Die fortschreitende globale Vernetzung und wachsende Abhängigkeit von komplexen Informations- und Kommunikationstechnologien führt zu einer neuen Verwundbarkeit, von der alle Bereiche des staatlichen, wirtschaftlichen und gesellschaftlichen Lebens betroffen sind. Die Bandbreite möglicher Bedrohungen reicht von einfacher Cyberkriminalität und terroristischen Aktivitäten im Internet über das systematische Ausspähen privater Daten und Cyberspionage bis hin zur Sabotage kritischer Infrastrukturen mit unter Umständen katastrophalen Folgen für die Sicherheit eines Staates. Verstärkt wird das Bedrohungspotential dadurch, dass immer mehr Staaten Fähigkeiten in der Cyberkriegführung entwickeln und sich auf diese Weise neue Wege eröffnen, um geostrategische Interessen durchzusetzen.

In ihrer Cyberaußenpolitik setzt sich die Bundesrepublik Deutschland unter anderem für die Stärkung internationaler Normen ein, die ein verantwortungsvolles Miteinander der Staaten im Cyberspace gewährleisten sollen. Ziel ist es, einen Kanon von Verhaltensregeln zu entwickeln, der von möglichst vielen Regierungen mitgetragen wird. In dieser Studie wird der Frage nachgegangen, welche Vorgaben sich hierfür aus dem Völkerrecht ableiten lassen. Allgemein anerkannt ist, dass die Wahrung von Frieden, internationaler Sicherheit und Stabilität im Cyberkontext grundsätzlich jenen völkerrechtlichen Normen und Prinzipien unterliegt, die bereits 1945 in der Charta der Vereinten Nationen niedergelegt wurden. Eine gewisse Unsicherheit herrscht jedoch darüber, wie einzelne Normen und Prinzipien im Lichte der spezifischen Herausforderungen des Cyberspace auszulegen sind.

The International Criminal Tribunal for the former Yugoslavia (ICTY, or the Tribunal) completed its mandate in 2017, marking the end of its 24-year lifespan. While the ICTY has officially ceased operations, the implications of the Tribunal's closure continue to manifest in contemporary settings of transitional justice. Embracing a queer approach to time, the ICTY can be better understood as temporally fluid, open, and contested, rather than confined to its establishment and closure. This is because as a site for the (re)production and (re)presentation of discourses, the ICTY transcends temporal boundaries, continuing to shape and constitute (post-)conflict and transitional contexts. In this paper, I deploy queer approaches to time to interrogate how discourses of gender, sexuality, and violence at the ICTY traverse legal-political temporalities. Using the Tribunal's Srebrenica remembrance as a case study, I demonstrate how gendered and sexualised logics constituted at the ICTY exceed the Tribunal's official temporal mandate. Adopting a queer approach to time, I argue that gendered memories of violence at the ICTY permeate temporalities of international justice and global politics.

In examining the diffusion of social and political phenomena like regime transition, conflict, and policy change, scholars routinely make choices about how proximity is defined and which neighbors should be considered more important than others. Since each specification offers an alternative view of the networks through which diffusion can take place, one's decision can exert a significant influence on the magnitude and scope of estimated diffusion effects. This problem is widely recognized, but is rarely the subject of direct analysis. In international relations research, connectivity choices are usually ad hoc, driven more by data availability than by theoretically informed decision criteria. We take a closer look at the assumptions behind these choices, and propose a more systematic method to assess the structural similarity of two or more alternative networks, and select one that most plausibly relates theory to empirics. We apply this method to the spread of democratic regime change and offer an illustrative example of how neighbor choices might impact predictions and inferences in the case of the 2011 Arab Spring. Menzels knapp 130seitige Einleitung bietet einen grundlegenden Überblick - und eine gut lesbare Einführung - zu den wichtigsten Paradigmen der Disziplin (Idealismus, Realismus, Institutionalismus und Strukturalismus) und verknüpft diese mit der historischen Entwicklung des Fachs, die vor allem durch ein sich wandelndes Methodenverständnis gezeichnet ist. Der Beitrag untersucht zunächst aus einer theoretischen Perspektive, wie die Rolle wissenschaftlichen Wissens in internationalen Umweltregimen innerhalb verschiedener sozialwissenschaftlicher Disziplinen konzeptualisiert wird. Er geht der grundlegenden Frage nach, ob und in welcher Weise Wissenschaft umweltpolitische Regime beeinflussen oder gar steuern kann. Der Verfasser wirft dabei einen Blick auf die Disziplin der Internationalen Beziehungen (IB) und exploriert deren Unterschiede und Gemeinsamkeiten mit Konzepten der "Science and Technology Studies" (STS) zur Ko-Produktion von Wissenschaft und Politik. Ziel dieser vergleichenden Analyse ist die Klärung der Frage, was die STS zu den theoretischen Arbeiten der IB und deren Konzeption von wissenschaftlicher Expertise in politischen Prozessen beitragen kann. Vor diesem Hintergrund wird die Implementierung von Wissenschaft im politischen System des europäischen Fischereisektors betrachtet. Although the Indian International Relations (IR) community has been actively engaged in self-reflection, this has not translated into greater contribution at the international level. Part of the answer lies in the way IR in India has grown—institutionally, pedagogically, academically and as a research activity. The article seeks to assess the strengths and weaknesses of IR teaching and research in India on the basis of three parameters, that is, the papers taught in the M.A. programmes, the themes of research at the doctoral level and publications by IR scholars in select journals. On the basis of the weaknesses identified, the article offers some recommendations, which the IR community in India can adopt.

The article makes a case for an intense engagement of international relations (IR) scholars in India with the global IR community, especially those specializing in IR theory. While India has increasingly been integrating itself in global economic and political orders, its IR scholar-ship is yet to get international recognition. This article outlines the structural and domestic causes for the relative absence of theoretical works in IR in India while emphasizing the need for rigorous theory-driven and theory-informed scholarship. It concludes by making eight recommendations for linking IR in India with the global IR scholarship, and offers specific areas where Indian scholars can contribute to puzzle and paradigm-driven IR scholarship.

Antje Wiener examines the involvement of local actors in conflicts over global norms such as fundamental rights and the prohibition of torture and sexual violence. Providing accounts of local interventions made on behalf of those affected by breaches of norms, she identifies the constraints and opportunities for stakeholder participation in a fragmented global society. The book also considers cultural and institutional diversity with regard to the co-constitution of norm change. Proposing a clear framework to operationalize research on contested norms, and illustrating it through three recent cases, this book contributes to the project of global international relations by offering an agency-centred approach. It will interest scholars and advanced students of international relations, international political theory, and international law seeking a principled approach to practice that overcomes the practice-norm gap.
