This reports focus is making global value chains (GVCs) more inclusive. This is achieved by overcoming participation constraints for Small and Medium Enterprises (SMEs) and facilitation access for Low Income Developing Countries (LIDCs).The two major points of this report are 1) participation in GVCs is heterogeneous and uneven, across and within countries and 2) available data and survey-based evidence suggest that SME participation in GVCs is mostly taking place through indirect contribution to exports, rather than through exporting directly.
This Country Partnership Framework (CPF) presents the World Bank Group (WBG) program for Côte d'Ivoire (CIV) during the period FY16-FY19. The CPF comes at an opportune moment to accelerate and scale up the WBG engagement. The program will take advantage of CIV's current climate of renewed stability to modernize the economy and eliminate long-standing disparities aggravated by a decade of multifaceted crisis, during which the World Bank Group had to suspend its operation four times. In 2009, a transitional Government resulting from the Ouagadougou Political Agreement (OPA) provided an appropriate platform to reengage. The transitional Government prepared the country's first Poverty Reduction Strategy Paper (PRSP) covering 2009-2015. The WBG Country Partnership Strategy (CPS) for FY10-14, which supported the PRSP's goals, was prepared in this context. Political unrest following the 2010 Presidential Elections then rendered implementation of the 2009 PRSP difficult. During the past four years, CIV has made an impressive transition from crisis to relative stability, and from fragility and low equilibrium, through stabilization, to aspiring emerging economy status. Although some of the root causes of the conflict remain, there are high expectations that those will be tackled if the current transformation is maintained and the reconciliation agenda is intensified. The Government expects to accelerate implementation of measures designed to improve social cohesion, develop human capital, build a resilient economy, support territorial development and promote regional synergies towards integration. The CPF will also support the achievement of the WBG's twin goals of reducing extreme poverty and boosting shared prosperity, which is also in line with Côte d'Ivoire's plans.
Not Available ; Strategies for Doubling Farmers' Income in Rainfed Regions of the Country Rainfed agriculture with nearly 53 per cent of the cultivated area contributes to 40 per cent of country's food production. Nearly 83% of the area under pulses, 85% of the area under coarse cereals, 70% of the area under oilseeds and 42% of the area under rice is rainfed. Rainfed regions are home to about 40% of the human and 60% of the livestock population and the performance of rainfed agriculture is critical to achieve and sustain higher growth in agriculture, enhance incomes and improve livelihoods. The productivity of several rainfed crops is around 1 t/ha and the adoption and diffusion of key rainfed technologies is still low resulting in large yield gaps between research stations and farmers' fields. Decline in the size of the holdings, continuous and unabated land degradation, widespread nutrient deficiencies, increasing climatic variability and climate change poses new challenges in the form of deficit rainfall, droughts and floods impacting the productivity and profitability. Besides, large livestock population inhabiting the rainfed regions require nutrient rich fodder and the demand and supply of fodder is widening. By 2025, the deficits will be to the tune of 65% in case of green fodder and 25% in case of dry fodder. The real incomes of the farmers are declining due to growing labour and input costs. In order to achieve doubling of farmers' income, besides meeting food and nutritional security of the growing population, enhancing the productivity of crops as well as an accelerated growth of livestock, fishery and horticulture sub-sectors will be required in rainfed areas. The short-term strategy would be deployment of location specific proven rainfed technologies depending on the resource endowments for bridging the yield gaps, cropping intensification in medium to high rainfall regions with appropriate water harvesting and efficient use, diversification of agriculture at farm level. Emphasis on strengthening of the farming system and enhancing income from livestock component, focus on market intelligence and dissemination of market information is key for enhancing income at farm. Upscaling of climate resilient integrated farming system modules with diversifying enterprises with high farm income is an essential strategy particularly for small and marginal farmers. The medium term strategy would be on high value crops and commodities including horticulture, protected cultivation of high value crops, value chain development for rainfed crops, capacity building of communities on market intelligence, skill up-gradation towards value addition, cost minimization by way of establishment of farmers producers groups, and risk minimization by way of providing access to water and insurance. For long-term sustainable agriculture, building Dr. K. Sammi Reddy soil organic carbon and promotion of application of organic manures and crop residues with reduced tillage to improve soil health is needed. These strategies have to be implemented in a system mode in association with all the relevant stakeholders so as to establish scalable and evidence based models for doubling of income for various rainfed agro-ecosystems in the country. The action plan need to be implemented in a mission mode pattern by DAC&FW and State line departments by converging with ongoing Central (PMKSY,PMPKVY, MGNREGA, RKVY, PMFBY, etc) and State (eg. Krishi Bhagya program of Karnataka, PantaSanjivani of Andhra Pradesh, PoCRA of Maharashtra, drought management program of Odisha, TSMIP of Telangana etc) programs. This may require adequate fund allocation and manpower. The focus should also be on capacity building/skill development of all relevant stakeholders at various levels. ICAR-CRIDA along with network partners through AICRPDA, AICRPAM, NICRA and SAUs would contribute for implementing the mission mode program through technical backstopping. K. Sammi Reddy Director (Acting), CRIDA CRIDA - Newsletter 2 Research Highlights New Research Initiatives Development of Microbial Consortia for Drought Tolerance in Rainfed Crops Plant beneficial microorganisms have great potential to enhance the drought tolerance and crop productivity. They exhibit variety of plant growth promoting characteristics, which help in modifying the physiological responses to water scarcity and enhances the survival and growth of crop plants. Combination of microbial cultures potentially aid in multiple functions, which are not possible otherwise. Since the constituent individual species perform different functions such as nitrogen fixation, phosphorus solubilization, drought tolerance etc. which gives additive benefit for crop growth and development. At ICARCRIDA, a project entitled 'Development of microbial consortia for drought tolerance in rainfed crops' has been initiated in collaboration with AICRP on Dryland Agriculture to evaluate microbial consortia already developed at CRIDA under different rainfed regions of the country and to identify potential isolates/ consortia of microorganisms if any for drought tolerance and plant growth promotion from native soils. This study would help in characterizing the location specific effective consortia that could be used to improve plant growth and yield under drought stress conditions. District Action Plans for Drought Proofing ICAR-CRIDA has been given the responsibility to develop district action plans for drought proofing for 24 selected districts in 3 states i.e Karnataka (16), Andhra Pradesh (4), Rajasthan (4). The plans being developed in association with participation of district level officials of different line departments including agriculture, horticulture, animal husbandry, irrigation, groundwater and rural development and KVKs and state agriculture universities. A common template has been prepared by ICAR-CRIDA and circulated to all districts to collect the relevant information on all sectors covering climate information, crops, animals, water resources availability and prioritisation basis to identify the crops/horticulture systems/ livestock systems to assess the vulnerability and the possible interventions in terms of water management, watershed activities and crop based interventions for inclusion in developmental programmes. Capacity building workshops were organised for 3 states separately on the template and review meetings are also completed for district level officials. Co-4 fodder in the farmer's field Farmers FIRST Project Farmers FIRST project on "Farmer Centric Natural Resource Development for Socio- Economic Empowerment in Rainfed areas of Southern Telangana Region" being implemented since October, 2016 in Pudur mandal of Vikarabad district of Telangana State in a cluster of four villages namely: Thirumalapur, Rakamcharla, Pudugurthy and Devanoniguda comprising 400 households. Based on PRA and baseline survey information, an action plan and technology package for the area has been implemented. The technology package modules comprised of soil and water conservation, crops and cropping systems, horticulture, livestock, farm mechanization and socio-economic studies. Development of model irrigation system, vegetable nursery raising at farmers level utilizing portrays with cocopeat; seed and shade nets, backyard poultry; mineral supplementation; crop residue management by making total mixed ration and use of chaff cutter; ram lamb technology; fodder technology var.CO- 4 series were some of interventions carried out in the villages in participatory mode. CRIDA - Newsletter 3 Unreaped Yield Potentials of Major Rainfed Crops A Decision Support System (DSS) has been developed which can be hosted online. The DSS accommodates 15 rainfed crops. For a selected crop and district, the DSS identifies model district having agro-climatic features similar to target district and provides potential yield achieved by model district. It further explores the scope for bridging the yield gap with adoption of HYVs and proper nutrient management. Some validation checks were incorporated for nutrient use. Testing is being done for hosting the application on CRIDA server. Yield efficiency of a district was assessed under rainfed conditions by building a composite index. The index was built by combining crop-wise efficiencies (20 crops) using area sown under a crop as weight. There were 60 districts which have potential for doubling of yield under rainfed production system. Scientific Activities Orientation Workshop on Drought Management An Orientation Workshop on "Drought Management in Odisha" at Watershed Mission Building, Bhubaneswar was organized on 7th July, 2017 by Department of Agriculture and Farmers' Empowerment, Govt. of Odisha, involving all line departments. The workshop was attended by Director, CRIDA and Scientist representatives from CRIDA, IIWM and OUA&T. The meeting was chaired by Smt. Sujata Kartikeyan, Commissioner cum Director, Odisha Watershed Development Mission. Dr. K. Sammi Reddy, Acting Director, ICAR-CRIDA in his opening remarks, appraised the delegates about short, medium and long-term action plans of Drought management to be taken up and role of various stakeholders in carrying out the MoU. Two presentations were made, first by Dr. P. Vijaya Kumar, ICARCRIDA on the detailed approach for drought management and the other by Dr. G. Kar of ICAR-IIWM on Mitigation Strategies. Deliberations were made on identification of blocks which are vulnerable to drought based on data available for selected parameters. Further, stress on inclusion of socio-economic parameters was laid, as Odisha is lagging behind in these aspects though it has better natural resources. A core group was formed to work out the methodology of prioritizing blocks for drought management. Smt. Sujata suggested for development of detailed technical programme for the selected blocks at the earliest to initiate the activities and also for monitoring and evaluation of the Programme by ICAR and SAU. Institute Advisory Committee (IAC) Meeting under Farmers FIRST Project Institute Advisory Committee (IAC) under Farmers FIRST Project was conducted on 26th July, 2017 at ICAR-CRIDA, under the chairmanship of Dr. K. Sammi Reddy, Director (Acting), ICARCRIDA in the presence of Dr. Y.G. Prasad, Director, ICAR-ATARI (Zone-X), Smt. S.V. Bharati, ADA, Vikarabad Dist., Ms. Vijayanti, HO, Parigi division, Dr. G. Nirmala, PI and all Co-PIs of the Farmers FIRST Project. A brief presentation on activities of project was made by Dr. G. Nirmala, PI which included the progress of work done and action plans for the year 2017-18. Some suggestions made by official includes to sum up each parameter of survey of 400 households in 4 villages, establishment of fodder bank, seed bank and IFS module in each village. Orientation Workshop on Drought Management in Odisha Institute Advisory Committee (IAC) under Farmer FIRST Project Interface Meeting on Agriculture Contingencies An interface meeting was organised on 8th August, 2017 at ICARCRIDA, Hyderabad, to assess the prevailing crop condition due CRIDA - Newsletter 4 to deficient rains in Telangana state under the chairmanship of Sri Parthasarathi, Agriculture Prin. Secretary, Govt of Telangana which was attended by District Level Officials and representatives of various institutes in Hyderabad. The rainfall for Southwest monsoon 2017, was predicted to be normal for the entire state. Rainfall during June month observed to be very good with majority mandals receiving normal to large excess rainfall in the state. A total of 264 mandals out of 584 mandals in the state received large excess rainfall. Only 63 mandals received deficient (59 mandals) to large deficient (4 mandals) rains in the state. Contingency measures to be taken up under the present condition were discussed. An assessment of available water in major, medium and minor tanks was also discussed. District level officials were advised to be cautious and also requested to monitor the emerging pests for cotton and other crops and requested to issue timely advisories to farmers using electronic media. Interface Meeting Standing Technical Committee (STC) Meeting of National Mission for Sustainable Agriculture (NMSA). The Standing Technical Committee (STC) meeting of National Mission for Sustainable Agriculture (NMSA) was held on 8th September, 2017 at ICAR-CRIDA, Hyderabad under the Chairmanship of Dr.K. Sammi Reddy, Chairman, STC & Director, ICARCRIDA. Sri B.V.N. Rao, Deputy Commissioner, Department of Agriculture, Cooperation & Farmers Welfare gave a brief on the importance of the pilot research projects being implemented by the various ICAR institutes sanctioned under NMSA. The committee reviewed these projects and suggested to develop Climate Resilient Farming System models. The committee advised to develop a withdrawal strategy for maintenance of assets created under the project and the outcome of the projects should indicate how the interventions of the project would contribute towards the vision of doubling of the farmers' income and reducing the risk due to extreme climate events. QRT meeting in progress Interaction session with scientists Technology Transfer Exposure Visit under Farmers FIRST Project An exposure visit was conducted for nearly 80 farmers from Devononiguda and Rakamcherla villages of Pudur cluster, Vikarabad district, Telangana state on 30th August, 2017 to expose the farmers to the horticulture exhibition which has been organized at Peoples plaza, Necklace road, Hyderabad by the State Department of Horticulture and Sericulture, Government of Telangana. During the visit the farmers were exposed to various horticultural technologies. A technical session was arranged on horticulture schemes of department and subsidies and prospects of organic farming in vegetable cultivation, and best management in vegetables particularly chillies which is grown by the farmers. The exposure visit provided farmers an opportunity to meet promoters of organic farming, medicinal and aromatic products, Bonsai practitioners etc. Farm Implements Distribution to Tribal Farmers In the month of October, 2017 two programmes were organized in Kothwalguda cluster of Adilabad district and another in Yellamma thanda cluster of Rangareddy district (27th October, 2017) to create awareness among tribal farmers and to distribute improved implements to the farmers, in the awareness programme organized in Rangareddy district. The theme of the event envisaged by the Govt. of India was "Better health and Improved diet in Infants and children". In Narrepally village, the programme was conducted on 6th September, 2017, where about 200 farm women, farmers and Anganwadi teachers attended the programme. Dr. V. Maruthi, Head KVK emphasized the traditional diets, their importance in nutrition to rural women. Smt. Shantisree, ICDS CDPO and chief guest presented a detailed picture of Nutritional programme for women nutritive value of synthetic diets nutritional disorders etc. In Gummadivelli, Kandukur Mandal, Ranga Reddy District the National Nutrition Week was celebrated on 7th September, 2017. Shobana CDPO, Kandukur mandal participated in the programme as Chief guests. Nutritional aspects of farm women and nutrition requirements were the topics of discussion during the programme. Field Day on Usage of Agricultural Implements ICAR-CRIDA KVK has conducted field day and an awareness programme on usage of agricultural Implements in field demonstrations on 18th September, 2017 at Gummadivelly village, Kandukur mandal, Ranga Reddy District. Dr. V. Maruthi, Head, KVK briefed the farmers on the need to adopt mechanization in all operations for cost reduction and yield enhancement with different implements and other technologies. Dr. B. Sanjeeva Reddy, Principal Scientist and OIC of farm Implements ICARCRIDA emphasized on CRIDA developed implements usage and availability. Er S. Vijayakumar, SMS (Agricultural Engineering), organized 30 field demonstrations in two villages with seedcum-fertilizer planter and the performance of demonstrated farmer fields with comparison to farmers' method and was found to be effective. About 67 farmers participated in the field day programme from two villages Gummadavelly and Kolanguda villages. The Farmers were educated on the improved production technologies through interactions and brochure prepared in local language. An exhibition was also arranged during this occasion to exhibit different agricultural implements developed from ICARCRIDA. National Women Farmers' Day National Women Farmers' Day (Mahila Kisan Divas) was organized by Krishi Vigyan Kendra, CRIDA on 15.10.2017 at Hayathnagar Research Farm with the participation of 250 women farmers from Ranga Reddy district. Dr. V. Maruthi, Head, KVK and Principal Scientist briefed the importance of the day and women's role in agriculture. Dr. K. Uma Maheswari, Head, PGRC, PJTSAU in her lecture discussed about the problems faced by women in farm activities. CRIDA - Newsletter 7 National Agriculture Education Day ICAR-CRIDA celebrated National Agriculture Education Day on 3rd December, 2017 by organizing essay writing competitions for Class VIII & IX students and painting competitions for Class VI & VII students to mark the birth anniversary of first President of Independent India and Union Minister of Agriculture, Bharat Ratna (Late) Dr. Rajendra Prasad. Total 36 students from 12 different Kendriya Vidyalaya Schools located in Hyderabad and Secunderabad participated in the competitions. The meetings captured the salient achievements and success stories from technology demonstrations in NICRA adopted villages. Dr. JVNS Prasad, Co-PI, TDC-NICRA emphasized about the approaches for scaling up of the proven resilient practices in the NICRA villages which is to be adopted in the next phase of NICRA in various workshops. AICRPAM Annual Working Group Meeting The Annual working group meeting of AICRP on Agrometeorology was held at Sher-e-Kashmir University of Agriculture Sciences & Technology (SKUAST) Jammu, Chatha during 27th-29th November, 2017 to evaluate the research progress made during Kharif 2016 and Rabi 2016-17. Fifteen officials from eight different states viz., Telangana, Andhra Pradesh, Maharashtra, Odisha, Tamil Nadu, Goa, Punjab and Karnataka attended the model training course. The course covered focus on various technologies for sustainable NRM, horticulture systems in rainfed agriculture, enhancing productivity of crops and cropping systems through effective use of natural resources, farming systems approach, role of livestock and their management for enhancing productivity and income in drylands, gender mainstreaming, communication tools and techniques for sustainable NRM. ICAR Short course on Tools on Monitoring, Evaluation and Impact Assessment of Rainfed Technologies and Development Programmes ICAR Sponsored Short course on "Tools on Monitoring, Evaluation and Impact Assessment of Rainfed Technologies and Development Programmes" was conducted for 10 days from 1-10 November, 2017 at ICAR-CRIDA. CRIDA - Newsletter 12 Capacity Building Activities of Farmers Training on Crop Colonies and Soil Health Management in Horticulture Crops Department of Horticulture, Telangana and KVK-CRIDA organized the training programme on "Crop colonies and soil health management in horticulture crops for sustainable net returns" organized at Center of Excellence, Govt. of Telangana, Jeedimetla, Medchal on 8th September, 2017. Importance of soil testing, procedures for soil sampling, soil test based fertilizer recommendations, vulnerability of small and marginal farmers in rain-fed/dryland areas, integrated farming with agri-horti-animal husbandry for sustainable net income, crop diversification, inter crops/mixed cropping, strip cropping, trap crops, boarder crops, sticky traps, pheromone traps, water traps etc were also demonstrated. Pest Management and Vegetable Cultivation in Nawabpet Mandal of Vikarabad Division (Kesavapalli and Thimmaredy palli villages). Dr. SM Vidya sekhar and Sh. G. Sri Krishna from KVK-CRIDA, Ranga Reddy District, Telangana, Sh. Nagabrahma Chari, CEO of Seed NGO and Village Sarpanch along with 67 farmers participated in the programme. The soil test based fertilizer recommendations were given to 200 farmers for crops like Rice, Cotton, Redgram, Maize, Vegetables and soil health management aspects were explained to farmers by Dr. S.M. Vidya Sekhar, KVK during the training programme. Around 200 soil health cards prepared by KVK were distributed to farmers of the two villages. Dear readers, authors and reviewers,As usual in RESI's issues, vol. 9, n. 2, brings papers from authors from many different institutions. This time, the authors of the ten papers come from eleven different universities. This provides clear evidence of the journal's spread of reach and capilarity. What calls the attention now is the fact that three of the papers were submitted in English, although there are Latin Americans among their authors. There are at least five other papers going through the review process right now that were also written in English in spite of their authors being native speakers of Portuguese or Spanish, which increases or perception that there is a trend towards that.RESI's editors consider this a very positive movement, because it increases the visibility of the journal among a broader audience. The fact that RESI pioneered the adoption of DOAJ, now the leading indexer of open access academic journals in the world, and that it started using DOI to identify its issues and papers prior to most other Latin American journals demonstrate our concern in providing more visibility to the research that is carried out in Latin America. Of course, publishing papers in English will make that effort more effective. RESI intends to become a connection hub between our scientific community and that of the Norther Hemisphere. Therefore, papers in English will always be very welcome.In spite of that, we would like to stress our commitment with the publication of sound research developed in Portugues or Spanish, because that is essential for the integration of ibero-american researchers, something which still needs a lot of promotion. We should also highlight that issues involving information systems many times have a relevant cultural component that needs to be addresses by researchers that are familiarized with local realities and generate results that can be discussed with local authorities and society in general. And that is, surely, easier to do using the national language of those concerned. We shouldn't be happy to only import technologies that were developed in "the developed world" (no matter what that means!) adapting them to our local problems without a thorough reflection on their capacity, or even usefulness, in solving them.Therefore, at the same time we celebrate the interest and the courage of our authors to try and express themselves in a foreign language, in order to increase the visibility of their work, we will always be open to papers written by authors in their native language, if we have the technical conditions to review it properly, which currently only happens to Portuguese, Spanish and English. After all, an electronic journal such as RESI can provide international visibility for those who seek it, while also creating a democratic environment for the discussion of local issues with those who have a particular interest on it, which may be less effective if not done in the national language of the stakeholders.Having this reflection been made, we invite our authors, reviewers and readers to keep this "caotic" diversity of languages, perspectives and ideologies which have always characterized the University and now call attention to the papers that comprise this issue, which will be briefly presented in the next few paragraphs:The first paper, "Information systems graduate education and research in Brazil", written by Renata Mendes de Araujo and Márcio de Oliveira Barros, opens this issue with an important issue to all of those involved with graduate education in the Information Systems' field, which is the way we are forming the next generations of researchers in our maters and doctorate programs. In this paper, the authors report their experience in consolidating their graduate school at Unirio. The paper is addressed to researchers that deal with IS from an informatics perspective, but could also interest those who see IS from a managerial perspective.Lisiane Barea Sandi and Amarolinda Zanela Saccol show their concern with the way our society is assimilating new technologies, highlighting the fact that, in spite of the obvious benefits, there are also reasons for concern. In " Information overload due to the adoption of mobile and wireless information technologies and its consequences to sales professionals" the authors use an exploratory survey with 75 sales professionals, trying to analize the impacts of mobile telephony on their quality of life."The influence of managerial work determinants on the perception of fitness between technology and task: an exploratory study" is the work developed by Débora Bobsin, Monize Sâmara Visentini and Mauri Leodir Löbler, where they try to contribute to the understanding of information systems as tools to support the activities that are expected to be carried out by managers in organizations. The authors conclude that the more experience managers have with information systems, the more they consider that technology can affect his/her tasks. Also, the more access a user has to a system, the more he/she perceives the fit between technology and task.In "Motivation to create free and open source projects and how decisions impact success", Carlos Denner Santos Jr. and Kay M. Nelson propose a theoretical model that helps assess the reasons that lead an organization to get involved in open software development projects, so that, in the future, such projects can have their success evaluated in a more objetive way. This is an interesting complement to another paper the first author had published at Revista de Administração de Empresas, v. 50, n. 4, late in 2010.In "Engagement or friendship? The perspective of customers and suppliers about business relationships in the software sector", Rita de Cássia de Faria Pereira, Carlo Gabriel Porto Bellini and Fernando Bins Luce use a very original approach (interviews of pairs of customers-suppliers in the software industry – 14 dyads) to analyze issues concerning their relationships (commitment, trust, adaptation, cooperation, and communication) and contextual factors that may amplify or moderate those attributes (uncertainty, interdependence, and the existence of alternative suppliers).Edimara Mezzomo Luciano, Leandro Pilatti, Maurício Gregianin Testa and Ionara Rech deal with the use of COBIT framework to improving management processes of outsourced activities for both involved companies. The paper's title is " Applicability of COBIT in managing outsourced information technology activities: an investigation based on two multinational companies".Perceiving the influence of information technologies on the way companies organize themselves and coordinate their activities with those of customers and suppliers, Dayane Mayely Silva de Oliveira and Max Fortunato Cohen (UFA), carried out a literature review and mapped 21 technologies that facilitate the integration of production processes and emphasize the collaboration among autonomous organizations. This is reported in: "IT use along the supply chain in conjunction with the major management collaboration techniques".Problems involving information security increase as companies integrate their processes and systems to those of their business partners by means of computer networks. Concerned with that, Alexandre dos Santos Roque, Raul Ceretta Nunes and Alexandre Dias da Silva developed, in their paper "Proposition of a dynamic model for managing security information on industrial environments", a dynamic model for information security management, in which interaction, cooperation and motivation (of upper-management, supervisors and workers) are emphasized in order to meet the new demands of information security management: responsibility, trust and ethics.In an environment of activity/process integration of organizations and their business partners and huge information flow among the interested partiesas discussed in a previous paper in this issue (see Oliveira and Cohen), it becomes essential to adopt information security policies to make sure that information is always available to those who need it and do not fall in wrong hands. Leonardo Guerreiro Azevedo, Diego Alexandre Aranha Duarte, Fernanda Baião and Claudia Cappelli developed a set of criteria and a method to assess tools for management and execution of authorization rules for the access and use of information systems, applying them to a real situation at Petrobrás, one of the leading oil companies in the world, which they discuss in "Evaluating tools for execution and management of authorization business rules".Finally, the paper "Requirements and wished features for software testing tools: a study based on the use of SQFD", authored by Ismayle Sousa Santos, Rodolfo S. Ferreira de Resende, Pedro Alcântara Santos Neto and Clarindo Isaias P. da Silva e Padua presents the adaptation of QFD (Quality Function Deployment), a Quality technique developed originally for industrial products, to sortware development. By means of intelligent argumentation and detailing of all necessary steps for implementing the methodology, the authors make it easy for the reader to understand its possible use in the new field and contribute for its dissimination among the software developers. GraemlEditor ; Prezados leitores, autores e revisores,O volume 9, número 2, como tem sido usual nas edições da RESI desde a sua fundação em 2002, é marcado pela diversidade geográfica dos seus autores. Desta vez, há onze instituições representadas entre os autores dos dez artigos publicados. Isto evidencia a abrangência e capilaridade deste periódico, agora com a contribuição de autores de seis estados brasileiros: Amazonas, Minas Gerais, Piauí, Rio de Janeiro, Rio Grande do Sul e São Paulo, além de um norte-americano, do estado de Illinois, nos Estados Unidos. Mas o que chama mais atenção, e talvez já demonstre a preocupação dos autores brasileiros e latino-americanos em aumentar a visibilidade internacional da sua produção, é que três dos dez artigos ora publicados foram submetidos à revista em inglês. Há pelo menos outros cinco artigos de autores de língua espanhola ou português em análise no momento, para eventual publicação em edições posteriores da revista, o que reforça a percepção de que existe uma tendência nessa direção.Os editores da RESI consideram essa iniciativa louvável. O fato de a RESI ser o periódico brasileiro há mais tempo no DOAJ, o principal indexador de revistas de acesso livre no mundo, e de dispor de DOI para todos os artigos publicados nos últimos anos, individualmente, demonstra a nossa preocupação em dar visibilidade à pesquisa realizada na América Latina e para que isso ocorra mais eficazmente devemos começar a explorar mais o idioma inglês, não só no abstract, como sempre foi feito, mas também no corpo dos nossos trabalhos, sempre que possível. O esforço de internacionalização da revista, que pretende ser o principal fórum de discussões da área na América Latina, mas também um meio de conexão da nossa comunidade científica com os pesquisadores do Hemisfério Norte, deve ir nessa direção. Por isso, são muito bem vindos os manuscritos em inglês.Apesar disso, gostaríamos de reforçar nosso comprometimento com a publicação de bons textos em português ou espanhol, porque eles são essenciais para a maior integração dos pesquisadores ibero-americanos, que ainda precisa ser muito fomentada. É importante lembrar que as temáticas de sistemas de informação estão (e em alguns casos deveríam ser ainda mais!) relacionadas a questões culturais que precisam ser exploradas na pesquisa de autores que estejam familiarizados com as realidades locais envolvidas e gerar resultados de pesquisa que possam ser discutidas com agentes governamentais e a comunidade local, algo que, seguramente, ocorre de forma facilitada no idioma nacional. Não basta importarmos tecnologias dos "países mais desenvolvidos" (o que quer que isso signifique!) adaptando-nos a elas sem uma reflexão sobre sua capacidade, ou mesmo utilidade, na solução dos nossos problemas, considerando que foram desenvolvidas em outro contexo e, possivelmente, para outros fins.Por isso, ao mesmo tempo que festejamos o interesse (e a coragem!) dos nossos autores de se utilizarem de idioma estrangeiro para tornar sua pesquisa mais visível no exterior, em uma atitude nítidamente expansionista, também queremos deixar claro que a RESI sempre estará aberta e acolherá com carinho os trabalhos escritos no idioma original do seu autor, desde que tenhamos condições técnicas de avaliá-lo competentemente, o que hoje ocorre para o português, o espanhol e o inglês. Afinal, uma revista eletrônica como a RESI pode fornecer grande visibilidade internacional para aqueles que a procuram, mas também um espaço de discussão democrático que possibilite a comunicação dos seus autores com a sociedade, principalmente nos casos em que houver questões culturais e sociais importantes em discussão, o que pode ficar prejudicado se não no idioma nacional.Feita essa reflexão inicial e o convite para que mantenhamos sempre a "caótica" diversidade de idiomas, de perspectivas e de ideologias que caracteriza a Universidade, gostaria de chamar a atenção de todos para os artigos que compõem essa edição, brevemente descritos a seguir:O primeiro artigo, "Information systems graduate education and research in Brazil", de Renata Mendes de Araujo e Márcio de Oliveira Barros, ambos da Unirio, abre essa edição da RESI discutindo um tema muito importante para os pesquisadores que estudam Sistemas de Informação no Brasil, que é a forma como estamos preparando as novas gerações de pesquisadores em nossos programas stricto sensu. No artigo, os autores relatam a experiência de sua instituição na consolidação de um curso de pós-graduação na área. O trabalho é mais voltado para programas com origem na informática, mas encontrará leitores também entre aqueles que estudam as tecnologias de informação a partir de uma perspectiva de negócios.Lisiane Barea Sandi e Amarolinda Zanela Saccol, da Unisinos, demonstram sua preocupação com a forma como a sociedade está se apropriando das novas tecnologias, salientando que, além dos óbvios benefícios, há também questões preocupantes, que precisam ser discutidas. Em "Sobrecarga de informações geradas pela adoção de tecnologias da informação móveis e sem fio e suas decorrências para profissionais de vendas" as autoras se utilizam de uma survey exploratória com 75 profissionais da área de vendas, procurando analisar os impactos do telefone celular sobre sua qualidade de vida."A influência dos determinantes do trabalho gerencial na percepção do ajuste entre a tecnologia e a tarefa: um estudo exploratório" é o trabalho de Débora Bobsin, Monize Sâmara Visentini e Mauri Leodir Löbler (UFRGS e UFSM), em que procuram contribuir para o entendimento dos sistemas de informação como ferramenta de suporte para a execução das tarefas que compõem o papel do gestor na organização. Os autores concluem que quanto mais aumenta a experiência do indivíduo com os Sistemas de Informação, maior o ajuste percebido por ele, entre a tecnologia e a tarefa que executa. Da mesma forma, quanto maior o acesso do usuário ao sistema, maior o ajuste percebido entre tecnologia e tarefa.Em "Motivation to create free and open source projects and how decisions impact success", Carlos Denner Santos Jr. e Kay M. Nelson (USP e Southern Illinois) propõem um modelo teórico que ajuda a avaliar o que leva uma organização a se envolver em projetos de desenvolvimento de software livre para que, no futuro, seja possível avaliar com mais propriedade o sucesso dessas iniciativas. Trata-se de um complemento interessante a outro artigo publicado recentemente pelo primeiro autor na RAE (v. 50, n. 4, out/dez 2010).Em "Namoro ou amizade? A visão de clientes e fornecedores sobre relacionamentos de negócio no setor de software", Rita de Cássia de Faria Pereira, Carlo Gabriel Porto Bellini e Fernando Bins Luce (os três primeiros da UFPB e o último da UFRGS) adotam uma abordagem bastante original (entrevistas com 14 díades cliente-fornecedor do setor gaúcho de software - 28 empresas ao todo) para analisar aspectos relacionados ao relacionamento entre essas empresas (comprometimento, confiança, adaptação, cooperação e comunicação) e fatores contextuais que podem influenciá-los (incerteza, interdependência e disponibilidade de fornecedores alternativos).Edimara Mezzomo Luciano, Leandro Pilatti, Maurício Gregianin Testa e Ionara Rech (todos da PUC-RS) analisam a forma como a adoção do framework do COBIT pode auxiliar no aprimoramento dos processos de gestão das atividades terceirizadas, tanto pela empresa terceirizada quanto pela que terceiriza o serviço. O título do artigo é: "Aplicabilidade do Cobit na gestão de atividades de tecnologia da informação terceirizadas: uma investigação com base em duas empresas multinacionais".Percebendo a influência cada vez mais intensa das tecnologias da informação sobre a forma como as organizações se organizam para a produção e agregação de valor, Dayane Mayely Silva de Oliveira e Max Fortunato Cohen (UFA), fazem um levantamento bibliográfico sobre o fenômeno, mapeando 21 tecnologias que facilitam a integração de processos produtivos e incentivam a colaboração entre empresas autônomas. Isto é relatado em: "Os usos da TI ao longo da cadeia de suprimentos e em conjunto com as principais técnicas colaborativas de gestão".Os problemas relacionados à segurança da informação aumentam, na medida em que as empresas se informatizam e integram seus processos aos de parceiros de negócios por meio de redes de computadores. Preocupados com isso, Alexandre dos Santos Roque, Raul Ceretta Nunes e Alexandre Dias da Silva (UFSM) desenvolvem, em seu artigo "Proposição de um modelo dinâmico de gestão de segurança da informação para ambientes industriais", um modelo dinâmico de gestão da segurança da informação em que a interação, a cooperação e a motivação das pessoas (alta-gerência, chefes e funcionários) são priorizadas para atender os novos requisitos da gestão da segurança da informação: responsabilidade, confiança e ética.Em um cenário de integração das atividades das empresas com parceiros de negócios e grande fluxo de informações entre elas, conforme discutido inclusive em outro artigo dessa edição (ver Oliveira e Cohen), torna-se essencial que se adotem políticas de segurança da informação, para garantir que ela esteja sempre acessível àqueles que precisam e devem ter acesso a ela e não caiam em mãos indesejadas. La geopolitica e un gigante formato da una serie di 2 giocatori di scacchi , di cui questi giocatori cercano di ottenere vantaggi di posizione. In questo gioco e cruciale di conoscere le regole attuali che governano questi movimenti. I cavalieri non può muoversi in diagonale. Dal 1945 fino al 1989, il gioco principale sulla scacchiere e stato tra gli Stati Uniti e l'Unione Sovietica, è stato chiamato "La Guerre Fredda". Oggi, il gioco e tra l'Unione Europea e Russia , e metaforicamente è stato chiamato "La Guerre Fredda del Gas". La sicurezza energetica europea confronta una serie di sfide per quanto riguarda la dipendenza dell'Unione Europea delle risorse energetiche russe e della necessità di diversificazione dei mezzi di trasporto su le risorse energetiche, si fa riferimento principalmente a gas naturale. Per poter essere più precisa, per quanto riguarda l'ipotesi della tesi, ho avuto alcune discussioni informale con gli esperti del settore energetico e dei affari europee, in Europa, della zona del Mar Nero e della zona Caspio, paesi che sono direttamente coinvolti nel problema energetico, per discutere e analizzare l'impatto che ha la politica estera energetica russa, che se trova in pieno sviluppo sul Europa e sulla sicurezza europee, a partire dalla crisi del gas provocata dalla Russia, che ha avuto un impatto reale, influenzando considerevole l'economie europee a partire dal 2006 fino ad oggi. Il mio punto di vista è che la Russia cercherà attraverso vari mezzi di consolidare la dominazione come Leader Mondiale, usando i mezzi che gli ha - il prezzo d'energia, e il mio parere e che l'unico modo per risolvere questo problema e di cominciare a diversificare l'accesso alle risorse energetiche, sviluppando una strategia in piano energetico che collegano l'Europa dal bacino del Mar Caspio attraverso la regione del Mar Nero. A partire da una ricca esperienza in questo settore energetico e da una cooperazione transfrontaliera, la mia tesi desidera sottolineare l'importanza di una sicurezza energetica europea in quello che riguarda l'approvvigionamento dell'Europa con l'energie. Nei seguenti capitoli di questa tesi ho studiato alcuni aspetti guardando la dipendenza energetica europea nei confronti della Russia e il ruolo dalla regione del Mar Nero, come un ponte di accesso alle fonti alternative di energia, diverse da quelle russe. Il primo capitolo inizia con due opinioni sulla sicurezza energetica e economica europea,che rivela la vulnerabilità dell'Europa, pero anche il suo potenziale che si divide tra l'Europa e gli stati dell'Eurasia Centrale. La tesi discuterà del ruolo di Gasprom sia nella politica interna e nella estera russa, che rivela una cattiva immagine della diplomazia energetica russe. Seguendo questa rotta, il obiettivo si muove da sud a est. Un capitolo parla del ruolo determinato che lo ha la regione del Mar Nero come un ponte di accesso nella sicurezza energetica europea , seguita da capitoli destinati a rivelare il ruolo specifico della Turchia in questo problema. Nel piano secondario, due progetti specifici di infrastrutture sono studiati - Nabucco e Il Gasdotto South Stream, finendo con una soluzione su un gasdotto Trans-Caspian. L'Unione Europea detiene in questo momento tutti gli strumenti di una politica estera per promuovere la stabilità politica e la riforma economica, per il sviluppo e il rafforzamento della democrazia e delle legislazioni nazionali, e aumentare i diritti e le libertà umane nei paesi della regione del Mar Caspio. Il più importante, le relazioni europeo - Mar Caspio , dovrebbero essere estese per quanto riguarda le dimensioni bilaterale e regionale dal punto di visto economico e commerciale e al livello diplomatico. Questo farà una chiamata alla diplomazia e tatto, e alla superiorità tecnologica e tecnica del ovest di poter pagare. Geopolitics is a gigantic series of two player chess games, in which the players seek positional advantage. In these games it is crucial to know the current rules that govern the moves. Knights are not allowed to move diagonally. From 1945 to 1989, the principal chess game was the one between the United States and the Soviet Union and it was called the "Cold War". Nowadays, the chess game is between European Union and Russia and it is called metaphorically the "Gas Cold War". European energy security is facing a set of serious challenges connected to Europe's dependence on Russian energy and the need for diversifying energy supply sources. Now days, European Union and Russia arrived at a crossroad regarding their agreements on energy matters. The target of this PhD is to explore the current situation, leaving from the fact that are serious concerns in Europe that Russia may try to use its energy exports as a political lever in order to settle its supremacy on the political board. This thesis focuses on finding a solution towards the European's major concern – energy security of supply, by start building new routes of gas supply. For a better understanding, I structured my paper like a chase board, with a stake – new routes of gas supply, with two major players – European Union and Russia, one key actor – The Black Sea Region and of course with a solution. The main research questions of this thesis are: In the enlarged European Union it could be true that Russia may try to use its energy exports as a political lever in order to settle its supremacy? And, in order to be successful it will use the energy price to obtain the leverage? To answer these questions a first step is to understand the relations between EU and Russia and the role that, the Black sea region plays in this meter. The research proposes a theoretical framework, using a quantitative analyze method (analysis of content) and a qualitative analyze method (informal discussions with experts from this area). In order to be more precisely with my thesis assumption, I carry out some informal discussions with experts from energy and international affairs area, from Europe, Black sea and the Caspian region, countries who were involved in the energy case, to discuss and to analyze the impact of Russia's increasingly assertive foreign energy policy on Europe and European security, started from the gas crises launched by Russia that have a real affect on Europe economy from 2006 till nowadays. My point of view is that Russia will try through different ways to consolidate its dominance as a Global leader, using its most convenient means – the "energy price" and my believes were that the only way to solve the problem is by start building a diversification supply strategy that could link Europe to the Caspian basin through the Black sea region. If this strategy will succeed, Europe will be able to reduce the Russian influence and to create a safer life climate. Regarding the quantitative analyze method, the theoretical framework was foundated by reading some record books in the international relations and energy field, by participating to conference and seminars in Romania and outside the country, including a stage at the European Commission on energy matters, monitoring the news and the press articles in this field (Mediafax, Journal of European Public Policy, Euractiv, Eurobserver, Eupolitix, CNN, BBC, Euronews). Starting from the successful work experience in the energy field and cross-border cooperation, my thesis aims to deepen the understanding of the European Union energy security of supply. In the fallowing chapters of my thesis, I studied several aspects of Europe's energy dependence on Russia, and the role of the Black Sea region as a source of alternative supplies. The first chapter begins with two overviews of Europe's economic and energy security, which show Europe's vulnerability, but also the potential lying in the complementarities between Europe and the states of Central Eurasia. The paper then proceeds to discuss the role of Gazprom in both Russian domestic and foreign policy, respectively, which provide a disturbing picture of the emerging Russian energy diplomacy. Following this, the focus shifts south and east. A chapter puts forward the role of the emerging Black Sea region as a hub in European energy security, followed by chapters devoted to the specific role of Turkey. Subsequently, two specifically important infrastructural projects are studied – the Nabucco and the South stream pipelines, ending with a pipeline solution as a Trans-Caspian pipeline. The paper final concludes with the outlining of a supply diversification strategy. At this point we can say that the aim of this paper-study was to define what might be a solution to get out under the Russian dominance and to offer as a possible solution the developing of a common European energy supply strategy from the Caspian region thorough the Black Sea into the European Union. In this sense, the EU energy supply strategy is expecting to contribute to achieving these objectives by promoting new safe routes of supply and a balanced and sustainable development of the territory, making European Union safer concerning its energy supplies. The EU holds all the foreign policy instruments required to promote political stability and economic reform, develop and straighten democracy and the rule of law, and enhance the respect of human rights and fundamental freedoms in the countries of the Caspian region. Most importantly, the EU-Caspian relations need to be further expanding in the bilateral and regional dimensions of economy and trade, as well as at diplomatic level. The last events that occurred in the energy chess board had give a real chance to the Caspian region to exert its importance as a significant geo-strategic pivot, as well as to the EU to play a global role in the region. However, making this a reality is fraught with difficulty and Europe must respect some recommendations in order to formulate a common energy strategy in the Caspian area, such as: move swiftly to thwart Gazprom's overtures to Azerbaijan. give the political and economic backing to get Nabucco built and push for the creation of the trans-Caspian, intervening in the market to ensure diversity and prevent a monopoly of supply to Eastern Europe. ensure stability of transit countries, push to resolve Nagorno Karahbak, greater commitment to the Minsk process. think seriously about how to deal with Turkmenistan, balancing energy overtures with generous but not overbearing support for political and economic reforms. This will require concerted diplomacy and reassertion of western technological and technical superiority and ability to pay. As a final conclusion, the West, including the EU and the United States, needs to quickly rethink its energy and non-energy policies towards Russia. As we can see in this paper, the West does have the economic and political leverage to force Russia to become more transparent and commercial in its foreign energy policies. It cannot allow Moscow to threaten the energy security of Europe anymore, having the possibility since the accession of Romania and Bulgaria to the EU in January 2007 to develop new routes of gas supply from the Caspian area through the Black sea into Europe ; XX Ciclo

In one line in particular, President Bush decried the Islamic Republic and made it clear that in his role as Commander and Chief, he regarded Iran as one of America's greatest geopolitical foes stating, "Iran aggressively pursues these weapons and exports terror, while an unelected few repress the Iranian people's hope for freedom."1 President Bush's remarks are unsurprising. In the fifty years since the birth of Iran's Islamic Republic, scholars, historians, and government officials have devoted the vast majority of their analysis on the dramatic collapse of the Shah's regime, the ensuing hostage crisis, and the profound implications it had on American foreign policy. Norwich's Iranian program was not the first of its kind, however it was the most successful. Similar programs were attempted at other military academies such as at The Virginia Military Institute (VMI) and the Citadel. However, both of these programs were plagued by difficulties. In 1976 Lieutenant Colonel Paul LaFond, the Deputy Commandant of Norwich's Corps of Cadets, visited VMI to observe VMI's Iranian program so that Norwich might draw lessons for the establishment of its own program. Following the trip Colonel LaFond compiled a detailed report. In the report, it becomes quickly evident that the VMI program consistently struggled to successfully integrate the Iranian students. Major flash point included the serving of Pork products during chow time and their "more relaxed idea of the honor code,"3 LaFond ends this memorandum with a section dedicated "Staff, Faculty and Cadre reaction to the Iranian Program." In this section it becomes evident that many prominent leaders of VMI had less than positive things to say about the program. One Cadet advisor remarked, "The Iranians have put a great strain on our system. The school has been weakened." he continued on dramatically stating, "If we had large numbers for very long it could destroy our system."4 Probably the gravest signal that VMI's Iran program was less than successful are the somber closing remarks of the schools highest ranking officials, the Commandant of Cadets: " You will have a severe problem. Are you ready to cope and is it worth it? There will be many problems with your own cadets."5 The first half of this quote is simple enough to analyze. Of course, there will be many general challenges with introducing a large contingent of foreign midshipmen into a military environment such as 3 Paul LaFond. Memorandum to Loring Hart, 7 May 1976. What exactly was the Commandant's intent when he stated, "There will be many problems with your own cadets."6 As mentioned previously VMI's Iranian program was notorious for its struggles to integrate the Iranian Midshipmen into their Corps of Cadets, one aspect of this often overlooked is the initial hostility between American Cadets and the Iranian Midshipmen. Earlier in the memorandum VMI's Commandant is quoted to have stated in subsection 5, Discipline and Control, "At first, the 'Old Cadets' harassed the Iranians, and were hard on them. A period of turbulence resulted," he goes on to articulate his point stating that he "cautions, to watch our martinets that they don't cause trouble and states that this type of cadet is particularly frustrated when working with Iranians."7 Although the wording in certain sections of this memorandum can be somewhat confusing for a twenty-first century perspective to comprehend, the general theme is clear, VMI's Iranian program was plagued with trials and tribulations, many of which remained unresolved at the time of its publication. In spite of this evident adversity, Norwich remained resolved to push forward and succeed where VMI failed. With this in mind one must question why Senior Military Colleges such as Norwich placed such an emphasis on creating relations with Iran? For thousands of years Iran has been a strategic regional power. Throughout antiquity the Persian Empire was one of the world's premier powers, and this prominence continued into the Middle Ages. In the 7th century CE, the nation played a vital role in helping to facilitate the spread of Islam from the Arabian peninsula to Central Asia.8 As time progressed the nation's strategic value only grew. Iranian Studies 27, no. 1/4 (1994): 135–61. 4 buffer between the British lion and the Russian bear.9 By 1879, Iran was a colony within the British Empire in all but name. The Iranian government was forced to grant monopolies on everything from "the construction of railways, canals and irrigation system,"10 to control of the nation's banking system.11 Yet the nation's greatest strategic value laid below its surface. In 1908, as oil was beginning to gradually replace coal as the key to industrialization, foreign interest in the country skyrocketed with the Anglo-Iranian Oil Company discovery of black gold beneath the waters of the Persian Gulf.12 Iran entered the Cold War in a very interesting position. Many of its institutions, and much wealth continued to be controlled by foreigners in London and by this point Washington. Understandably this angered many Iranians and many turned to socialist politicians like Egypt's Gamal Abdel Nassar, and in Iran's case Mohammad Mosaddegh. In the general election of 1951 Mosaddegh campaigned on the simple message that Iran must free itself from the British imperial yoke. He would win the Prime Ministership in a landslide, and upon assuming the highest office in the nation he set out to make good on his campaign promise. Symbolically on May Day in 1951, Mosaddegh announced the nationalization of the Anglo-Iranian Oil Company. In October of that year he doubled down, expelling all British subjects from the nation. Yet the Western powers did not take kindly to being forcefully evicted from Iran, especially taking into consideration the ongoing Cold War, the nation's strategic geography, and its valuable resources. Thus, the British Intelligence service (MI6) in conjunction with the Central Intelligence Agency (CIA), began planning for regime change. As described in his journal article, American–Iranian Alliances: International Education, Modernization, and Human Rights during the Pahlavi Era, Dr. Mathew K. Shannon "The Shah's Iran provided to successive American administrations, with a toe hold in the Persian Gulf region … a bulwark against Soviet expansion… and guaranteed the westward flow of Iranian oil."14 With this in context it is understandable that the United States wished to do everything within its power to strengthen its strategic relationship with Iran. While on one hand this means providing Iran with military funds and equipment, it also means flexing the United States' soft power. The Oxford dictionary defines "soft power" as, "a way of dealing with other countries that involves using economic and cultural influence to persuade them to do things, rather than military power."15 In the 1970s the United States had many of the top universities in the world, as well as one of the most robust and modern educational systems. Thus, it seems only logical that the US utilizes its education system, as a bastion of strength. Dr. Joseph Nye, a well-established political scientist and the former Assistant Secretary of Defense for International Security Affairs is quoted for stating, "The ideas and values that America exports in the minds of more than half a million foreign students who study every year in American universities and return to their home countries, tend to reach elites in power."16 Throughout the Cold War the United States would 13 Moyara de Moraes Ruehsen. The previously mentioned Dr. Mathew Shannon notes the rapid and substantial growth of Iranian students in the United States stating, "The population grew from a mere five hundred in 1950, to upwards of fifty thousand in the late 1970, making them the largest national group of students in the United States."17 The significance of this cannot be understated. Upon graduating from American Universities these students returned to their homeland and played an active role in building the new modern Iran. It was on their shoulders that the "bulwark against Soviet expansion rested." It was the alumni of American universities that ran Iran's state oil company and made the plans for modernizing Iranian industry and infrastructure. These alumni would hold high positions in the nation's civil service, would serve as elected members of Iran's Majlis (Parliament), and crucial to Norwich as officers in the Iranian Military. While Iran benefited from this influx of a highly educated, professional class, the United States was able to stock the Iranian government with those sympathetic to the West. Norwich University first began accepting Iranian Midshipmen in the fall of 1976. President Loring Hart and his administration put a great deal of emphasis on naturalizing the Iranian Midshipmen to the University from the onset. Captain M. Ali Foroughizadeh an Iranian Imperial Navy officer stationed in Arlington, Virginia, would serve as the main point of contact between the University and the Iranian government, for much of the program's existence. The correspondences between Captain Foroughizadeh and President Hart provide unique insight into its early development. The process of integrating Iranian students into the Corps of Cadets and the greater University community did not begin in August with the traditional start of the school year, but rather in June of 1976. As detailed by William F. Beatty, the Executive Assistant to the 17 Shannon, American-Iranian Alliances, 662. 7 President, "Currently fifty-two Iranian midshipmen are undergoing an intensive English, Mathematics and Physical education study program at Norwich in preparation for their enrollment next September as members of the class of 1980."18 Clearly even from the onset of its program Norwich was taking the proactive? steps to fully integrate the Midshipmen firmly into the Corps. Although at times it can become easy to forget, at the end of day Norwich is not merely a remote outpost of the US military but is a university with a long and storied tradition of academic excellence. As such, the importance of academic integration for the Universities Iran students cannot be understated. One of the key takeaways from VMI's tumultuous Iranian program was that failure to integrate the Iranian students in the classroom could have disastrous consequences. Thus, Norwich's faculty and administration made every effort to thoroughly integrate the Iranian students academically into the University. Associate professor Dr. Hollis D. McBride of the Engineering Department described the climate in the classroom stating "Conflicts between Irani and Americans in class have been few." Dr. Hollis does briefly pause his praise to note that the Iranian students seemed more inclined to help each other than their fellow American students, and does advise that having fewer Iranians per class would "reduce their dependence on each other."19 Yet in spite of these challenges Dr. McBride makes it abundantly clear he believes that the presence of the Iranian midshipmen had a profound and positive impact on the education of all students of all nationalities. McBride's praise for the program goes as far as to state, "Never have I seen a class of students work as hard as both Irani and Americans." President Hart's Files on the Iranian Students, Norwich University Archives, Northfield Vt. 8 overcomes the more usual image of upperclassmen playing to encourage this premier academic effort I have witnessed in my ten years at Norwich."20 Great strides were also taken to properly integrate the Iranian midshipmen socially into the Norwich community. In one of his first memorandums regarding the arrival of Midshipmen, he encourages members of the staff to "host one or two Iranian students for an evening meal to socialize."21 The University also made a significant effort to integrate Iranian and American students within the barracks. The previously mentioned engineering professor, Dr. McBride makes a strong case for integration stating, "An American roommate is a plus, but even more important is an American roommate of the same major."22 The logic behind this is self-evident. Forcing American and Iranian students to live together in close quarters means they are far more likely to develop close cross-cultural bonds, which in turn are "beneficial to both the American and the Iranian."23 Having an American roommate also forced the Iranian Midshipmen to use English on a daily basis and forces them to not to rely solely on their fellow Iranians. Sports and extracurricular activities also played a role in assimilating the midshipmen into the campus community. Many of the Iranian midshipmen played soccer both competitively and recreationally for the school. Despite these successes, a shadow lurked over the entirety of the program. One with a limited knowledge of world history, might wonder why the program was so short lived if it was clearly so successful The simple answer: revolution. Despite the guise of modernization beneath Iran's surface, discontent was brewing against the Shah and his authoritarian regime. Chief among the dissenters' grievances were not only the brutal human rights violations committed by the secret police (SAVAK), but the perception of American imperialism, and backlash for the increasingly secular nature of Iranian society. By 1978, demonstrations against the Imperial government occurred across all the nation's major cities with riots targeting symbols of the West such as banks, cinemas, and restaurants.25 The nation's Shiite clergy also played a major role in the overthrow of the Imperial regime. With his health failing and the regime crumbling, the Shah and his family were forced to flee in exile in Egypt. Simultaneously the Ayatollah Khomeini, a leader of the Shiite clergy, and an outspoken critic of the government returned from exile just in time for revolutionary forces to capture Tehran.26 Meanwhile back in Northfield, President Hart's administration was doing everything within its power to look after the best interests of the Iranian Midshipmen. Initially it appeared that the situation was under control. As late as November 9th, 1979, the Institute of International Education wrote "Foreign students who are in this country to pursue an and who are lawfully engaged in that pursuit, properly enjoy the protection of the laws which allow them to enter the 25 Said Amir Arjomand, "The Causes and Significance of the Iranian Revolution." Current guidance was the status quo, and to maintain a low profile."28 Unfortunately this good news would be short lived. November 4, 1979 saw the storming of the American embassy in Tehran and the capture of 52 American hostages, President Carter issued an executive order calling for all the review of all educational visas for Iranian students in the United States.29 The optimism that the program could survive evaporated Almost overnight. Less than a month later Vice President James Galloway was forced to send out a new memo with a far different tone. While the November addition spoke of maintaining the status quo, the updated version stated, "On the basis of official order from the Iranian government or the U.S government, the Norwich Naval Contingent is directed to terminate their school and depart or prepare to depart."30 Throughout the winter of 1980 the campus held its breath bracing for the inevitable. On April 7, this finally occurred when "The State Department severed diplomatic relations with Iran and ordered the deportation of "employees" and "officials of Iran by Friday April 11 at midnight."31 The next day on April 8, a glimmer of false hope set in, with 27 Hughes Jenkins, "Educational Exchange Agencies Urge Care in Coping with Iranian Students in U.S, 9 November 1979. President Hart's Files on the Iranian Students, Norwich University Archives, Northfield Vt. 11 the general feeling being that "the Iranian Cadets would be classified as students rather than as officials or employees, and would therefore be permitted to finish the semester."32 However, the next day such hopes would be shattered when the State department reversed its decision and labeled the Midshipmen as Officials of Iran. Two days later on April 10, President Hart briefed the Corps on the unfolding situation. In a testament to the successes of the program when Iranian Midshipmen " c/CPT Kazem Yahyapour bid farewell to the American students on behalf of the Iranians students, he received a standing ovation from the Corps. Faculty, and staff."33 On April 12, 1980 the Iranian program would officially die with the departure of 80 Iranian students and officials. The last communication upon touchdown in Tehran was simple and sober, "We received and are warm and ok."34 The Iranian program was over. Since that infamous date in 1980 the relation between the United States and the Islamic Republic of Iran have only grown worse. Today it would be unimaginable for Midshipmen from Iran to study at an American military college such as Norwich University. Yet only fifty years ago between 1976 and 1979 over 80 Iranian students were fully integrated, academically, socially, and militarily into the Norwich community. Mención Internacional en el título de doctor ; Ciberespacio: la última frontera. Aquí es donde empieza la nueva misión de los juristas en buscar nuevas formas de ejercicio de los derechos humanos. Afortunadamente, no es una misión de ciencia ficción, sino un desafío real, actual y lleno de oportunidades. Consideramos que es el mejor momento para proponer esta tesis e iniciar un trabajo de investigación sobre la dinámica del derecho en la era de las nuevas tecnologías. La tesis está fundamentada en la investigación de este nuevo espacio donde ha entrado el ser humano, titular de los derechos y libertades fundamentales. Como cualquier entorno nuevo, despierta la curiosidad, la necesidad de explorar, pero también la necesidad de estar seguro. El ser humano está programado genéticamente para proteger su vida, integridad y libertad en cualquier entorno, tanto físico como virtual. La ciberseguridad es un tema nuevo, que empezó a fomentar los debates solo desde 1988. Estados, empresas privadas y especialistas se dieron cuenta rápidamente de la necesidad de regular este campo, incluso adaptando el derecho internacional a las nuevas realidades. Los conflictos, eventos frecuentes en la sociedad humana, han migrado rápidamente del espacio físico al espacio virtual, al igual que las armas. Los virus informáticos, las aplicaciones invasivas y el software de espionaje sustituyen a las armas y herramientas de guerra clásicas. Las medidas de seguridad propuestas e implementadas por las autoridades estatales con responsabilidades en el ámbito de la seguridad nacional, así como por empresas privadas que desarrollan programas para combatir ciberataques, basados en medidas de ciber espionaje o hack-back1, se adaptan a los nuevos desafíos tecnológicos, pero evitan solucionar problemas importantes para el individuo como el respeto a sus derechos fundamentales, cuyo reconocimiento y regulación le han costado años de lucha y fundamentación filosófico-legal. En este contexto, cuando la vida del ciudadano se traslada, cada vez más al espacio virtual con todos sus elementos - banca por internet, telemedicina, información e investigación de fuentes digitales, comercio electrónico, citas virtuales, realidad virtual - se deben proponer medidas para proteger el ciberespacio que pueden ser diseñadas en correlación directa con las medidas de seguridad aplicadas en el entorno offline. Si el entorno offline está claramente determinado, y hay actores con papeles muy claros (estados, territorios administrativos, instituciones con responsabilidades en el campo de la seguridad y protección de los ciudadanos, etc.), el espacio virtual sigue siendo una jungla, sin límites conocidos y con incipientes formas de órganos de control, que deberían proteger a los usuarios vulnerables para no ser víctimas de los manipuladores digitales. En este momento, las Naciones Unidas a través de sus comisiones y grupos de expertos, ha asumido el papel de garante de los derechos humanos en el ciberespacio, interpretando las disposiciones de los tratados internacionales y elaborando recomendaciones, para ciber conflictos y alianzas entre Estados y grandes empresas con control tecnológico sobre Internet, tanto en términos de contenido como de conexiones informáticas. A nivel de la Unión Europea, el papel de las instituciones comunitarias, bien definido en el proceso de desarrollo y aplicación de las normas jurídicas, permite diseñar un marco jurídico coherente para la política de ciberseguridad, asegurando un sistema de protección eficaz basado en la cooperación entre los Estados miembros, al mismo tiempo con una protección efectiva de los derechos individuales en el entorno virtual. La tradición democrática de los estados europeos contribuye a la identificación de soluciones viables con respecto a la libertad del ciberespacio y la importancia del individuo en la sociedad. El surgimiento y el fortalecimiento del papel de ENISA en la política europea de ciberseguridad, ofrece la ventaja de estandarizar, centralizar y explotar de manera coherente los datos comunicados por los Estados miembros con el fin de desarrollar normativas bien fundamentadas. Asimismo, esta tesis estudia algunas categorías de derechos fundamentales para descubrir la forma en que se ven influenciados por la nueva realidad de la vida cotidiana. El entorno en el que se ha estudiado y conceptualizado estos derechos a lo largo de la historia, hasta la confirmación en diversos instrumentos de derecho internacional, ha cambiado profundamente. Las amenazas comienzan a ser diversas, y para los juristas no especializados en informática, es un gran reto identificar las brechas en los mecanismos informáticos que garanticen y protejan los derechos fundamentales cuando el individuo actúa en el entorno online. Es posible que la generación de juristas nativos digitales se haga cargo del trabajo de los juristas adaptados digitalmente y sea capaz de construir un sistema legal aplicable a este nuevo entorno de vida del individuo. Esto será posible solo dentro de 10 años, cuando la nueva generación creada en la era de las nuevas tecnologías, posea la capacidad de analizar y proponer soluciones legales. La investigación se centra en el derecho a la privacidad y los elementos que lo componen, siendo considerado como uno de los derechos fundamentales más vulnerables en el entorno online. Los derechos derivados, como el derecho al nombre, la identidad, el honor, la dignidad y la integridad física se están transformando y adquiriendo nuevos valores en la era de las nuevas tecnologías. Algunos de estos derechos se transforman, se trasladan al ciberespacio, se adhieren al ser virtual y se convierten en derechos digitales, propios del nuevo entorno social. En el contenido de la tesis se desarrolló un capítulo dedicado a esta nueva categoría de derechos en el que se intenta establecer sus contenidos y las formas de manifestación. Con respecto a los mecanismos necesarios para garantizar el ejercicio de los derechos y libertades fundamentales, el trabajo analiza los distintos niveles de protección: desde el nivel supranacional (internacional), hasta el regional y nacional, específico de cada Estado. Los mecanismos institucionales y jurisdiccionales están organizados en gran medida de acuerdo con las mismas reglas, guiándose por las regulaciones internacionales sobre derechos humanos, en particular, continuando con las regulaciones a nivel regional y estatal. En el nuevo contexto tecnológico, es necesario revisar dichos mecanismos para que mantengan la misma eficiencia deseada en el momento de su creación. Un punto importante de la investigación consiste en el análisis de las restricciones aplicadas a los derechos humanos bajo el imperio de la Ley. Sin referirse a las injerencias ilegales, sino analizamos la injerencia permitida por la ley, especialmente en nombre de la seguridad colectiva. Seguidamente, se muestran los debates y análisis destinados a establecer el punto de equilibrio entre la importancia de un derecho fundamental u otro. Tanto el derecho a la vida privada como el derecho a la seguridad se consideran fundamentales, pero no absolutos. Desde esta perspectiva, se deben establecer límites claros para que la protección de uno no afecte la integridad del otro. Los Estados a veces imponen medidas excesivamente restrictivas del derecho a la privacidad en nombre de la seguridad nacional, y el ciberespacio es el entorno adecuado para tales prácticas. Cualquier práctica de este tipo, situada a uno de los dos extremos, ya sea muy invasiva en la esfera personal o ineficaz desde una perspectiva de seguridad, debe ser reevaluada y relacionada con los derechos humanos, tanto desde una perspectiva individual como colectiva. Por ejemplo, el derecho a la vida privada o el derecho a la seguridad del ser humano puede, dentro de límites razonables, restringir el derecho de otra persona a expresarse o manifestar ciertas necesidades mentales en el espacio digital. Teniendo en cuenta los objetivos propuestos al principio, aplicando los métodos de investigación correspondientes y analizando la literatura, el marco normativo vigente y la jurisprudencia en derechos humanos, esta tesis identifica y enfatiza la interacción entre los derechos humanos fundamentales y los efectos sociales de las nuevas tecnologías, incluyendo las consecuencias sobre los derechos conexos. En este contexto particularmente dinámico, el mayor desafío para la nueva generación de juristas será adaptar el marco legal actual, a las nuevas realidades del mundo digital. Dado que las normas de derecho que rigen nuestra vida cotidiana han evolucionado lentamente y durante un largo período de tiempo, la rápida evolución tecnológica y la migración del individuo al espacio virtual requieren una urgente adaptación del marco legal a las nuevas realidades para que la Ley pueda mantener su misión de guardián del bienestar público. Además, esta nueva pandemia, origina y causa inciertos ampliamente cuestionado en el entorno online, ha provocado una restricción en masa de los derechos humanos similar a la última guerra mundial. Se ha restringido el derecho a la: libertad de circulación, manifestación, reunión, expresión, educación, trabajo e incluso el derecho a buscar la felicidad. Por la limitación de estos derechos la gente, por temor al enemigo invisible e incomprendido, aceptó sin oposición la mayor parte todas estas injerencias de las autoridades en su vida privada y en el conjunto de sus libertades fundamentales. Solo pequeños grupos de activistas continúan luchando por defender sus derechos fundamentales. No sabemos si este evento global llamado pandemia COVID 19 reescribirá la historia de los derechos fundamentales, pero es cierto que su impacto en el ámbito de las libertades individuales ha tenido un efecto muy fuerte e inquietante con respecto a otra transformación, incluida la revolución tecnológica. En estas condiciones, nos queda una única opción o desafío: defender al individuo, con todos sus atributos, en una sociedad dinámica, caracterizada por transformaciones atípicas. ; Spațiul cibernetic – ultima frontieră. Aici începe misiunea juriștilor în căutarea noilor forme de exercitare a drepturilor omului. Din fericire, nu este o misiune science- fiction, ci este o provocare reală, actuală și plină de oportunități. Consider că am ales cel mai bun moment pentru a propune această teza și a iniția o muncă de cercetare asupra dinamicii dreptului în era noilor tehnologii. Această eră este abia la început. Lucrarea de față pornește de la cercetarea acestui nou spațiu în care a pătruns ființa umană deținătoare a drepturilor și libertăților fundamentale. Ca orice mediu nou, stârnește curiozitatea, nevoia de a explora dar și nevoia de a fi în siguranță. Ființa umană este programată genetic să își protejeze viața, integritatea și libertatea în orice mediu s-ar afla, atât fizic cât și virtual. Securitatea spațiului cibernetic este o temă nouă, se discută despre acest subiect abia din anul 1988. Statele, companiile private și specialiștii au conștientizat rapid necesitatea reglementării acestui domeniu, inclusiv prin adaptarea dreptului internațional la noile realități. Conflictele, evenimente frecvente în societatea umană, au migrat rapid din spațiul fizic în spațiul virtual, la fel și armele. Virușii informatici, aplicațiile intruzive, softurile de spionaj iau locul clasicelor arme și unelte de război. Măsurile de securitate propuse și implementate de autoritățile statale cu atribuții în domeniul securității naționale, cât și de companiile private care dezvoltă programe de combatere a atacurilor cibernetice, bazate pe spionaj cibernetic sau măsuri de tipul hack-back se adaptează noilor provocări tehnologice, dar ocolesc teme importante pentru individ cum ar fi respectarea drepturilor sale fundamentale, a căror recunoaștere și reglementare au costat ani buni de luptă și fundamentare filosofico-juridică. În contextul în care viața cetățeanului migrează din ce în ce mai mult către spațiul virtual, cu toate elementele ei – internet banking, telemedicină, informare și cercetare din surse digitale, comerț electronic, virtual dating, virtual reality – măsurile de protecție a spațiului cibernetic trebuie gândite în directă corelare cu măsurile de securitate aplicate în mediul off-line. Dacă mediul off-line este clar determinat și există actori cu roluri clare (state, teritorii administrative, instituții cu atribuții în domeniul securității și siguranței cetățeanului etc.), spațiul virtual este încă o junglă, fără limite cunoscute și cu organisme XIV de supraveghere în stadiu incipient de dezvoltare care ar trebui să poată proteja utilizatorii vulnerabili în cazul în care devin victime ale unor manipulatori digitali. La acest moment Organizația Națiunilor Unite, prin comisiile și grupurile de experți, și-a asumat rolul de garant al drepturilor omului în spațiul cibernetic, interpretând prevederile tratatelor internaționale și elaborând recomandări pentru conflictele cibernetice și parteneriatul dintre state și marile companii care dețin controlul tehnologic asupra Internetului, atât din perspectiva conținutului cât și al conexiunilor informatice. La nivelul Uniunii Europene, rolul instituțiilor comunitare, fiind bine definit în ceea ce privește elaborarea și implementarea normelor de drept, permite creionarea unui cadru legal coerent în ceea ce privește politica de securitate cibernetică, asigurarea unui sistem efectiv de protecție bazat pe cooperarea dintre statele membre, dar și protecția efectivă a drepturilor individuale în mediul online. Tradiția democratică a statelor europene contribuie la identificarea unor soluții viabile în ceea ce privește libertatea spațiului cibernetic și importanța individului în societate. Apariția și întărirea rolului ENISA în politica europeană de securitate cibernetică oferă avantajul uniformizării, centralizării și exploatării coerente a datelor raportate de statele membre în vederea elaborării unor reglementări corect fundamentate. Teza studiază și categoriile de drepturi fundamentale din perspectiva modului în care acestea se văd influențate de noua realitate a vieții cotidiene. Mediul în care aceste drepturi au fost studiate și conceptualizate de-a lungul istoriei până la momentul proclamării lor în diverse instrumente de drept internațional, s-a schimbat profund. Amenințările încep să fie altele decât cele cunoscute, iar pentru juriști, eminamente atehnici, este o mare provocare identificarea breșelor din mecanismele de garantare și protecție a drepturilor fundamentale atunci când individul acționează în mediul online. Este posibil ca generația juriștilor nativi digitali să preia munca juriștilor adaptați digitali și să poată construi un sistem legal aplicabil acestui nou mediu de viață al individului, dar acest lucru va fi posibil abia peste 10 ani când noua generație, născută în epoca noilor tehnologii, va avea capacitatea de a analiza și propune soluții juridice. Cercetarea s-a focalizat cu precădere asupra dreptului la viață privată și a elementelor care îl compun, considerat fiind ca unul dintre cele mai vulnerabile drepturi fundamentale în mediul on line. Drepturile derivate, precum dreptul la nume, la identitate, la onoare, la demnitate, la integritate fizică se transformă și capătă noi valențe în era noilor tehnologii. O parte dintre aceste drepturi se transformă, migrează în spațiul cibernetic, se atașează ființei virtuale și devin drepturi digitale, specifice noului mediul de viață socială. În cuprinsul tezei a fost dezvoltat un capitol dedicat acestei noi categorii de drepturi în care se încearcă stabilirea conținutului și a formei de manifestare. În ceea ce privește mecanismele de garantare a exercițiului drepturilor și libertăților fundamentale, lucrarea analizează diversele niveluri de protecție: de la nivelul suprastatal (internațional), la cel regional și cel național, specific fiecărui stat. Mecanismele instituționale și jurisdicționale se organizează în mare parte după aceleași reguli fiind ghidate de reglementările internaționale în materia drepturilor omului, cu precădere, continuând cu reglementările la nivel regional și statal. În noul context tehnologic, inclusiv aceste mecanisme necesită o revizuire astfel încât să își poată păstra eficiența dorită la momentul creării lor. Un punct important al lucrării îl reprezintă analiza restrângerilor aplicate drepturilor omului sub imperiul legii. Așadar nu ne referim la ingerințele aflate în sfera ilegalului, ci la ingerințele permise de lege, în special în numele securității colective. Aici apar dezbaterile și analizele care vizează stabilirea punctului de echilibru între importanța unui drept fundamental sau al altuia. Atât dreptul la viață privată, cât și dreptul la securitate sunt considerate fundamentale, dar nu absolute. Din această perspectivă, trebuie stabilite limite clare astfel încât protejarea unuia să nu afecteze integritatea celuilalt. Uneori statele stabilesc măsuri restrictive exagerate asupra dreptului la viață privată în numele securității naționale, iar spațiul cibernetic este mediul propice pentru acest gen de practici. Orice practică de acest gen, aflată la una dintre cele două extreme, fie intrusivă în sfera personală, fie ineficientă din perspectiva securității, trebuie reevaluată și corelată cu drepturile omului, atât din perspectivă individuală cât și colectivă. De exemplu, dreptul la viață privată sau dreptul la securitate al ființei umane poate restrânge, în limite rezonabile, dreptul altei persoane de a se exprima sau de a-și manifesta anumite nevoi psihice în spațiul digital. Ținând cont de obiectivele propuse, cu aplicarea metodelor de cercetare asumate și analizând literatura de specialitate, cadrul normativ în vigoare și jurisprudența referitoare la drepturile omului, această teză identifică și subliniază interacțiunea dintre drepturile fundamentale ale ființei umane și efectele sociale ale noilor tehnologii, inclusiv consecințele asupra drepturilor conexe. În acest context deosebit de dinamic, cea mai mare provocare pentru noua generație de juriști va fi adaptarea cadrului legal în vigoare la noile realități ale lumii digitale. În condițiile în care normele de drept care ne guvernează viața de zi cu zi au avut o evoluție lentă și extinsă pe o perioadă lungă de timp, evoluția tehnologică rapidă și migrarea individului în spațiul virtual impun o adaptare urgentă a cadrului legal la noile realități astfel încât norma de drept să își poată păstra misiunea de gardian al binelui public. Mai mult, această nouă pandemie, cu origini și cauze incerte, aprig dezbătute în mediul online, a determinat o restrângere în masă a drepturilor omului poate la fel de acerbă cu cea provocată de ultimul război mondial. Ne-au fost restrânse pe rând dreptul la libertatea de mișcare, dreptul la întruniri, dreptul la manifestări, dreptul la exprimare, dreptul la educație, dreptul la muncă și inclusiv dreptul la căutarea fericirii. Iar oamenii, de teama inamicului nevăzut și neînțeles, au acceptat în cea mai mare parte toate aceste ingerințe ale autorităților în viața lor privată și în cercul libertăților lor fundamentale. Grupuri mici de activiști continuă lupta de apărare a drepturilor lor fundamentale. Nu știm dacă acest eveniment global numit pandemie va rescrie istoria drepturilor fundamentale, dar cert este că impactul lui asupra sferei libertăților individuale a avut un efect mult mai abrupt și mai intrusiv decât orice altă transformare, inclusiv cea tehnologică. În aceste condiții, ne rămâne o singură opțiune: aceea de a apăra individul, cu toate atributele sale, într-o societate dinamică, caracterizată de transformări atipice. ; Cyberspace - the last frontier. This is where the mission of the lawyers begins: to search new forms of human rights manifestation. Fortunately, it is not a science-fiction mission, but a real, current and full of opportunities challenge. We consider that this is the best-chosen moment to propose this paper and to initiate a research work on the dynamics of law under the era of new technologies. Because this era has just begun. This thesis aims to explore this new space where the human being, holder of fundamental rights and freedoms, has entered. Like any new environment, the digital world arouses curiosity, engages the human need to explore but also activates the need to be safe. The human being is genetically programmed to protect his life, integrity and freedom in any type of environment, no matter if is real or virtual. Cybersecurity is a new topic; this topic has been brought in public debates only since 1988. States, private companies and specialists have quickly become aware of the need of regulation in this area, including by adapting international law to new realities. Conflicts, as frequent events in human society, have rapidly migrated from physical to the virtual space. The weapons as well. Cyber viruses, spyware, worms, malware took the place of the classic weapons and tools of war. The proposed security measures were implemented by state authorities with responsibilities in the field of national security, as well as by private companies. The efforts made to develop programs to fight against cyber-attacks, based on cyber espionage or hack-back measures, must be adapted to ever new technological challenges, but not forgetting the important issues for the individual human being, such the respect for his fundamental rights, whose recognition and regulation have cost years of legal struggle and philosophical debates. In this context, where the life of the citizen migrates more and more to the virtual space, with all its elements - internet banking, telemedicine, information and research from digital sources, electronic commerce, virtual dating, virtual reality – protective measures for cyberspace must designed in direct correlation with the security measures applied in the offline environment. If the offline environment is clearly determined, populated with actors playing key roles (states, administrative territories, institutions with responsibilities in the field of XVIII security and safety of citizens, etc.), the virtual space is still a jungle, with unknown limits and incipient supervisory bodies struggling to protect vulnerable users against digital criminals. At this moment, the United Nations, through its commissions and expert groups, has taken on the role of human rights protector in cyberspace, interpreting the provisions of international treaties and developing recommendations for cyber conflicts and partnerships between states and large companies with technological control over the Internet, both in terms of digital content and computer connections. In the European Union, the specific role of the public institutions in the legal area allows drafting a coherent legal framework for cybersecurity policy, ensuring an effective system of protection based on cooperation between Member States, also bringing an effective protection of individual rights in the online environment. Also, the democratic tradition of Member States contributes in finding viable solutions regarding the freedom of cyberspace respecting, in the same time, the social importance of the human being. The creation on ENISA, with its determined role in the European cybersecurity policy, offers the advantage of a coherent approach in standardizing, centralizing and exploiting the data reported by Member States in order to develop well-founded regulations. The thesis also studies some categories of fundamental rights observing the new perspective of human liberty and privacy induced by technology and digitalization of reality. It is obvious that the initial environment where these rights have been studied and conceptualized has radically changed and their legal confirmation in the international law must be adapted to the new reality. The new digital threats to human fundamental rights are different from the known ones, and for the lawyers, who are non-technical by nature, it is a great challenge to identify the gaps in the informatics mechanisms of protecting fundamental rights when the person acts in the online environment. Maybe the generation of digital native lawyers will take over the work of digitally adapted lawyers and will be able to build a legal system applicable to this new living environment of the individual, but this success will be possible only after the next 10 years, when the new generation, born in the age of new technologies, will have the ability to analyze and propose legal solutions. The research focused mainly on the right to privacy and its legal components, being considered as one of the most vulnerable fundamental rights in the online environment. Connected human rights, such as the right to a name and to a nationality, identity, honor, dignity, physical integrity, are transforming and gaining new values in the era of technology. Some of these rights are reinvented and relocated into cyberspace, where they attach to the virtual human being and become digital rights, specific to the digital social environment. In the thesis there we dedicated a chapter to this new category of human liberties, aiming to establish the content and the limits of these new digital rights. Regarding the mechanisms for guaranteeing the exercise of fundamental rights and freedoms, the paper analyzes the various levels of protection: from the supranational (international) level, to the regional and national level, specific to each state. The institutional and jurisdictional mechanisms are largely organized according to the same rules, being guided by international human rights framework, at a global level, and particularly regulated by regional or local specific legal regulations. In the new technological context, these mechanisms need to be revised so that they can maintain their desired efficiency as the moment of their creation. Another important point of this paper is the analysis of the restrictions applied to human rights under the rule of law. So, we are not referring to any illegal interference, but we analyze the limitations allowed by law, especially in the name of collective security. This is the point where debates and analyzes converge in finding the perfect balance between the importance of one fundamental right to another. Both right to privacy and right to security are considered fundamental, but not absolute. From this perspective, clear boundaries must be set so that the exercise of one right does not affect the integrity of the other. Sometimes states impose overly restrictive measures on the right to privacy in the name of national security, and cyberspace is the perfect environment for such practices. Any practice situated at one of the two extremes, either intrusive in the personal sphere or inefficient from a security perspective, must be re-evaluated and correlated with the human rights, both from an individual and a collective perspective. For example, the right to privacy or the right to security of one person may interfere, in reasonable limits, with the right of another person to express himself or herself or to manifest certain psychical needs in the digital space. Fallowing the proposed objectives, applying the specific research methods and analyzing the legal literature, the regulatory framework and the jurisprudence on human rights, this thesis identifies and emphasizes the interaction between fundamental human rights and the social effects of the new technologies, including the consequences on related rights. In this particularly dynamic context, the biggest challenge for the new generation of lawyers will be to adapt the current legal framework to the new realities of the digital world. Given that the rules of law governing our daily lives have a long and slow evolution, this rapid technological revolution and the migration of the individual into virtual space urge for a quick adjustment of the legal framework to new realities so that the rule of law to be able to keep its mission of guardian of the public welfare. Moreover, this new pandemic, with uncertain origins and causes, hotly debated in the online environment, has led to a more severe human rights restriction than the last world war. We have been restricted in our right to freedom of movement, right to public meeting, right to manifestation, right to expression, right to education, right to work and even our right to pursue happiness. Under the fear of the unseen and unknown enemy, people accepted the most part all these interferences from the authorities in their private lives and in their circle of fundamental freedoms. Small groups of activists continue the fight to defend their fundamental rights. We do not know whether this global event called the pandemic will rewrite the history of fundamental rights, but it is certain that its impact on the individual freedoms has already determined a huge and more intrusive impact than any other transformation, including technological. Actual importance of study. At the beginning of the 2020s developed world countries and countries which are the leaders of world economic development faced up the challenges of radical structural reformation of social production (from industry to service system) which is based on digitalization. Digital technologies in world science and business practice are considered essential part of a complex technological phenomenon like 'Industry 4.0'. Digitalization should cover development of all business processes and management processes at micro-, meso- and microlevels, processes of social production management at national and world economy levels. In general, in the 21st century world is shifting rapidly to the strategies of digital technologies application. The countries which introduce these strategies will gain guaranteed competitive advantages: from reducing production costs and improved quality of goods and services to developing new sales market and making guaranteed super-profits. The countries which stand aside from digitalization processes are at risk of being among the outsiders of socio-economic development. Such problem statement highlights the actual importance of determining the directions, trends and strategic priorities of social production digitalization. This issue is really crucial for all world countries, including Ukraine which is in midst of profound structural reformation of all national production system. Problem statement. Digital economy shapes the ground for 'Industry 4.0', information, It technologies and large databases become the key technologies. The main asset of 'Industry 4.0' is information, the major tool of production is cyberphysical systems that lead to formation the single unified highly productive environmental system of collecting, analyzing and applying data to production and other processes. Cyberphysical systems provides 'smart machines' (productive machines, tools and equipment which are programmed) integration via their connection to the Internet, or creation special network, 'Industrial Internet' (IIoT) which is regarded as a productive analogue of 'Internet of Things' (IoT) that is focused on the consumers. 'Internet of Things' can be connected with 'smart factories' which use 'Industrial Internet' to adjust production processes quickly turning into account the changes in costs and availability of resources as well as demand for production made. One of the most essential tasks for current economics and researchers of systems and processes of organization future maintenance of world production is to determine the main strategic priorities of social production digitalization. Analysis of latest studies and publications. Valuable contribution to the study of the core and directions of strategic priorities concerning social production digitalization was made by such foreign scientists as the Canadian researcher Tapscott D [1], foreigners Sun, L., Zhao, L [2], Mcdowell, M. [3] and others. Yet, the study of issues concerning social production digitalization are mainly done by the team of authors as such issues are complicated and multihierarchical. Furthermore, the problem of social production digitalization is closely linked to the transition to sustainable development, which is reflected in the works by Ukrainian scholars like Khrapkin V., Ustimenko V., Kudrin O., Sagirov A. and others in the monograph "Determinants of sustainable economy development" [4]. The edition of the first in Ukraine inter-disciplinary textbook on Internet economy by a group of scientists like Tatomyr I., Kvasniy L., Poyda S. and others [5] should also be mentioned. But the challenges of social production digitalization are constantly focused on by theoretical scientists, analytics and practitioners of these processes. Determining unexplored parts of general problem. Defining strategic priorities of social production digitalization requires clear understanding of prospective spheres of their application, economic advantages and risks which mass transition of social production from traditional (industrial and post-industrial)to digital technologies bear. A new system of technological equipment (production digitalization, Internet-economy, technology 'Industry 4.0', NBIC- technologies and circular economy) has a number of economic advantages for commodity producers and countries, as well as leads to dramatical changes in the whole social security system, changes at labour market and reformation the integral system of social relations in the society. Tasks and objectives of the study. The objective of the study is to highlight the core and define the main strategic priorities of social production digitalization, as they cause the process of radical structural reformation of industrial production, services and social spheres of national economy of world countries and world economy in general. To achieve the objective set in the article the following tasks are determined and solved: - to define the main priorities of digital technologies development, which is radically modify all social production business processes; - to study the essence and the role of circular economy for transition to sustainable development taken EU countries as an example; - to identify the strategic priorities of robotization of production processes and priority spheres of industrial and service robots application; - to define the role of NBIC-technologies in the process of social production structural reformation and its transition to new digital technologies in the 21st century. Method and methodology of the study. While studying strategic priorities of social production digitalization theoretical and empirical methods of study are used, such as historical and logical, analysis and synthesis, abstract and specific, casual (cause-and-effect) ones. All of them helped to keep the track of digital technologies evolution and its impact on structural reformation of social production. Synergetic approach, method of expert estimates and casual methods are applied to ground system influence of digital technologies, 'Industry 4.0' and their materialization as 'circular economy' on the whole complicated and multihierarchical system of social production in general. Basic material (the results of the study). Digital economy, i.e. economy where it is virtual but not material or physical assets and transactions are of the greatest value, institutional environment in which business processes as well as all managerial processes are developed on the basis of digital computer technologies and information and communication technologies (ICT), lies as the ground for social production digitalization. ICT sphere involves production of electronic equipment, computing, hardware,.software and services. It also provides various information sevices. Information Technology serves as a material basis for digital economy and digital technologies development. Among the basic digital technologies the following ones play the profound role: technology 'Blockchain', 3D priniting, unmanned aerial vehicles and flying drones, virtual reality (VR). Augmented reality (AR), Internet of Things (IoT), Industrial Internet of Things (IIoT), Internet of Value (IoV) which is founded on IT and blockchain technology, Internet of Everything (IoE), Artificial Intelligence (AI), neuron networks and robots. These basic digital technologies in business processes and management practices are applied in synergy, complexity and system but not in a single way. System combination of digital technologies gives maximal economic effect from their practical application in all spheres of social production-from industry to all kinds of services. For instance, in education digital technologies promote illustrating and virtual supplement of study materials; in tourism trade they promote engagement of virtual guides, transport and logistics security of tourist routes, virtual adverts and trips arrangements, virtual guidebooks, virtual demonstration of services and IT brochures and leaflets. Digital technologies radically change gambling and show businesses, in particular, they provide virtual games with 'being there' effect. Digital technologies drastically modify the retail trade sphere, advertisement and publishing, management and marketing, as well as provide a lot of opportunities for collecting unbiased data concerning changes in market conditions in real time. Digital technologies lie as the basis for 'circular economy', whose essence rests with non-linear, secondary, circular use of all existing natural and material resources to provide the production and consumption without loss of quality and availability of goods and services developed on the grounds of innovations, IT-technology application and 'Industry 4.0'. Among priorities of circular economy potential applications the following ones should be mentioned: municipal services, solid household wastes management and their recycling, mass transition to smart houses and smart towns, circular agriculture development, circular and renewable energy, The potential of circular economy fully and equally corresponds to the demands for energy efficiency and rational consumption of limited natural resources, so it is widely applied in EU countries while transiting to sustainable development. In the 21st century processes of social production robotization draw the maximal attention of the society. There is a division between industrial and service robots which combine artificial intelligence and other various digital technologies in synergy. Industrial robots are widely used in production, including automotive industry, processing industry, energetic, construction sectors and agriculture Services are applied in all other spheres and sectors of national and world economies –from military-industrial complex (for instance, for mining and demining the areas, military drones) to robots-cleaners (robots-vacuum cleaners), robots-taxis, robots engaged in health care service and served as nurses (provide the ill person with water, tidy up, bring meals). Social production robotization is proceeding apace. According to "World Robotic Report 2020", within 2014 – 2019 the total quantity of industrial robots increased by 85 %. By 2020 in the world the share of robots in the sphere of automated industrial production had comprised 34 %, in electronics – 25%, in metallurgy – 10 %. These indicators are constantly growing which results in structural reformation of the whole system of economic and industrial processes, radical changes in world labour market and the social sphere of world economy in general. Alongside with generally recognized types of digital technologies and robotization processes, an innovation segment of digital economy – NBIC – technologies (Nanotechnology, Biotechnology, Information technology, Cognitive Science) are rapidly spread. Among the priorities of NBIC-technologies development the special place belongs to interaction between information and cognitive technologies. As a material basis for its synergy in NBIC-technologies creation of neuron networks, artificial intelligence, artificial cyber brain for robots are applied. It is estimated as one of the most prospective and important achievements of digital economy which determines basic, innovational vector of social production structural reformations in the 21st century. The sphere of results application. International economic relations and world economy, development of competitive strategies of national and social production digitalization of world economy in general. Conclusions. Digital technologies radically change all spheres of social production and social life, including business and managerial processes at all levels. Digital technologies are constantly developing and modifying, that promotes emergence of new spheres and new business activities and management. 21st century witnessed establishing digital economy, smart economy, circular economy, green economy and other various arrangements of social production which are based on digital technologies. Social production digitalization and innovative digital technologies promotes business with flexible systems of arrangement and management, production and sales grounded on processing large Big Data permanently, on the basis of online monitoring in real time. Grounded on digital technologies business in real time mode processes a massive Big Data and on their results makes smart decisions in all business spheres and business processes management. Radical shifts in social production digitalization provides businesses of the states which in practice introduce digital technologies with significant competitive advantages - from decrease in goods and services production cost to targeted meeting of specific needs of consumers. Whereas, rapid introduction of digital technologies in the countries-leaders of world economic development results in a set of system socio-economic and socio-political challenges, including the following: crucial reformatting the world labour market and rise in mass unemployment, shift from traditional export developing countries' specialization, breakups of traditional production networks being in force since the end of the 20th century, so called 'chains of additional value shaping', breakups of traditional cooperation links among world countries and shaping the new ones based on 'Industry 4.0' and 'Industrial Internet'. Socio-economic and political consequences of radical structural reformation of all spheres in national and world economy in the 21st century, undoubtedly, will be stipulated with the processes of social production digitalization. It will require further systemic and fundamental scientific studies on this complicated and multi hierarchical process.
Il trattore agricolo è una macchina complessa, progettata per fornire potenza ad un numero consistente di attrezzi diversi sotto forma meccanica, idraulica e modernamente anche pneumatica ed elettrica. Il tutto viene fornito all'operatore per il tramite di un motore endotermico (tipicamente a ciclo Diesel), che sfrutta l'energia chimica contenuta nel combustibile, trasformandola in lavoro meccanico. Il continuo aumento del costo del gasolio, unitamente ad una maggiore attenzione ai problemi ambientali, hanno aumentato notevolmente l'attenzione degli agricoltori ai consumi. Proprio per questo, negli ultimi anni molte organizzazioni nazionali ed internazionali hanno cercato di definire dei metodi per calcolare un indice di efficienza energetica (EEI) anche per i trattori, similmente a quanto già fatto, ad esempio, per le automobili o per diverse tipologie di elettrodomestici. In particolare, l'efficienza energetica di un qualsiasi sistema rappresenta la capacità di sfruttare l'energia ad esso fornito per soddisfarne i fabbisogni. Minori sono i consumi relativi al soddisfacimento di questo fabbisogno, e migliore risulta l'efficienza energetica del sistema. Nel settore della meccanizzazione agricola, diverse nazioni (Spagna, Corea, Turchia) hanno introdotto dei programmi per la definizione di questo indice, basandosi su dati già disponibili, come quelli delle prove del Codice 2 OCSE o delle prove di omologazione del motore endotermico. La DLG (una associazione di agricoltori tedeschi), invece, ha messo in opera un sistema diverso, basato su prove in pista che cercano di simulare dei cicli di lavoro reali, tipici dell'agricoltura centro-europea. Tuttavia, storicamente sia i codici OCSE che questi nuovi protocolli di prova hanno riguardato nella gran parte dei casi i trattori standard; viceversa, i trattori specializzati, impiegati nei vigneti, frutteti, nell'orto-floro-vivaistica e nella manutenzione del verde non hanno potuto finora godere delle medesime attenzioni. Scopo di questo lavoro è quindi quello di costruire una metodologia per poter calcolare un Indice di Efficienza Energetica anche per i trattori da vigneto. Una prima fase del lavoro ha visto l'analisi dell'operatività dei trattori da vigneto, per poter definire quali cicli lavorativi rilevare in quanto maggiormente impattanti. Si è quindi proceduto all'analisi, per diversi motivi solo parziale, di questi cicli reali di campo, analizzando le potenze trasmesse dal trattore alla macchina operatrice e (ove possibile) anche i consumi. Successivamente questi dati sono stati elaborati per costruire dei cicli teorici facilmente riproducibili in laboratorio, per il tramite di banchi prova appositi (freno motore in particolare). La ridotta collaborazione dei costruttori non ha però permesso di replicare in laboratorio questi cicli creati. Si è quindi deciso di tentare un'altra strada, ovvero utilizzare dei dati di prove motore già liberamente disponibili, ovvero quelli relativi alle prove Codice 2 OCSE. Nel periodo 2011-2015, su un totale di 278 test report emessi, solo 11 purtroppo erano relativi a trattori da vigneto e frutteto. Analizzando i report si è valutata la corrispondenza tra potenza rilevata nelle prove in campo e potenza rilevata nel test Codice 2, verificando inoltre la compatibilità della modalità di prova (con riguardo alla posizione dell'acceleratore). I diversi cicli sono stati quindi parificati a 4 diverse condizioni di prova del Codice 2 OCSE. I dati relativi ai consumi specifici (espressi in g/kWh) sono stati quindi analizzati introducendo un impegno temporale previsto per la singola operazione, espresso come percentuale del tempo totale di lavoro, questo in quanto l'agricoltore non utilizza il trattore per un'unica operazione, ma per più operazioni. L'agricoltore può inoltre variare le percentuali di utilizzo del trattore per la singola operazione, ricalcolando quindi sulla effettiva operatività aziendale l'Indice di Efficienza Energetica complessivo. Come spesso succede, però, un singolo numero, soprattutto se non immediatamente confrontato con altri, non dice molto all'utilizzatore finale. Si rende quindi indispensabile, come effettuato in molti altri casi, una definizione delle diverse classi energetiche, per poter facilmente confrontare i risultati ottenuti dal foglio di calcolo sopra indicato. Si è deciso di optare per l'introduzione di 7 classi, dalla A alla G, differenziate tra di loro per un intervalli di 30 g/kWh. Si tratta di una decisione puramente arbitraria, e ovviamente soggetta a futuri adeguamenti, anche in base al ridotto campione di trattori che è stato in questo momento analizzato. In conclusione, il progetto sviluppato durante questa tesi ha lo scopo principale di offrire all'utilizzatore di trattori specializzati diversi indici riguardanti l'efficienza energetica (e quindi, indirettamente, i possibili costi di gestione) dei trattori stessi in diverse condizioni operative, tipiche del settore viticolo e frutticolo. Futuri approfondimenti del lavoro dovranno sicuramente riguardare tutte le parti di questo lavoro. Si dovrà infatti implementare l'analisi reale delle diverse lavorazioni, con una misurazione puntuale delle potenze assorbite da diverse attrezzature (anche della stessa tipologia ma con capacità operative differenti), ricreando dei cicli teorici più affidabili possibili. Inoltre, la fase critica sarà quella per l'ottenimento dei dati reali da prove di laboratorio riferite ai cicli, e non più ai soli dati del codice 2. Si ritiene poi importante anche ottimizzare il database, creando un software apposito con un database periodicamente aggiornato, e in grado di guidare l'agricoltore nella compilazione del suo "uso tipico". Inoltre, è ovvio che il consumo di combustibile, per quanto sia uno dei fattori principali che guidano l'agricoltore nella scelta del trattore, non è sicuramente l'unico. Dal punto di vista ambientale potrebbe essere utile analizzare anche le emissioni di gas in atmosfera, misurandole con l'apposita sensoristica (opacimetri, sonde lambda, etc.) durante le prove di laboratorio. Questi dati, confrontati tra loro su di un utilizzo medio ragionato, potrebbero essere utilizzati anche come base per l'erogazione di sussidi in agricoltura: come già avviene in molti altri settori o in altri paesi, dove le macchine maggiormente efficienti (sia come consumi che come emissioni) sono finanziate dai Piani di Sviluppo Rurale, soggette a defiscalizzazioni o comunque oggetto di contribuzione pubblica. ; The agricultural tractor is a complex machine, designed to provide power to a broad number of different types of equipment, be it mechanical power, hydraulic power, and in recent times even pneumatic and electric power. All this power is harnessed through an endothermic engine (typically diesel cycle), that harnesses the chemical energy of the fuel transforming it into mechanical energy. The constant increase in fuel prices, together with a higher awareness of environmental issues, have significantly increased farmers' concern over their consumptions. In the last few years, this has led many national and international organisations to come up with methods to calculate an energy efficiency index for tractors, in line with what has already been done for cars or different types of household appliances. In particular, the energy efficiency of a system can be defined as its ability to harness the supplied energy to meet its needs. The less the system consumes in order to meet its needs, the higher will be its energy efficiency. Within the farm mechanisation industry, several countries (Spain, Korea, Turkey) have introduced programmes in an attempt to define this index, based on currently available data such as the OECD Code 2 tests or performance testing on endothermic engines. The DLG (German Agricultural Society) has implemented a different system, based instead on field tests that replicate real work cycles typical of central- European farming. However both the OECD codes and these new testing protocols were mainly designed and tested on standard tractors, whereas specialised tractors, the ones used in vineyards, fruit orchards, greenhouses and vegetation maintenance, have been neglected up until now. The purpose of this project is to devise a methodology in order to be able to calculate an Energy Efficiency Index also for vineyard tractors. The first part of the project consisted in analysing the work of tractors in viticulture, in order to pick out the most impactful, and therefore most relevant work cycles. This was followed by an only partial (for several reasons) analysis of these real-life field cycles, by studying the power transmitted from the tractor to the implements/equipment and (where possible) assessing consumption as well. This data was then used to devise theoretical cycles, easily reproducible in the lab thanks to dedicated testing areas (especially for the engine brake). But due to a lack of cooperation from the manufacturers, it was not possible to test these cycles in the lab. A different strategy was then decided on: using engine testing data from sources that were already freely available, such as data from the OECD Code 2 tests. Between 2011 and 2015, only 11 out of 278 test reports issued involved vineyard and orchard tractors. When analysing these reports, the power detected in field tests was compared to the power detected in Code 2 tests, and the compatibility of the test setting was also assessed (especially the position of the throttle). The various cycles were then compared against 4 different test conditions of the OECD Code 2. The specific consumption data (expressed in g/kWh) was then assessed against a given time allocated to the task, expressed as a percentage of the overall work time, as the farmer doesn't use the tractor for a single task but for multiple tasks. The farmer can also change the percentages of tractor usage for each task; thereby recalculating the overall energy efficiency index according to the farm's actual operational performance. However, as often happens, one single figure, especially if not immediately checked against other numbers, does not mean much to the end user. Therefore it is essential, as it has proved to be in many other cases, to provide a definition of the different energy brackets in order to facilitate the comparison of results by using the spreadsheet shown above. It has been decided to introduce 7 energy brackets running from A to G, each one separated by an interval of 30g/kWh. This is a purely arbitrary distinction, which is obviously subject to future amendments also due to the small numbers of tractors analysed so far. In conclusion, the main goal of the project outlined in this paper is to provide the user of specialised tractors with different energy efficiency indexes (and therefore also, indirectly, with an idea of the possible operating costs) of tractors under diverse operating conditions within the vine and fruit culture industry. Any future research on this project should take into account all the aspects that have been touched on. It will be necessary in fact to implement a real-life analysis of the different activities, with accurate measurements of the power used by each piece of equipment (even if they are of the same type but with different operating systems), devising in this way theoretical cycles that are as reliable as possible. In addition, a key part of the project should revolve around obtaining real data from laboratory tests based on these cycles, and not just data from Code 2 tests. We also consider it important to optimise the database, by creating a dedicated software with a regularly updated database, which can guide the farmer in tracking his "typical use". Moreover it is clear that the consumption of fuel, despite being one of the main factors that guide the farmer's choice of tractor, is definitely not the only one. From an environmental point of view, it could be useful to also analyse gas emissions into the atmosphere, by measuring them with the appropriate instruments (opacimeters, lambda waves, etc.) during laboratory tests. All this data, if it was compared and evaluated against a reasoned average utilisation, could then be used as a basis for the distribution of agricultural subsidies, as is already the case in many other industries or in other countries, where the most efficient machines (both in terms of consumption and emissions) are funded by Rural Development Plans, or benefit from tax deductions or some form of government contribution.
