In some large European countries, in recent decades, economic globalization has gone hand in hand with a powerful trend to political decentralization (this has been the case in the United Kingdom, France, Italy, and Spain). In Spain, and after years of apparent stability, the relations between Catalonia and Spain are experiencing troubled times. This paper examines particularly the main economic effects of both the staying together and the secession scenarios. Following the introduction, the second section reviews some aspects of the relations between Catalonia and Spain. The third and fourth sections analyse different scenarios with a particular focus on the main issues that the secession scenario raises. The fifth section contains a concluding remark.

The Study Group on U.S.-Cuban Relations was organized under the auspices of the Central American and Caribbean Program (CACP) at The Johns Hopkins University School of Advanced International Studies (SAIS) in Washington, D.C. The Study Group on U.S.-Cuban Relations met on three separate occasions. The first meeting on January 24 and 25, 1983, was devoted to discussion of U.S.. interests and policy objectives in Cuba. The second meeting on February 28 was dedicated to analysis of the current U.S. policy toward Cuba, and the final session on March 25 focused on policy options. Behandelt werden die Konstituierungsphasen (1919-1924) der beiden Arbeitersportinternationalen. Der Hauptakzent des Beitrages liegt auf einer Rekonstruktion der Ursachen und (historisch bedingten) Interessenlagen, die 1920 zur Gründung der Luzerner Sportinternationale (LSI) - 1928 in Sozialistische Arbeitersportinternationale (SASI) umbenannt - und 1921 zur Konstituierung der Roten Sportinternationale (RSI) führten. Ausgehend von der Prämisse, daß die ideologische und politisch-organisatorische Spaltung der Arbeiterbewegung die Etablierung zweier konkurrierender Sportinternationalen bedingte, konstatiert der Autor für die LSI unter sportlichem Aspekt eine deutsche Überlegenheit (Ausrichtung von Bundesfesten, Frankfurter Arbeiterolympiade etc.), der auf administrativer Ebene bis 1927 eine eindeutige Dominanz der belgischen Arbeitersportler gegenüberstand. Ebenso wird für die RSI in deren Konstituierungsphase auf eine starken deutschen Einfluß verwiesen und in diesem Kontext der in der Forschung verbreiteten Ansicht von einer weitgehenden Abhängigkeit der RSI vom Sowjetsport und der Komintern widersprochen. Im Gegensatz zur LSI, die sich als Teil der sozialistischen Bewegung verstand und in erklärter parteipolitischer Neutralität einen Beitrag zur Entwicklung einer sozialistischen Körperkultur leisten wollte, begriff sich die RSI als "ideologischer Stützpunkt" mit internationalem Charakter und als politisches Gleichgewicht zur LSI, mit dem Ziel, die gesamte Arbeitersportbewegung für den revolutionären Kampf zu gewinnen. Von daher gehörten direkt sportpraktische Fragen nicht zum Interessenfeld der RSI während ihrer Gründungsperiode. (GH)
