In der Studie werden Ergebnisse einer vergleichenden Langschnittuntersuchung präsentiert, die die Verfasserin in Hongkong, Taiwan, Kanada, USA und den Philippinen durchgeführt hat. Die Daten basieren sowohl auf teilnehmenden Beobachtungen, Interviews als auch auf der Analyse von Dokumenten der Migrantenorganisationen in diesen Ländern. Im Mittelpunkt des Forschungsinteresses stehen die Interpretationen der Krisenphänomen von Seiten der Vertreter dieser Gruppen sowie ihre Vorstellungen bezüglich der kollektiven Schutzaktionen in der Krisensituation. Dabei werden sowohl Aspekte der Thematisierung von Krisenfolgen auf der individuellen und Gruppenebene als auch kritische Stellungnahmen von Interessenvertretungen in Bezug auf neoliberale politische Maßnahmen untersucht. Ein Schwerpunkt der Analyse bezieht sich auf die Gestaltung kollektiver arbeitspolitischer Maßnahmen auf der nationalen und internationalen Ebene. (ICB)

"Im Kontext des zunehmenden internationalen Wettbewerbs um hochqualifizierte Fachkräfte kam es während des vergangenen Jahrzehnts zu einem deutlichen Wandel in der deutschen Arbeitsmigrationspolitik. Während vor allem die öffentlichen Diskussionen durch ein Bild des Scheiterns dieser Reformen dominiert sind, liegen bisher kaum belastbare Daten zur Entwicklung des Umfangs und der Dauer der Zuwanderung Hochqualifizierter vor. Der Beitrag basiert auf einem systematischen Vergleich der Entwicklungen der vergangenen dreizehn Jahre und zeigt, dass die absolute und relative Bedeutung der Zuwanderung Hochqualifizierter heute um ein Vielfaches höher liegt als noch Ende der 1990er Jahre.
