Im Dezember 2018 haben 152 Staaten der Vereinten Nationen (VN) den Globalen Pakt für sichere, geordnete und geregelte Migration angenommen. Mit dem sogenannten Migrationspakt haben sie erstmals ihre Absicht erklärt, bei der Bewältigung migra-tionspolitischer Herausforderungen enger kooperieren zu wollen. In dem Dokument sind 23 Ziele genannt, die die Herkunfts-, Transit- und Zielländer beim Umgang mit Migranten und Flüchtlingen leiten sollen. Wenn bei der Steuerung und Gestaltung der globalen Wanderungsbewegungen praktische Fortschritte erreicht werden sollen, setzt dies ein zweifaches -nach innen und nach außen gerichtetes- Engagement der beteiligten Staaten voraus. Dementsprechend sollte die Bundesregierung den Pakt nutzen, um mit Blick nach innen weiteren Reformbedarf zu identifizieren und um auf internationaler Ebene Partner für strategisch ausgewählte Schlüsselthemen zu gewinnen. Eine Gelegenheit für beides bietet das im Pakt vorgesehene Überprüfungsverfahren, dessen Herzstück das International Migration Review Forum (IMRF) ist. (Autorenreferat)
"The concept of human security has emerged in international relations and policy as an idea which not only seeks to relocate the focus of international society on the individual, but also challenges the current priorities of the international community. In particular it places emphasis on promoting and facilitating a nexus between security, development and human rights. It is potentially a paradigm in the making, gaining considerable momentum within the UN, international relations scholarship and regional bodies. And yet by-and-large it continues to be unexplored by the international legal community, despite the success of a number of international treaties being attributed to the discourse.This book seeks to address this gap, and establish the nature of the relationship between human security discourse and international law, determining whether human security can meaningfully contribute to the international legal framework. To determine this, the book analyses the core principles of human security discourse and examines the degree to which they find parallels in the existing normative structure of international law. The book examines the how the broad-narrow debate that dominates human security discourse has played out in international law-making. It goes on to consider the processes for the creation of so called 'human security' treaties in order to determine a blueprint for future development of international human security treaty law. Dieser Beitrag untersucht den Zusammenhang zwischen internationalem Handel, dynamischen Wettbewerb und nationaler B eschäftigungsstruktur anhand einer Bestandsaufnahme der empirischen Literatur für Deutschland. Untersuchungen der relativen Güterpreisentwicklung im internationalen Handel zeigen, daß der interindustrielle Handel kaum zur überdurchschnittlichen Arbeitslosigkeit geringer qualifizierter Arbeitskräfte in Deutschland beigetragen hat. Die zunehmende Spezialisierung Deutschlands auf den Export qualitätsintensiver Produktvarianten im intraindustriellen Handel deutet jedoch darauf hin, daß die durch einen dynamischen grenzüberschreitenden Wettbewerb ausgelösten Anpassungsprozesse in der Produktionsstruktur deutscher Unternehmen die Beschäftigungsstruktur im Inland beeinflussen.

AbstractInternational technology cooperation promises to help countries exploit the potential of new innovations, but commercial rivalry between companies and governments raises obstacles to it. In this article, I present and solve a model of international technology cooperation. The formal analysis shows that a technology agreement must address two issues. First, governments must be able to induce companies to innovate. Second, governments must credibly commit to penalizing companies for failing to share new information produced through research. Based on these observations, I show that the potential for technology cooperation is maximized in symmetric settings between equally capable governments and companies. In practice, this observation warrants a policy focus on countries and industries that are already on a level playing ground. I also consider extensions to multinational companies and adverse selection problems. The formal analysis provides a solid foundation for practical policy implementation.
The use of different currencies in the invoicing of international trade transactions plays a major role in the international transmission of economic fluctuations. Existing studies argue that an exporter's invoicing choice reflects structural aspects of its industry, such as market share and the price sensitivity of demand, as well as the hedging of marginal costs (due, for instance, to the use of imported inputs) and macroeconomic volatility. We use a new, highly disaggregated data set to assess the roles of the various invoicing determinants. Our findings support the factors identified in the literature and document a new feature: a link between shipment size and invoicing. Specifically, larger transactions are more likely to be invoiced in the importer's currency. We offer a theoretical explanation for the empirical link between transaction size and invoicing by allowing invoicing to be set through bargaining between exporters and importers, a feature absent from existing models despite its empirical relevance.
