The By the People (BTP) datasets comprise text of selected collections of the Library of Congress (LOC) created by volunteers in the By the People crowdsourced transcription program, which invites public transcription of historical documents. All transcriptions are created and reviewed by volunteers in a consensus-based model in which two or more volunteers must agree on a transcription for it to be considered complete. Resulting transcriptions are added to the digital collections alongside the images to enable search and accessibility of the collections. Additionally, completed transcription "campaigns" are published as freely downloadable datasets of .CSV files containing all campaign transcriptions, as well as minimal metadata. The datasets can support a multitude of purposes including computational research in fields such as history, linguistics, economics, and political science.

Le XIIe Congrès forestier mondial a eu lieu du 21 au 28 septembre 2003, à Québec, Canada, et a rassemblé 4 061 participants venant de plus de 140 pays. Les participants constituent un échantillon représentatif de la société intéressée aux forêts, y compris des personnes de communautés rurales, des propriétaires de forêts privées, des travailleurs forestiers, des peuples autochtones, des jeunes, de l'industrie, des ONG environnementales et autres, du milieu scientifique et de l'éducation, de divers niveaux de gouvernement et d'organisations internationales. On y a abordé une vaste gamme de questions sous le thème du Congrès : La forêt, source de vie, dans les trois domaines du programme: Des forêts pour les gens, Des forêts pour la planète, et Des gens et des forêts en harmonie. L'Énoncé final représente les points de vue du Congrès. Il identifie les secteurs prioritaires et est destiné à encourager la prise de décisions et l'action par ceux concernés par les divers aspects de la foresterie et des forêts, de même que dans des secteurs connexes.

ANY ASSESSMENT OF THE PERFORMANCE AND VIABILITY OF THE contemporary Congress presents formidable problems. This is because criticism of Congress has been an almost constant feature of American political discussion, long before current political tensions produced wider comment on the institutional structure as a whole, and also because such an assessment must consider not only the existing capacity and will in Congress to respond to contemporary demands but also the nature of the relationship of Congress to other branches of government, and in particular to the executive. One further difficulty is that there has been, and remains, wide disagreement among observers as to the virtues and defects of Congress.
