourhood policy of EU and the Eastern Partnership. The second part reviews the theoretical and legal aspects of the Association agreements of the EU, as well as the reached agreements with the members of the Eastern Partnership; characterizes the members states of the Eastern Partnership and analyzes the results of the three past summits. The third part presents the expert opinions about the Eastern Partnership and theirs forecasts for the development of the Eastern Partnership during the Riga Eastern Partnership Summit. The concluding part analyzes the results of the Riga Eastern Partnership Summit. The main goal of the article is to show the relationships between the policy of nation-building and cultural security in Jordan. Both the phenomena have an essential meaning for the political stability of the Hashemite Kingdom, which will be shown in the paper. The policy of nation-building is intensely promoted by the state authorities and there are many steps that are taken to create a solid national identity. In Jordan nation-building is about overcoming divisions which exist within the society and integrating people into one national community which is based on cetrain values and joint interests and, at the same time, accepts plurality. It should be noticed that some of the aforementioned initiatives also fall within the scope of the state's security policy in the sense that they are important from the point of view of esuring cultural security. ; Straipsniu siekiama aktualizuoti tautos kūrimo politikos ir kultūrinio saugumo ryšį Jordanijoje. Abu reiškiniai yra svarbūs Hašemitų karalystės politiniam stabilumui. Tautos kūrimo politika intensyviai remiama šalies valdžios. Be to, išskiriami įvairūs aspektai, darantys tiesioginę įtaką tautinio identiteto kūrimui. Tautos kūrimo procesas Jordanijoje niveliuoja visuomenės skirtumus ir integruoja žmones į bendruomenę, kuri grindžiama tam tikromis vertybėmis ir interesais, kita vertus, yra atvira pliuralizmui. Minėti veiksniai neretai atitinka valstybės saugumo politikos tikslus, nes padeda užtikrinti kultūrinį saugumą.

Gross domestic product (GDP) is the most popular measure of macroeconomic activity. However, it is increasingly recognised that GDP should be associated with additional data and indicators. In 2010, the European Statistical System Committee recommended a set of indicators to measure quality of life. Some of these indicators are already prepared by the EU Member States' and Lithuania's statistical offices. Active labour market policies are increasingly applied in recent times for the purpose of broadening macroeconomic, employment and social policy. These tools are especially useful for the disadvantage groups, such as the longterm unemployed and older people to return to the labour market. Rising employment level is the most effective tonic for economic growth and social inclusion. Employment is a very important factor to guarantee equal opportunities, which is contributing to the full participation of citizens in economic, cultural and social life. This improves quality of life. This paper explores the major Lithuanian ALMP indicators and their relationship with the indicators of employment and quality of life. ; Bendrasis vidaus produktas (BVP) – populiariausias makroekonominės veiklos matas. Šiuo metu BVP taip pat laikomas netiesioginiu visuomeninės raidos ir pažangos plačiąja prasme rodikliu. Tačiau vis plačiau pripažįstama, kad BVP turi būti siejamas su papildomais duomenimis ir rodikliais. Piliečiams rūpi jų gyvenimo kokybė ir gerovė. Europos ekonomikos ir socialinių reikalų komitetas pripažįsta, kad pastaraisiais metais padaryta pažanga pasaulio ir Europos lygmeniu kuriant bendrąjį vidaus produktą papildančius rodiklius, ypač tuos, kurie atspindi žmonių gyvenimo kokybę ir socialines sąlygas, susijusias su ekonominių sistemų tvarumu. Europos statistikos sistemos komitetas 2010 m. pateikė rekomenduojamą rodiklių rinkinį gyvenimo kokybei matuoti. Dalį šių rodiklių jau rengia ES šalių ir Lietuvos statistikos tarnybos. Aktyvios darbo rinkos politikos priemonės pastaruoju metu vis dažniau taikomos siekiant platesnių makroekonominių, užimtumo bei socialinės politikos tikslų. Šios priemonės ypač naudingos, norint grąžinti į darbo rinką socialinės rizikos grupių atstovus, ilgalaikius bedarbius, vyresnio amžiaus žmones. Užimtumo lygio didinimas yra veiksmingiausia ekonomikos augimą ir socialinę įtrauktį skatinanti priemonė. Garantuojant visiems lygias galimybes, užimtumas yra labai svarbus reiškinys, prisidedantis prie visapusiško piliečių dalyvavimo ekonominiame, kultūriniame ir socialiniame gyvenime bei jų galimybių įgyvendinimo. Tai gerina gyvenimo kokybę. Straipsnyje nagrinėjami pagrindiniai Lietuvos ADR P rodikliai, jų ryšys su užimtumo ir gyvenimo kokybės rodikliais.

Maģistra darba tēma ir "Nācijas tieksme pēc teritorijas: cionisms un Izraēlas premjerministru teritoriālā politika laikā no 1996. līdz 2013. gadam". Teritorija ir resurss, par kuru jau izsenis ir cīnījušās tautas, un nespēja sadalīt zemi ir arī iemesls Izraēlas – Palestīnas ieilgušajam konfliktam. Darbā autore pēta to, kas ir teritorialitātes pamatā, kā ir mainījies cionisms, kādu lomu tas ieņēmis Izraēlas Valsts izveidē, kā arī to, kāda ir Izraēlas politisko līderu retorika un teritoriālā politika laikā no 1996. līdz 2013. gadam. Darba teorētiskā bāze ir D. Storija grāmata Territory: The Claiming of Space (2001), savukārt empīriskā daļa balstās uz cionisma izpēti, Izraēlas premjerministru publiskajām runām un statistikas datu analīzi. Maģistra darba – LSDSP darbība trimdā 1944. – 1975.: politika, ideoloģija, starptautiskie sakari – mērķis ir izpētīt LSDSP darbību trimdā laika periodā pēc Otrā pasaules kara (1944 – 1975). Pētījums hronoloģiski sākas ar LSDSP biedru došanos trimdā 1944. g. – 1945. g. un aplūko LSDSP ĀK politisko, ideoloģisko un starptautisko darbību 30 gadu garumā līdz 1975. g. LSDSP ĀK bija viena no retajām reāli funkcionējošām politiskajām partijām trimdā. Kaut arī partijas aktīvo biedru skaits nekad nepārsniedza 150, tā bija kļuvusi par nerimstošu padomju propagandas izbrukumu objektu. Lielākais LSDSP ĀK propagandas panākums trimdā bija 1972. g. publicētā "17 komunistu vēstule". Dažādu iemeslu dēļ partijas darbība trimdā tika vērtēta pretrunīgi un kā demokrātijas sludinātāji sociāldemokrāti šajā laikā tika nosodīti arī no autoritāri noskaņoto trimdas aprindu puses. ; LSDWP Work in Exil 1944–1975: Politics, Ideology, International Contacts– the aim of this Master's thesis is to analyze the LSDWP work and actions taken after the World War II (1944 – 1975). The work examines political, ideological and international actions taken by the LSDWP's Foreign Committee in a thirty year chronological order. Therefore, it embarks with an exile of the party members in 1944 – 1945 and concludes the investigation with the events of 1975. The Foreign Committee of LSDWP was one of the few exiled political parties that kept functioning after leaving Latvia. Although, the party never exceeded more than 150 active members, it never discontinued to remain an object of Communist propaganda. The greatest achievement of the exiled party was a publication in 1972 of the "17 Communist letters". Nevertheless, due to the various reasons and circumstances the party's actions were perceived controversially, similarly as every propagator of democracy. Yet, even the other exiled authorities failed to favor the Social Democrats.

The present thesis contributes to fields of collocation and discourse analysis. It attempts to fill the gap of the lack of research on the comparison of popular scientific and academic discourses as well as hard and soft sciences through the use of collocations. The aim of the research is to analyze and compare collocations with the most frequent nouns and adjectives in hard and soft science disciplines in popular scientific and academic discourses in English in order to gain more insight into the differences and similarities between both discourses and hard and soft sciences. It is predicted that the frequencies of noun-noun and adjective-noun collocations are higher in the academic discourse than in the popular scientific discourse and that markers of author's stance are more likely to be found in the academic rather than in popular scientific discourse. The material used for the analysis of collocations in hard sciences includes a corpus consisting of 4,066 popular scientific articles (2,987,242 words) (henceforth, POPSCI) and academic articles from Corpus of Contemporary American English (COCA) (22,049,176 words). The analysis of collocations in soft sciences draws on the POPSCI corpus containing 3,460 popular scientific articles (2,730,096 words) and academic texts from COCA (69,915,010 words). Quantitative and qualitative approaches to data have been employed and the following methods for the analysis of the data have been used: corpus linguistics, discourse analysis, descriptive and comparative methods. The analysis has revealed some similarities between academic and popular scientific discourses and hard and soft sciences. An examination of noun pre-modification has found that nouns are typically pre-modified by adjectives in all corpora. Both discourses in hard and soft sciences also tend to point out to certain novelties. As regards the differences in both discourses, it has been observed that collocations in the academic discourse hard science disciplines highlight the future prospects of research, while popular scientific articles in hard and soft sciences tend to use collocations that refer to recent and previous research. As for the differences in hard and soft sciences, some collocations with the most frequent nouns and adjectives could be regarded as discipline-specific as the texts in hard sciences seem to frequently mention health, system and environment-related aspects which could typically be found in science, technology and medicine disciplines, while the texts in the soft sciences focus more on educational, political, societal and minority-related issues, which might predominate in disciplines such as education, political science and social sciences. The findings of the research do not support the hypothesis stating that the frequencies of noun-noun and adjective-noun collocations are higher in the academic discourse than in the popular scientific discourse, while the hypothesis suggesting that markers of author's stance are more likely to be found in the academic rather than in popular scientific discourse has been confirmed indicating that the academic discourse could be regarded as less objective than popular scientific discourse. ; Šis baigiamasis magistro darbas prisideda prie tyrimų laukų, analizuojančių kolokacijas ir diskursus, plėtojimo. Juo siekiama užpildyti tyrimų, lyginančių akademinį ir mokslo populiarinimo diskursus, taip pat tiksliųjų ir humanitarinių bei socialinių mokslų disciplinas pasitelkiant kolokacijas, trūkumą. Darbo tikslas – išanalizuoti ir palyginti kolokacijas sudarytas iš dažniausiai vartojamų daiktavardžių ir būdvardžių tiksliųjų, humanitarinių ir socialinių mokslų disciplinų mokslo populiarinimo ir akademiniame diskursuose siekiant atskleisti abiejų diskursų bei minėtų disciplinų panašumus bei skirtumus. Darbe keliamos hipotezės, kad daiktavardžio-daiktavardžio bei būdvardžio-daiktavardžio kolokacijos dažnesnės akademiniame diskurse negu mokslo populiarinimo diskurse ir kad akademiniame diskurse taip pat didesnė tikimybė aptikti autoriaus pozicijos žymiklius. Tiksliųjų mokslų kolokacijų analizei atlikti naudotas POPSCI tekstynas, kurį sudaro 4066 mokslo populiarinimo straipsniai (2987242 žodžiai), taip pat akademiniai straipsniai iš Šiuolaikinės amerikiečių anglų kalbos tekstyno (COCA) (22049176 žodžiai). Humanitarinių ir socialinių mokslų kolokacijų analizei naudotas POPSCI tekstynas, sukauptas iš 3460 mokslo populiarinimo straipnių (2730096 žodžiai) ir akademiniai straipsniai iš Šiuolaikinės amerikiečių anglų kalbos tekstyno (69915010 žodžiai). Darbe atlikta kokybinė bei kiekybinė duomenų analizė ir taikyti tekstynų lingvistikos, diskursų analizės, aprašomasis bei lyginamasis metodai. Analizė atskleidė tam tikrus panašumus tarp diskursų bei disciplinų. Daiktavardžių prepozicinės modifikacijos analizė parodė, kad visuose tekstynuose daiktavardžiai dažniausiai modifikuojami būdvardžiais. Taip pat paaiškėjo, kad visose abiejų diskursų disciplinose būdinga pabrėžti naujumą mokslo srityse. Tyrimo metu pastebėta ir skirtumų tarp akademinio ir mokslo populiarinimo diskursų. Kolokacijos akademinio diskurso tiksliųjų mokslų disciplinose dažnai vartojamos minint galimus mokslinius tyrimus ateityje, o mokslo populiarinimo visose disciplinose vartojamos kalbant apie praeityje ir neseniai atliktus tyrimus. Skirtumai pastebėti ir tarp skirtingų disciplinų. Galima teigti, kad kai kurios kolokacijos būdingos tam tikroms mokslo sritims, pvyzdžiui, tiksliųjų mokslų tekstuose dažnai minimi aspektai susiję su sveikata, sistemomis ir aplinka, kuriuos tikėtina rasti gamtos mokslų, technologijų ir medicinos srityse, o humanitarinių bei socialinių moksų tekstuose daugiau dėmesio skiriama aspektams, susijusiems su švietimu, politika, visuomene bei mažumomis, kurie galimai dominuoja švietimo, politinių mokslų bei socialinių mokslų srityse. Analizės rezultatai parodė, kad hipotezė, teigianti, kad daiktavardžio-daiktavardžio bei būdvardžio-daiktavardžio kolokacijos dažnesnės akademiniame diskurse, nepasitvirtino. Kita vertus, tyrimo rezultatai patvirtino hipotezę, teigiančią, kad akademiniame diskurse didesnė tikimybė nei mokslo populiarinimo diskurse aptikti autoriaus pozicijos žymiklius. Straipsnyje siekiama kompleksiškai išanalizuoti makro- ir mikrofaktorius, veikiančius Lietuvos statybos pramonės (SP) efektyvumą, numatyti SP plėtros tendencijas ir pateikti rekomendacijas jos konkurencingumui didinti. Tai atliekama analizuojant ES šalių patirtį ir ją pritaikant Lietuvai, atsižvelgiant į jos specifinę istorijǎ, išsivystymo lygį, poreikius ir tradicijas. Visų pirma išanalizuota būtinybė suderinti Lietuvos statybos industriją reglamentuojančius įstatymus su atitinkamais ES dokumentais (konkurencinė politika, įmonių įstatymas, socialinė politika, darbo sąlygos ir sveikata bei sauga, aplinkosaugos politika, standartai ir normos, statybos kontrolę reglamentuojantys norminiai dokumentai, statybos finansavimas, specialistų kvalifikacijos pripažinimas, valstybiniai-visuomeniniai užsakymai, struktūriniai fondai, tyrimų bei plėtros fondai ir t.t.). Antra, analizuojamos galimybės sudaryti efektyvią kintamą SP ir SP verslininkystės aplinką, parenkant racionalius makro- ir mikrofaktorius (finansinė politika, monetarinė politika, vyriausybės kišimasis į statybos rinką, organizacijų finansavimo šaltiniai, darbo našumas ir žemo darbo našumo statyboje priežastys ir t.t.). Šiam tikslui pasiekti siūloma išanalizuoti įvairius kintamus makro- ir mikroaplinkos derinius, šiuo metu esancius ES šalyse. Po analizės bus išrinkti racionaliausi makro- ir mikrofaktorių deriniai Lietuvai. The Indian state Kerala is renowned for its overall development in various indexes such as human development, equality and education. However, in terms of combating violence against women and girls, state policies do not fulfill their objectives. The total number of crimes against women in Kerala during 2007 was 9381, by the end of 2019, it had risen to 13925,and by October 2020,it was 10124. To prevent all forms of crimes against women, the state established a vigilant committee in 1997 under Kerala Women's Commission's supervision. This vigilant committee is known as Jagratha Samithi (in the Malayalam language) and works in every LocalSelf Government (Panchayat). Therefore, the object of this research is the Jagratha Samithi (JS). The study aims to identify the JS's role and activities in a panchayat to prevent violence against women and children. The methodology of the research is based on a qualitative study with primary data collected from 40 elected female and male representatives from 35 panchayats from one district in Kerala. The study shows that Jagratha Samithi in a panchayat has a significant role in addressing crimes against women and girls. However, there is a lack of sufficient support from society on its mission.

The article presents the results of empirical research concerning the collective memory in Białystok and Lublin – two largest cities in the Eastern Poland. Before World War II they were multi-ethnic cities with big and important communities of Poles, Jews, Germans, Ukrainians and Belarusians. Their contemporary ethnic structure was formed as a result of World War II, in particular the Holocaust, post-war border shifts and intense migration from the countryside to the city in the next decades. Both Białystok and Lublin are an example of the typical cities in Central and Eastern Europe, which after World War II the memory politics was built on in the completely new political and social circumstances. We aim to confront the contemporary official memory of the cities, transmitted by major public institutions and the vernacular memories of their present inhabitants. Santrauka Straipsnyje pristatomi Balstogės ir Liublino – dviejų didžiausių Rytų Lenkijos miestų kolektyvinės atminties empirinio tyrimo rezultatai. Prieš Antrąjį pasaulinį karą tai buvo daugiaetniniai miestai, turintys dideles ir svarbias lenkų, žydų, vokiečių, ukrainiečių ir baltarusių bendruomenes. Šių miestų šiuolaikinė struktūra susiformavo kaip Antrojo pasaulinio karo, ypač holokausto, sienų persislinkimų pokario metu ir vėlesniais dešimtmečiais vykusios intensyvios migracijos iš kaimo į miestus, rezultatas. Tiek Balstogė, tiek Liublinas yra tipiški Vidurio ir Rytų Europos miestų pavyzdžiai, kurių atminties politika po Antrojo pasaulinio karo buvo kuriama visiškai naujomis politinėmis ir socialinėmis aplinkybėmis. Straipsnyje siekiama palyginti šiuolaikinę oficialią šių miestų atmintį, kurios reguliavimas perduotas pagrindinėms viešosioms institucijoms, ir dabartinių miestų gyventojų vietines atmintis. Article contains analysis of issues related with radical reformation of Lithuanian tax system. harmonization its social and economical consequences with EU taxation practice and applicable tax legal attitudes. Lithuanian tax legislation must agree with legal acts and taxation directives of European Union, as it is stated in Lithuanian negotiation position "Taxes" (10th paragraph of negotiation). After implementation of tax policy means adequate to EU, the development of private and public undertakings will grow, satisfaction of material, everyday and cultural needs of inhabitants will be improved. This is the reason why decisive state and local authority institutions will have to reduce the tax load and create effective mechanism of taxing income redistribution over state and local authorities' budgets. These institutions will also have to review applications of exceptions for different form., business organizations or profit (income). Therefore continuous taxation environment will develop and practical possibilities for reducing tax rates of juridical and physical bodies will appear. This of course will influence accession of state and local authorities' budgetary income from tax and charges.The more especially as according to the forecast of Lithuanian consolidated gross country budget economy program (until the admission to the European Union) income of the year 2003 were 28.9 percent, expenses - 30.4 percent (corrected regarding expenses of pension reform) and the fiscal deficit - 1.5 percent of Gross Domestic Product (GDP). These lower (comparing with rates of other European countries) rates of revenue and expenses of Lithuanian consolidated budget indicate that economical performance and financial discipline may be improved. Due to the incomplete economical and financial performance huge amounts of income do not pass to the National budget (NB) and other budgets. Free and fair competition is perverted. Basic results of Lithuanian Republic financial statements arc different. During last five years (including year 2003) proportion of NB and GDP has not reached level of year 1998. Though several governments of Lithuanian Republic and Parliament have changed, but there have not been achieved better result, on budget formation and especially on its performing.On the basis of performed analysis, there have been conclusions, that in the point of tax harmonization view European Union is legal formation of limited power. It has delegation to act solo only if it concerns issues of taxation, which have been transmitted to EU by its member countries. This conception in taxation sphere is very heterogeneous, because respective treaties fix unequal legal base for coordination and unification of direct and non direct taxes of EU member countries. European Council mainly has the right to initiate legal acts and EU directives, other legal documents required for coordination of turnover, excise duties and other non direct taxation forms. Although European Council has juridical right to initiate legal acts needful for harmonization of non direct taxes, there is several EU directives and conventions regulating principles of direct taxation in European Union.Since year 2001 cardinal tax reform has been implemented in Lithuania taking into consideration adequate tax policy means and requirements of EU. Law on Value added tax (VAT) and excise duties are reconci1cd with acquis communataire requirement of European Union and requirements of international organizations. Law on income tax of individuals has came into force. This law has changed Law on income and assets of physical persons. Law on profit tax has changed law on profit tax of juridical persons. It has legitimated almost in half less rate of profit tax, simplified method of revenue and expense recognition and canceled baseless taxable privileges and exceptions. New tax laws in pursuance of Lithuanian tax reform do not mean enlargement of tax load. Contrarily, the purpose of tax reform is the reduction of gross tax load and positive influence of tax harmonization process (according EU requirements). ; Atkūrus nepriklausomybę, Lietuvoje pertvarkyta mokesčių sistema - biudžetas, jo sandara, mokesčiai, ūkio subjektų finansai. Mokesčių sistema formavosi kartu vykstant ir kitoms reformoms: keitėsi nuosavybės formos, kainodara, bankų sistema, pinigų-kredito strategija ir pan. Kiekvieną žingsnį kuriant ir tobulinant nacionalinę mokesčių sistemą daugiausia lėmė sprendimai kitose srityse: bendra ekonominė padėtis; infliacijos lygis; valstybės pinigų-kredito politika; privataus sektoriaus ir valstybės kontroliuojamos gamybos santykis bei tarpusavio sąveika.Nuo 2000 metų vis labiau plėtojantis bendriems eurointegraciniams procesams, Lietuvai iškilo svarbūs uždaviniai radikaliai reformuoti mokesčių sistemą, derinant jos socialinius ir ekonominius padarinius su apmokestinimo ES praktika bei čia vyraujančiomis mokesčių teisinėmis nuostatomis. Lietuvos mokesčių teisės aktai turi atitikti Europos Sąjungos teisę ir direktyvas apmokestinimo klausimais, tai numatyta Lietuvos Respublikos derybinėje su ES pozicijoje "Mokesčiai" (10 derybinis skyrius). Įgyvendinus mūsų krašte adekvačias Europos Sąjungoje vykdomos mokesčių politikos priemones, gerės privataus ir viešojo verslo plėtotės, gyventojų materialinių, buitinių ir kultūrinių poreikių tenkinimo sąlygos. Todėl sprendžiamosioms valstybės centrinės ir vietinės valdžių institucijoms prisieis dėti daugiau pastangų mažinti bendrą mokesčių naštą, sudaryti veiksmingą mokestinių pajamų perskirstymo per valstybės ir savivaldybių biudžetus mechanizmą, iš esmės peržiūrėti įšimčių tam tikroms verslo organizacinėms formoms arba pelno (pajamų) rūšims taikymą. Tada turėtų formuotis tolydi apmokestinimo aplinka ir visapusiškiau atsiskleistų realios galimybės derinti ir vienodinti Lietuvos mokesčius su kitų Europos šalių mokesčiais.Tyrimo objektas - Lietuvos Respublikos mokesčių sistema ir jos derinimo ir vienodinimo kryptys.Tyrimo tikslas - išanalizuoti, kokią įtaką eurointegracinės politikos ir tarptautinių normų reikalavimai turi mokesčių Lietuvoje derinimo ir vienodinimo su ES galiojančiomis apmokestinimo nuostatomis, kokių tai sukelia biudžetinių pajamų akumuliavimo padarinių. CC BY-NC-ND ; This study presents generalized European experience in the development of participatory democracy through the study of European regulations and strategies. The purpose of this study is to assess the level of community participation in the pilot region of Ukraine, on which the development prospects of this region are based, using the European tools of territorial administration. There is an objective relationship between the level of participation in the community and the state of its socio-economic development; therefore, increasing the level of participation can improve the welfare of citizens. During this study, with the application of analytical tools, this hypothesis will be confirmed or refuted. This study analyses the main methods of assessment of participation, based on which an original method for estimating the integrated level of participation in united territorial communities is offered, taking into account the specifics of decentralization processes in Ukraine. The proposed method of assessing participation in the pilot region of Ukraine (Zhytomyrska Oblast as a leader of domestic decentralization processes) was tested. The connection between the level of participation and the level of economic capacity of the community was investigated based on: the comparison of indicators of the level of integrated participation; the results of ranking; and the multifactor grouping of united territorial communities according to the level of economic efficiency of their functioning. Measures to increase the level of participation in specific united territorial communities are proposed, taking into account the results of the assessment and European participatory approaches to the management of territorial development.

The aim of this article is to present new theoretical approaches of fertility that explain links between childbearing, happiness and gender roles, gender (in)equality and gender (in)equity in a discussable way and highlight the prospectiveness of those approaches. A decline in fertility and low fertility rates are the negative fertility changes over the last few decades that were interpreted using the theory of second demographic transition (SDT) since the 1990s. However, rising fertility, which is observed in some countries, can't be explained using SDT or rational choice theories of low fertility that are not complex enough. As a result of inconsistent fertility trends and the limitations of already developed theories, new theoretical perspectives are currently being developed. A theory suggested by Billari (2009), which links happiness and fertility, suggests the idea that there is positive relation between happiness and fertility, but it depends on micro- and macrolevel factors including the basic happiness level, personal knowledge and experience, objective well-being and various contextual conditions – political, social, institutional and cultural. This theoretical perspective considers changing gender role models as the most important contextual factors. Two separately emerging theories of commonalities between happiness and fertility as well as the changing gender roles framework are interrelated. That is why it is useful to connect ideas on happiness and gender dimensions to a single fertility theory. The main idea of this theoretical perspective is the discrepancy between women's new gender role preferences and aspirations, when the family- and/or individual-oriented institutions do not suit the new emerging preferences, which, in turn, decreases happiness and fertility. This theoretical perspective complements SDT ideas suggested by R. Lesthaeghe, D. van de Kaa and P. McDonald's ideas about gender equality, gender equity and the changing fertility level. The changes of gender role models, happiness and fertility depend on a wider context – first, family and work reconciliation possibilities that are related to social and family policy; second, the level of gender equity in individual- and family-oriented institutions. The transition from the traditional gender role model to an egalitarian gender roles model depends on the adaptability level of the institutions. As this perspective suggests, the realization of procreative intentions is limited because of the inconsistency between gender role expectations and the structures of their fulfillment possibilities. These conditions create normative confusion, a family and work reconciliation conflict. The perspective that comprises three dimensions – happiness, fertility and gender roles – is considered to be among the highly promising theoretical perspectives for analyzing the changing fertility patterns and low fertility. ; Šio straipsnio tikslas – pristatyti naujas gimstamumo teorines prieigas, aiškinančias vaikų susilaukimo, laimės bei lyčių vaidmenų, lyčių (ne)lygybės ir (ne)teisingumo sąsajas, atskleisti šių teorinių prieigų ryšį, aptarti galimybes jas jungti, išryškinant jų perspektyvumą jau išplėtotų teorijų kontekste. Pastarųjų kelių dešimtmečių išsivysčiusių šalių neigiami gimstamumo pokyčiai, pasižymintys gimstamumo mažėjimu ir žemu lygiu, neužtikrinančiu kartų kaitos, nuo XX a. devinto dešimtmečio aiškinti remiantis antrojo demografinio perėjimo (ADP) teorija. Tačiau kai kuriose šalyse jau matomo gimstamumo atsigavimo ADP teorija paaiškinti negali. Kaip atsakas į išplėtotų gimstamumo teorijų trūkumus ir prieštaringus gimstamumo pokyčius šiuo metu plėtojamos dvi naujos, tarpusavyje susijusios teorinės perspektyvos – laimės ir lyčių vaidmenų sąsajos su gimstamumo pokyčiais. Šiuos tris dėmesnis integruojanti analitinė perspektyva papildo R. Lesthaeghe'o ir D. van de Kaa pasiūlytas ADP idėjas. Joje plėtojama bei naujai pritaikoma ir P. McDonaldo pasiūlyta teorinė schema, apimanti kintamas gimstamumo ir lyčių lygybės, lyčių teisingumo sąsajas. Kintamų lyčių vaidmenų modelių ir laimės bei gimstamumo kitimas priklauso nuo platesnio konteksto – darbo ir šeimos vaidmenų derinimo galimybių, susijusių su socialine ir šeimos politika bei darbo rinkos lankstumu, į individą ir šeimą orientuotų institucijų prisitaikymo prie kintamų lyčių vaidmenų. Dėl institucijų neprisitaikymo lyčių vaidmenų modelių kaita, pereinant nuo tradicinio prie egalitarinio lyčių vaidmenų modelio, yra "įstrigusi" pereinamajame etape, pasireiškiančiame normatyvine sumaištimi, darbo ir šeimos vaidmenų derinimo konfliktu, dėl struktūrinių suvaržymų ribojančiu prokreacinių lūkesčių realizaciją. Pagrindinė dviejų teorijų junginio ir naujas gimstamumo pokyčių aiškinimo galimybes suteikiančios kompleksinės teorinės perspektyvos idėja – žemas gimstamumo ir laimės lygis yra pasikeitusių lyčių vaidmenų preferencijų ir struktūrinių galimybių neatitikimo padarinys, kai institucijos negeba prisitaikyti prie kintamų lyčių vaidmenų.

The romantic relationship with the world turns politics into an occasion for an individual to showcase the creative powers of one's imagination. This leads to the aesthetic and emotional interpretation of the daily political phenomena. It gives rise to the perspective of an external observer who has no practical interest in the processes that are observed. Romantics are concerned with the emotional and aesthetic relationship with politics, and this is the source of their political passivity. The romantic relationship with the world is opposed to the idea of the statesman. The statesman is, by definition, not only an active citizen. He has to rise up to the highest standards of political leadership. The statesman has to lay the foundations for the principles that are to determine the state for future generations. In many important aspects, liberal democracy is similar to the principles of Romanticism that were described by Schmitt. Many observations point to the conclusion that the citizens of democratic societies see themselves as individuals endowed with unlimited creativity. They talk about politics but tend to avoid political commitments. The democratic principle of the majority pushes away the idea of the statesman. However, it would be a mistake to think that Romanticism is only the destroyer of the concept of the statesman. On the contrary, Romantics have made serious contributions to the emergence of national states and the statesmen who defended them. Without the impact of the Romantic imagination, it is hard to envision the national movements of Central and Eastern Europe. Schmitt's conception of political Romanticism is foreign to this region. The historical experience in Central and Eastern Europe shows that Romanticism was more than a purely artistic movement and played an important role in the creation of the political myth of the nation. The activities of the Romantics were often very political. Schmitt did not notice the important connections between the Romantic aesthetics and the nation state. The modern nation state is inseparable from the myth of the nation, which was nurtured by Romanticism. Even by driving out the understanding of the importance of the idea of the statesman, Romanticism preserves the very condition of its possibility – the myth of the nation. ; [straipsnis ir santrauka lietuvių kalba; santrauka anglų kalba] Straipsnio tikslas – atskleisti romantizmo ir valstybininko idėjos santykiųdvilypumą. Tai atskleidžia Carlo Schmitto PolitischeRomantik koncepcija, kurios branduolį sudaro su politika nesuderinamo romantiškosubjektyvizmo idėja. Kitu atžvilgiu romantizmas yra pagrindinistautinę valstybę suformavęs veiksnys. Šią valstybę ginantis valstybininkasneįsivaizduojamas be romantiško tautos mito. Vidurio ir Rytų Europos tautųistorija rodo Schmitto požiūrio į romantizmą vienpusiškumą. Šis autoriuspernelyg akcentuoja pirmąjį romantizmo veiksnį, užmiršdamas apie antrąjį.Vidurio ir Rytų Europos valstybių politinė istorija rodo, kad romantizmasne tik šalina valstybę ir valstybininko sampratą, bet ir yra daugiausia priepolitinio tautos mito kūrimo prisidėjęs veiksnys.

The impact of informal interaction between volunteer and child from social care institution to the child's social network is analysed in the paper. The problems of the children and the causes of the problems are presented in the first part. The theoretical strategies to alter the problems are discussed in the second part. In order to evaluate the impact the research was carried out. The structured interview method was used. The children and volunteers were the informants. The goal of interview was to explore the character and intensity of the interaction and to evaluate the changes in the social network of the children. The results of data analysis showed the changes in the child's social network, but the changes are not substantial.

It is pointed in the article that a significant and relevant direction of new social sciences in the body of the problems of research into welfare states (in general) and in Central and Eastern European countries in particular, could be the investigation of the problem of compatibility and coherence between welfare state models and public administration models, to be more precise, examining if this relation is accidental or not. This problem of coherence between welfare state and public administration models has to be investigated empirically in subsequent research, as the author raises this problem firstly in this article theoretically. ; Gerovės valstybių modelių kūrimo problema egzistuoja jau ne vieną dešimtį metų. Ypatingas vaidmuo, siekiant socialinės kokybės, kai kuriamos gerovės valstybės, tenka vertybių puoselėjimo klausimui. Autoriai straipsnyje šiuo aspektu kelia originalią gerovės valstybės ir viešojo administravimo modelių atitikimo bei jų suderinamumo problemą tiek Vakaruose, tiek ir Centrinės bei Rytų Europos šalyse. Jų teigimu, liberalus marginalinis gerovės valstybės modelis anglosaksiškose šalyse generuoja naująją viešąją vadybą ir atvirkščiai, o korporatyvus-konservatyvus gerovės valstybės modelis labiau atitinka hierarchinį viešojo administravimo modelį kontinentinės Vakarų Europos valstybėse. Tam tikri naujojo viešojo valdymo bruožai atskleidžia labiau universalų perskirstomąjį socialdemokratinį modelį kūrusiose Šiaurės Europos šalyse. Kyla klausimas dėl Pietų, Centrinės ir Rytų Europos gerovės valstybės modelių, kuriems, be "bismarkinių" korporatyvaus modelio savybių, būdingi ir klientelistiniai atitikimo hierarchiniam viešojo administravimo modeliui elementai, nes pastaruoju metu jie "dreifavo" liberalaus marginalinio modelio link. Dėl klientelistinių bruožų (nepotizmo, korupcijos, protekcionizmo, mažo nevyriausybinių ir politinių organizacijų aktyvumo) šioms valstybėms aktualus naujojo viešojo valdymo elementų formulavimas ir jų įgyvendinimas. Bet kuriuo atveju gerovės valstybės modelių ir jų atitikimo bei suderinamumo problema yra aktuali teorinė ir praktinė problema tiek Vakaruose, tiek Centrinės bei Rytų Europos šalyse.
