The author states that the social work profession is not sufficiently involved with Head Start. Data from a representative sample of Head Start programs shows the minimal role professional social workers play with Head Start even when ample financial resources to hire BSWs or MSWs are available. Evidence suggests, however, that Head Start is open to increased professional social work involvement. The author presents reasons social work professionals are underrepresented in Head Start and recommendations for increasing professional involvement and influence. The author also discusses the history and current status of Head Start, including a thorough description of Head Start's social service component.

The author believes that anti-Americanism has been rising in China since 1989 among ordinary people, particularly among young people. Anti-Americanism in China is understood to refer to those feelings of disapproval, hostility, or condemnation that are found among Chinese people against American foreign policy, society, culture and values. The author examines why and how the anti-Americanism was aroused in the Chinese leaders and how the official media incited anti-Americanism in the ordinary people. The author takes a critical look at the plan of General Constand Viljoen, leader of the right wing Afrikaner Freedom Front (FF) to develop a "Food Corridor" in Southern Africa. According to the author, the people will lose their land if this plan is carried through. The plan is supported by the SACADA (South African Chamber of Agricultural Development), an umbrella organization which includes also several right wing organizations, among them the FF. SACADA has plans to invest in Mozambique, Zaire, Zambia and Angola. The author notes that the international community is now providing support to a racist Afrikaner development organization (SACADA). Virtually unknown in Canada before the 1990s, balanced budget legislation has suddenly become popular across the country. The author examines the wide diversity of mechanisms being used to limit state fiscal powers, including spending caps, anti-deficit rules, and tax referenda. Evaluating these measures, the author raises concerns about the impact of balanced budget laws on economic stability, social justice, and political democracy. She warns against discounting either their instrumental effects or their power to shape public finance discourse. Though some provinces have adopted less severe versions, the author concludes that these efforts only partially mitigate the dangers of balanced budget laws.

In this article, the author examines the career advancement of subcommittee chairs in the U.S. House of Representatives from the 86th to the 103rd Congresses (1959-1994). The author demonstrates that the rate of advancement to subcommittee chairs increased immediately after House reforms in the early 1970s but decreased once again during the late 1980s and early 1990s. Further, cross-sectional differences among committees are presented to show that there are also nonperiod effects that determine the pace of member career advancement. Finally, the author constructs and tests a model to examine the determinants of the rate of subcommittee chair acquisition.

This Note examines the recent controversy over France's ban against "ostentatious" religious symbols in public schools. The only ostentatious symbol targeted by the French government, however, has been the head scarves worn by Muslim schoolgirls. The author explores the roots of the current ban by examining France's tradition of assimilation of immigrants and its constitutionally mandated secular public education system. The author also compares France's interests in prohibiting head scarves with the Muslim students' interests in practicing their religion. Finally, the author concludes that the French policy of banning head scarves from school is not only impractical, but likely a violation of both French and International law.

The author tries to show which social & political processes in modern postindustrial society underlie the above mentioned deliberation. The author analyzes the liberal & democratic principles of government constitutions & their functioning within the parliamentary framework, contending that the liberal principle has always been bound to parliamentarianism, while the democratic principle, particularly in the form of democratic despotism, is a fervent opponent of parliamentarianism. The author rejects Schmitt's concept of parliamentarianism &, like Troeltsch, emphasizes the natural right as the spiritual foundation of parliamentarianism. Finally, the author points to the absence of the liberal principle in the postwar development of Yugoslavia & talks about the painstaking process of coming to terms with that principle in present-day Croatia. This study examines whether bureaucratic writing style affects readers' perception of source credibility. The experiment required 172 college students to read bureaucratic and simple writing and to rate their impressions of the author and the writing quality. Results indicate that the subjects rated the author of the bureaucratic style higher in expertise, but not significantly different from the author of the simple style in trustworthiness and open-mindedness. Source occupational status was not a necessary condition for the perceived differences in credibility. The differences in expertise ratings were significantly greater for readers with more years of schooling. However, the subjects consistently preferred the simple to the bureaucratic writing.

This Article analyzes the development of the National Labor Relations Act through the drafts of the original Act. The author traces the evolution of Senator Wagner's ideas through numerous policy and political battles to the passage of the NLRA in 1935. The author explores the development of the drafts and the historical context surrounding their creation to reveal the social theory of the drafters and illuminate previously unexplored undercurrents in the text of the Act itself. The author, through this novel approach to the NLRA, sets up a new way to view the 1935 Act, and evaluates subsequent amendments and legal developments.

THE AUTHOR QUESTIONS IF THE RELATIONSHIP WAS SPECIAL IN QUALITY FROM OTHER BILATERAL ALLIANCES, AND ALSO CONSIDERS IF IT WAS A SPECIAL IMPORTANCE FOR THE TWO COUNTRIES AND FOR THE INTERNATIONAL ORDER AS A WHOLE. THE AUTHOR FINDS THAT THE RELATIONSHIP DOES HAVE A SPECIAL QUALITY BUT THAT ITS INTERNATIONAL IMPORTANCE IS PROGRESSIVELY DESCREASING.
