This article joins the debate on the entry of non-European states into International Society by examining the socialization of Japan into the normative framework of European International Society during the Meiji period. Despite recent arguments that the English School has pioneered an interpretivist approach in the study of international politics, their conceptualization of the expansion of International Society has paid scant regard to non-European perspectives. As a consequence, International Society is commonly portrayed as playing a progressive role in mitigating conflict and enhancing world order. The article challenges the lopsided portrayal of how non-European states were socialized into International Society. It illustrates that Japan was socialized into a Janus-faced International Society. Finally, it argues that the English School's normative commitment to international order and exclusion of non-European perspectives is in danger of undermining its interpretivist credentials.

AbstractThe early internationalization of new ventures has been described as a contemporary phenomenon enabled by globalization and digital technologies. However, today's multinational enterprise Siemens, founded in 1847, fits extant definitions of born globals. Based on this historical case, this study seeks to answer the question: What are enduring and contextually invariant aspects of early internationalization processes? An abductive analysis of the company's first 3 decades finds six relevant and emergent themes. We contribute to international entrepreneurship research by presenting evidence that early internationalization is not a new phenomenon, showing support for multiple extant findings, and providing new insights for otherwise underexplored themes. We also provide future research directions regarding personal‐level processes in international new ventures based on the analyzed 30 years.

Der Beitrag rekapituliert zunächst die Geschichte des internationalen Strafrechts bis zur Gründung des Internationalen Strafgerichtshofs 1998. Eingegangen wird dann auf das völkerstrafrechtliche Sonderregime für die USA. Präsident Bush unterzeichnete am 3. August 2002 den American Servicemembers Protection Act, der zusätzlich zum Verbot für US-Behörden, mit dem Internationalen Strafgerichtshof zusammenzuarbeiten, in Section 2008 (a) die Ermächtigung zum Gewalteinsatz für die Befreiung amerikanischer Staatsangehöriger, denen ein Verfahren vor dem Gerichtshof droht, enthält. Diskutiert werden die Gründe für die schroffe Ablehnung der internationalen Strafgerichtsbarkeit durch die USA. Diese sind - wenig überraschend - im Bereich des amerikanischen Selbstverständnisses und der teilweise selbst zugewiesenen, teilweise übertragenen Rolle als weltweit agierende Ordnungsmacht zu suchen. Befangen in anti-amerikanischen Vorurteilen werden einige der Richter des Gerichts, so die amerikanische Befürchtung, nicht Recht sprechen, sondern ideologischen Orientierungen folgen und so zwangsläufig zu einer Verurteilung amerikanischer Politik gelangen. Eben diese "Tyrannei der Richter" ist für die USA nicht hinnehmbar. (ICA2)
