This article examines the application of neoclassical economics to the discussion of China's transition to the market in the 1990s and its accession to the World Trade Organization (WTO) in 2001. It shows how this theory shaped, and misled, forecasts of the impact of that accession and of China's subsequent economic performance. It discusses the debate between mini-bang and big-bang transition policies in the 1990s and shows the two sides shared far more in common than separated them. Both sides misestimated, in fact grossly underestimated, the dynamism of China's economy. It shows how widely anticipated predictions of crisis and collapse with China's WTO accession were the natural result of the assumptions of the neoclassical model. It suggests that a rival model of market transition based on Bukharin and Kuznets has much to offer.

A growing body of literature argues that democracies are more likely to comply with international agreements than authoritarian states. However, substantial variation exists in the compliance behaviour of democracies. How can this variation be explained? The same mechanism that links regime type to compliance, namely electoral competition, also explains variation in compliance among democracies. This is because the nature of electoral competition varies across democratic systems. An analysis of democratic GATT/WTO member countries from 1980 to 2003 reveals that governments elected via majoritarian electoral rules and/or single-member districts are more likely to violate GATT/WTO agreements than those elected via proportional electoral rules and/or multi-member districts.

Das Papier untersucht die Rolle von IWF, Weltbank und WTO und ihre Arbeitsteilung. Ich diskutiere die Gründe für ihre Existenz und ihre ursprünglichen Aufgaben und frage, inwieweit es ihnen gelungen ist, sich den veränderten Bedingungen und ihren neuen Aufgaben anzupassen. Politisch-ökonomische Überlegungen demonstrieren, dass die Organisationen ihren Eigennutz maximieren, andererseits aber auch als Instrument der Mitgliedsländer missbraucht werden. Dies erklärt, warum die Organisationen nicht immer erfolgreich gewesen sind. Mögliche Vorschläge für eine Reform werden diskutiert.

It is often alleged that PTAs involving the EC and the US include a significant number of obligations in areas not currently covered by the WTO Agreement, such as investment protection, competition policy, labour standards and environmental protection. The primary purpose of this study is to highlight the extent to which these claims are true. The study divides the contents of all PTAs involving the EC and the US currently notified to the WTO, into 14 'WTO' and 38 'WTO-X' areas, where WTO provisions come under the current mandate of the WTO, and WTO-X provisions deal with issues lying outside the current WTO mandate. As a second step, the legal enforceability of each obligation is evaluated, judged on the extent to which the text specifies clear obligations. Among the findings are: (i) EC agreements contain almost four times as many instances of WTO-X provisions as do US agreements; (ii) but EC agreements evidence a very significant amount of 'legal inflation' (i.e., non-legally enforceable provisions) in the WTO-X category, and US agreements actually contain a more of enforceable WTO-X provisions than do the EC agreements; and (iii) US agreements tend to emphasize regulatory areas more compared to EC agreements.

Die Frage wäre also, inwieweit das auch in der Neukonstituierung der politischen Gemeinwesen in Osteuropa, die mit der Krise des Staatssozialismus einsetzte und bis in die Gegenwart andauert, der Fall gewesen ist.
