The paper deals with activities aimed at the implementation of the EU Global
Strategy tied to the effort to further integrate research and development of
defence technologies through European Defence Action Plan adopted in
November 2016. The author analyses the combined effect of multi-faceted
security challenges that the European Union faces and the perception of a
decreased and inadequate defence spending in the previous years. The part of
the analysis focuses on the political aspect of security challenges and how
Brussels? administration responds to those challenges. The author maintains
that new European Union Global Strategy is based on the drive for the more
rational development of defence industry, which is clearly manifested in
setting up a new European Defence Fund as an instrument of the European
Defence Action Plan. The recently designed institutional framework followed
by adequate financial support may serve as a nudge to the EU Member States
to make concrete steps towards the integration of their respective national
defence capacities.

Purpose
– The purpose of this paper is to report on a qualitative study of the views of a cross-section of managers and union officials engaged in joint learning projects on the impact more generally on the employee relations climate in those organisations.
Design/methodology/approach
– Findings are based on an analysis of interview data incorporating the views and experiences of 32 union representatives and managers engaged in promoting learning in a number of case study projects in North West England.
Findings
– Findings suggest that union-led learning and development has a clear impact on pre-empting potential performance issues for individuals in terms of better equipping them with the skills to achieve expected performance levels, assisting individuals with managing work-related stress and also to prevent discrimination against workers. Collectively, the managing of downsizing in particular through union-led learning support to retrain in order to redeploy effected staff or better prepare them for new employment opportunities was also a significant finding.
Research limitations/implications
– The research suggests that successful union-management learning partnerships can also have a positive impact on managing conflict in those organisations. However, further research is needed to test these assertions in other union organised sectors.
Practical implications
– There are implications for management in recognising the "added value" that partnership working with their unions on learning can bring in terms of also both pre-empting and resolving individual and collective disputes in the workplace.
Originality/value
– The research is one of few studies that focuses on the link between promoting learning through union-management partnerships and managing conflict in organisations and offers a clear insight into how this can be achieved in practice.

This study presents data from content analyses of the websites of all parties that stood in the 2009 European parliamentary elections in France, Germany, Great Britain and Poland. It cross-nationally examines the main functions of the websites, the adoption of Web 1.0 and Web 2.0 features, and the political and cultural factors that determine parties' online communication. The findings show that while the main website function varies across countries, Web 1.0 is still the dominant mode of campaigning. Moreover, offline inequalities within and between nations determine differences in parties' individual online strategies: specifically, major parties in states with long histories of democracy and EU membership lead the way and offer more interactive and innovative modes of campaigning. On the other hand, minor parties, particularly in Poland, remain in a more Web 1.0, information-heavy mode of communication. This supports the so-called normalization thesis on both the meso and the macro level.

The article will examine the challenges that the establishment of the European Public Prosecutor's Office poses for the rule of law – a question which has been underexplored in the policy and academic debate on the establishment of the EPPO, which focused largely on questions of structure and powers of the EPPO and the battle between intergovernmental and supranational visions of European prosecution. The implications of the finally adopted legal framework on the EPPO on the rule of law will be analysed primarily from the perspective of the rule of law as related to EPPO investigations and prosecutions and their consequences for affected individuals – in terms of legal certainty and foreseeability, protection from executive arbitrariness, effective judicial protection and defence rights. The article will undertake a rule of law audit of the EPPO by focusing on three key elements of its legal architecture – the competence of the EPPO, applicable law and judicial review – and the interaction between EU and national levels of investigation and prosecution that the EPPO Regulation envisages. The analysis will aim to cast light on the current rule of law deficit in a hybrid system of European prosecution located somewhere between co-operation and integration.
