A group of members of the AlpPlan Alpine spatial planning network elaborated this position paper. It contains assessments and recommendations related to key spatial challenges of transnational relevance in the Alpine region. It generally refers to the entire Alpine macroregion (EUSALP perimeter). However, some issues are particularly relevant to the core Alpine area, defined by the Alpine Convention perimeter. The paper is addressed to spatial planners, decision makers and all stakeholders involved in sustainable territorial development of the Alpine region. The specific circumstances, spatial planning systems and instruments in the various Alpine states and regions differ to some extent. Therefore, the recommendations should always be interpreted in the respective national, regional or local context.

"Mit der Schriftenreihe "fair statt prekär" greift die Kooperationsstelle ein zentrales Problem der gegenwärtigen
Arbeitsgesellschaft auf: die zunehmende Verunsicherung von Arbeitnehmerinnen und Arbeitnehmern durch
Flexibilisierung und Deregulierung der Beschäftigungsverhältnisse. "Precarius" meint im Lateinischen so viel
wie "auf Widerruf gewährt, unsicher, unbeständig". Prekarisierung lässt sich in diesem Sinne umschreiben als
sukzessive Rücknahme von Schutzregelungen, die zur Sicherung vor den Risiken der Lohnabhängigkeit in
jahrzehntelangen Auseinandersetzungen vereinbart und erstritten worden waren. Schon längst geht es nicht
mehr nur um die Bildung einer prekären Peripherie, auch die "Stammbelegschaften" sind von der Destabilisierung
des Beschäftigungssystems betroffen – sei es durch direkte Deregulierung oder durch indirekt wirkende
Einschüchterung.
Was in der Wirtschaftspresse als "Freisetzung von Marktkräften" gefeiert wird, empfinden die betroffenen
Arbeitnehmerinnen und Arbeitnehmer schlicht als Zumutung und unfaire Behandlung. Proteste richten sich
gerade auch dagegen, dass Unternehmen rücksichtslos ihren Vorteil auf Kosten von Arbeitnehmerinnen und
Arbeitnehmern suchen. Dass Beschäftigte trotz harter Arbeit kein ausreichendes Einkommen erzielen, wechselnden
Auftragslagen der Unternehmen ausgeliefert sind, Diskriminierungen und willkürliche Behandlung
erdulden müssen – dies ist nicht nur ein Armutszeugnis für eine reiche Gesellschaft, es widerspricht auch
den ethischen Grundsätzen einer Demokratie.
In der Broschürenreihe "fair statt prekär" werden in loser Folge verschiedene Beiträge veröffentlicht, die das
gemeinsame Ziel verfolgen, die Wirkungen der Prekarisierung auf Arbeitsbedingungen und Lebenslagen in
der Region präziser herauszuarbeiten. Der Schwerpunkt liegt dabei weniger darauf, Abweichungen von einem
eher abstrakten Maßstab "Normalarbeitsverhältnis" festzustellen. Es geht vielmehr darum, Prozesse der
Prekarisierung zu erfassen und Ansatzpunkte für Interventionen im Sinne einer fairen Beschäftigung herauszuarbeiten." [Autorenreferat]
This study evaluates the effects of the current Euro-Mediterranean Free Trade Agreement for the EU and the Mediterranean region, in order to assist policy makers in defining the next steps in the Euro-Mediterranean Road map till 2010 and beyond. It provides quantitative, qualitative and sectoral assessment of the impacts of the Euro-Mediterranean FTA on trade and investment, points out the partnerships' strengths and weaknesses and provides policy recommendations with the view of realizing a goal of a well functioning free trade area in the future. The focus of the study is on Egypt, Israel, Jordan, Morocco, and Tunisia (MED5). [.]

Ländliche Regionen nehmen in Deutschland historisch eine wichtige Rolle für die Sicherung von Wohlstand und Wachstum ein. Etliche Hidden Champions des Verarbeitenden Gewerbes sind dort beheimatet, die mit ihrer Innovationskraft und Produktionsexzellenz das Geschäftsmodell Deutschland ausmachen. Die Stärke ländlicher Räume zeigt sich darin, dass sie im IW-Regionalranking aller 401 deutschen Kreise und kreisfreien Städte sowohl im Niveau- als auch im Dynamikvergleich ganz vorn liegen. Während der Landkreis München erneut das Regionalranking im Niveauvergleich dominiert, positioniert sich erstmalig der Landkreis Mainz-Bingen an der Spitze im Dynamikranking. Nichtsdestoweniger reagieren die ländlichen Regionen aufgrund ihrer wirtschaftsräumlichen Ausstattung sensibler auf gesamtgesellschaftliche Entwicklungen. Fachkräfteengpässe entwickeln etwa in ländlichen Regionen aufgrund von Wanderungsverlusten eine andere Dringlichkeit als in wirtschaftlich prosperierenden Regionen. Das IW-Regionalranking betrachtet die regionale Entwicklung ländlicher und städtischer Regionen differenziert. Dieser interregionale Vergleich trägt dazu bei, Handlungsmaßnahmen entwickeln zu können, die eine Sicherung gleichwertiger Lebensverhältnisse unter Berücksichtigung regionaler Entwicklungspfade ermöglicht. ; Rural regions have historically played an important role in securing Germany's prosperity and growth. It is here that a significant number of the country's hidden champions are to be found, inconspicuous manufacturers whose innovativeness and high-quality production are nonetheless the hallmark of the German business model. The strength of rural areas is clearly shown by their position, by both level and growth, at the top of the IW ranking of all 401 counties and independent cities in Germany. While Munich county, the rural area which surrounds the independent metropolis, once again dominates the ranking in absolute terms, Mainz-Bingen, a county on the west bank of the Middle Rhine, heads the list for growth for the first time. Due to the specific nature of their economic infrastructure, however, rural regions react more sensitively to developments in society as a whole. As a result of migration losses, for instance, shortages of skilled labour are felt more acutely there than in booming conurbations. The IW Regional Ranking provides a differentiated view of how rural and urban areas are developing, and its interregional comparison facilitates the development of policies aimed at achieving the equal standard of living demanded by Germany's constitution while at the same time taking account of the different ways regions develop.

The article looks at the process of social and economic development in the Guayaquil river basin based on a model of agro exports commodity chains. The territory or region is analyzed by looking at social and economic dynamics as opposed to political administrative divisions, which covers a wider area that extends to the provinces of Los Ríos, Manabí and Santa Elena. This article is part of a more extensive research project on Guayaquil and the region, that looks at rural urban linkages and how the common feature of the regional economy is the dependence of the rural periphery on Guayaquil either for industrial or export processing. By focusing on the main agro-commodity chains that shape the territory, including coffee, cocoa and banana for export, as well as rice and corn for the internal market, one can see how regional development was built on the basis of the rural economy. ; Este artículo revisa el proceso de construcción social y de conformación de la región centro sur de la costa de Ecuador, de la que forma parte Guayaquil con base en una economía agrícola de exportación. El territorio, o la región Guayaquil es analizada desde la perspectiva de dinámicas territoriales económicas y sociales, en lugar de límites político-administrativos. De esta manera la región Guayaquil se extiende más allá de sus fronteras incluyendo zonas de las provincias de Los Ríos, Manabí y Santa Elena. El trabajo, que forma parte de una investigación más amplia, revisa los vínculos rural-urbanos determinando una región cuya característica común es la dependencia de la periferia rural con la ciudad de Guayaquil, sea como puerto de exportación o como centro de procesamiento industrial. Al analizar las principales cadenas productivas del territorio, café, cacao y banano para la exportación, y maíz y arroz para el mercado interno, se describe cómo la economía regional se ha construido sobre la base de la actividad económica de las areas rurales.
