Inflation targeting has come under sharp attack in the aftermath of the global financial crisis. In this paper we compare the macroeconomic performances of advanced and developing inflation targeting countries before and after the global financial crisis. Using a panel data methodology, we assess the effectiveness of the inflation targeting framework in both country groups when confronting a serious shock. Our results demonstrate that developing inflation targeting countries seem to have performed better in handling the global financial crisis and to have outperformed their advanced peers in the aftermath of the crisis. We argue that the performance of developing inflation targeting countries has arisen from an inflation targeting framework and countercyclical fiscal policy. The global financial crisis also reveals that price stability is not enough to secure financial stability and growth. The main issue for the future of inflation targeting is to incorporate financial stability. ; Enflasyon hedeflemesi küresel finansal krizin ardından keskin eleştirilere uğradı. Bu makalede, enflasyon hedeflemesi uygulayan gelişmiş ve gelişmekte olan ülkelerin küresel finansal kriz öncesi ve sonrasında makroekonomik performanslarını karşılaştırıyoruz. Her iki ülke grubu itibariyle, ciddi bir şokla karşılaşıldığında enflasyon hedeflemesinin ne düzeyde etkin bir politika olduğunu, panel veri yöntemini kullanarak, değerlendiriyoruz. Sonuçlarımız, enflasyon hedeflemesi uygulayan gelişmekte olan ülkelerin, gelişmiş ülkelere nazaran krizle daha olumlu başa çıkabildiklerini ve krizin ardından daha yüksek makroekonomik performans gösterdiklerini ortaya koymuştur. Enflasyon hedeflemesi uygulayan gelişmekte olan ülkelerin gösterdiği makroekonomik performansta, enflasyon hedeflemesi ve konjonktür karşıtı mali politika tepkilerinin rol oynadığı görülmüştür. Bu bağlamda, küresel finansal kriz tek başına fiyat istikrarının sağlanmasının finansal istikrar ve büyüme için yeterli olmadığını göstermiştir. Enflasyon hedeflemesinin geleceği açısından temel sorun ise, enflasyon hedeflemesinin finansal istikrarı içerecek şekilde genişletilmesidir.

Dünya siyaseti, cihatçı de facto devlet adında içinde nevi şahsına münhasır özellikler barındıran yeni bir siyasi birim ile tanıştı. Çokça karşılaşılmayan karakteristiği ve meşruiyet eksiğinden dolayı bu realiteyi tanımlarla çevrelemek ve onu teoriler ışığında anlamaya çalışmak ise zorlu bir uğraşıdır. Bu tez cihatçı de facto devletlerin devlet kurma aşamaları, egemenlik pekiştirme süreçleri ve özellikle söylemsel bazda ana devletleri ile olan rekabetlerini ortak potada inceler. Bu tez Nina Caspersen'in " Rekabetçi Demokratikleşme" yaklaşımını genel çerçeve olarak kabul ederek onu cihatçı de facto devletlere göre yeniden uyarlar. Dahası, her gerçekliğin üç fazı olduğunu ,büyük teorilerin bunu etkili bir biçimde analiz edemeyeceklerini ve kendi dinamiklerine bakılarak anlaşılacağını söyleyen Rosenau'nun "Türbülans Yaklaşımı" nı da teorik çerçeve olarak kabul etmektedir. Bu çalışmada cihatçı bir de facto devletin ana devlet(ler)inden daha cihatçı bir politika edinmesi ile onun egemenliğinin pekişmesi arasında pozitif bir bağıntı olduğu iddia edilmektedir. Egemenlik pekiştirmesinin gereksinimleri ise Milletler Cemiyeti'nin devlet tanımından yararlanılarak edinilmiştir. Ortaya konulan olgu şudur ki bir cihatçı de facto devlet eğer ana devlet(ler)inden daha cihatçı bir politika geliştirir ise bu durum onun egemenliğinin pekişmesinde ve hedef kitlesi üzerinde olumlu ve meşru kılıcı etkiye yol açacaktır. Bu hipotez örneğin güncel olması, zengin veri sunması ve etkilerinin açıktan gözlenebiliyor olmasından dolayı " İslam Devleti-Irak-Suriye" örneği üzerinde tez boyunca test edilmiştir. Bu konu oldukça güncel bir olgu olsa da test sonucu hipotezi ikna edici bir şekilde doğrulaşmıştır. Darbā aplūkota Francijas un Vācijas ietekme uz eirozonas paplašināšanos, izmantojot Baltijas valstu gadījumus. Darba mērķis ir noskaidrot, kā Vācijas un Francijas skatījums uz eirozonas integrāciju ietekmēja Baltijas valstu uzņemšanu eirozonā. Darbā tiek atbildēts uz jautājumiem: (1) Vai lēmumu par Baltijas valstu uzņemšanu eirozonā ir ietekmējusi Francijas un Vācijas eirozonas integrācijas politika? (2) Kādi iekšpolitiskie faktori Francijā un Vācijā ir veicinājuši vai tieši pretēji neveicinājuši eirozonas paplašināšanos? (3) Kādi starptautiskā līmeņa faktori ir veicinājuši eirozonas paplašināšanos? Darba teorētiskā bāze balstās uz liberālo starpvaldību teoriju un "divlīmeņu spēles" pieeju. Darba metodoloģija balstās uz kvalitatīvajām analīzes metodēm, analizējot Baltijas valstu gadījumus. Darba rezultāti apliecina, ka Baltijas valstu uzņemšanu eirozonā noteica Francijas un Vācijas eirozonas integrācijas politika. ; Research paper examines the influence of France and Germany on Eurozone enlargement by analysing the cases of three Baltic States. The aim of this paper is to determine how France's and Germany's European integration vision influenced accepting the Baltic States in the Eurozone. This paper provides answers to the following questions: (1) Were the decisions on accepting the Baltic States in the Eurozone influenced by France's and Germany's Eurozone integration policy? (2) What kind of domestic level factors in France and Germany contributed to the enlargement of the Eurozone? (3) What kind of international level contributed to the enlargement of the Eurozone? The theoretical background of this research paper is based on Liberal Intergovernmentalism and "two-level game" approach. The methodology of research is based on qualitative methods analysing the cases of the Baltic States. The results of the research approve that accepting the Baltic States in the Eurozone was influences by the Eurozone integration policy of France and Germany.

Mūsdienās vides problēmas ir aktuālas daudzās pasaules malās. Bieži vien konkrētos reģionos esošās valstis apvienojas un sadarbojas ar mērķi šīs problēmas izskaust. Viens no šiem reģioniem ir Baltijas jūras reģions, kura teritorijā galvenās vides problēmas tiek saistītas ar Baltijas jūru. Kaut gan katrai Baltijas jūras reģiona valstij ir sava atsevišķa vides politika, tās ir izveidojušas arī dažādas valstu sadarbības ar mērķi atrast vairāk līdzekļu un ideju kopīgo vides problēmu novēršanai. Tādējādi, darba autore nolēma izpētīt aktuālās vides problēmas Baltijas jūras reģionā un analizēt pastāvošās valstu sadarbības, kuru viena no galvenajām darba prioritātēm ir vides politika, atsevišķi analizējot Latvijas un Zviedrijas piemēru šajā starpvaldību sadarbībā vides politikā. Apzinoties, ka Baltijas jūras reģiona valstu sadarbība var būt pārstāvēta plašā līmenī, darba autore nolēma analizēt tikai starpvaldību sadarbību, iekļaujot tajā arī starpparlamentāro sadarbību. ; Nowadays environmental problems are developing everywhere. In some regions countries join together and cooperate in order to decrease them. One of these regions is Baltic Sea Region where main environmental problems are situated in the Baltic Sea. Although each country has its own environmental policy, all countries have established different co-operations in order to find more ways and resources for decreasing environmental problems. Therefore, author of master's thesis decided to find and analyse environmental problems specific for the Baltic Sea Region and analyse if there are any co-operations between Baltic Sea region states with environmental policy as one of the top priorities and analyse the case of Latvia and Sweden. Being aware that cooperation of Baltic Sea region states in environmental policy could be on a wide level, author of master's thesis decided to analyse only intergovernmental cooperation including inter-parliamentary cooperation.

Maģistra darba temats ir "Taisnīguma principa ievērošana fizisko personu ienākumu aplikšanā ar darbaspēka nodokļiem". Darbā tiek apskatīta darbaspēka nodokļu sistēma, kuru veido tā saucamais algas nodoklis un valsts sociālās apdrošināšanas iemaksas. Izmantojot vispārējo tiesību principu interpretāciju un cilvēktiesības regulējošos starptautiskos normatīvos aktus, tiek pētīta darbaspēka nodokļu un ar tiem saistīto jēdzienu kā iztikas minimums un neapliekamais minimums atbilstība taisnīguma principam. Darbā tiek izvirzīta tēze, ka Latvijas Republikas nodokļu politika fizisko personu ienākumu aplikšanā ar darbaspēka nodokļiem nenodrošina Latvijas iedzīvotājiem cilvēka cieņai atbilstošu dzīves līmeni. No tā izriet secinājums, ka valsts nodokļu politika attiecībā uz darbaspēka nodokļiem ir netaisnīga. The following labour tax systems are studied in the paper: wage tax and state social insurance mandatory payments. The interpretation of general law principles and international regulations on human rights are used for the analysis of interaction and problems of observance of the justice principle in labour tax system, minimum subsistence income and exemption limit in Latvia. The hypothesis developed in the paper suggests that the taxation policy of the Republic of Latvia in imposition of labour taxes on the income of natural persons does not provide the standards of living matching the human dignity of the residents of Latvia. The conclusion of this suggestion means that the taxation policy of the Republic of Latvia in imposition of labour taxes does not observe the justice principle. Competiveness of regions is one of the most important policies formulating regional policy. The new focus on the specific fea­tures of the region and its competiveness encourages using the regional policy measures reflective of broader conception of the rural countryside. The new rural policy targeting and monitoring needs for typologies taking into account the diversity of rural regions. While creating region typologies for policy goals, it was essential to find new criteria and indicators for the measurement of the rural region's economic potential. The economic dyna­mism becomes an important indicator of the region's economic potential proposed by OECD organisation. This paper examines methodology to build a typology of economic dynamism for rural regions of Lithuania relevant for rural policy purposes. The re­search results shows that suggested typology based on economic dynamism, which is measured by the number of employed in all population aged 15–64, at this period is not suitable methodologi­cal tool for classification of rural regions in Lithuania. Santrauka Pastaruoju metu regioninėje politikoje ypač daug dėmesio skiriama regionų konkurencingumui. Priimant Lietuvos kaimo politikos sprendimus, regionų grupavimas pagal ekonominio konkurencingumo rodiklius taip pat labai aktualus. Kuriant regionų tipologijas, valdymo tikslams ieškoma naujų kriterijų ir rodiklių, padedančių atskleisti regionų ekonominio potencialo skirtumus. Straipsnyje pristatomi tyrimo, skirto įvertinti Lietuvos kaimiškųjų regionų tipologijų (pagal ekonominį dinamišku­mą) atitiktį kaimo politikos tikslams, rezultatai. Tyrimas parodė, kad EBPO propaguojamas regionų ekonominio dinamiškumo kriterijus, matuojamas užimtųjų dalies (15–64 m. amžiaus gyventojų skaičiaus) augimu regione, dabartiniame Lietuvos kaimo raidos etape neatspindi realių kaimiškųjų regionų ekonominių problemų. Ecological modernization theory has been developing for more than two decades so that today, it has became one of the leading social - ecological theories of industrial environment and environment transformation. One of the characteristics of the ecological modernization theory is an effort to explain institutional transformation in the modern society and environment. Those transformations are related to the internalization of the new systems of economic, political, social and ethics values and interests of the civilization to preserve the environment under the conditions of globalization. The ecological modernization theory proposes that the politics of economic development and environmental politics can have the same or similar goals, which are manifested in strict implementation of environmental politics that would, as such, have positive influence on economic development and processes of technological innovation. Despite that in scientific literature the importance of influence of external environmental factors on the strategy of export pricing is often being declared, however, a comprehensive analysis, which consolidates identification of the most significant factors, evaluation of their effect and aspects of formation of the strategy of export pricing that allows to increase the quality and effectiveness of decisions made in respect of pricing, is missing. In the article the environment of the strategy of export pricing, which is generally defined as a uniform entirety of forces affecting the decisions on price, where the effect of factors producing direct and indirect influence intertwine, is analyzed. A concept of sustainable development is a critical key for regional planning. The article deals with the methodology of sustainable land use system adopted in the documents of regional space planning in Lithuania.The structure of the concept includes determination of problem areas, formation of integrated spatial framework with localised functional priorities and regional regimes and organisation of spatial regional policy. The main spatial axes – urban and nature frames, as well as recreation or conservation belts are the integrated components of sustainable spatial structure of a region. Regional policy making could be organised by constructive, conservative and temperate scenarios, what is the prerogative of regional officials. Pagrindinę problemą sudaro visuotinai pripažintų, tačiaugana prieštaringų tvaraus (tausojančio ir subalansuoto) vystymo tikslų realizavimas erdviniuose regionųplanuose. One aspect of the modernization of liberal government in the late 20th century was an increased attention to policy, both as a concept for interrogating government, and as the basis for organizing work within government, leading to the development of 'policy analysis' as a decision tool. This paper reviews the development of specialised forms of 'policy work' in liberal western political systems in order to establish what can be learned by other sorts of polity, and in particular, the transitional states of Eastern Europe. It discusses the multiple and overlapping accounts of policy that are in use, and the implications that these have for the nature of policy work. It points out that policy work takes place in multiple locations where a diversity of rationales may apply, and discusses the implications of this analysis for the place of policy work in the modernization of government. ; Jedan aspekt modernizacije liberalne vladavine potkraj 20. stoljeća bio je pridavanje veće pozornosti javnim politikama, i kao pojmu za ispitivanje vlade i kao temelju za organiziranje posla unutar vlade, što je dovelo do razvoja "analize javnih politika" kao sredstva odlučivanja. U ovom se radu razmatra razvoj specijaliziranih oblika "rada na javnim politikama" u liberalnim zapadnim političkim sustavima kako bi se utvrdilo što se može naučiti od drugih oblika državnog uređenja, osobito od tranzicijskih država Istočne Europe. Razmatraju se brojna i preklapajuća tumačenja javnih politika te posljedice tih tumačenja na prirodu rada na javnim politikama. Ističe se da se rad na javnim politikama zbiva na mnoštvu mjesta na kojima se možda primjenjuje niz različitih načela, te se razmatraju implikacije te analize za položaj rada na javnim politikama u modernizaciji vlasti.

Escenarios de gobierno multinivel revelan tensiones por capitalizar resultados de las políticas públicas y dificultan la cooperación interadministrativa. Esta complejidad aumenta en tiempos de crisis y recortes en las políticas. La aprobación y despliegue de la Ley de Promoción de la Autonomía Personal y Atención a las Personas en Situación de Dependencia ofrece un caso relevante como ejemplo. La implementación de la Ley requería mecanismos complejos de coordinación entre los Gobiernos central, autonómicos y locales. En este proceso, las comunidades autónomas tomaron diferentes opciones tanto de cambio institucional como de política pública, y el inicio de la crisis (2008) ahondó esas diferencias. Este artículo utiliza la tipología de Hacker (2004) de cambio institucional incremental para interpretar y explicar cómo y por qué dos casos -País Vasco y Comunidad de Madrid- desarrollan opciones de implementación distintas para integrar una política definida con una lógica top-down por el Gobierno central con la política de bienestar autonómica ya desplegada.

Proces proširenja jedan je od ključnih vanjskopolitičkih instrumenata Europske unije. Proširenje je Europskoj uniji pomoglo reagirati na velike promjene nastale slomom socijalističkih sustava u Europi, te učvrstilo demokraciju, ljudska prava i stabilnost u državama srednje i istočne Europe koje su postale članice Europske unije. Ostatak istočnog susjedstva Europska unija obuhvatila je politikom Istočnog partnerstva s kojim je, bez obećanja perspektive članstva, planirala sličan scenarij. Međutim, nakon šest godina ta se inicijativa nije pokazala adekvatnom u rješavanju problema istočnog susjedstva, niti je približila države Istočnog partnerstva europskim vrijednostima u onoj mjeri kako je to zamišljeno unutar Europske unije. Pored toga, neuspjeh u realizaciji političkih ciljeva Istočnog partnerstva još jednom je ukazao na nedostatak jedinstva unutar Europske unije i na postojanje različitih interesa u pogledu istočnih susjeda. U isto vrijeme, nove okolnosti u istočnom susjedstvu – promjena geopolitičkog konteksta, ruska vanjska politika, Ukrajinska kriza, pojava alternativne integracije u formi Euroazijske ekonomske zajednice – pozivaju na konkretniju ulogu Europske unije prema susjedima na istoku i na redefiniranje politike Istočnog partnerstva. Ovaj rad bavi se pitanjem budućnosti politike Istočnog partnerstva, s posebnim naglaskom na mogućnost uključivanja istočnog susjedstva u širi kontekst europske politike proširenja. Iako do novih proširenja sasvim izvjesno neće doći u dogledno vrijeme, Europska unija trebala bi barem predložiti neka nova rješenja kako bi se nastavio proces približavanja država Istočnog partnerstva Europskoj uniji. S obzirom na trenutnu ekonomsku i političku situaciju u Europskoj uniji, promjene je realno očekivati jedino kroz reformu postojećih inicijativa – Istočnog partnerstva i Europske politike susjedstva. ; The enlargement process is one of the key foreign policy instruments of the European Union. Expansion of the European Union helped respond to major changes resulting from the collapse of the socialist system in Europe, and consolidate democracy, human rights and stability in the Central and Eastern European countries that became members of the European Union. European Union included the rest of the eastern neighborhoods within the policy of the Eastern Partnership with whom, without the promise of the membership perspective, planned a similar scenario. However, after six years, this initiative neither hproved to be adequate in solving the problems of the eastern neighborhood, nor brough closer the countries of the Eastern Partnership to the European values; as it was conceived within the European Union. In addition, the failure of the implementation of the political goals of the Eastern Partnership once again pointed to the lack of unity within the European Union and the existence of different interests regards eastern neighbors. At the same time, new developments in the eastern neighborhoods – changing geopolitical context, Russia's foreign policy, Ukrainian crisis, the emergence of alternative forms of integration in the Eurasian Economic Community – calling for a specific role of the European Union towards its neighbors to the east and to redefine the Eastern Partnership policy. This paper addresses the question of the future of the Eastern Partnership policy with emphasis on the possibility of including the eastern neighborhood in the wider context of EU enlargement policy. Although new enlargement quite certain will not be seen be in the foreseeable future, the European Union should at least propose some new solutions in order to continue the process of rapprochement of the countries of the Eastern Partnership to the EU . Given the current economic and political situation in the European Union, the real changes can be expected only through reform of existing initiatives – Eastern Partnership and the European Neighbourhood Policy.

U radu se analiziraju mjere tržišta rada u Crnoj Gori iz perspective socijalnog ulaganja. Crna Gora je zemlja kandidat za članstvo u Europskoj uniji i postoji potreba za usklađivanjem normativnog okvira. Socijalno ulaganje zadobiva znatnu pozornost kreatora politika u Europskoj uniji i nalazi se visoko na listi prioriteta socijalne politike. Slijedom toga, u radu se analizira funkcionira li crnogorsko tržište rada na sličan način kao ona u Europskoj uniji. Cilj rada je pokazati hoće li crnogorsko tržište rada biti spremno za pristupanje Europskoj uniji, kako normativno tako i u praksi. Analiza je usmjerena na aktivne politike tržišta rada jer su one jedna od najreprezentativnijih mjera socijalnog ulaganja u ovom području. Posebno se analiziraju dvije specifične mjere: takozvane naknade za majke i pripravnički program. Analiza pokazuje da Crna Gora ima dobru polazišnu točku u pogledu zakonskog okvira, ali u praksi nema socijalnog ulaganja. ; The paper analyses the developments of the labour market policies in Montenegro from the perspective of social investment. Montenegro is a candidate country for the European Union membership and there is a need of harmonisation of normative framework. Social investment is gaining considerable attention of EU policy makers and is positioned highly on the social policy agenda. Consequently, the paper examines whether Montenegrin labour market performs in the similar fashion as in the EU. The aim of the research is to show whether Montenegrin labour market will be ready for the accession, both normatively and in practice. Active labour market policies are in the focus of the paper, as they are one of the most representative social investment measures in this policy area. There is also an analysis of two specific policies: so called "mothers' allowances" and the "apprentice programme". This analysis shows that Montenegro has a good starting point in terms of the legal framework it has enacted, but in practice, social investment is not present.
