The conventional wisdom of the sixties and early seventies held that, except in the very long run, rapid development and human rights are competing concerns. Needs satisfaction, income equality, and civil and political rights were regularly held to be luxury goods. An examination of the development experiences of Brazil and South Korea, however, shows much of this conventional wisdom to have been mistaken. Rapid growth and development can be achieved without sacrificing social and economic equity. Furthermore, theoretical considerations suggest that even civil and political rights are more compatible with sustained rapid development than is frequently recognized.

Economic statistics are central to global economic governance. They are the informational background to the Sustainable Development Goals, conditional lending by international organizations, and other dimensions of development policy. But there is a growing chasm between aspirations for economic statistics and what they can deliver on the ground. We argue that these shortcomings are rooted in what we call a trilemma of official statistics, a general limitation that goes beyond methodological deficiencies of individual indicators. Data users demand that economic statistics should (a) use harmonized standards to be comparable, (b) be guided by standards prescriptive enough to guarantee reliability and prevent manipulation, and (c) be suited to local socioeconomic contexts. Yet as we show, complex statistics can only satisfy two of these conditions at once. Importantly, we can only increase the suitability of such statistics to local contexts if we make concessions on either prescriptiveness or harmonization. We examine three cases in detail: national accounts statistics, poverty lines, and unemployment statistics. To strengthen external validity, we also briefly consider inflation, trade, and debt statistics as additional cases. The statistical trilemma clarifies the inevitable trade-offs statisticians face when designing measurement standards and thus the role they can – and cannot – play in global governance.

Although international trade is an incontestable driver of economic development, scientific literature still lacks the studies to assess the impact of the international trade in agricultural products on the EU economic growth. The agricultural sector is treated as specific in comparison to other economic sectors as the EU subsidisation policies causes distorted competition in both local and global agricultural markets. The main purpose of this article is to assess the impact of the international trade in agricultural products on the economic growth of EU28. The results of the correlation and regression analyses have revealed that the international trade in agricultural products (in particular, section I and III products) contributes only insignificant part, to the economic growth of EU28 through the following indicators: GDP in market prices, self-employment, employment in the agricultural sector, labour force rate, subsidies and other transfers. The results have also disclosed that while analysing the impact of the international trade in agricultural products on economic growth, there is no necessity to research export and import volumes in separate as agricultural export and import show nearly the same (only with insignificant value differences) determinants of economic growth promotion. Another important conclusion is that the international trade in agricultural products mainly comprises the trade in live animals and animal products (meat and edible meat offal, fish and crustaceans, molluscs and other aquatic invertebrates, dairy produce, birds' eggs, natural honey, edible products of animal origin, not elsewhere specified or included, and products of animal origin, not elsewhere specified or included) as well as animal or vegetable fats and oils and their cleavage products, prepared edible fats, and animal or vegetable waxes.

The Role of Capital Expenditure on Education, Health Expenditure, on the effort to reduce poverty level is an interesting study because the allocation of expenditure to several countries including Indonesia is quite large, so it is necessary to review the effectiveness of the budget allocation to reduce poverty and increase human economic growth (Psacharopoulus, 1972) in Todaro, 2000). The level of public welfare can no longer be measured from monetary values such as income per capita, but should include non-economic measures (Connolly and Munro (1999); Perkins (2001); Todaro and Smith (2002); and Van Den Berg 2005), and more focus on human development which can be measured from the high government commitment in allocating budget for education, health and other factors which are strongly related to the development of human resources. The objectives of this research are to analyze and assess on how: (i) the impact of the allocation of education capital expenditure and the allocation of health expenditure on the Human Development Index; (2) the influence of human development index on economic growth; (3) the effect of economic growth on the level of poverty; and (4) the interpretation of the economic growth acceleration model. The research was conducted by taking samples in 23 regencies/municipalities in South Sulawesi Province which is one of the provinces with the highest economic growth rate in Indonesia. The data used is Panel data with period 2004 - 2016, then processed by using regression analysis method. The Result of the Research from the first model., it shows that from the t test, it is found that the variables contained in the data which give significant effect to the Human Development Index is the allocation of Education fund, at the real level of 5%. The value of R2 generated in this model is 0.637 which means that 63.7% of the human development index in 23 urban districts for 10 years is explained by the variables in the model, the allocation of education and health funds, the rest by other variables ...

This article discusses how inclusive development is translated into policy and regional development planning. Perspectives used are that of the regional government apparatus in-charge of development planning. As a strategic actor in decision making, those in charge of development planning hold an important role in determining what counts as inclusive development, who the targets are, and how such inclusivity could be realized through development programs. The research was conducted in Bandung Regency, one of the regions that experience rapid economic growth, as well as one that is facing the challenges of poverty and the decline of environmental support capacity. The method that was used in this research is the quantitative method to discover the perceptions of government apparatus, which afterwards are confirmed through textual analysis of regional development planning documents. From this initial research, development planning process is suspected to not have optimal public participation, as well as to not have involved marginalized groups, so that policies and programs are less able to accommodate several strategic regional issues. Therefore, there is a need to create a comprehensive effort towards achieving an inclusive development agenda as the primary goal in Bandung Regency development.

​While the analysis is not the first to investigate empirically the effects of different individual or household factors on school access and completion of Ghanaians, it extends previous work by simultaneously incorporating individual, household, community, regional and national characteristics and also illustrates the latest evidence by applying international data sources and unusually detailed household survey data for a sub-Saharan country. Its focus is threefold: (i) gaining a richer understanding of which external influences hinder educational access and attainment in Ghana, (ii) how to better tackle these challenges and (iii) analyzing how educational development affects the country's overall development. An interview with the Minister of Education helps guide the policy orientation of the analysis by identifying several critical challenges and areas of needed policy attention. Findings from the data analysis indicate that the geographic divide between the North and South, increased economic growth, demographic pressure and a number of individual, household and community factors especially children's nutritional and labour status are the most important challenges in increasing levels of education among Ghanaians in years to come. Finally, the analysis pilots a new and comprehensive results- and capacity-focused policy matrix to help the Government of Ghana realign policy priorities and reform existing programs. To this end, respective policy levers on the demand- and supply-side are discussed, with particular reference to external and demand-side interventions which have not received the necessary attention at the policy-level to improve educational opportunities and outcomes at all levels.​
