Tässä työssä tutkitaan australialaislehdistössä käytyä keskustelua avustetusta itsemurhasta/kuolemasta (assisted dying) ja eutanasiasta (euthanasia). Keskustelu avustetusta itsemurhasta on ollut vilkasta 2000-luvulla, jolloin lainsäädäntöä on useaan otteeseen yritetty muuttaa eri puolilla Australiaa avustetun kuoleman sallimiseksi. Marraskuussa 2017 Victorian osavaltio teki historiaa laillistaessaan avustetun itsemurhan ensimmäisenä osavaltiona, joten tutkimusaihe on myös siitä syystä hyvin ajankohtainen ja merkityksellinen. Tutkimuksessa selvitetään, miten avustettua kuolemaa käsittelevä diskurssi rakentuu, mitä yksittäisiä diskursseja on tunnistettavissa eutanasiakeskustelussa ja miten keskeiset toimijat esitetään australialaisissa sanomalehdissä. Tutkimusaineistona on 1,1 miljoonan sanan laajuinen korpus, joka rakentuu 19 lukijamäärältään suurimman australialaisen sanomalehden teksteistä. Kyseessä on korpusperustainen kriittinen diskurssitutkimus, joten analyysimenetelmä on osittain kvantitatiivinen, osittain kvalitatiivinen. Korpuksen avainsanat, niiden ympärille rakentuvat klusterit sekä avainsanojen ja klustereiden tärkeimmät kollokaatit määritettiin WordSmith Tools 7.0 -korpustyökalun avulla. Avainsanoja, kollokaatteja ja niiden kotekstiä tarkastelemalla määriteltiin avustettua itsemurhaa käsittelevän keskustelun keskeiset piirteet ja diskurssit. Systeemis-funktionaalista kieliteoriaa soveltaen tutkittiin, mihin prosesseihin eutanasiakeskustelun keskeiset toimijat (lääkärit ja tohtori Philip Nitschke) osallistuvat ja mitä osallistujarooleja heille annetaan. Eutanasiakeskustelusta on niukasti kielitieteellistä tutkimusta, korpusperustaista kriittistä diskurssitutkimusta ei lainkaan, joten tässä tutkielmassa otetaan ensimmäinen askel kyseisen tutkimuksellisen aukon täyttämiseksi. Usein viitataan esimerkiksi yksilön valinnanmahdollisuuksiin kuoleman lähestyessä, missä yhteydessä avustetun itsemurhan kannattajat luonnollisesti argumentoivat sen puolesta, että potilaan pitäisi saada valita avustettu kuolema. Taakan käsite (burden) on tärkeä osa eutanasiakeskustelua: huomio keskittyy tällöin kuolevien potilaiden henkilökohtaiseen kokemukseen itsestään taakkana. Avustettua itsemurhaa kannattavat kritisoivat uskonnon osuutta eutanasiakeskustelussa: eutanasiaa vastustavien uskonnollinen vakaumus nähdään yhtenä esteenä eutanasian laillistamiselle Australiassa. Avustettua itsemurhaa käsittelevässä keskustelussa on tunnistettavissa arvokkuuden diskurssi, jota kannattajat käyttävät luodakseen kuvan avustetusta kuolemasta arvokkaana elämän päätepisteenä. Toinen tyypillinen diskurssi on henkilökohtaisen autonomian diskurssi, jonka kautta kuolema esitetään itsenäisen päätöksenteon tuloksena. Eutanasian vastustajat kuvaavat eutanasiaa toisinaan armoon perustuvana tappamisena, toisinaan valtion suorittamana tappamisena (armotappamisen diskurssi ja valtion harjoittaman tappamisen diskurssi). Tutkimuksen mukaan avustettua kuolemaa vastustavat antavat lääkäreille usein esimerkiksi Toimija-roolin materiaalisen tappaa-prosessin yhteydessä ja siten luovat kuvaa avustettuun itsemurhaan osallistuvista lääkäreistä tappajina. Avustetun kuoleman kannattajiin kuuluvan Philip Nitschken puolestaan todettiin esiintyvän esimerkiksi Kohteena sellaisissa materiaalisissa prosesseissa kuin tutkia ja erottaa määräajaksi. Mediassa Nitschkestä piirtyykin kuva epäilyttävänä henkilönä, jonka toimet ovat kiinnittäneet viranomaisten huomion. Kaiken kaikkiaan tutkimus tuotti yleisellä tasolla tietoa avustettua kuolemaa käsittelevän keskustelun keskeisistä piirteistä, puheenaiheista ja diskursseista sekä tarjosi arvokkaan katsauksen australialaiseen yhteiskuntaan. Eutanasiakeskustelussa nostettiin esille muun muassa Australian territorioiden eriarvoinen asema osavaltioihin verrattuna.

Beneath the great state of Texas, there is water. Texas has nine major aquifers and 21 minor aquifers underlying the state. These aquifers are a vital water supply source in Texas, providing approximately 60 percent of the 16.1 million acre-feet of water used in the state annually.[2] These underground waters also sustain surface water flow in rivers across Texas; thus, they are integral to the health of watersheds throughout the state and the economies that depend on this water. When W.H. Auden wrote, "Water is the soul of the Earth," he must have been referring to groundwater. In Texas, groundwater is regulated on the local level by groundwater conservation districts (GCDs), whose regulatory authority over subsurface aquifers is generally confined by county boundary lines rather than hydrogeological ones. In 1917 after devastating drought, voters approved the Conservation Amendment to the Texas Constitution, which provided the authority for the Texas Legislature to establish GCDs to conserve the state's groundwater resources.[3] Chapter 36 of the Texas Water Code governs the powers and duties of GCDs in Texas. Texas landowners own the groundwater beneath their land as private property.[4] While a landowner is entitled to drill for and produce groundwater below the surface of his property, the Texas Supreme Court has held that he is subject to reasonable regulation through GCDs.[5] In GCD-managed areas, a landowner's right to pump groundwater is tempered by the Water Code's goals of protecting property rights in groundwater and the groundwater resource. Groundwater regulation ideally prevents one landowner from pumping to such an extent that nearby wells are impacted. Not all areas of Texas, however, are controlled by a GCD. Approximately one-third of the surface area of Texas is not regulated by a GCD. These areas where a GCD does not exist are depicted on the map below as areas without color. Out of the 254 counties in the state, 174 counties are either fully or partially within a confirmed or unconfirmed GCD.[6] In unprotected areas, there is no regulatory authority to monitor the rate and amount of groundwater withdrawal, and the rule of capture permits landowners to pump unlimited amounts of groundwater, even if doing so dries up neighboring landowners' wells. Unregulated areas in Texas are the final frontier — the last remaining, lawless parts of the state where groundwater protection is nonexistent. The role of Subject Librarian comes in many different "flavours", often dependent on the subject areas that are being supported. Since I started work as Academic Librarian for Art, Design and Architecture, my Subject Librarian colleagues and I have struggled to persuade the Art, Design and Architecture students to engage with the resources to which we subscribe. Their lack of use appears prevalent in the Textile/Fashion/Costume students to the point where we have had seriously to consider cancelling a number of resources, even though the Academic staff felt that they are essential for the students. Increasingly, the Academic staff report that the majority of sources that Fashion/Costume students cite in their reference lists are websites rather than scholarly materials and this is clearly a concern for them as they strive to encourage students to develop and enhance their academic and critical faculties as well as their design and creative skills. This experimental teaching session uses an idea first created by Kaye Towlson entitled "Circles of Context". It was developed for Art/Design students and attempts to engage them though physical as opposed to textual objects, on the basis that many are visual/kinaesthetic as opposed to textual learners. My pilot group was drawn from Fashion/Textile students and was developed in close collaboration with the module leader, Karen Shah. Its core premise is to consider physical objects and ask the students to think about a number of questions around it (Who, what, where, when, why and how). In doing so, they relate the object to its social, political, historical and cultural context in a way that makes it more meaningful to them. This provides them with new avenues to explore when searching for information and enables them to link to a wide variety of resources that they may not have otherwise considered. My session also explored mind-mapping as another way of brainstorning and organising ideas to stimulate discussion amongst the participants as well as using colored cards to evaluate different types of resources and gauge their usefulness within particular contexts (for example, books, newspapers, academic journals and web sites) Whilst the sample of students involved was small in number, the evaluations they produced showed that this way of working appeared to engage them more effectively than a more traditional "chalk and talk" approach. The intention for the future is to work with academic staff to widen the project out to larger groups in other subject areas in an attempt to replicate similar results and thus enhance both the student experience and increase their knowledge of information sources in their own areas.

This is a case study of the establishment of an oil spill response regime in the Arctic region. The context is the work of the Arctic Council and the development of the Agreement on Cooperation on Marine Oil Pollution Preparedness and Response in the Arctic. Three research topics are studied; regime, response system and the role of politics and professions. The Arctic oil spill response agreement is outlined first, and the principles, norms, rules and decision making procedures that it establishes for the oil spill response regime are analyzed. It is found that the Agreement mostly consists of principles and rules for procedures since it is a legal document; the Agreement is however creating a framework for the establishment of a regime. The second part is concerned about the response system. The bilateral and multilateral oil spill response agreements in the region are the fundament for the oil spill response in the Arctic (AC, 2013a: 11). For the regime to be successful it is important for these to be compatible (Tuler, Seager & Kay, 2007: 34). The agreements are analyzed with the use of elements from the command and control model and the problem solving model to evaluate to what extent they are compatible (Dynes, 1994). The problem solving model, from the chapter on response system, salutes cooperation between agencies and the personal contact which this type of cooperation encourage. So this might be seen as a positive feature of the Arctic Council's institutional framework. The agreements are to a relatively large extent compatible. The most important deviations were the sign of centralization in the Canadian-Danish cooperation, and the emphasis on cooperation within research. The third part addresses the noteworthy presence of professionals in the development of the Agreement on Cooperation on Marine Oil Pollution Preparedness and Response in the Arctic. Interview data and meeting reports form the empirical material for the analysis of the role of politics and professions in the regime formation. The regime is studied in three stages of regime formation; agenda formation, negotiation and operationalization (Young, 1998). While the political level found it necessary to develop an oil spill response regime after the Deepwater Horizon accident, the negotiation stage of the regime formation were a close cooperation between representatives from national ministries and of oil spill response experts. Further, it is the professional's responsibility to prepare, recommend and maintain the development of the oil spill response agreements, operational guidelines, and contingency plans, and they are thereby to a large extent responsible for the operationalization of the regime.

We propose a governance model that reflects the level of an organization's successful fundraising. Therefore, we present an empirical analysis of the relationship between fundraising governance and fundraising performance in a sample of 244 Swiss Museums. Inspired by research on business excellence (Kanji 1998; Kanji and Sàà 2007), the proposed method extends the mostly qualitative and theory-based concepts of dynamic organization cycle models found in non-profit research by taking a quantitative approach. We view governance as a causal social mechanism (Hedström and Ylikoski 2010), where input leads to an outcome by intended, changeable, organized structure and action. The outcome of fundraising governance is described using measures of fundraising performance (Aldrich 2009). Concerning the input we identified five characteristics of fundraising governance (see below). Previous research indicates some possible clues about the connection between individual, isolated characteristics of fundraising governance, and fundraising success (e.g. (Mazzarol 2008; Siciliano 1997; Herman and Renz 2004; Herman, Renz, and Heimovics 1996; Brown 2005; Jackson and Holland 1998). Two approaches in NPO research combine various factors and then describe the development of an organization at different stages: Wood (1992) focusing on board governance, and Kay Williams (2000) focusing on fundraising. However, these models are purely descriptive and lack evidence, as if attaining a more mature development stage leads to greater success. At this point, no excellence model for fundraising exists that groups characteristics of fundraising governance and links them with fundraising performance. We collected survey data from 244 museums, 98 of which are actively involved in fundraising. With explorative factor analysis method we explored five factors concerning fundraising governance: 'boards' activities', 'boards as symbolic decision makers', 'board as donor', 'fundraising strategic planning and controlling', and 'fundraising techniques'. We applied a hierarchical clustering method with the resulting factors and obtained 41 museums in the first cluster, 35 museums in the second cluster, and 21 museums in the third cluster. To map clusters to fundraising governance levels, we matched the informative content of the factor mean scores with theoretical evidence, and assigned clusters such as "awareness", "composition", and "integration". The linkage of the found clusters with fundraising performance shows significant results. Tests of the influence of control and intervening variables like annual operational expenditure, legal form, and museum category were negative. These results underpin the robustness of our proposed fundraising governance model. Of course, this explorative, museum-specific model needs some further development. More studies on other NPO sector segments could support its relevance. Furthermore, more factors relevant to fundraising governance could be identified, and more stability tests of the classification methods undertaken. Although the model is tailored to the museums investigated, the explored factors find theoretical substantiation elsewhere in the non-profit Management and Governance literature.

This study reviews and evaluates the major contributory and noncontributory social protection programs that are currently in place as part of the government's portfolio of social protection interventions, including social insurance (SSS, GSIS, PhilHealth), social welfare programs (e.g., Pantawid Pamilyang Pilipino Program or 4Ps, Food-for-School Program, NFA rice price subsidy, SEA-K) and social safety nets (e.g., Pantawid Kuryente), and active labor market programs (e.g., PGMA scholarships, job search assistance, and job creation). The evaluation focuses on four aspects: program coverage, size of the benefits/transfers, cost-effectiveness/efficiency, and financial sustainability. The major findings of the study include: (i) the bulk of national government spending on social safety nets went to the NFA rice price subsidy, a program that has been proven to be the least effective in reaching the poor; (ii) the objectives as well as intended beneficiaries of a number of programs (e.g., Food-for-School Program, school feeding programs, and 4Ps) overlap suggesting the need to consolidate some of them; (iii) the 4Ps appears to be superior than the FSP and supplemental feeding programs in addressing needs of chronic poor and is worth expanding and implementing on a sustained basis given large numbers of chronic poor households; (iv) the social security system, the social health insurance scheme, and many of the noncontributory social protection programs provide poor coverage of informal sector which includes the transient poor and the near poor; (v) hastily designed programs launched in response to crisis situations like the Tulong para kay Lolo at Lola and the Pantawid Kuryente are usually not very effective in reaching the poor and the vulnerable; (vi) public workfare program appears to be the most appropriate intervention to address needs of informal sector when there is an economy-wide crisis; (vii) expanding the coverage of the Sponsored Program of PhilHealth and improving the selection of beneficiaries are critical in providing the poor financial protection against illness and in making the public health system sustainable; (viii) there is a need to sustain the structural reforms at SSS and GSIS, including parametric reforms, design of benefit package and payment systems, and improvement in corporate governance, that have already been started in order to strengthen the financial sustainability of these institutions and reducing the contingent liabilities that the national government will face in the future, (ix) establishment of a centrally managed targeting system anchored on proxy means test will be cost effective if used for the major targeted programs; and (x) although national government spending on social protection has increased in response to the global financial crisis, national government's spending on social welfare programs, social safety nets, and active labor market programs compares unfavorably with that of other countries.
