DESPITE OPTIMISM OVER PEACE "BREAKING OUT," THE RECENT AGREEMENTS ON THE CONFLICTS IN NICARAGUA, AFGHANISTAN, AND ANGOLA ARE DEFECTIVE. THE ARIAS PLAN FOR CENTRAL AMERICA HAS LED TO THE CUT-OFF OF MILITARY AID TO THE CONTRAS WITHOUT THE ESTABLISHMENT OF DEMOCRACY IN NICARAGUA OR THE TERMINATION OF THE SANDINISTAS' ARMED SUBVERSION. THE AFGHAN AGREEMENT REQUIRES THE END OF MILITARY AID TO THE MUJAHIDEEN WITHOUT ANY OBLIGATION THAT AN INDEPENDENT NON-COMMUNIST GOVERNMENT WILL PREVAIL IN KABUL. SIMILARLY, THE SOUTHWEST AFRICAN AGREEMENT MAY LEAD TO THE CREATION OF A COMMUNIST STATE IN NAMIBIA.
