AbstractInternational technology cooperation promises to help countries exploit the potential of new innovations, but commercial rivalry between companies and governments raises obstacles to it. In this article, I present and solve a model of international technology cooperation. The formal analysis shows that a technology agreement must address two issues. First, governments must be able to induce companies to innovate. Second, governments must credibly commit to penalizing companies for failing to share new information produced through research. Based on these observations, I show that the potential for technology cooperation is maximized in symmetric settings between equally capable governments and companies. In practice, this observation warrants a policy focus on countries and industries that are already on a level playing ground. I also consider extensions to multinational companies and adverse selection problems. The formal analysis provides a solid foundation for practical policy implementation.
The use of different currencies in the invoicing of international trade transactions plays a major role in the international transmission of economic fluctuations. Existing studies argue that an exporter's invoicing choice reflects structural aspects of its industry, such as market share and the price sensitivity of demand, as well as the hedging of marginal costs (due, for instance, to the use of imported inputs) and macroeconomic volatility. We use a new, highly disaggregated data set to assess the roles of the various invoicing determinants. Our findings support the factors identified in the literature and document a new feature: a link between shipment size and invoicing. Specifically, larger transactions are more likely to be invoiced in the importer's currency. We offer a theoretical explanation for the empirical link between transaction size and invoicing by allowing invoicing to be set through bargaining between exporters and importers, a feature absent from existing models despite its empirical relevance.

Some injustices are so massive, so heinous, and so extraordinary that ordinary courts are no longer adequate. The creation of international courts and tribunals to confront major violations of human rights sought to bring justice to affected communities as well as to the entire world. Yet if justice is a righting of the imbalance between what has happened and what is reflected in the law, no amount of punishment and no judgment could compensate for that suffering and loss. In order to understand the meaning of justice, James David Meernik and Kimi Lynn King studied the perspective of witnesses who have testified before the International Criminal Tribunal for the Former Yugoslavia (ICTY). Using a unique survey, Meernik and King look at the identity of the victims and their perception of the fairness of ICTY. Because of the need to justify the practical and emotional difficulties involved in testifying before an international tribunal, witnesses look not just to the institution to judge its effectiveness, but also to their own contribution, by testifying effectively. The central elements of the theory Meernik and King develop - identity, fairness, and experience - transcend specific conflicts and specific countries and are of importance to people everywhere.

Si la volonté d'affirmer son rang reste toujours fondamentale pour la politique étrangère de la France, elle n'explique pas seule une politique qui se concentre de plus en plus sur les institutions internationales depuis la fin de la guerre froide. D'autres motivations doivent entrer en ligne de compte, notamment : la reconnaissance des insuffisances de ses propres ressources, l'évaluation des limites d'une approche bilatérale, le désir de contenir les tendances unilatéralistes des États-Unis, et le besoin d'affirmer son rôle de puissance de premier plan. En outre, la France cherche à faire adopter des normes de conduite internationale que seules les institutions peuvent imposer. Les trois cas choisis - la réforme de VONU, les sanctions contre l'Irak et le terrorisme - démontrent toute la complexité de la décision française de privilégier dorénavant une action internationale à travers les institutions.
