This article draws on the findings of the international research project on the Institutional Dimensions of Global Environmental Change to evaluate current proposals for reforming organizational arrangements that address environmental protection and especially calls for strengthening the UN Environment Programme or creating a UN Environment Organization. The first section explores pitfalls arising when policy-makers focus on form before sorting out functional matters. The next section examines institutional challenges confronting efforts to create effective environmental governance systems. The final section broadens the scope to address issues extending beyond environmental protection in a world of nation states. The goal is not to throw cold water on specific proposals of those who advocate organizational reform. Rather, the article argues that form should follow function in this realm as in others. By itself, organizational reform cannot achieve environmental protection, much less the broader goal of sustainable development.

AbstractThis article breaks new ground by revisiting the Multiple Streams Framework as central public policy theory and modifying it to take into account multilevel reinforcing dynamics. This is important as it allows policy change to be explained more accurately given the empirical interdependencies between policy‐making on the national, regional (e.g., European) and international levels, which so far have not been sufficiently taken into account by traditional public policy theories. It process‐traces how EU‐level policies motivated by energy security considerations and global climate leadership ambitions influenced international‐level agenda‐setting. Global climate change commitments in turn influenced European renewable energy and climate policy. Such multilevel reinforcing dynamics were central for the 2009 European Renewable Energy Directive, the 2030 Climate and Energy Framework and the 2050 European Green Deal proposal to emerge and subsequently facilitated the 2015 Paris Agreement on Climate Change, which in turn motivated developed and developing countries to legislate and implement climate and renewable energy policies.

This paper presents the results of the empirical research 'Cultural Orientation of Actors/Students, Interethnic Relations, National Identity and the Culture of Peace in the Balkans' performed within the macro project 'Tradition, Modernization and National Identity in Serbia and the Balkans in the EU Integration Process' (179074). They are related to attitudes about democracy, social change and global management. The key issue of the research is how people perceive the functionality of democracy, whether they are satisfied with the situation and whether they support the democratic processes and democratic institutions. From the findings we can see that the authoritarian legacy consciousness burden the citizens of Serbia greatly, and in particular the examined population - university students. Confirmation of this was seen in the finding that the majority of respondents believe that the best global management model is technocracy. This leads us to the conclusion that our society does not have a fully developed and mature political culture yet since the people are still inclined to accept (personalized) authorities that are ultimately reflected in the state and the holders of state power rather than citizens and their associations.

AbstractThis special section analyzes the variety of recursivity in transnational regulatory governance. We conceptualize recursivity as a complex cycle through which addressees' response to transnational rules continuously feeds back into the rulemaking process and triggers rule revision. In the introduction to the special section, we emphasize that recursivity varies across governance organizations and governance fields and develop an analytical framework to capture this variation. We also propose a typology of recursive governance organizations. Finally, we preview five case studies included in the special section and summarize their key findings and conclusions, with particular attention to the implications for accountability and legitimacy.

В статье анализируются основные подходы к изучению «глобального руководства» как актуального понятия современной науки о международных отношениях. Автор полагает, что в условиях глобализации происходят изменения в деятельности таких акторов международных отношений, как национальные государства и межгосударственные организации. Для более адекватного понимания целей и задач существования данных субъектов политики в новых условиях возникает необходимость в формулировании четких критериев оценки их функционирования. Оценка эффективности деятельности глобальных акторов может быть произведена на основании анализа соответствия их деятельности критериям «демократического руководства». В данной статье на основании изучения различных аспектов «глобального управления» в современном мире автор дает характеристику демократического «глобального управления» как управления, отвечающего современным международным реалиям. ; In article the basic approaches to studying of «global governance» as actual concept of a modern international relations" science are analyzed. The author believes, that in conditions of globalization there are changes in activity of such actors of the international relations, as the national states and the interstate organizations. For more adequate understanding of the purposes and problems of existence of the given subjects of policy in new conditions there is a necessity for a formulation of precise criteria of their estimation. The estimation of efficiency of activity of global actors can be made on the basis of the analysis of conformity of their activity to criteria of «democratic governance». In given clause on the basis of studying various aspects of «global management « in the modern world the author gives the characteristic democratic «global governance» as the governance adequating to modern international realities.

Im Zuge der Globalisierung nehmen auch die Frauen- und Geschlechterpolitik und die Frauenbewegung zunehmend die internationale Dimension wahr. Eine Reihe von Autorinnen thematisiert Fragen der ökonomischen Globalisierung und untersucht vor allem die internationalen Ungleichheitsstrukturen und -prozesse. Ein weiterer Diskussionsstrang konzentriert sich auf die Frage, inwiefern internationale Organisationen und globale Frauennetzwerke und -bewegungen bei der Gleichstellung der Geschlechter im Sinne eines "global governance" Erfolge erzielen. Die Beiträge des vorliegenden Schwerpunkthefts versuchen, beide Dimensionen zu verschränken und aufeinander zu beziehen. Dabei werden Ansätze zur Gestaltung der Globalisierung aus feministischer Sicht vorgestellt und einige weiterführende Theorieansätze diskutiert. (ICA)
