In this paper we analyse the role of the international trade network for the strength of the global recession across countries. The novelty of our paper is the use of value-added trade data to capture the importance of trade network structure. We estimate with BMA techniques how far network indicators measuring interlinkages in terms of value added trade has explanatory power both for the length and the depth of the recent crisis once we control for pre-crisis macroeconomic fundamentals. Our main findings are that the macroeconomic control variables with the strongest explanatory power for the length and the depth of the crisis are the growth rates of credit and of the real effective exchange rate in the pre-crisis period and, though to a lesser extent, GDP and inflation growth over the same period and pre-crisis foreign exchange reserves. Government debt, the GVC participation index and net foreign assets have very little explanatory power in the BMA estimations. The models' performance increases when we introduce interaction terms of credit growth with other vulnerability measures. The results demonstrate that the coincidence of vulnerabilities matters a lot. Credit growth deepens the crisis mainly if accompanied with pre-crisis GDP growth or low reserves, while the crisis tends to be longer if credit growth has led to large leverage or the accumulation of net foreign liabilities. Finally, we find evidence that value added trade linkages have an impact on the severity of the crisis. While the increasing connectivity or openness of the country makes the crisis longer, the same characteristics of the neighbours makes it also deeper. The tendency to interact with already connected countries lowers or increases the impact of the crisis depending on the position of the country. Altogether we have mixed results on the direct trade channel, but we demonstrate the importance of network structure beyond the countries' own openness. In addition, we are also able to improve results by using gross value added instead of gross trade data.

This article explores, whether domestic judges might be held accountable under international criminal law (ICL). To date, international criminal justice has almost entirely focused on prosecuting political or military leaders. The Justice Case tried before the Nuremberg Military Tribunal in 1946 marks the most prominent exception. Prior to it, the judiciary – otherwise considered the epitome of justice – had mutated into a murderous machinery under Nazi rule. Judicial decisions do have far-reaching implications possibly constituting or contributing to international crimes. This holds true in a wide range of cases, for instance on practices of warfare and torture, on the use of certain weapon technologies, or on policies relating to minorities or racial segregation. I argue that domestic judges are accountable when engaging in international crimes. The article delves into technical aspects of criminal law; as well as the notions of judicial independence and immunity. While guaranteeing the rule of law, these two notions challenge the core idea of ICL: its equal application vis-à-vis all perpetrators of international crimes irrespective of official capacity. In order to differentiate due judicial conduct and its abuse in violation of ICL, I suggest a threshold a judicial act needs to exceed for entailing accountability for an international crime.

Großmächte gelten als vergleichsweise resistent gegenüber internationalem Menschenrechtsdruck. Allerdings scheint Kritik an diesen Staaten keineswegs ungehört abzuprallen. Nichtsdestotrotz ist eine systematisch-vergleichende Auseinandersetzung mit der Wirkung und den Erfolgsbedingungen internationaler Menschenrechtskritik im Falle mächtiger Staaten ausgeblieben.Anhand von zwei interviewgestützten Fallstudien – den russischen Menschenrechtsverletzungen in Tschetschenien sowie den US-Normverstößen im "Krieg gegen den Terror" – zeigt die Autorin, dass Großmächte sozial verwundbar für internationale Menschenrechtskritik sind. Diese stellt einen Angriff auf deren Macht und Identität als sogenannte legitime Großmacht dar. Für den Erfolg von Kritik sind die spezifischen Charakteristika der Kritik, der Kritiksender und -adressaten sowie deren Zusammenspiel mit internem Druck entscheidend. Internationale Messen führen Experten aus aller Welt für einen begrenzten Zeitraum an einem Ort zusammen. Als temporäre Cluster bilden sie eine Plattform der Interaktion für fokussierte Communities und sind Ausdruck reflexiver Zeit- und Raumkonstruktionen in der wissensbasierten Ökonomie. Durch die Ko-Präsenz und Ko-Lokation von Unternehmen entsteht eine spezifische, global gespeiste Informations- und Kommunikationsökologie, die als Global Buzz bezeichnet wird. Ausgehend von der Frage, in welcher Weise und an welchen Orten Akteure Zugang zu neuem Wissen und zu Trägern dieses Wissens erhalten, setzt sich diese Arbeit zum Ziel, die mehrdimensionale Struktur des Global Buzz und dessen Komplexität zu analysieren. Über eine empirische Analyse wird die Bedeutung von Leitmessen für die Informations- und Wissenszirkulation für Aussteller untersucht. Mit Hilfe 460 leitfadengestützter Interviews von Messeausstellern auf sieben ausgewählten Messeveranstaltungen in Deutschland (2004 bis 2006) werden die Interaktions- und Informationsstrukturen der Aussteller spezifisch nachgezeichnet. Hierüber ist es unter anderem gelungen, das Phänomen des Global Buzz zu konzeptionalisieren. Auf induktiv und deduktiv abgesicherten Weg ist ein Konzept entwickelt wurden, das die Erfassung unterschiedlicher Formen von Global Buzz über den Messekontext hinaus erlaubt. Est-ce à dire qu'un accord multilatéral est inutile dans ce domaine ? Cette contribution répond à cette question en développant l'hypothèse qu'un besoin de régulation existe à l'échelle multilatérale, mais que la coopération des Etats (le régime international) doit porter sur la sélection et l'orientation des choix de localisation des firmes (transnationales) et non pas simplement sur la promotion et la protection des IDE. Elle décrit le problème d'action collective auquel est confrontée la communauté des Etats à ce sujet avant d'avancer des pistes sur le design d'un tel régime international sur les firmes (RIF). L'argumentaire est construit en 6 parties. La première construit une grille d'analyse des stratégies de localisation des firmes à partir des typologies léguées par la littérature économique. La deuxième partie met en œuvre cette grille sur différents types d'environnement. La troisième en déduit qu'il existe aujourd'hui une "prime" au modèle de l'intégration verticale et aux stratégies de "mondialisation à somme nulle". La quatrième partie aborde les enjeux d'économie politique internationale de la question et avance l'hypothèse d'une configuration de type "querelle de ménage" dont l'enjeu institutionnel est de trancher un problème de répartition des gains potentiels de la libéralisation du capital. La cinquième partie tire les prolongements du RIF décrit précédemment et s'interroge sur les mesures complémentaires pour les pays en développement. La dernière partie résume l'argument et établit un lien avec l'idée d'une politique industrielle multilatérale.

In this paper, we introduce the fairness approach to efficiency wages into a standard model of international fragmentation. This gives us a theoretical framework in which wage inequality and unemployment rates are co-determined and therefore the public concern can be addressed that international fragmentation and outsourcing to low wage countries lead to domestic joblosses. We develop a novel diagrammatic tool to illustrate the main labour market effects of international fragmentation. We also explore how preferences for fair wages and the size of unemployment benefits govern the employment effects of outsourcing and critically assess the role of political intervention that aims to reduce unemployment benefits under internationally fragmented production.

This study analyses the content and scope of the principle of judicial independence as currently applied in the international judiciary. In light of the increasing role played by courts in the international system, the author initially examines the theoretical foundation for the principle's application and develops a working definition of judicial independence in an international law context. On the basis of a comprehensive evaluation of sources pertaining to some of today's most influential international courts, the author then draws conclusions on a general consensus of normative requirement
