The objective of this paper is to evaluate the extent to which trade agreements affect agricultural trade policy volatility. Using a new panel database compiled as part of the World Bank's agricultural distortions research project, the author estimate the effect of regionalism on the volatility of price distortions measured by the absolute value of their first differences, averaged, for each country and year, over all agricultural goods. Using an instrumental-variable approach to correct for the endogeneity of regional trade agreements, (RTAs), the author fined that participation in RTAs has a significantly negative effect on agricultural trade-policy volatility. The author find that the World Trade Organization (WTO) agricultural agreement also contributed to reducing agricultural trade-policy volatility, in spite of the weak disciplines involved, but the effect is only weakly identified. The results are robust to a variety of robustness checks and hold, in particular, for the Latin American sub-sample.
This study on Latin America is based on a sample of eight countries, comprising the big four economies of Argentina, Brazil, Chile, and Mexico; Colombia and Ecuador, two of the poorest South American tropical countries; the Dominican Republic, the largest Caribbean economy; and Nicaragua, the poorest country in Central America. Together, in 2000-04, these countries accounted for 78 percent of the region's population, 80 percent of the region's agricultural value added, and 84 percent of the total gross domestic product (GDP) of Latin America. The key characteristics of these economies-which account for only 4.5 percent of worldwide Gross Domestic Product (GDP), but 7.7 percent of agricultural value added and more than 10 percent of agricultural and food exports. The table reveals the considerable diversity within the region in terms of stages of development, relative resource endowments, comparative advantages and, hence, trade specialization, and the incidence of poverty and income inequality. This means that these countries represent a rich sample for comparative study. Nicaragua's per capita income is only one-seventh the global average, while the incomes of Colombia and Ecuador are one-third of this average. By contrast, the per capita incomes of Argentina and Chile average just one-eighth below and that of Mexico is one eighth above the global average. Only Argentina, Brazil, and Nicaragua are well above the global average in endowments of agricultural land per capita; the Dominican Republic and Ecuador are well below this average; and Chile, Colombia, and Mexico are a little less than one-third above the average.
La vainilla (Vanilla planifolia), es una orquídea cuyo fruto es altamente valorado en el mercado nacional e internacional. Su centro de origen y distribución es México y parte de Centro América. En nuestro país, ha sido intensamente aprovechada desde la época precolombina, por lo que su extracción desmedida, así como la reducción de la variabilidad genética y la fragmentación de su hábitat, han provocado la disminución de las poblaciones naturales. Actualmente se encuentra citada en la Norma Oficial Mexicana 059 (NOM-059-SEMARNAT-2010), bajo la categoría de Protección Especial. La producción de vainilla ha generado expectativas económicas, pues su alto valor en el mercado incentiva el establecimiento del cultivo, y se espera que genere ingresos que incidan en la calidad de vida de los productores locales. En la última década, se han canalizado diversos esfuerzos para incrementar la superficie sembrada y la productividad del cultivo. Las instituciones gubernamentales han destinado recursos económicos a la adquisición de material vegetativo y el establecimiento de nuevas plantaciones, así como a la capacitación y asistencia técnica. Por su parte, las instituciones de investigación, han dirigido sus esfuerzos en satisfacer las demandas del agro, particularmente en áreas como la reproducción de la especie, la caída del fruto, el bajo rendimiento y la conservación. En San Luis Potosí, desde el año 2002 se han aprobado diversos proyectos dirigidos al establecimiento de sistemas de producción, y al acompañamiento técnico productivo y empresarial. En la Huasteca potosina, la vainilla se cultiva en trece municipios de la región centro-sur, bajo tres principales sistemas de producción: la casa malla sombra, la asociación con cítricos y los sistemas agroforestales tradicionales. Las políticas agrícolas han incentivado el desarrollo de sistemas de producción simplificados como la casa malla sombra y los monocultivos, proyectando una alta productividad en pequeñas superficies, pero cuyos resultados no han sido los esperados. Aunado a lo anterior, los costos son poco accesibles para pequeños productores. Son además sistemas vulnerables desde el enfoque socioambiental; susceptibles a los fenómenos meteorológicos y a la presencia de plagas o enfermedades, con escasos reservorios de biodiversidad, de manera que impacta en la seguridad y la soberanía alimentaria, ya que entonces el productor depende del ingreso que le provea la cosecha de una sola especie, para satisfacer sus bienes y servicios. En contraste con los sistemas simplificados, existen también sistemas de producción tradicionales, como el sistema agroforestal. Los sistemas agroforestales tradicionales (SAT) guardan semejanza con un ecosistema natural, porque son altamente biodiversos y el manejo es mínimo, por lo que son considerados de bajo impacto. Son además valorados por los conocimientos bioculturales entorno a ellos. Establecer vainilla en estos sistemas, implica un menor costo y menor riesgo de plagas y daños naturales. Entre sus fortalezas también se encuentra el contar con individuos silvestres o "asilvestrados" de vainilla que, bajo un apropiado manejo, pueden ser plantas apropiadas para el cultivo. El rendimiento entre los diferentes sistemas de producción sigue siendo escaso y muy semejante, de manera que se observan muchas más ventajas en un sistema de producción tradicional, económico, resiliente y menos vulnerable, que además ha permanecido por siglos en la región. En la región, se requiere incrementar las superficies y la densidad de siembra con planta saludable y adaptada a la región. Considerando las bondades del sistema tradicional, éste ha sido seleccionado como objeto de estudio y se pretende satisfacer las siguientes interrogantes: • ¿cuál es el potencial para la conservación de la vainilla local? • ¿de qué manera influyen los factores sociopolíticos-económicos-culturales en el gradiente de producción de vainilla en el sistema tradicional? • ¿qué implicaciones tendría la micropropagación de vainilla con sustratos orgánicos para satisfacer la demanda de material vegetativo? Los objetivos de la investigación fueron identificar la distribución actual y potencial de Vanilla planifolia Jacks. ex Andrews. y diseñar acciones para su conservación; caracterizar los sistemas agroforestales donde se produce la vainilla, para tipificarlos con base en sus particularidades de manejo y establecer un protocolo de regeneración in vitro de V. planifolia a través del uso de extractos naturales en la Huasteca Potosina. Para ello, se realizaron consultas en herbarios, recorridos de campo, entrevistas con los productores de vainilla y talleres participativos con habitantes locales. Se llevó a cabo un análisis espacial basado en sistemas de información geográfica, para conocer las características ambientales de los sitios con presencia de la especie y se modelizó su distribución potencial. Asimismo, se analizaron 355 casos, obteniéndose 135 variables agronómicas y de características del productor. La información se complementó con un análisis espacial basado en un SIG para definir patrón espacial de distribución de dichos sistemas. Para la tipología se aplicó el análisis de conglomerado en dos fases. Finalmente, se cultivaron semillas estériles en medio sin reguladores de crecimiento vegetal para obtener protocormos como explantes. Una vez formados los protocormos, estos se sembraron en los medios de cultivo suplementados con los extractos orgánicos de piña, plátano y agua de coco y un medio control, el cual no contenía la adición de ningún extracto. En la Huasteca Potosina, se ubicaron 28 sitios con presencia del taxón bajo estudio, la mayoría en sistemas agroforestales tradicionales y, menor proporción, en los relictos de selva mediana que aún persisten en la región, anclados a los tutores que les proveen el soporte necesario. Su distribución potencial se estimó en 85.5 km2. El germoplasma sin procesos de domesticación y adaptado a las condiciones ambientales que se identificó, tiene posibilidades de ser conservado. Los poseedores de este recurso genético, consideran que una Unidad de Manejo de la Vida Silvestre sería la forma más adecuada para lograr su conservación in situ. En la región existen tres grupos de productores, que se diferencian por la cantidad de actividades realizadas para la producción de vainilla, el número de tutores empleados y la pertenencia a un grupo étnico. Los sistemas de la etnia Tének presentan menos modificaciones comparados con los sistemas nahuas. Éstos últimos, incluso comienzan a especializarse en el manejo de especies comerciales, pero aún conservan algunos rasgos de los sistemas originales. Los tratamientos de germinación mostraron que el mejor tratamiento fue el medio con extracto de piña, en donde se observó la formación de 5.7 ± 3.5 brotes de 36.9 ± 7.3 mm de altura, y la formación de 2.2 ± 0.5 yemas por brote. Vanilla production has generated economic expectations, since its high market value encourages the establishment of the crop, and it is expected to generate income that improves the quality of life of local producers. In the last decade, various efforts have been channeled to increase the planted area and crop productivity. Government institutions have allocated financial resources to the acquisition of vegetative material and the establishment of new plantations, as well as to training and technical assistance. For their part, research institutions have directed their efforts to meet the demands of agriculture, such as the reproduction of the species, the fall of the fruit, the low yield and conservation. In San Luis Potosí, since 2002 several projects have been approved aimed at the establishment of production systems, and technical and productive technical support. Die Tierproduktion bleibt ein kritischer Aspekt der ländlichen Lebensgrundlagen, die vor allem den Armen in den Entwicklungsländern unterschiedliche Zwecke erfüllen. Eine verbesserte Produktivität der Tiere hat somit das Potenzial, das Wachstum nachhaltig zu stimulieren und gleichzeitig den Wohlstand zu stärken und zu verbessern. Dies ist besonders kritisch in Subsahara-Afrika (SSA) angesichts unvollkommener Input- und Output Märkte, fehlender Kredit- und Versicherungsmärkte sowie begrenzter Beschäftigungsmöglichkeiten außerhalb der Landwirtschaft. Die Produktivität der Tiere wird jedoch durch das Auftreten von Krankheiten und den Einsatz veralteter Technologien eingeschränkt. Studien zeigen jedoch, dass Tiere der Armen aufgrund unzureichender Investitionen in gesundheitsfördernde Techniken und Technologien anfälliger für Krankheiten sind. Konkret geht es in der Arbeit darum, zu untersuchen: (1) die Triebkräfte für die Einführung der so genannten "best-bet" Management-Technologien gegen die Afrikanischen Tier-Trypanosomose (AAT) - und ihre Auswirkungen auf die Ernährungssicherheit in Haushalten; (2) die Beziehung zwischen Management-Praktiken wie Entwurmung, Vektorkontrolle, Veterinärbehandlung und Nahrungsergänzungsmitteln. Konkret untersucht das Papier, ob diese Praktiken als Ergänzung oder Ersatz übernommen werden und welche Faktoren ihre Annahme antreiben; 3) die Erträge aus Maßnahmen zur Bekämpfung von Tierseuchen, die insbesondere Maßnahmen zur Steigerung der Tierproduktivität und der Armut und Vulnerabilität der Haushalte verbinden, und (4) die Rolle der Diversifizierung der Haushalte in Bezug auf die pflanzliche und tierische Erzeugung bei der Anpassung an Klimaveränderungen. Die Daten für diese Arbeit stammen von Kleinviehhaltern in den Regionen Kara und Savana in Togo und der Southern Nations Nationalities and People Region (SNNPR) in Äthiopien. Die Auswahl der Befragten erfolgte durch mehrstufige Stichprobenverfahren, um angesichts der geografisch-diversen Untersuchungsregion eine gleich hohe Wahrscheinlichkeit der Auswahl zu gewährleisten. Im ersten Beitrag bildet die Theorie der Maximierung der Haushaltsnutzen unter Risiken und unvollkommenen Märkten die Grundlage für die empirische Schätzung der Adoptionsentscheidung über den rationalen Medikamenteneinsatz und dessen Auswirkungen auf die Ernährungssicherheit. Ein binäres Logit-Modell wird verwendet, um die Faktoren zu schätzen, die die Akzeptanz beeinflussen, während das Propensity Score Matching (PSM) verwendet wird, um die Auswirkungen auf die Ergebnisse der Ernährungssicherheit zu bestimmen. Im zweiten Beitrag wird die Einführung mehrerer Disease-Management-Praktiken als Funktion der Krankheitsbelastung (Risiken) in einer Rinderherde modelliert. Dies geschieht empirisch durch ein multivariates Maximum-Likelihood-Schätzverfahren. Im dritten Papier, unter Berücksichtigung der unvollständigen Randomisierung der Behandlung und mögliche endogene Heterogenitätseffekte, eine Reihe von quasi-experimentellen Identifikationsstrategien, wurden implementiert, um die kausale Beziehung zwischen den Interventionen und Haushaltshilfe festzustellen. Die Umsetzung der verschiedenen Strategien kontrolliert mögliche empirische Fallstricke, wie der Selbstauswahl und unbeobachteter Heterogenität, die die Ergebnisse verzerren würden. Im vierten Papier zur Diversifizierung der Lebensgrundlagen wird davon ausgegangen, dass die Haushalte bei Vorliegen von Klimaschwankungen mit fehlenden oder unvollkommenen Kredit- und Versicherungsmärkten eine Kombination von Lebensgrundlagenstrategien wählen, um den zukünftigen Wohlstand zu maximieren und die aktuellen Ergebnisse vor negativen Wetterereignissen zu schützen. Die Entscheidung über den Portfoliomix basiert im Wesentlichen auf zwei Motivationen - Überleben oder Chancensuche. Die empirische Schätzung erlaubt es, das übergeordnete Motiv der Diversifizierung der Haushalte zu bestimmen. Da die verschiedenen Diversifikationsentscheidungen korreliert sein können, modellieren wir gemeinsam die Determinanten der Diversifikation unter Verwendung der Seemingly Unrelated Regression (SUR) mit Mundlak-Korrekturfaktor, um mögliche Endogenitätsprobleme zu berücksichtigen, die sich aus unbeobachteter Heterogenität ergeben. Erstens zeigt die Abschätzung der Faktoren und Auswirkungen der Technologieeinführung auf die Ernährungssicherheit, dass der Zugang zu Informationen und Veterinärdiensten, die Verbesserung des Wissens und der Zugang zu Medikamenten entscheidend für die Adoptionsentscheidung über verbesserte Disease-Management-Praktiken sind. Die Auswirkungen der Adoption sind im Allgemeinen positiv. So zeigen die Ergebnisse beispielsweise, dass Landwirte, die verbesserte Praktiken anwenden, eine höhere Produktivität der Tiere und einen höheren Pro-Kopf-Verbrauch aufweisen. Die Verbesserung der Gesundheit der Tiere durch die Einführung wissensintensiver integrierter Bekämpfungsmaßnahmen ist ein vielversprechender Weg, um die Lebensgrundlagen und die Ernährungssicherheit kleiner, von Rindern abhängiger Haushalte in Afrika südlich der Sahara zu verbessern. Dennoch ist die Akzeptanz verbesserter Disease-Management-Praktiken bei den Rinderzüchtern nach wie vor gering. Strategien, die das lokale Veterinärpersonal in die Verbreitung von Technologien und Inputs einbeziehen, sollten in Betracht gezogen werden, um die Adoptionsrate zu fördern. Die Landwirte übernahmen und wandten meist eine Technologie an, nämliche die Verabreichung von Trypanozidmedikamenten - die beliebteste Praxis mit wenig oder gar keiner Investition in Entwurmung oder Schädlingsbekämpfung. Das Ergebnis verdeutlicht die Notwendigkeit eines gezielten Erweiterungsansatzes, um die Art und Weise, wie diese Technologie verbreitet wird, neu zu definieren. Es zeigt ferner, dass die Anwendung traditioneller Methoden zur Verbreitung dieser Praktiken die gleichzeitige Einführung von Agrartechnologien bei den Nutztierhaltern behindern könnte. Drittens zeigt die Messung der Auswirkungen des gezielten AAT-Kontrollinterventionsprogramms mit Hilfe des Paneldatensatzes aus Togo im Allgemeinen positive Ergebnisse für die teilnehmenden Landwirte. Die Ergebnisse zeigen zum Beispiel, dass die Teilnehmer ihre Kenntnisse und Praktiken in Bezug auf die Diagnose und das Management von Tierkrankheiten im Allgemeinen und AAT im Besonderen verbessert haben. Darüber hinaus verzeichneten die Tiere der Programmteilnehmer eine höhere Produktivität, gemessen an der Milchleistung, und reduzierte Krankheitsinfektionen. Höhere Tierproduktivität und geringere Krankheitsinfektionen führten zu einem zusätzlichen Einkommen, das den Pro-Kopf-Konsum deutlich steigerte und die Armut verringerte. Die Ergebnisse zeigen, dass Interventionen, die auf die Viehbewirtschaftung von Kleinbauern in SSA abzielen, zu positiven Ergebnissen bei der Existenzsicherung führen können. Im Hinblick auf die Auswirkungen auf das Wohlergehen deuten die Ergebnisse darauf hin, dass die Diversifizierung der Nutztiere das Potenzial hat, das Wohlergehen eines Haushalts zu verbessern und auch die negativen Auswirkungen der Klimaschwankungen abzumildern. Die Institutionen scheinen die Diversifizierung von Nutzpflanzen und Nutztieren zu unterstützen und tragen auch zur Verringerung der Armut bei. Die derzeitige Einrichtung von Institutionen ist jedoch nicht wirksam, um negative Auswirkungen eines zunehmend risikoreichen Umfelds abzumildern. Die Ergebnisse zeigen, dass es notwendig ist, die Kredit-, Landwirtschafts- und Marktinstitutionen als mögliche politische Ziele für die Förderung der Diversifizierung der Lebensgrundlagen als Bewältigungsstrategie für Gebiete zu stärken, die negativen Auswirkungen der Klimaschwankungen und fehlenden oder unvollkommenen Märkten ausgesetzt sind. ; Livestock production remains a critical aspect of rural livelihoods serving different purposes especially for the poor in developing countries. Enhanced livestock productivity thus has the potential to stimulate growth in a sustainable way and also to strengthen and improve welfare. This is especially critical in sub-Saharan Africa (SSA) in the face of imperfect input and output markets, missing credit and insurance markets, as well as limited off-farm employment opportunities. However, livestock productivity is constrained by the incidence of diseases and the use of obsolete technologies. Yet, studies show that livestock of the poor are more vulnerable to diseases because of inadequate investments in health improving techniques and technologies approaches. This thesis aims to contribute to an improved understanding of the adoption behavior of modern livestock interventions and their impact on household welfare in SSA. Specifically, the thesis sets out to investigate: (1) the drivers of adopting the so called "best–bet" African Animal Trypanosomosis (AAT) management technologies and its impact on household food security; (2) the relationship between disease management practices such as deworming, vector control, veterinary treatment, and feed supplements. Specifically, the thesis investigates if these practices are adopted as complements or substitutes and what factors drive their adoption; 3) the returns to livestock disease control interventions especially linking interventions to animal productivity and household vulnerability and poverty and (4) the role of household diversification with respect to crop and livestock production in adapting to climate variability. The data for this thesis comes from small scale cattle farmers in the Kara and Savana regions of Togo and the Southern Nations Nationalities and People Region (SNNPR) of Ethiopia. Selection of respondents involved multi stage random sampling procedures to ensure equal probability of being selected given the geographically dispersed nature of the study region. Two waves of data were collected in Togo while one wave has been collected in Ethiopia. In 2013, a total of 486 and 492 households from Togo and Ethiopia respectively were interviewed. In 2016, a follow up survey was conducted in Togo involving the same households interviewed in 2013. A comprehensive data set consisting of household socio-economic information, involving all kinds of income generating activities such as self-employment, off-farm employment and other on-farm wage employments undertaken in the period. Noteworthy are the information on cattle production such as herd composition, disease and pest incidences, and health management. Household risks and shocks as well as assets, consumption and food security indicators have been collected. In addition to the household level data, village level information such as disease severity and incidence, drug resistance and village level institutions and infrastructure have been collected through stakeholder interviews in 2013. Different methodological approaches have been used to analyze the data in this thesis. In the first paper, the household utility maximization theory under risks and imperfect markets forms the basis for the empirical estimation of the household adoption decision and impact of rational drug use on food security. A binary logit model is used to estimate the factors influencing adoption while the Propensity Score Matching (PSM) is used to determine the impact on food security outcome. In the second paper, the adoption of multiple disease management practices is modelled as a function of disease load (risks exposed) in a cattle herd. This is done empirically through a multivariate maximum likelihood estimation procedure. In the third paper, considering the incomplete randomization of the treatment assignment and possible endogenous heterogeneity effects, a number of quasi–experimental identifications strategies, such as difference in difference, fixed effects and the fixed effects instrumental variable, have been implemented to determine the causal relationship between the interventions and household welfare. The implementation of the multiple strategies controls for potential confounding issues of self-selection and unobserved heterogeneity that would bias results. In the fourth paper on livelihood diversification, it is assumed that in the presence of climate variability with missing or imperfect credit and insurance markets households choose a combination of livelihood strategies to maximize future welfare as well as protecting current outcomes against adverse weather events. The portfolio mix decision is based cardinally on two motivations – survival or opportunity seeking. The empirical estimation allows determining the overriding motive by households to diversify. Different diversification decisions may be correlated therefore the determinants of diversification are jointly estimated using the Seemingly Unrelated Regression (SUR) with Mundlak correction factor to account for possible endogeneity issues arising from unobserved heterogeneity. Correlated random effects estimation fitted with logit and Generalized Least Square (GLS) assumptions are used to estimate impact of diversification on poverty and consumption outcomes respectively with inherent unobserved endogeneity bias taken care for by the Mundlak correction factor. The results from this thesis contribute to the empirical literature in a number of ways. First, the estimation of drivers and impacts of technology adoption on food security shows that access to information and veterinary services, improved knowledge, and access to disease inputs are critical to the adoption decision of improved disease management practices. Adoption impacts are generally positive. For example, results show that farmers who adopt improved practices have higher livestock productivity and higher consumption per capita. Improving livestock health by introducing knowledge-intensive integrated control measures is a promising way to enhance livelihoods and to improve food security of small-scale cattle dependent households in sub-Saharan Africa. Nonetheless, adoption of improved disease management practices remains low among cattle farmers. Policies that involve local veterinary personnel in the dissemination of technologies and inputs should be considered to stimulate adoption. Second, investigating the adoption of multiple best bet AAT management practices using the data from small scale farmers in Ethiopia shows that these practices are not complementary, but substitutional. The study finds this to be as a result of resource and budgetary constraints. Also, the observed low knowledge of the management of AAT amongst respondents explains the observed substitutional effect. Farmers mostly adopted and applied one technology – trypanocidal drugs– the most popular practice with little or no investment in deworming or pest control. The result highlights the need for targeted extension approach to redefine how such technology is disseminating. It further shows that the use of traditional extension methods to disseminate these practices could be hampering the simultaneous adoption of farm technology among livestock farmers. Third, measuring the impacts of the targeted AAT control intervention program using the panel data set from Togo generally shows positive outcomes for participating farmers. For example, the results show that participants improved their knowledge and practices in relation to diagnosing and management of livestock diseases in general and AAT in particular. Furthermore, the animals of program participants recorded higher productivity measured in milk output and reduced disease infections which are both direct benefits of the program intervention. Higher animal productivity and lower disease infections resulted in additional income that significantly increased per capita consumption and decrease poverty headcount, i.e., two important welfare indicators in rural SSA. The results show that interventions targeted at managing livestock of small scale cattle producers in SSA can lead to positive livelihoods outcomes. Finally, turning to drivers of diversification and how diversification helps households cope with climate variability effects, the results show that portfolio diversification in rural Togo is generally driven by wealth variables. Also, the results show a negative correlation between household diversification and climate variability. In terms of welfare implications, the results indicate that livestock diversification has the potential to improve a household's welfare and also mitigate adverse effects of climate variability. Institutions seem to be supportive in crop and livestock diversification and also contribute to decreases in poverty. However, the current set up of institutions is not effective to mitigate negative effects from an increasingly risky environment. Au cours des dernières décennies, l'Indonésie a connu des transformations spectaculaires des terres avec une expansion des plantations de palmiers à huile au détriment des forêts tropicales. L'Indonésie est actuellement l'une des régions ayant le plus haut taux de transformation de la surface terrestre dans le monde à cause de l'expansion des plantations de palmiers à huile et d'autres agricultures qui remplacent les forêts à grande échelle. Comme la végétation est un modificateur du climat près du sol, ces transformations à grande échelle ont des impacts majeurs sur les variables biophysiques de surface telles que la température de surface, l'albédo, les indices de végétation (NDVI), sur le bilan énergétique de surface et le partitionnement énergétique. Ce travail de thèse vise à quantifier les impacts des changements d'usage des terres en Indonésie sur les variables biophysiques de surface. Pour évaluer ces changements à l'échelle régionale, des données de télédétection sont nécessaires. Étant une variable clé de nombreuses fonctions écologiques, la température de surface (LST) est directement affectée par les changements de la couverture terrestre. Nous avons analysé la LST à partir de la bande thermique d'une image Landsat et produit une carte de température de surface avec une haute résolution (30m) pour les basses terres de la province de Jambi à Sumatra (Indonésie), une région qui a subi de grandes transformations au cours des dernières décennies. La comparaison des LST, albédo, NDVI et évapotranspiration (ET) entre sept différents types de couverture terrestre (forêts, zones urbaines, terres incultes, plantations de palmiers à huile jeunes et matures, plantations d'acacias et de caoutchouc) montre que les forêts ont des températures de surface inférieures à celles des autres types de couvert végétal, ce qui indique un effet de réchauffement local après la conversion des forêts vers des plantations. Les différences de LST atteignaient 10,1 ± 2,6 ºC (moyenne ± écart-type) entre les forêts et les terres déforestées. Les différences de températures de surface s'expliquent par un effet de refroidissement évaporatif des forêts, qui compense l'effet de réchauffement de l'albédo. Basé sur des différences observées dans les variables biophysiques entre les plantations de palmiers à huile jeunes et matures, nous avons analysé trois images Landsat couvrant une chronoséquence de plantations de palmiers à huile pour étudier la dynamique des variables biophysiques de surface pendant le cycle de rotation de 20-25 ans des plantations de palmiers à huile. Nos résultats montrent que les différences entre les plantations de palmiers à huile à différents stades du cycle de rotation du palmier à huile se reflètent dans les différences du bilan énergétique de surface, du partitionnement énergétique et des variables biophysiques. Au cours du cycle de rotation des plantations de palmiers à huile, les différences de température à la surface diminuent graduellement et se rapprochent de zéro autour du stade mature de la plantation de palmiers à huile de 10 ans. Parallèlement, le NDVI augmente et l'albédo diminue à proximité des valeurs typiques des forêts. Le bilan énergétique de surface et le partitionnement énergétique montrent des tendances de développement liés aux variables biophysiques et à l'âge des plantations de palmiers à huile. Les nouvelles plantations et les jeunes plantations (<5 ans) ont un rayonnement net plus faible que les plantations de palmiers à huile matures, mais ont des températures de surface plus élevées que les plantations de palmiers à huile matures. Les changements dans les variables biophysiques, le bilan énergétique et la répartition de l'énergie au cours du cycle d'une rotation du palmier à huile peuvent s'expliquer par l'effet de refroidissement évaporatif précédemment identifié dans les forêts, qui compense l'effet de réchauffement de l'albédo. L'un des principaux déterminants de ce mécanisme est la couverture végétale au cours des différentes phases du cycle de rotation du palmier à huile. Le NDVI en tant qu'indicateur du couvert végétal a montré une relation inverse cohérente avec LST de différentes plantations de palmiers à huile âgés, une tendance qui est également observée pour différents types d'utilisation des terres dans cette étude. Une analyse régionale et à plus long terme de la tendance LST entre 2000 et 2015 basée sur les données MODIS montre que dans la journée la température moyenne de Jambi a augmenté de 1,05 ºC, suivant la tendance des changements observés et dépassant les effets du réchauffement climatique. Afin d'évaluer les effets de l'expansion du palmier à huile sur le climat, le bilan énergétique de surface, le partitionnement énergétique et les processus biophysiques jouent un rôle important et le cycle complet de rotation des plantations de palmiers à huile doit être envisagé. Basé sur nos résultats, nous construisons le cycle de rotation des plantations de palmiers à huile et les changements qui se produisent au cours du développement de la végétation de palmiers à huile. Cette étude fournit des preuves que l'expansion des plantations de palmiers à huile et d'autres cultures commerciales entraîne des changements dans les variables biophysiques, réchauffant la surface du sol et augmentant ainsi l'augmentation de la température de l'air à cause du changement climatique. En utilisant des données Landsat à haute résolution, nous avons pu inclure les effets du changement d'utilisation des terres sur les variables biophysiques. Comprendre les effets du changement de la couverture terrestre sur les variables biophysiques peut soutenir des politiques concernant la conservation des forêts existantes, la planification et l'expansion des plantations de palmiers à huile et les mesures de boisement possibles. Derzeit ist Indonesien weltweit eine der Regionen mit der höchsten Umwandlungsrate der Landnutzung, die mit der Ersetzung von Wäldern durch Ölpalmplantagen und andere Nutzpflanzen verbunden ist. Da die Vegetation ein Einflussfaktor für das Bodenklima ist, haben diese großflächigen Landtransformationen große Auswirkungen auf die biophysikalischen Variablen wie Landoberflächentemperatur (LST), Albedo, Vegetationsindizes (z.B. der normalisierte Differenzvegetationsindex, NDVI) und auf die Energiebilanz und die verschiedenen Komponenten der ausgetauschten Energie. Trotz des großen Umfangs der bereits vollzogenen und von der Regierung geplanten Landtransformationen in Indonesien hin zu Ölpalmplantagen und anderen Nutzpflanzen, ist dies die bisher erste Studie, welche die Auswirkungen dieser Landtransformation auf die biophysikalischen Variablen in Indonesien quantifiziert. Um solche Veränderungen auf regionaler Ebene zu bewerten, werden Fernerkundungsdaten benötigt. Als einer der Hauptantriebsfaktoren für viele ökologische Prozesse ist die LST direkt von Veränderungen der Landnutzung betroffen. Wir analysieren die LST aus dem thermischen Band eines Landsat-Bildes und erstellen eine hochauflösende Oberflächentemperaturkarte (30 m) für das Tiefland der Provinz Jambi auf Sumatra (Indonesien), eine Region die in den letzten Jahrzehnten eine große Landumwandlung hin zu Ölpalmen und anderen Nutzpflanzen erfahren hat. Der Vergleich von LST, Albedo, NDVI und Evapotranspiration (ET) zwischen sieben verschiedenen Landbedeckungstypen (Wald, städtische Gebiete, Brachland, junge und reife Ölpalmplantagen, Akazien- und Kautschukplantagen) zeigt, dass Wälder niedrigere Oberflächentemperaturen haben als die anderen Landbedeckungstypen, was auf einen lokalen Erwärmungseffekt nach der Umwandlung des Waldes in einen anderen Landbedeckungstyp hindeutet. Die LST-Unterschiede betrugen bis zu 10,1 ± 2,6 ºC (Mittelwert ± Standardabweichung) zwischen Wald und Brachland. Die Unterschiede in den Oberflächentemperaturen lassen sich durch einen Verdunstungskälteeffekt, der den Albedo-Erwärmungseffekt kompensiert erklären. Auf Grundlage der beobachteten Unterschieden in den biophysikalischen Variablen zwischen reifen und jungen Ölpalmplantagen, analysieren wir drei Landsat-Bilder, die eine Chronosequenz von Ölpalmplantagen enthalten um die Entwicklung von biophysikalischen Oberflächenvariablen während des 20-25 jährigen Rotationszyklus der Ölpalmplantagen zu untersuchen. Unsere Ergebnisse zeigen, dass sich die Unterschiede zwischen Ölpalmplantagen in verschiedenen Phasen des Ölpalmen-Rotationszyklus in Unterschieden in der Energiebilanz, Energiepartitionierung und biophysikalischen Variablen widerspiegeln. Während des Lebenszyklus der Ölpalmplantage nehmen die Oberflächentemperaturunterschiede allmählich ab und nähern sich grob den Werten der reifen Ölpalmphase mit einem Alter von 10 Jahren. Gleichzeitig nimmt der NDVI zu und der Albedo ab und beide Größen nähern sich den typischen Werten von Wäldern. Die Energiebilanz und die Energiepartitionierung zeigen einen Entwicklungstrend, der mit den biophysikalischen Variablen und mit dem Alter der Ölpalmplantagen zusammenhängt. Neu etablierte und junge Plantagen (<5 Jahre) haben eine geringere Nettostrahlung als reife Ölpalmplantagen, aber eine höhere Oberflächentemperaturen als reife Ölpalmplantagen. Die Veränderungen der biophysikalischen Variablen, der Energiebilanz und der Energieaufteilung während des Ölpalmen-Rotationszyklus können durch den zuvor identifizierten Verdunstungskälteeffekt erklärt werden, durch den der Albedo-Erwärmungseffekt kompensiert wird. Eine Hauptdeterminante in diesem Mechanismus ist die Vegetationsbedeckung während der verschiedenen Phasen im Rotationszyklus der Ölpalme. Der NDVI als Proxy für die Vegetationsbedeckung zeigt einen inversen Zusammenhang zur LST der Ölpalmplantagen unterschiedlichen Alters; ein Trend, der auch für andere Landnutzungstypen in dieser Studie beobachtet wurde. In einer auf MODIS Daten basierenden regionalen und langfristigeren Analyse des LST-Trends zwischen den Jahren 2000 und 2015 zeigt sich, dass die durchschnittliche Tagesoberflächentemperatur in der Provinz Jambi um 1,05 °C gestiegen ist, was dem Trend der beobachteten Landbedeckungsänderungen folgt und die Auswirkungen der Klimaerwärmung übersteigt. Um die volle Auswirkungen der Ölpalmenexpansion auf das Klima abzuschätzen, spielen die Energiebilanz, die Energiepartitionierung und biophysikalische Prozesse eine wichtige Rolle, wobei der gesamte Rotationszyklus von Ölpalmplantagen berücksichtigt werden muss. Basierend auf unseren Ergebnissen entwickeln wir eine Struktur des Rotationszyklus von Ölpalmplantagen der die während der Entwicklung der Ölpalmenvegetation auftretenden Veränderungen darstellt. Diese Studie belegt, dass die Ausweitung von Ölpalmplantagen und anderen Nutzpflanzen zu Veränderungen der biophysikalischen Variablen führt, die die Landoberfläche erwärmen und somit den Anstieg der Lufttemperatur aufgrund des Klimawandels verstärken. Durch den Einsatz von hochauflösenden Landsat-Daten konnten wir die Auswirkungen von Landnutzungsänderungen auf biophysikalische Variablen in unserer Analyse einbeziehen. Ein besseres Verständnis der Auswirkungen von Landbedeckungsänderungen auf die biophysikalischen Variablen kann Maßnahmen zur Erhaltung der bestehenden Wälder, zur Planung und zum Ausbau von Ölpalmplantagen und zu möglichen Aufforstungsmaßnahmen unterstützen. Wissen über biophysikalische Variablen, Strahlungsbilanz und Energieaufteilung während des Rotationszyklus der Ölpalme können verwendet werden, um neue Managementpraktiken einzubeziehen, die die extreme ökologischen und mikroklimatischen Bedingungen in der Anfangsphase der Ölpalmplantagen reduzieren könnten. ; Over the last decades, Indonesia has experienced dramatic land transformations with an expansion of oil palm plantations at the expense of tropical forests. Indonesia is currently one of the regions with the highest transformation rate of the land surface worldwide related to the expansion of oil palm plantations and other cash crops replacing forests on large scales. As vegetation is a modifier of the climate near the ground these large-scale land transformations have major impacts on surface biophysical variables such as land surface temperature (LST), albedo, vegetation indices (e.g. the normalized difference vegetation index, NDVI), on the surface energy balance and energy partitioning. Despite the large historic land transformation in Indonesia toward oil palm and other cash crops and governmental plans for future expansion, this is the first study so far to quantify the impacts of land transformation on biophysical variables in Indonesia. To assess such changes at regional scale remote sensing data are needed. As a key driver for many ecological functions, LST is directly affected by land cover changes. We analyze LST from the thermal band of a Landsat image and produce a high-resolution surface temperature map (30 m) for the lowlands of the Jambi province in Sumatra (Indonesia), a region which experienced large land transformation towards oil palm and other cash crops over the past decades. The comparison of LST, albedo, NDVI, and evapotranspiration (ET) between seven different land cover types (forest, urban areas, clear cut land, young and mature oil palm plantations, acacia and rubber plantations) shows that forests have lower surface temperatures than the other land cover types, indicating a local warming effect after forest conversion. LST differences were up to 10.1 ± 2.6 ºC (mean ± SD) between forest and clear-cut land. The differences in surface temperatures are explained by an evaporative cooling effect, which offsets an albedo warming effect. Young and mature oil palm plantations differenced in their biophysical. To study the development of surface biophysical variables during the 20 – 25 years rotation cycle of oil palm plantations, we used three Landsat images from the Jambi province in Sumatra/Indonesia covering a chronosequence of oil palm plantations. Our results show that differences between oil palm plantations in different stages of the oil palm rotation cycle are reflected in differences in the surface energy balance, energy partitioning and biophysical variables. During the oil palm plantation lifecycle the surface temperature differences to forest gradually decrease and approach zero around the mature oil palm plantation stage of 10 years. Concurrently, NDVI increases and the albedo decreases approaching typical values of forests. The surface energy balance and energy partitioning show a development patterns related to biophysical variables and the age of the oil palm plantations. Newly established and young plantations (< 5 years) have less net radiation available than mature oil palm plantations, yet have higher surface temperatures than mature oil palm plantations. The changes in biophysical variables, energy balance and energy partitioning during the oil palm rotation cycle can be explained by the previously identified evaporative cooling effect in which the albedo warming effect is offset. A main determinant in this mechanism is the vegetation cover during the different phases in the oil palm rotation cycle. NDVI as a proxy for vegetation cover showed a consistent inverse relation with the LST of different aged oil palm plantations, a trend that is also observed for different land use types in this study. On a regional and longer time scale, the analysis of the LST trend between 2000 and 2015 based on MODIS data shows that the average daytime surface temperature in the Jambi province increased by 1.05 ºC, which followed the trend of observed land cover changes and exceed the effects of climate warming. In order to assess the full climate effects of oil palm expansion the surface energy balance, energy partitioning and biophysical processes play an important role and the full rotation cycle of oil palm plantations need to be considered. Based on our result we construct the rotation cycle of oil palm plantations and the changes that occur during the development of oil palm vegetation. This study provides evidence that the expansion of oil palm plantations and other cash crops leads to changes in biophysical variables, warming the land surface and thus enhancing the increase of air temperature because of climate change. By using high-resolution Landsat data we were able to include the effects of land use change on biophysical variables. Understanding the effects of land cover change on the biophysical variables may support policies regarding conservation of the existing forests, planning and expansion of the oil palm plantations and possible afforestation measures. Knowledge of biophysical variables, radiation balance and energy partitioning during the rotation cycle of oil palm can be used to including new management practices that could reduce the extreme environmental and microclimatic conditions in the initial phase of the oil palm plantations.
¿Cuál ha sido el aporte de la economía al estudio de la historia? ¿En qué medida la mera recopilación de estadísticas y series en el tiempo supone en sí mismo un mejor análisis de una causalidad? ¿Está necesariamente mejor documentado un fenómeno histórico si en la explicación se utilizan indicadores comparados?La aparición de la cliometría o nueva historia económica en la década del 60´supuso en parte un intento de responder afirmativamente estos interrogantes. Sin embargo, en el camino se produjo una lógica tensión entre las disciplinas de la economía y de la historia.Un clásico libro introductorio fue compilado por Peter Temin en 1973. "New Economic history, Selected Readings" (Harmondsworth, England). Allí, Temin introduce la cuestión: "When economics was taking shape as an academic discipline in the late nineteenth century, two approaches to the study of economics affairs struggled for dominance. Classical economics traced its intelectual lineage back to english radical thought and utilized deductive reasoning to derive generalizations about the world from abstract propositions. Historical economics, as the competing approach was called, had its origins in Germany and was based on the principle of induction: the study of specific historical cases was supposed to generate laws of economic behaviour. The struggle was short, and the victory, decisive. Economics as we know it is the grandchild of classical economics. The progeny of historical economics are labelled economics history, social history and sociology- studied sometimes in academic departments of these names and sometimes not. In fact, much of the work of the new economic history can be seen as a refutation of previous generalizations about growth" (2).Siguiendo esta línea de razonamiento y recurriendo a un ejemplo mencionado por Temin, la cliometría ha ayudado a revelar que el alto nivel de vida de la sociedad americana antedataba el comienzo del proceso de industrialización. Así, para Temin y otros no es correcto hablar de un país (Estados Unidos) subdesarrollado en la década de 1840 y, consecuentemente, no es riguroso hablar de un take-off o despegue posterior. En este ejemplo podemos ver la relevancia del análisis introducido en la década del 60 y 70: cuando recurrimos a las estadísticas comparadas el análisis posterior puede devenir mas riguroso. En el ejemplo mencionado, comparar indicadores nos posibilita comprender que no era el proceso de industrialización lo que generó el alto nivel de vida para la época sino, en cambio, que era el alto nivel de vida lo que generó las condiciones de ahorro e inversión para alcanzar un proceso de industrialización. A su vez, este nuevo razonamiento tiene inconvenientes ya que, por ejemplo, el posterior desarrollo de nuevas técnicas de comparación han podido echar dudas sobre el verdadero nivel de vida de la sociedad americana a comienzos del siglo XIX. Sin embargo, es posible ver aquí la validez principal de la cliometría y de la técnica de la ciencia económica utilizada en el estudio de acontecimientos históricos: en un principio, nos ha servido para poner en tela de juicio creencias asumidas como verdaderas, que en su momento descansaban en una causalidad que parecía intuitiva, con mucho sentido común. En el ejemplo mencionado, es intuitivo asumir que una sociedad pobre deviene mas rica o próspera a partir de un proceso de industrialización que genera que una economía tradicional, basada en la explotación primaria, introduzca mayor eficiencia a partir de la aparición de maquinas o nuevas técnicas. En cambio, parece menos intuitivo pensar que ha sido un crecimiento en el nivel de vida lo que permitió un nivel mas alto de ahorro que, a su turno, repercutió en mayor inversión, teniendo como consecuencia la aparición de distintos tipos de innovaciones.El punto central aquí es remarcar que la aparición de la cliometría no buscaba refutar argumentos y cerrar debates sino que, por el contrario, se dedicaba a abrir nuevos áreas de investigación. Es decir, no cerraba discusiones sino que abría nuevas perspectivas. Así, como programa de investigación la cliometría poseía las características de un nuevo paradigma que, como tal, tenía entre sus condiciones principales desafiar los paradigmas dominantes basándose no en nuevas e irrefutables verdades sino en nuevas preguntas que introducían dudas en las comunidades científicas dominantes.El segundo área que marca Temin es "Economic institutions". El autor la define de la siguiente manera: "Although old and new economic historians examine the nature of institutions, the questions they pose are very different. The old economic historian or institutionalist tend to analyse the internal working of an institution. How was it organized? Who ran it? How did it change? The new economic historian, building on the work of the old, tends to ask about the effect of institutions on the rest of the economy…two institutions have received the most attention. Slavery, ´the peculiar institution´, fascinates any student of american history for myriad reasons…banking has received almost as much attention as slavery, at least partly as a result of the resurgence of interest in money among economists generally" (3).La aparición de instrumentos econométricos ha hecho posible profundizar el análisis de una situación determinada. Es decir, la existencia de instrumentos mas rigurosos para el estudio ha generado un círculo virtuoso con la especialización que ha habido en las distintas disciplinas científicas a lo largo del siglo XX, particularmente en la segunda mitad. Es posible focalizarse en el estudio de la esclavitud o del sistema bancario en los EE.UU. porque se han desarrollado los instrumentos analíticos y cuantitativos que permiten (y obligan) al investigador a ocuparse de ese tema en ese período. El círculo virtuoso eventualmente puede devenir vicioso porque, en ese escenario, el investigador sólo deberá ocuparse de un sólo tema ya que, si intentara abarcar distintos espacios científicos, correrá el riesgo de "no saber todo" lo que hay que saber sobre un tema específico. En parte, el investigador necesita todo su tiempo enfocado en un tema específico porque el propio desarrollo de los instrumentos científicos, como la econometría, genera la posibilidad de acceder a información cuantiosa, antes inexistente. Así, la aparición de la cliometría ha supuesto no solo la posibilidad de especializarse en un espacio temporal y analítico claramente delimitado. En parte, también ha supuesto la obligación de hacerlo para pertenecer a la comunidad académica dominante. Es posible pensar que la especialización supone en si mismo un paradigma dominanteEl tercer área de interés de la nueva historia económica ha sido "Government policies". Para el autor, "All of the new economic history, like all of economics, may be considered to be policy-oriented in some ultimate sense. Much of the work in economic history, however, is more inmediately related to the assessment of government policies. Banking laws and reforms, government promotion of canals and railroads, the tariff, federal land policy and other policies have all been studied. The influence of government has been found pervasive and on balance probably favorable for growth. The effects of these policies on the distribution of income have not been studied as much as their impact on total income, partly for lack of data, and our knowledge of their impact is therefore not yet complete" (4).Es claro que recurrir a estadísticas comparadas no supone en sí mismo un análisis mas riguroso, simplemente porque esas estadísticas pueden estar equivocadas. El aporte de la ciencia económica al estudio de la historia no es realizado por computadoras infalibles sino por investigadores tan falibles como aquellos historiadores clásicos que "solamente" recurrían a documentos en los archivos y que no poseían ninguna técnica cuantitativa. Así, las técnicas cuantitativas que ha introducido la econometría refleja en su secuencia lógica una decisión cualitativa: qué indicadores tomar, cuáles dejar de lado y por qué. Para esta decisión no hay un instrumento cuantitativo infalible, como por ejemplo una regresión, que le indique al investigador una razón cuantitativa para recurrir a una estadística comparada y no a otra.Desde esta perspectiva, podemos remarcar que el historiador debe recurrir a indicadores y estadísticas comparadas para evitar errores serios en su argumentación pero no para basar dicho argumento a partir de ese número o serie histórica. Es claro que la articulación de un argumento supone una construcción cualitativa que, eventualmente, deberá descansar en indicadores comparados para fortalecer la hipótesis en cuestión.Podemos recurrir a un ejemplo clásico en las sociedades que se modernizaban en la mitad del siglo XX. En medio de un proceso de modernización que suponía la aparición de una sociedad mas compleja, era posible ver que determinados delitos eran acompañados de niveles de violencia inéditos. Una parte de la sociedad asociaba estos mayores niveles de violencia al uso de drogas. Así, determinadas personas ejercían en la consecución de un delito mayor nivel de violencia física que en el pasado porque estaban afectadas por el uso de drogas. Sin embargo, distintos estudios demostraron que sólo una minoría de los involucrados estaban bajo el efecto de las drogas cuando cometían delitos. Así, la explicación pasó a ser insatisfactoria. Sin embargo, la refutación de la creencia no supuso en sí mismo la aparición de una explicación alternativa rigurosa. Esa explicación alternativa debía ser pensada y articulada y, en ese proceso, las estadísticas comparadas y series históricas podían tener un papel relevante pero no necesariamente decisivo. A partir de este ejemplo clásico, es posible ver que el papel principal de las estadísticas históricas es aportar una perspectiva comparada que ayude a limitar y refutar creencias. Sin embargo, la posterior construcción de una hipótesis alternativa no puede basarse sólo en una serie histórica rigurosa porque la aparición de una explicación alternativa mas sólida no se hará sólo a partir de la refutación de lo anterior sino a partir de un paradigma que, además de refutar, articule al menos parte de una solución.En la segunda parte profundizaremos en este último punto y recurriremos a ejemplos contemporáneos. Introducción: El consumo de drogas lícitas e ilícitas es un problema importante en muchos países puesto que acarrea una serie de consecuencias sobre la convivencia social, la seguridad y el bienestar de las personas. El consumo repercute así directamente sobre las bases sociales, culturales, político-administrativas y económicas de un país, constituyendo un 'potencial peligro para sus objetivos de desarrollo, crecimiento y su democracia'. Por ejemplo, sólo el consumo de alcohol, principal problema de salud pública en Chile, genera al país una pérdida anual de 1.800 millones de dólares por la menor productividad, las muertes prematuras y el gasto médico social que ocasiona. Por ello, la intervención social o prevención y, antes que ella, la generación de información sobre la base de estudios científicos, al atender una problemática social de relevancia, constituye una actividad primordial permitiendo orientar las políticas preventivas y correctivas frente a la oferta y demanda de drogas. En ese sentido, diversas investigaciones han corroborado que el consumo de drogas lícitas e ilícitas es un fenómeno presente en todos los estratos sociales y que no se diferencia mayormente según el sexo de las personas. Las evidencias recogidas arrojan como resultado una serie de tendencias hacia fines de la última década, tales como el aumento de la población consumidora, la incorporación de drogas nuevas, un creciente consumo juvenil, así como una iniciación cada vez más temprana en el consumo. Diferentas han sido las perspectivas con las que se ha abordado el consumo de drogas a lo largo de las últimas cinco décadas, pero en el último tiempo, la mayoría han confluido a aceptar que el consumo de drogas es una problemática muy abierta en la que los múltiples factores, individuales psicológicos, sociales y culturales que intervienen no permiten, en general, efectuar una explicación de causalidad del fenómeno. Debido a esta complejidad, los estudios se han referido a poblaciones específicas, tales como grupo de trabajadores, escolares, universitarios, etc., o bien, han focalizado la mirada sobre una fase o modalidad particular de consumo, a saber, la iniciación, el consumo ocasional, el consumo habitual, abusivo, dependiente, la abstención al consumo y la reincidencia. De este modo, han logrado asociar, a determinadas conductas de consumo, algunos factores en particular, válidos para esas poblaciones o esas modalidades de consumo. Asimismo, se puede apreciar, que muchos estudios indagan en el consumo de drogas en los estratos socioeconómicos bajos, buscando comprender el consumo como una conducta asociada a - sino acaso determinada por - factores estructurales como la pobreza, la escasa escolaridad, la falta de oportunidades que favorezcan el asenso social, etc., que los constituyen en grupos socialmente más vulnerables frente al consumo de drogas. Por ello, el consumo de drogas es comprendido usualmente como una práctica evasiva frente al entorno social pues refleja, en general, sentimientos de frustración respecto de la imposibilidad de superar esas carencias y limitaciones. En atención a los múltiples factores intervinientes, la presente investigación privilegia una mirada comprehensiva sobre la problemática del consumo de drogas en una población específica, que ha manifestado un aumento significativo en el consumo, nos referimos a la población juvenil en su etapa adolescente. Entre las actuales definiciones se distinguen matices las que varían según la fuente elabora la conceptualización. Un organismo internacional con autoridad en materia juvenil es el Fondo de las Naciones Unidas para la Infancia, más conocido a través de sus siglas en ingles (UNICEF). A partir de la Convención sobre los Derechos del Niño, este organismo se refiere a la etapa juvenil o adolescente como aquel ciclo de la vida de los hombres y mujeres comprendido entre los diez y los dieciocho años. Alcanzar la mayoría de edad constituye un hito importante en las sociedades contemporáneas, pues a partir de ella se pierden los privilegios y protecciones especiales de los menores, debiendo asumirse los derechos cívicos y las responsabilidades penales de toda persona adulta. En un documento sobre adolescencia, este organismo señala que ella es 'una de las fases de la vida más fascinante y quizás más compleja, una época en que la gente joven asume nuevas responsabilidades y experimenta una nueva sensación de independencia. Los jóvenes buscan su identidad, aprenden a poner en práctica valores aprendidos en su primera infancia y a desarrollar habilidades que les permitirán convertirse en adultos atentos y responsables. Cuando los adolescentes reciben el apoyo y el aliento de los adultos, se desarrollan de formas inimaginables, convirtiéndose en miembros plenos de sus familias y comunidades y dispuestos a contribuir. Llenos de energía, curiosidad y de un espíritu que no se extingue fácilmente, los jóvenes tienen en sus manos la capacidad de cambiar los modelos de conducta sociales negativos y romper con el ciclo de la violencia y la discriminación que se transmite de generación en generación'. En estas afirmaciones, el adolescente es visto como una persona en sí sana, alegre y optimista, cualidades que se corroen y opacan toda vez que el medio especialmente familiar en que se desenvuelve es negativo. De todas formas, con la incorporación de nociones jurídicas, el umbral o límite de lo juvenil queda establecido cuando la persona alcanza la mayoría de edad. En otra fuente, nos referimos a la Organización Mundial de la Salud (OMS), la referencia a los jóvenes arranca de una concepción ampliada y desprendida de cortes legalistas. Este organismo comprende por juventud aquel grupo de personas cuyas edades fluctúan entre los 15 y los 24 años. Señala que esta etapa de la vida se caracteriza 'por la paulatina madurez de los caracteres sexuales secundarios, el desarrollo de una identidad adulta y por último, por la progresiva independencia socioeconómica de los padres'. La FAO (Food and Agriculture Organization) ha ofrecido otra definición que señala que la juventud es 'el período intermedio que empieza con la adquisición de la madurez física y que termina con el logro de la madurez social, es decir, con el ejercicio de los derechos y deberes sexuales, económicos, legales y sociales del adulto'. En esa línea, Enrique Gil y Elena Meléndez han definido la juventud como el período de tiempo que transcurre desde que un individuo abandona la infancia, es decir, con la pubertad, hasta su ingreso a la edad adulta. Este ingreso estaría señalado por la cuádruple asunción de responsabilidades productivas (trabajo), conyugal (pareja), domésticas (domicilio autónomo) y parentales (una prole dependiente). En Chile, el Instituto Nacional de la Juventud, en cambio, ha insistido en que el período juvenil se ha extendido en un quinquenio (es decir, hasta los 29 años) por diversos motivos. En algunos grupos, los motivos se refieren a la incapacidad económica para independizarse de los padres, lo que prolonga las prácticas juveniles en algunos años. En otros jóvenes, el motivo de la prórroga en la asunción de las responsabilidades netamente adultas encuentra asidero en la exigencia de adquirir más destrezas técnicas y profesionales. Se reconoce con ello, que la obtención de un mayor nivel educacional habilita a los jóvenes a acceder al mercado laboral con mejores posibilidades, convirtiéndose la educación en el principal mecanismo de movilidad social. Finalmente, también se encuentran jóvenes sumidos en prácticas más bien hedonistas que se reflejan en su negación de incorporarse a los sectores productivos esperando prolongar el buen pasar o el tiempo del ocio. Las distintas razones de la mayor moratoria juvenil reflejan la heterogeneidad de la realidad de los jóvenes en nuestro país y ratifican la extensión de este período en cinco años para referirse a ellos. De todas formas, las definiciones mencionadas comparten algunos aspectos, como el hecho que el período juvenil se inicia por factores más bien biológicos y finaliza por factores más bien sociales. Cabe destacar, que nuestro propósito no consiste en elaborar una definición taxativa acerca de lo juvenil. Recordemos, que la naturaleza dinámica de su realidad sólo permite efectuar sucesivas aproximaciones que pueden iniciarse desde distintas perspectivas. Además, una conceptualización no da cuenta de las múltiples diferencias existentes entre ellos. Los jóvenes constituyen una fracción de la población segmentada de acuerdo a criterios etáreos, pero en sí particularmente heterogénea, por lo que cabe hablar de ellos en plural. Distintos autores perfilan sus trabajos en esta dirección para atender la particularidad juvenil y acoger el punto de vista juvenil en sus discursos. De este modo eluden hablar de ellos como personas que adolecen de ciertas herramientas y capacidades. La elocuencia de estos trabajos y los contrapuntos existentes en los discursos sobre juventud, nos obligan detenernos brevemente en algunos estudios ilustrativos.
Zusammenfassung Die vorliegende Untersuchung beschäftigt sich mit der Rolle von Hausgärten für die Ernährungssicherung der Menschen in Zambia und Zimbabwe, Strategien der Bewirtschaftung und der (agro)-ökologische Funktion dieser Anbausysteme. Hierbei werden physisch-geographische, sozioökonomische, kulturgeographische und historische Aspekte berücksichtigt. Die Untersuchung bezieht sich auf urbane und periurbane Bereiche Lusakas, die Südprovinz und Nordwestprovinz Zambias, sowie die Masvingoprovinz im Süden Zimbabwes. In die Untersuchung wurden hauptsächlich die niederen Einkommensschichten einbezogen, für welche die Eigenproduktion von Nahrung ein Grundelement der Lebenssicherung ist. Zur Anlage eines Hausgartens gehört eine gewisse Dauer der Sesshaftigkeit und ein Grundstock an Ressourcen, wie z.B. Land, Wasser und Saatgut. In der Praxis wurden die Hausgärten bisher sowohl in Zambia wie auch in Zimbabwe meist übersehen, d.h. dass sich weder die Forschung noch der landwirtschaftliche Beratungsdienst damit beschäftigt bzw. diese Aktivität unterstützt haben. Die Hausgärten in den wechselfeuchten Tropen des südlichen Afrika sind von außerordentlicher Wichtigkeit für die Überlebenssicherung der Bevölkerung sowohl in städtischen und randstädtischen Gebieten als auch in den ländlichen Räumen. Der große Vorteil der Hausgartenbewirtschaftung für die Ernährungssicherung und Entwicklung liegt in der eigenverantwortlichen Produktion von Nahrungsmitteln in der Nähe der Wohnhäuser. Diese Produktion ist durch eine hohe Energieeffizienz gekennzeichnet und ist an die Bedürfnisse der Familien angepasst. Der Hausgarten kann, je nach Situation, mehr oder weniger intensiv bewirtschaftet werden, und wirkt somit als Puffer für die Ernährungssicherung. Die Bewirtschaftung eines Hausgartens kann, wie besonders die Ergebnisse aus Zimbabwe zeigen, eine Antwort auf zunehmende Gefährdung (vulnerability) des Haushaltes sein. Nimmt diese Gefährdung ab, geht auch die Hausgartenaktivität zurück. Dies kann sich dadurch äußern, dass der Hausgarten vorübergehend gar nicht mehr bewirtschaftet wird oder dass nur kleine Flächen weiter bewirtschaftet werden. Familien mit mehreren Hausgärten können sich vorübergehend auf die Bewirtschaftung eines einzigen beschränken. Wenn die vulnerability z.B. durch Missernten verstärkt wird, nimmt auch die Hausgartenaktivität wieder zu. Zur Veranschaulichung von Entscheidungs- und Bewirtschaftungsstrategien von Haushalten wurde das Hausgartenmodell entwickelt. In seiner Anwendung auf die verschiedenen Räume ermöglicht das Modell eine Analyse der verschiedenen Faktoren, die die Hausgartenaktivität beeinflussen. Die vorliegende Untersuchung kommt zum Ergebnis, dass die gartenbauliche Aktivität stark von der sozialen Stellung der Haushalte abhängig ist. Den vorliegenden Daten zufolge zeigt die Bevölkerung der ärmsten Stadtviertel die geringste Beteiligung sowohl im Gartenbau als auch im Regenfeldbau. Dies zeigt deutlich, dass die ärmste Bevölkerungsschicht, die in sehr dicht besiedelten Vierteln wohnt, kaum Zugang zu Ressourcen hat, da beide Formen der Landwirtschaft eng mit dem Zugang zu Ressourcen im städtischen Umfeld verknüpft sind. Eine hohe Grundgefährdung des Haushaltes (baseline vulnerability), von der im vorliegenden Falle vor allem die städtische Bevölkerung in den low-income, high density compounds und die sogenannten shifters von Lusaka betroffen sind, lässt die Anlage von Hausgärten also nicht zu. Als weitere stark gefährdete Gruppe wurden die frauengeführten Haushalte (female headed households) im Kabompo-Distrikt der Nordwestprovinz Zambias identifiziert. Auch diese Gruppe ist wenig an der Bewirtschaftung von Hausgärten beteiligt. Das heißt, dass der Hausgarten mit seiner Pufferfunktion für die Ernährungssicherung nur für Familien mit einem gewissen Lebensstandard von Bedeutung ist. Die Dauer der Sesshaftigkeit an einem Ort ist ein Indikator für relativ stabile Lebensumstände. Neuankömmlinge betreiben weniger Gartenbau als bereits länger etablierte Familien, wie SANYAL (1985) für Lusaka und KLUG (1989) für Accra (Ghana) zeigen konnten. Limitierende Faktoren für die Anlage von Hausgärten sind die Verfügbarkeit von Gartenland, Wasser, Arbeitskraft und Saatgut. Die Intensität des Anbaus wird durch den Bedarf an Nahrung und die Verfügbarkeit von Märkten bestimmt, ist aber durch die vorher genannten Faktoren eingeschränkt. "Typische" Hausgärten sind in der Regel nur im innerstädtischen Bereich und zwar dort anzutreffen, wo sich im direkten Hausbereich oder in der Nähe eine Wasserquelle (in Form eines Wasserhahns oder eines Wasserloches) befindet. In den untersuchten ländlichen Gegenden und im periurbanen Bereich Lusakas sind die Hausgärten oft in einiger Entfernung von den Wohnstätten angelegt. Dies begründet sich vor allem mit dem Problem der Wasserversorgung in der Trockenzeit. Nur dort, wo permanent Wasser zur Verfügung steht, befinden sich Hausgärten. Eine Ausnahme hiervon stellen die natürlichen Grasländer (dambos) dar. Sie eignen sich in besonderer Weise für den ganzjährigen Anbau von Gemüse. Der Bevölkerungsdruck und die marktorientierte Produktion führen jedoch, vor allem im periurbanen Raum Lusakas, zu starker Übernutzung der dambos. Dadurch wird die Pufferfunktion natürlicher Grasländer für die Ernährungssicherung langfristig gestört. Die Größe der Hausgärten ist in den verschiedenen Räumen deutlich unterschiedlich. Am kleinsten sind sie im urbanen Raum, gefolgt von den ländlichen Räumen Zambias und Zimbabwes. Der periurbane Raum bildet, mit relativ großen Gärten, eine Ausnahme, da hier stärker marktorientiert produziert wird. Die Rollenverteilung der Geschlechter im Gartenbau scheint abhängig von der Zugehörigkeit zu bestimmten ethnischen Gruppen. Im Süden des Landes, bei den Tongas, sind hauptsächlich die Frauen für den Hausgarten zuständig, während in der Nordwestprovinz mehr Männer Hausgärten bewirtschaften. Insgesamt sind jedoch weit mehr Frauen als Männer für die Bewirtschaftung der Hausgärten verantwortlich. Es bestehen deutliche Unterschiede zwischen den Anbauzielen von Frauen und Männern. Die Frauen produzieren i.d.R. stärker für die Ernährung der Familie, während die Männer mehr marktorientiert anbauen. Dies äußert sich auch in der Wahl unterschiedlicher Kulturpflanzen. Die Frauen sind bei der Standortvergabe für die Gärten in Zambia benachteiligt. Die Gartenarbeit wird besonders für die Frauen im ländlichen Raum zusätzlich erschwert, da die Wasserquellen weiter als bei ihren Männern vom Garten entfernt liegen. Zusätzlich müssen diese Frauen etwas weitere Wege zu ihren Gärten zurücklegen als ihre Männer. Die Standortwahl ist für die Anlage eines Gartens von elementarer Bedeutung. Die Gärten im ländlichen und periurbanen Raum werden durch die jeweiligen traditionellen Orts- oder Gebietsvorsteher (chiefs) vergeben, sind also nicht individuelles Eigentum. Geeignete Gartenstandorte sind begrenzt verfügbar, vor allem in Abhängigkeit von der Wasserversorgung. Einige Beispiele zeigen exemplarisch, wie die Nutzung verschiedener Standorte organisiert ist. Insbesondere im Lusitugebiet im Süden des Landes sind die besten Gartenstandorte meist belegt. Infolgedessen zwingt der große Bevölkerungsdruck die Bauern auf weiter vom Wohnhaus oder der Wasserquelle entfernte Standorte auszuweichen. Diese Distanz ist einer der limitierenden Faktoren bei der persönlichen Entscheidung, einen Hausgarten anzulegen. Zu weite Wege und zu großen Arbeitsaufwand bei der Bewässerung verhindern dies. Ein Beispiel hierfür sind die Gärten am Karibasee. Der stark schwankende Seespiegel des Stausees verhindert in vielen Fällen die Anlage von Hausgärten, weil entweder die Wege zum Wasser zu weit werden oder weil die Gärten bei steigendem Wasserspiegel überflutet werden. Die Gärten im urbanen Raum sind Beispiele für das enorme genetische Potential der Hausgärten. Die Berechnungen der Artenvielfalt zeigen, dass kleine Hausgärten im urbanen Raum insgesamt eine höhere Artenvielfalt aufweisen als die größeren, eher marktorientierten Gärten im periurbanen Bereich. Aber auch im ruralen und periurbanen Raum heben sich die Hausgärten hinsichtlich ihrer Artenvielfalt von den sonst weitverbreiteten Monokulturen deutlich ab. In sehr vielen Gärten wurden Nützlinge beobachtet. Dies zeigt, dass die kleinen Flächen Rückzugsnischen für diese Organismen darstellen. Einflussnahme staatlicher Beratungsdienste auf die Hausgartenbewirtschaftung kann sich allerdings negativ auf die Artenvielfalt auswirken, wie Beispiele aus Südzimbabwe belegen. Im Beitrag des Hausgartens zur Erhaltung der genetischen Artenvielfalt (Biodiversität) liegt wohl eine seiner wichtigsten ökologischen Funktionen. In den Städten, die auch in Entwicklungsländern durch vegetationsfreie Zonen geprägt sind, übernehmen die Hausgärten die wichtige Funktion der Begrünung, die, sofern sie Fruchtbäume beinhalten, insbesondere in der Nähe der Häuser für eine Regulation des Mikroklimas sorgen. Der unterschiedliche Entwicklungsstatus von Zambia und Zimbabwe zeigt seine Auswirkungen bis auf die Hausgartenebene. Die Verfügbarkeit und der Zugang zu Ressourcen und der allgemeine Lebensstandard ist in Zimbabwe deutlich besser als in Zambia. Dies äußert sich z.B. darin, dass in Zimbabwe 95% der Kleinbauern ihr Saatgut kaufen, während dieser Anteil im ländlichen Raum Zambias nur 30% beträgt. Ähnlich verhält es sich mit der Verwendung chemischer Pflanzenschutzmittel in Hausgärten. In Zimbabwe werden diese von allen Kleinbauern verwendet, während dies in Zambia insgesamt nur von 60% der Haushalte praktiziert wird, wie auch immer man dies bewerten mag. Problematisch ist die Nutzung ehemaliger Mülldeponien als Standort für Hausgärten. Hier muss mit Bodenkontamination, vor allem durch Schwermetalle gerechnet werden. Dies konnte beispielhaft für einen solchen Standort nachgewiesen werden. Im Vergleich zu periurbanen und ländlichen Standorten sind die städtischen Hausgärten insgesamt stärker mit Schwermetallen belastet. Die Hausgartenproduktion ist durch eine hohe Energieeffizienz gekennzeichnet und ist an die Bedürfnisse der Familien angepasst. Sie kann deshalb als ein Modell nachhaltiger Wirtschaftsweise begriffen werden. Der Hausgarten trägt in vielfacher Weise zur Ernährungs- und Lebenssicherung von Familien bei. Neben seiner wichtigsten Funktion, nämlich der Nahrungsproduktion und -diversifizierung, kann er zusätzliches Einkommen und z.B. über Tauschhandel und Geschenke weitere Vorteile für die Familien schaffen. Die soziale Bedeutung des Hausgartenanbaus, besonders für Frauen, ist nicht zu unterschätzen und bedarf weiterer Beachtung durch die Wissenschaft. Die Fruchtbarkeit der Gartenböden ist insgesamt gut. Dies zeigen z.B. die engen C/N-Verhältnisse in den meisten Gärten. Standortvergleiche mit Regenfeldern bzw. ungenutzten Flächen zeigen, dass sich die bodenchemischen Eigenschaften in Hausgärten deutlich positiv von den anderen Standorten abheben. Die Bewertung der Wirtschaftlichkeit von Hausgärten ist problematisch und bedarf der Diskussion. Der Wert des Hausgartens liegt natürlich zum einen in seinem Beitrag zur Ernährungssicherung, zum anderen sind aber die Aspekte der Erhaltung der Artenvielfalt, der Bodenfruchtbarkeit und sein Beitrag zu kleinen Stoffkreisläufen, vielleicht gerade wegen der Schwierigkeit der Quantifizierung dieser Faktoren, bisher meist übersehen worden. Die Verbesserung der Nahrungsvielfalt und - qualität muss neben der Gesamtproduktion aus Hausgärten als wichtiger Beitrag zur Ernährungssicherung gewertet werden. Trotz der relativ geringen Gesamtproduktion in den urbanen Gärten, die hauptsächlich auf die Knappheit von Ressourcen (Land und Wasser) zurückzuführen ist, ist hier die Diversifizierung der Nahrung und die geschmackliche Bereicherung des Speiseplans als außerordentlich wichtig einzustufen. Die Berücksichtigung umweltökonomischer und sozialer Aspekte sind bei der Bewertung der Hausgartenaktivität deshalb unumgänglich. ; Abstract African Homegardens - Self Management of Sustainable Production Systems and Strategies of Food Security in Zambia and Zimbabwe This book emphasises the importance of homegardens for food security of the Zambian and Zimbabwean population. Homegardening is part of the entire farming system, which is different in urban, periurban and rural areas by various reasons. In the urban context, becoming more important recently, homegardening is part of the urban microfarming system, consisting of many agricultural activities within the cities, including urban forestry. The "typical" homegardens (small production units near the house with mainly subsistence oriented production) are only to be found in cities, especially near water sources. The study areas are located in Lusaka as well as in the peri-urban fringe of Lusaka and rural areas of Southern and North-Western Provinces of Zambia and the Masvingo Province in Southern Zimbabwe. Especially in rural areas homegardens are very often far away from the homestead, nearly invisible and overlooked components of the households strategies for food security. Therefore there is need for a new, more flexible definition of homegardens. In this book the homegarden is consequently defined as a permanent or semi-permanent component of an entire small holder production system, managed by family members mainly, but not exclusively, for self-consumption and the creation of income. Homegardens are considered to represent models of sustainable agricultural production systems for many different reasons. Their contribution to recycling of organic waste, high soil fertility, high species diversity and manifold contributions to the social welfare of the people are some if these aspects. A homegarden - model was designed which shows the interrelationship between the political, cultural and physical environment, the household and its decision-making and the results of the household activity with respect to homegardening. This model is applicable to any environment and helps to understand why some families do homegardening while other don't. The model can assist to understand at least some of the factors influencing this activity. The household itself is based in the centre of the model. Internal and external factors, e.g. labour availability, access or "entitlement" to resources, education, occupation, etc. determine the vulnerability of the households and its decision making. The relationship between urban food production, food security and the urban environment has been largely neglected in the past. In Lusaka, as in many other tropical cities, gardening and cropping receive very little support from local authorities. Indeed, city councils often prohibit these activities. Production of staple foods prevails in the wet season, and vegetable production in the dry. Both activities largely depend on the access to resources like water and land. Within the high- and medium-density squatter quarters, vulnerability in terms of food security differs. In the Zambian case, it was found that dry-season cultivation is not practised by the most vulnerable households but rather by those which have access to essential resources for this activity. In Lusaka, garden size decreases with increasing population density. The walking distance to sources of water is much further in the high-density areas, making homegardening more difficult there. Access to both land and water is lowest in the high-density, low-income compounds in Lusaka. In peri-urban and rural areas the natural grasslands are of essential importance for food security by providing good farming and gardening conditions all year round. Near the urban centre of Lusaka the grasslands are heavily used for the production of cereals, vegetables and fruits. The proximity to the town causes structural changes in the periurban fringe of Lusaka. The over-utilisation of the natural grasslands leads to a disturbance of their buffer function for food security. Over-exploitation of soils, destruction of the natural vegetation cover and over-utilisation of water resources, affect the local population directly by limiting and changing their landuse possibilities. The provision of household food security becomes more unstable because the production in household based subsistence homegardens and staple food production are negatively influenced by the structural changes of the area. The market-oriented gardening involves the loss of species diversity and implies the use of pesticides in the gardens. Intensification of landuse in peri-urban areas and especially the year-round use of dambos can even be subject to commercial farms with advanced irrigation technology. If these plans are realised, a completely new view of the hydrological events and effects has to be taken. Homegardening obviously contributes to household food security in all the examined areas both directly by providing food and indirectly by generating income. The buffer-function of homegardens for food security gets obvious for the Zimbabwe case studies. In years of good harvests homegardening gets less important for the families - which means the planted area decreases or only one of several homegardens is used for vegetable production. In years of drought and food shortages homegardens become very important for food security and the planted areas increases. There are significant differences between the role of women and men in urban household food security. Women are more involved in agriculture and gardening in all compounds of Lusaka as the men are. In rainy season the production of staple foods is prevalent, while in dry season the people concentrate on vegetable production. Women are the major actors in urban homegardening but injured with respect to income generation and access to resources and markets. Income creation through gardening is one possibility for women to achieve more independence within the frame of the family. Additionally gathering contributes to food and income in urban, peri-urban and rural areas. 40 % of the members of the survey in Lusaka Town still practise gathering to create additional food or income. Eighty per cent of the households in peri-urban and rural areas, which where included in the survey, still practise gathering. But the urban population shows, due to vanishing plant resources, lowest involvement in the gathering activity. The genetic potential of urban homegardens is very high. Calculation of species diversity has proved that small gardens show higher diversity as the large gardens in the peri-urban areas. But also in peri-urban and rural areas, homegardens show significant higher species diversity as market oriented monocultures. The contribution of homegardens to the maintenance of species diversity seems to be one of its most important ecological functions. It would be misleading to compare homegarden-productivity with conventional agricultural production systems. The highly individual character of homegardening and the flexible handling of this production system its different from staple food production and plays a different key role in the families. It's contribution to the social welfare and economic independence especially of women and children has been completely neglected in the past. It's role in the informal economic sector has not been considered until now. There is urgent need for appropriate support of homegardening in the future. This book tries to give some ideas how to implement appropriate measures and how to establish awareness for this important activity
The mount Cameroon region is experiencing rapid and continuous changes mainly due to anthropogenic influences (wood extraction and agricultural extension). The changes occur at varying spatial scales most often not more than 250 m for small scale farms and extraction of fuelwood; extending to hundreds of hectares for plantation agriculture and commercial logging. Given the importance of land use and land cover data in conservation planning, accurate and efficient techniques to provide up-to-date data are required. Techniques based on multi-temporal, multi-spectral, satellite-sensor-acquired data have demonstrated great potential as a means to detect, identify, map and monitor forest cover and forest cover changes irrespective of their causal agents. Nevertheless variable opinions still exist about the value and appropriateness of these techniques due to landscape complexities of study areas and data used. Moreover, forest cover change is a location specific problem with the effect, pattern and magnitude of identified drivers not just differing from country to country but also from one region to another. Consequently, it is absolutely necessary to devise techniques that empirically determine the extent and identify the magnitude at which factors identified, influence the continuous changes in forest cover patterns. Furthermore, given that many different factors influence changes in forest cover and that these factors operate at different levels, mixing up the factors of various levels generally leads to a wrong specification of the causal relationships between variables. It is thus of utmost importance to understand the role of each of these factors on forest cover change. The thesis summarises the methods and results of applying different thematic information extraction algorithms as well as different change detection algorithms to monitor forest cover and forest cover change in the mount Cameroon region. Furthermore, the study sought to explain the forest cover changes detected using spatial geophysical variables extracted from available remote sensing and GIS data. The research mainly focuses on determining, suitable techniques for monitoring forest cover within the difficult Cameroonian context - lack of decent soft- and hardware, unavailability of satellite imagery, lack of personnel etc. Bi-temporal Landsat imagery (Landsat TM 1987 and ETM+ 2002) coupled with ancillary GIS data were employed to pursue the objectives shortlisted. The scenes were geometrically and radiometrically corrected and the time series co-registered to avoid erroneous changes. They were subsequently enhanced spectrally and spatially to obtain ancillary information pertaining to forest cover distribution. The supervised pixel-based classification using Maximum Likelihood Classifier (MLC) and the Nearest Neighbour (NN) object-based classification were implemented to map the tropical forests of the mount Cameroon. The efficacy of both approaches was assessed based on the accuracy of the respective thematic maps and a visual evaluation of the delineation of land cover/use categories. Five change detection procedures were also tested to determine their effectiveness in detecting and delineating forest cover changes. The following techniques were implemented: univariate image differencing using bands 4 and 5, transformed band differencing (NDVI), post classification comparison, change vector analysis using tasseled cap as biophysical parameter and multi date change detection using binary mask (analysis of differencing in classification results). The accuracy of the resultant change maps was assessed based on information procured during field study. The algorithms were compared based on their ability to identify quantitative and qualitative changes. Moreover, aspects like ease of implementation of technique and interpretability of results were also taken into consideration – important considerations for transferring remote sensing technology to local and international governmental and non-governmental organisations as well as being a sustainability requirement for community forest management initiatives. Finally, univariate statistical models were developed to understand the effect of certain spatial variables on forest cover change. Nearness to roads, nearness to watersheds, nearness to settlement, aspect, slope and soil types were extracted from available remote sensing and GIS data and implemented in this study. The implementation of the object oriented approach did not lead to substantial improvements in the results. On the contrary, the pixel-based technique had slightly better overall accuracy results than the object-oriented approach (89.39 % as against 87.12 %). Nevertheless the strength of the object-oriented approach in classifying heterogeneous land cover categories was confirmed. The highest overall accuracy from a single change detection technique was achieved with the band 5 differencing 89.6 %. Post classification comparison also produced substantially good results (89.4 %), with a Kappa coefficient better than that of the Band 5 differencing (0.86 against 0.79). The other techniques produced modest results with overall accuracies of 72.7 %, 70.1 %, and 61 % for the NDVI differencing, CVA and Band 4 differencing respectively. Nevertheless, each algorithm has its own merits with respect to facility of implementation, information content and interpretability of results. The high complementarity between different change detection methods makes it possible to combine algorithms and improve efficacy in detecting changes. The hybrid approach (multidate change detection procedure using binary mask) produced optimal qualitative and quantitive results – providing "from-to" information as well as high location accuracy of change areas. Despite requiring a number of steps (hybrid method), it reduces change detection errors and provides "from-to" change classification information. The efficacy of the method depends on the "change/no-change" binary mask. Nearness to road proved to be the most influencial factor on forest cover change followed by nearness to settlement and slope. Nearness to watersheds had an insignificant effect on the changes while the variables aspect, soil type had no effect on forest cover change. Nevertheless, it was proven that the spatial variables implemented in this work failed to interpret the change of forest land to industrial plantations therefore suggesting the implementation of other socio-economic and political variables to better explain their occurrence. ; Die Studie folgt den Bemühungen Wissenschaftler aus aller Welt, die tropischen Ökosysteme zu schützen und somit die globalen Klimaänderungen abzumildern. In diesem Zusammenhang wurden zahlreiche Versuche unternommen, die tropischen Wälder auf globaler Ebene zu kartieren. Heutzutage versucht man zusätzlich auf regionaler Ebene zu agieren. Im Rahmen der vorliegenden Arbeit wurde analysiert, inwiefern der Einsatz hochauflösender Satellitendaten und Bildinterpretations-Algorithmen die Deutung der kontinuierlichen Waldveränderungen am Mount Kamerun verbessern kann. Im Forstsektor mit mangelnden Informationen über den Zustand der Wälder, kann die Anwendung von Fernerkundungstechnologien die Grundlage eine effektivere Bewirtschaftung gewährleisten. Robuste und leistungsfähige Interpretations-Algorithmen wurden mit dem Beginn der Satellitenerdüberwachung entwickelt. Die Algorithmen ermöglichen, die Flächen der Landbedeckungskategorien nach Ähnlichkeit zu unterscheiden. Es wurden daher verschiedene Algorithmen entwickelt um Vegetation zu kartieren und zu analysieren. Der Einsatz dieser Algorithmen führte zu unterschiedlichen Ergebnissen, weshalb verschiedene Meinungen über den Wert und die Effektivität der jeweiligen Algorithmen bestehen. Im Zusammenhang mit dieser Forschungsarbeit wurden Fernerkundungs- und GIS-Daten sowie erhobene terrestrische Daten evaluiert, um eine quantitative und qualitative Einschätzung von klein- und großräumigen Waldveränderungen des Mount Kamerun zu erfassen. Dabei standen die kleinräumigen Veränderungen im Vordergrund. Es wurde analysiert, inwiefern diese Veränderungen mit verschiedenen Bildinterpretations-Algorithmen sichtbar gemacht werden können. Heutzutage erfordert nachhaltige Waldbewirtschaftung genaue Ressourcen-Daten, die kontinuierlich aktualisiert werden müssen. Leider fehlen solche Informationen im kamerunschen Forstsektor. Präzise Informationen über das Ausmaß der Walddegradierung können über Luftbilder festgestellt werden. Die Kosten der notwendigen wiederholten Erfassung sind jedoch sehr hoch. Außerdem haben Luftbilder in Kamerun einen restriktiven Status und sind sehr schwer Zugänglich. Vor diesem Hintergrund muss das Potential anderer Formen der Fernerkundungsdaten und Techniken sondiert werden. Das Hauptziel der aktuellen Forschung war die Ermittlung der besten Konstellation von Klassifikationsvariablen zur Feststellung, Abgrenzung und Kartierung der Waldflächen sowie deren Veränderungen in den letzten zwei Jahrzehnten durch den Einsatz von multi-temporären Landsat TM und ETM Satellitendaten. Testen von verschiedenen Klassifikationsvariablen, um die vorhandene Vegetationsklassifikation zu verbessern, Einsetzung von Änderungs-Detektion Techniken, um Waldveränderungen besser zu kartieren, Entwicklung von Veränderungsmodellen anhand von Indizien aus Fernerkundung- und GIS-Techniken, um die Veränderungen ausreichend zu verstehen und zu erklären, Bestimmung möglicher Waldveränderungsflächen Die folgenden Fragen wurden beantwortet: Stellt der Einsatz von objekt-basierter Klassifizierung eine wesentliche Verbesserung der Waldklassifikation im Gegensatz zur pixel-basierten Technik dar? Ist das Vergleich nach Klassifizierungs-Verfahren optimal, um Waldflächenveränderungen feststellen zu können? Welche Zusammenhänge bestehen zwischen Waldflächenveränderungen und räumlichen Faktoren wie die Entfernung zu Straßen, Entfernung zu Gewässern, Entfernung zu Siedlungen, Hangneigung, Aspekt und Bodentypen? DAS UNTERSUCHUNGSGEBIET Das Untersuchungsgebiet liegt südwestlich des Mount Kamerun und grenzt an den Atlantik. Die Vegetation besteht aus tropischem Regenwald, montaner und submontaner Vegetation. Landnutzungstypen sind prinzipiell kleinräumige Agrarfelder (Banane, Mais usw.) und großräumige Plantagen (Kakao und Palmen). Die Temperatur liegt im Jahresdurchschnitt zwischen 28° C und 33° C und die Luftfeuchtigkeit beträgt über 70 %. Der Niederschlag ist mit 10 000 mm jährlich sehr hoch. MATERIAL UND METHODE Bei der Untersuchung wurden Landsat TM und ETM Bilder eingesetzt. Das TM Bild wurde am 18.03.1987 erfasst, während das ETM am 30.01.2002 erfasst wurde. Zusätzliche Materialien: Topografische Karte (Russian Quandrangle) 1:500 000 mit 50 m Höhenlinien (bestellt von East View Cartographic), Digitale topografische Karte (Buea/Douala index) – 20 m Auflösung mit 40 m Höhenlinien, Alte Landnutzungs- und Landbedeckungs-Karten. Bodenkarte Kameruns 1:1 000 000 (bestellt von East View Cartographic). In Bezug auf die beschriebenen Ziele, lässt sich die Methodik in drei Teile gliedern: erstens das Testen von verschiedenen Klassifikationsvariablen, um die Klassifikation der Vegetation zu verbessern; zweitens der Einsatz von verschiedenen Änderungs-Detektion Algorithmen, um Waldflächenveränderung festzustellen; drittens die Erstellung eines Univariat-Modells, um den Verlauf der Waldflächenveränderung zu interpretieren. Zu Interpretation von Satellitenbildern werden sogenannte "Ground Truth" Informationen, die durch terrestrische Aufnahmen erhoben werden, benötigt. Die terrestrischen Aufnahmen erfolgten in zwei Phasen: zunächst erfolgte eine Pilotstudie im Dezember 2003, gefolgt von einer Studie von Dezember 2004 bis Februar 2005, in welcher die hier verwendeten Daten erhoben wurden. Punkte aus Wege-Kreuzungen wurden erhoben um die Geometrie der Bilder zu rektifizieren. Zusätzliche Punkte wurden auf allen verschiedenen Landbedeckungskategorien des Gebiets erfasst, um "Training" und "Accuracy Assessment" Datensätze zu erstellen. Ein Klassifikationsschema wurde anhand der terrestrischen Daten erarbeitet. Die folgenden Landbedeckungs-Kategorien wurden betrachtet: "mature secondary forest, young secondary forest, mono-dominant forest, mid-elevation forest, bare ground, forest regrowth". Für die Veränderungsanalyse wurden Flächen, die später entstanden sind, gemessen und die terrestrische Messung wurde als Basis für die Beurteilung der verschiedenen Änderungs-Detektion Algorithmen verwendet. Zusätzliche Daten in Bezug zur Waldveränderung wurden durch Interviews manche Dorfbewohner erfasst. Vor der Interpretation der Bilder wurden sie vorprozessiert, indem die Geometrie korrigiert wurde. Der Einfluss der Topographie auf die digitalen Werte auf Grund von Sonnenwinkeln wurde mit dem C-Faktor-Algorithmus korrigiert. Ein DGM wurde erstellt, nachdem die Höhelinien der topographischen Karte extrahiert und interpoliert wurden. Das DGM wurde für die topographische Korrektur angewendet. Verschiedene räumliche und spektrale Techniken wurden angewandt, um zusätzliche Informationen aus den Bildern zu gewinnen. Das hochauflösende panchromatische Band des Landsat ETM-Bildes wurde mit den spektralen Kanälen der ETM-Daten fusioniert, um zusätzliche Informationen zu erhalten. Das objekt-basierte Verfahren mit der Erstellung von Segmenten und der Kategorisierung der Segmente anhand des "Nearest Neighbour"-Algorithmus sowie das pixel-basierte Verfahren mit dem Einsatz des "Maximum Likelihood"-Algorithmus für die Klassifizierung der Pixels wurden für die Kartierung der Landbedeckung des Mount Kamerun Gebiets eingesetzt. Die Genauigkeit der beiden Verfahren wurde anhand einer "Error Matrix" überprüft (Klassifizierte Punkte wurden mit Terrestrischen Daten gekreuzt). Die Gesamtgenauigkeit, der Kappa Koeffizient so wie die Ersteller- und Benutzer-Genauigkeiten wurden ermittelt. Fünf verschiedene Änderungs-Detektion Verfahren wurden angewendet, um die Waldflächenveränderungen festzustellen. (Band-Differenzierung mit Kanälen 4 und 5, NDVI-Differenzierung, Change Vector Analysis, Vergleich nach Klassifikation und Vergleich nach Klassifikation mit einer binären Maske auf dem zweiten Bild). Die Verfahren wurden nach folgenden Kriterien verglichen: Lage der Veränderung, Typ und Natur der Veränderung, Einsetzbarkeit des Verfahrens und Interpretierbarkeit der Ergebnisse. Ein räumliches Univariat-Modell wurde entwickelt, um den Zusammenhang zwischen den Veränderungsflächen und einigen räumlichen Faktoren zu erklären. Die folgenden räumlichen Faktoren wurden betrachtet: - Entfernung zu Straßen - Entfernung zu Gewässern (Flüsse, Bäche, Seen) - Entfernung zu Siedlungen - Hangneigung und Aspekt - Bodentypen ERGEBNISSE UND SCHLUSSFOLGERUNG Multi-temporäre und multi-spektrale Bilder können eingesetzt werden um die Waldflächenveränderung im Mount Kamerun Gebiet zu überwachen und festzustellen. Die beiden Klassifikations-Verfahren, das objekt-basierte und das pixel-basierte Verfahren haben gute Ergebnisse für die Klassifizierung der Landschaft geliefert. Das pixel-basierte Verfahren hat das Gebiet mit einer Gesamtgenauigkeit von 89,36 % kartiert, während das objekt-basierte Verfahren das Areal mit einer Gesamtgenauigkeit von 87,12 % kartiert. Die Kappa Koeffizienten betragen jeweils 0,86 und 0,83 für das pixel- bzw. das objekt-basierte Verfahren. Die objekt-basierte Klassifizierung führte nicht unbedingt zu einer Verbesserung der Vegetationskartierung. Es eignet sich besser bei der Kartierung von heterogenen Flächen, als das pixel-basierte Verfahren. Dass die meisten "ground truth points" aus homogenen Flächen aufgenommen wurden und die mäßige räumliche Auflösung des Landsatbildes, waren natürlich einen Vorteil für das pixel-basierte Verfahren. Die hauptsächlichen Waldveränderungen in Mount Kamerun Gebiet – Umwandlung von Wäldern zu Agrarfeldern - konnten beobachtet werden und wurden mit großen Präzision mit Hilfe einfacher Fernerkundungstechniken gekennzeichnet. Dies gewinnt, angesichts der Schwierigkeit, die Wälder Kameruns mit Fernerkundungs- und GIS-Techniken zu überwachen, an Bedeutung. Die Verfahren bieten eine Kosten-günstige Alternative, wenn viele Informationen gebraucht werden, die Mittel aber begrenzt sind. Dies ist meist der Fall bei kommunaler Waldbewirtschaftung. Mit allen angewendeten Verfahren konnten die meisten Waldflächenveränderungen lokalisiert werden. Jedes Verfahren hat seine Vorteile und offensichtlich gibt es kein optimales Verfahren um Änderungs-Detektion durchzuführen. Vielmehr hängt es von den jeweils verfolgten Untersuchungszielen (Lage, Typ, oder Natur der Veränderung) ab, welcher Verfahren geeignet ist. Die höchste Genauigkeit wurde mit der Band 5-Differenzierung und dem Vergleich nach Klassifikation- erzielt: jeweils 89,61 % and 89,12 %. Die NDVI-Differenzierung hatte eine Gesamt-Genauigkeit von 72,73 %; die Change Vector Analyse ergab 70,13 % während die Band 4-Differenzierung die niedrigste Genauigkeit von 61,04 % hatte. Die Univariate und NDVI-Differenzierungs- Techniken sind einfach und direkt einzusetzen. Sie identifizieren Veränderungen ohne zusätzliche Informationen über deren Typ und deren Natur. Die CVA und der Vergleich nach Klassifikation haben den Vorteil, qualitative Informationen über den Typ und die Natur der Veränderung abzuliefern. Der Vergleich nach Klassifikation ist die einzige Technik, die, Waldflächenveränderung mit höher Präzision identifiziert und abgrenzt, und gleichzeitig qualitative Informationen liefert. Die Genauigkeit kann durch das Hybrid Verfahren mit der Band 5-Differenzierung verbessert werden. Dieses kombinierte Verfahren bietet eine genaue Lokalisierung und zusätzliche qualitative Informationen. Die komplexe und dynamische Natur der Landschaft und die Wechselwirkungen zwischen Einflussfaktoren auf gleichen und verschiedenen Ebenen verlangt eine kontinuierliche Beobachtung mit Fernerkundungsanalysen und Feldforschungen. Waldflächenveränderungen in Kamerun werden von insgesamt drei Hauptfaktoren beeinflusst: dem Ausbau von Siedlungen, der Nutzung von Holz und der Verbreitung von Agrarflächen. Diese Faktoren treten in verschiedenen Formen auf und unterscheiden sich in den unterschiedlichen Regionen: Extraktion von Brennholz, kommerzielle Holzausbeutung, Einrichtung kleinräumiger Agrarfelder und Gründung von Agrarplantagen. Im Mount Kamerun Gebiet sind die Verbreitung von Agrarflächen für kommerzielle oder private Zwecke die Hauptursachen der Waldvernichtung. Während die kommerziellen Plantagen eine permanente Beeinträchtigung der Wälder zu Folge hat, hängt diese bei den kleinräumigen Agraraktivitäten von der Intensität, in der diese Aktivitäten durchgeführt werden, ab: je länger eine Flächebrach, desto wahrscheinlicher ist es, dass die Bodennutzung nachhaltig wird. Von den räumlichen Faktoren hat die Entfernung zu Strassen den größten Einfluss auf Waldflächenveränderung. Obwohl eine starke positive Korrelation zwischen Waldflächenveränderung und Entfernung zu Strassen, Entfernung zu Siedlungen sowie Hangneigung existiert, beeinflussen andere geophysische und sozioökonomische Faktoren die Waldvernichtung stärker als die räumlichen Faktoren, welche hier dargestellt sind. Andauernde Wolken sind weiterhin ein Hindernis für das optische Fernerkundungs-Monitorring der Vegetation in den Tropen. Diese Region ist dafür bekannt, dass sie mit optischen Fernerkundungsmethoden schwer zu überwachen ist, weil Wolken fast ganzjährig die Sicht versperren. Die Aufnahme wolkenfreien Bilder ist praktisch unmöglich. Die Region ist bekannt für die Schwierigkeit, sie mit optischen Fernerkundungsdaten zu überwachen. Es ist sinnvoll adäquate Möglichkeiten von aktiven Sensoren wie Radarsat, SAR, JERS in Zusammenhang mit passiven Sensoren zu erforschen, um die Wälder Mount Kamerun besser überwachen zu können.
Waste management issues have been hounding both urban and rural communities for decades. The passing of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 was meant to ensure the protection of public health and environment, while encouraging resource conservation and recovery, and public cooperation and responsibility. Among its critical provisions were the formal devolution of waste management to local levels, the forced closure of illegal dumpsites and investment on facilities; and the reduction and proper treatment of solid wastes. This study looked into the implementation of the law in both national and subnational levels through desk review and the conduct of case studies in selected areas, and the processing of available quantitative data. Results showed varying implementation templates across study sites, reflecting different enabling mechanisms and replicable initiatives. Documented best practices include the legal waste facility transition of the Payatas dumpsite in Quezon City and the organization of its informal economy; the clustering of waste management service of Teresa, Rizal and its province-wide incentive mechanism and partnership with construction companies; and the market linkages for revenue generation; and the strong LGU-CSO partnership in San Fernando, Pampanga. The overly simplistic transfer of responsibility to LGUs have largely resulted to two decades of mediocre policy grounding. Common avenues for improvement were also identified including the need to fast-track transition timelines; augment national and local government complementation; invest on appropriate technologies and facilities; and sustain public and private sector engagements.
This publication summarizes the current status of urban sanitation in Papua New Guinea, highlighting conditions in informal settlements in Port Moresby and peri-urban communities in selected provincial towns. It discusses opportunities to make sanitation more inclusive through the introduction of an operational fecal sludge management framework and offers lessons and practical recommendations for the government and sector stakeholders.
The Government of Uzbekistan (GoU) has recently adopted a policy to mechanize the cotton harvest as part of its drive to modernize the agricultural sector. Under Uzbekistan's state-order system it is compulsory for many farmers to grow cotton. They are contractually obligated to produce stipulated quantities that are annually set by the government, and must sell these to the GoU at a price fixed by the government. Almost all cotton in Uzbekistan is harvested by hand, even though mechanization existed during the Soviet period. An estimated 2.2–3 millio
Rwanda's growth rates during the past few years exceeded the growth rates of developing countries, except for in 2013 when Rwanda's growth decelerated to 4.7 percent. Among the 181 economies where 2014 gross domestic product (GDP) growth rate data is available, Rwanda's growth rate of 7.0 percent is more than twice as high as the average of the 181 economies (3.2 percent), and is ranked 20th globally. Going forward, Rwanda's growth rates are projected to exceed global growth rates in 2015-2017. This edition focuses on jobs in particular the employment dynamics of the past decade.
How do global supply chain linkages modify countries' incentives to impose import protection? Are these linkages empirically important determinants of trade policy? To address these questions, this paper introduces supply chain linkages into a workhorse terms-of-trade model of trade policy with political economy. Theory predicts that discretionary final goods tariffs will be decreasing in the domestic content of foreign-produced final goods. Provided foreign political interests are not too strong, final goods tariffs will also be decreasing in the foreign content of domestically-produced final goods. The paper tests these predictions using newly assembled data on bilateral applied tariffs, temporary trade barriers, and value-added contents for 14 major economies over the 1995-2009 period. There is strong support for the empirical predictions of the model. The results imply that global supply chains matter for trade policy, both in principle and in practice.
Ethiopia is a highly decentralized country. Presently, sub-national government taxes and revenues account for about 28 percent of general taxes and revenues, and sub-national expenditures amount to 51 percent of general government expenditures. The ensuing vertical mismatch is bridged by grants from the Federal government to the regions. Presently, these grants account for 57 percent of sub-national expenditures1. For many years, these grants consisted mostly of a block grant (the Federal General Purpose Grant) given without any strings attached, which means the regions could use it as they wished. The rest of the report is organized as follows. Section two provides the policy context that is the information, data, evolutions, etc. specific to Ethiopia, which are necessary to understand and interpret the MDGs grant policy. Section three present and discusses the policy content that is the components of the policy previously identified. Section four is a policy assessment, which utilizes the evaluation framework proposed above to analyze the relationships between the various components of the policy, and discuss its efficiency, its effectiveness and its success. Section five is a conclusion that summarizes the analysis, and attempts, prudently and modestly, to outline some potential avenues for future action.
