El arte, en este caso la pintura, constituye una fuente histórica que permite el estudio de la situación de las mujeres en determinados contextos históricos. Ninguna obra es creada de forma inocente, sino que está condicionada por la mirada de la persona que la produce. La pintura, en su dimensión vitalista, comprende una respuesta estética a una realidad en la que infieren de forma consciente o inconsciente la identidad del artista, así como el espacio político, social y económico en el que se desarrolla. De la misma forma ocurre con la repetición de temáticas y modelos de representación, no aluden a simples modas, ya que se generan en una sociedad determinada. Por tanto, a través del análisis de obras protagonizadas por mujeres se pretende mostrar los modelos femeninos que prevalecen en España en la década de 1920, época significativa respecto a la cuestión femenina. Así como la importancia de la mirada de el/la artista a la hora de representar figuras femeninas. Mientras que los artistas varones siguen situando a las mujeres como objetos de representación, las mujeres usan el arte como medio reivindicativo, situándose como sujetos creadores. ; Art, in this case paint, is a historical source that allows the study of the situation of women in certain historical contexts. No piece of art is created innocently; moreover, the perspective of the person who creates it conditions it. Painting, in its vitality dimension, comprises an aesthetic response to a reality in which consciously or unconsciously the identity of the artist, political, social and economic space infer. Something similar happens with the repetition of topics and models of representation, which do not refer to mere fashions, mostly because they are generated in a given society. Therefore, through the analysis of works that feature women, the objective is to show female models prevailing in Spain in the 1920s, as well as the importance of the perspective of the artist, both male and female, when representing female figures. While male artists continue using women as objects of representation, women use art as a means of protest, portraying themselves as creative subjects

O presente estudo procura analisar os acontecimentos centrais relativos à Guerra do Cenepa ocorrida em 1995 na fronteira entre Peru e Equador, situando a mesma no contexto da segurança regional do complexo americano. Argumentamos que a Guerra do Cenepa produziu três resultados básicos: apontou para a existência de uma balança de poder entre os dois países; não gerou nenhuma alteração substancial no conteúdo do tratado firmado anteriormente sobre a fronteira na base do Rio Cenepa; nem tampouco implicou em transferência de território. Então, como podemos explicar a dinâmica do conflito entre Peru e Equador? A tese central da análise que será aqui empreendida é que, em primeiro lugar, um padrão recorrente de hostilidades favorece um comportamento ofensivo e, em segundo lugar, a certeza sobre a balança de poder favorece as negociações. Como tese subjacente defendemos que a prevalência da hegemonia norte-americana contribuiu para o desenlace do conflito.ABSTRACTThe present study aims to analyze the central events related to the Cenepa War that occurred in 1995 on the border between Peru and Ecuador, into regional security of the American complex. We argue that the Cenepa War produced three basic results: pointed to the existence of a balance of power between the two countries; did not generate any substantial change in the content of the previously signed treaty on the border at the base of the Rio Cenepa; nor did it entail transfer of territory. How can we explain the dynamics of the conflict between Peru and Ecuador? Central thesis of the analysis that will be undertaken here is that, first, a recurrent pattern of hostility favors offensive behavior, and secondly, certainty about the balance of power favors negotiations. As an underlying thesis, we argue that the prevalence of US hegemony contributed to the outcome of the conflict.Palavras-chave: segurança regional; fronteira; conflito. The subject. This essay describes the procedural treatment of non-contentious matters inItaly. After a brief historical recount on the evolution of the concept of 'non-contentiousjurisdiction', from Roman law to the law in force, the chapter emphasizes the extreme varietyof non-adverse proceedings governed by the Code of civil procedure and special statutesas well.The purpose of the article is to understand the 'default rules' of non-adverse proceedings(meaning the rules applicable insofar as the law does not ordain otherwise) provided by theCode of civil procedure. These rules outline a procedure in chambers that is simpler andless time-consuming than the ordinary one: for these reasons, the procedure in chambershas been increasingly adopted for the judicial treatment of a few contentious matters, withmixed results.Methodology. The methodological basis for the study: general scientific methods (analysis,synthesis, comparison, description); private and academic (comparative legal, interpretation,formal-legal).Results. It is difficult to foresee whether in the near future more attention will be devotedby Italian legislators to non-contentious jurisdiction so as to lay down rules that are uniformand consistent. In recent decades, Italian civil procedure has been re-written again andagain in the attempt to solve the most serious and enduring problem of the justice system,namely, the excessive length of proceedings.Conclusions. As far as non-contentious matters, in light of the notorious overload of Italiancourts the author believes that they could be handles more efficiently by administrativeauthorities. ; В данной статье описана процедура особого производства в Италии. После краткогоисторического анализа эволюции концепции особого производства в Италии рассматривается широкий спектр вопросов, касающихся особого производства и урегулированных Гражданским процессуальным кодексом Италии. В статье также анализируется процедура «in chambers», которая является более простой и требует меньше времени, чем обычный порядок судебного разбирательства. По этим причинам процедура «in chambers» применяется все чаще для судебного рассмотрения дел, связанных со спорами о праве, с неочевидными результатами. Относительно вопросов, в которых отсутствует спор о праве, в свете пресловутой перегрузки итальянских судов автор считает, что административные органы могут разрешать их более эффективно.

Perfiles académicos de posgrado, 1 (3). ; El objetivo de este artículo es analizar la dinámica de las iniciativas intermunicipales que se originaron en gobiernos locales integrantes de áreas metropolitanos en Argentina. El mismo se enmarca en una investigación global que contempló el estudio de las 255 iniciativas intermunicipales de todo tipo en las últimas tres décadas. En el país, a diferencia de otros países latinoamericanos, no se prevén en las leyes la especificidad del fenómeno metropolitano. Por ello, este arreglo emerge como el único que permitiría resolver la manifiesta desconexión entre las políticas ejecutadas, las competencias legales y la configuración político-administrativa de estos territorios. Los resultados nos permiten observar el pequeño número de iniciativas; su desarrollo en áreas metropolitanas de distinto tamaño poblacional; su concentración en pocas provincias; la existencia de microrregiones y mancomunidades en número equivalente; su debilidad estructural; su volatilidad temporal; su baja institucionalización; la participación de organismos internacionales cooperantes en su desarrollo; y su impacto sobre la agenda pública, entre otros. ; The aim of this article is to analyze the dynamics of the intermunicipal initiatives that originated in local governments that are part of metropolitan areas in Argentina. Itis part of a global research that contemplated the study of the 255 intermunicipal initiatives of all kinds in the last three decades. In the country, unlike other Latin American countries, the specificity of the metropolitan phenomenon is not foreseen in the laws. There fore, this arrangement emerges as the only one that would solve the manifest disconnect between the policies implemented, the legal competences and the political-administrative configuration of these territories. The results allow us to observe the small number of initiatives; its development in metropolitan areas of different population size; its concentration in few provinces; the existence of micro regions and mancomunidades in equivalent number; the irstructural weakness; their temporal volatility; their low institutionalization; the participation of cooperating international organizations in their development; and its impacton the public agenda, among others.

En este trabajo se plantea estudiar empíricamente si la variabilidad en el número de delitós a nivel de sección censal en la ciudad de Barcelona puede ser explicada por algunes variables de tipo social, atendiendo a las diferentes teorías ecológicas consideradas. Para ello, se utiliza un método actual para el análisis de datos de recuento como es la regresión de Poisson y el de la Binomial Negativa. Además, también se realiza un análisis geográfico mediante QGIS y sus correspondientes paquetes. La importancia de este trabajo reside en el conocimiento de aquellas variables que predicen mejor el número de delitos, es decir, que si actuamos sobre ellas en el sentido en el que las encontremos, podremos prevenir o reduir las incidencias delictivas. Las conclusiones a las que llegamos nos pueden ayudar a diseñar políticas criminales adecuadas para las necesidades de Barcelona y, así, poder mejorar la ciudad. Por ejemplo, hemos visto que la teoría más explicativa es la de la Desorganización Social, resaltando el Índice de Simpson de heterogeneidad cultural como elemento novedoso y útil en la criminología española actual. ; In this project we will try to study empirically if the variation in the number of crimes in the census sections of Barcelona can be explained by some social variables related to the theories named before. For that purpose, we will use the count method of Poisson Regression and the Binomial Negative. In addition, QGIS will be used to analyse geographically the data. The importance of this work resides in the knowledge of which variables are better predictors of the number of crimes, which means that if we act on them, we could prevent or reduce the criminal conduct. The conclusions of the project can help to design appropriate criminal politics for the necessities of Barcelona and could improve the city. Nowadays inner-city transportation focuses the attention of local government policies among countries around the world, due to the exponential growth of vehicles with internal combustion engines (automobiles, motorcycles) during the XXI century. Nevertheless, adaptation of infrastructure that allow circulation of such transportation vehicles (avenues, streets, bridges, highways, etc) has been very limited. As a result, some proposals have arisen in order to promote citizen's transportation optimization in the cities, including a better promotion of public transport, as well as encouragement of economic and sustainable ways of urban moving, for example bicycles. In this paper, authors show a case-of-study derived from a project containing both design, construction and commissioning of a bike prototype made up of environmental friendly materials, whose locomotion is based on the power combination of both human force and a motorized electric wheel, adaptable to different geographic conditions existing in the City of Medellín, Colombia. ; La movilidad en las ciudades centra la atención de las políticas promulgadas por gobiernos locales en países de todo el mundo, teniendo en cuenta el crecimiento exponencial de automóviles y motocicletas con motores de combustión interna durante el siglo XXI. En esa medida, la adaptación de las infraestructuras que permitan la circulación de dichos medios de transporte (calles, avenidas, autopistas, puentes, etc.) ha sido muy limitada. Como consecuencia, algunas propuestas para aportar en la optimización del transporte de los ciudadanos al interior de las ciudades, consideran una mayor promoción de los medios de transporte público, así como el impulso en modalidades de transporte sostenibles y económicas, como las bicicletas. En este artículo se presenta un caso de estudio derivado de la concepción, construcción y puesta en marcha de un prototipo de bicicleta construida con materiales amigables con el medio ambiente, cuyo impulso responde a la combinación de potencia generada por la fuerza humana y una rueda eléctrica motorizada, adaptable a diferentes condiciones geográficas vigentes en la ciudad de Medellín, Colombia.

Desde la vuelta de la democracia en nuestro país, muchos movimientos sociales se gestaron con diferentes fines, entre ellos los que luchan por la defensa de los derechos de las mujeres. La provincia de La Pampa, no ha estado exenta de este fenómeno. En un período de más de tres décadas aparecieron en el escenario social pampeano diversos movimientos. Pero es sobre fines del siglo XX, que emergen varios otros cuyos objetivos son claramente feministas y están ligados a la defensa expresa de los derechos de las mujeres. Este es el caso del Movimiento por los Derechos de las Mujeres de General Pico, objeto de estudio en este trabajo. Ubicándome en una perspectiva regional y de género, la presente investigación es motorizada por los siguientes interrogantes: la constitución de este movimiento ¿implicó una re-significación y reconstrucción de las identidades, individuales y colectivas, de sus integrantes? ¿En qué sentido? ¿En qué contexto deciden agruparse? ¿Cuáles fueron o son sus objetivos? ¿Qué planes de acción tienen? ¿Han obtenido logros? ¿Cuáles? ; Since the return to democracy in our country, many different movements, having different aims appeared. Among them, those which would strug- gle for the defence of women's rights. The province of La Pampa has not been exempt from this fenomenon. In a period of more than three decades flourished in the pampean social scenery several movements.Nontheless, it is about the end of the 20th century that many other emerged, whose objectives are clearly feminist, and they are bound to the express defence of women's rights. This is the case of Movement for Women's Rights of General Pico", subject of study in this paper. Adopting a regional perspective, from a gender viewpoint, this research is powered by the following question- ings: Did the constitution of this movement implied a resignification and reconstruction of both, individual and collective identities of its mem- bers? In what sense? In which context do they decide to group? Which were, a still are their aims? Which lines of action do they have? Have they achieved any goals? Which ones?

El presente artículo realiza un breve recorrido histórico-legislativo por las principales convocatorias de acceso a la función pública docente para maestros y maestras de enseñanza elemental o primaria, desde sus inicios, hasta finales del siglo XX, centrándose, en un primer análisis, en el tipo de pruebas de oposición a realizar por el candidato, para que una vez superadas éstas, el maestro/a pudiera alcanzar la tan deseada condición de funcionario del Estado. Reflexionaremos posteriormente en torno a los interrogantes que este sistema selectivo nos sugiere, con el ánimo de proponer líneas de investigación futura que aporten más coherencia y reduzcan las fuertes contradicciones que hallamos en nuestro actual sistema de acceso al funcionariado público docente. Con este estudio pretendemos reducir, aunque sea levemente, el "tabú historiográfico" con el que los profesores Paulí Dávila y Narciso De Gabriel designan a la investigación sobre las oposiciones, describiendo unos breves esbozos capaces de reflexionar sobre algunas de las lagunas existentes en torno a dicho tema. ; The present article makes a brief historical-legislative approach through the main calls of access of public educational functions for teachers and educators of elementary or primary education from its beginnings to the end of the twentieth century. Centering in a first analysis on the type of opposition tests to be carried out by the candidate, the educator could achieve the desired position of Civil employee of the State, once he or she passed. We will reflect later around questions that this selective system suggests to us with the spirit of proposing means of future research to which they contribute to more coherence and reduce the strong contradictions that we find in our present system of access to public educational government employees. With this study we try to reduce, although slightly, the "historical taboo" whereupon professors Paulí Dávila and Narciso de Gabriel designate to the investigation on the oppositions, describing brief outlines capable of reflecting on some of the existing gaps around this topic.

The consolidation of gender violence as a matter of ongoing debate in our political scene has only been possible thanks to the awareness and mobilization of various social agents. In particular, the media have played a decisive role to externalize a social problem, which until recently did not exist in the public and political debate. Inspired by the phenomenon of agenda setting, the first objective of our paper is to analyze the influence of the media in the process of defining domestic violence as a social problem. The basic hypothesis of our study is that the public perception of gender violence as a social problem is determined by its media coverage and not by for the crime statistics of the phenomenon. In connection with this first hypothesis, our second goal is to identify those factors that have the greatest impact in building the media agenda of gender violence, with special attention to the influence of the two major political parties in our country ; La consolidación de la violencia de género como un tema de debate recurrente en nuestra escena política solo ha sido posible gracias a la concienciación y movilización de varios actores sociales. En especial, los medios de comunicación han jugado un papel decisivo a la hora de exteriorizar un problema social, que hasta hace poco gozaba de escasa visibilidad dentro del debate público y político. Inspirados por el fenómeno de la agenda setting, el primer objetivo de nuestro artículo es analizar la influencia de los medios de comunicación en el proceso de definición de la violencia de género como un problema social. La hipótesis básica de nuestro trabajo sostiene que la percepción que tiene la opinión pública de la violencia de género como un problema social está determinada por su cobertura mediática y no por las estadísticas criminales del fenómeno. Статья представляет собой обзор научной литературы, изданной в Германии с середины ХІХ до конца ХХ века. Во второй половине ХІХ века отсутствовали глубокие научные исследования, публиковались биографии, принадлежавшие перу почитателей Лассаля. На рубеже ХІХ-ХХ веков появляются первые попытки объективно оценить значение Лассаля в истории германской социал-демократии. В середине 1920-х годов было опубликовано значительное количество работ, приуроченных к столетию Лассаля, написанных авторами социалистической ориентации, которые выделяли неоценимые заслуги Лассаля в развитии рабочего движения. После Второй мировой войны историки ГДР со строго марксистских позиций критиковали лассальянство и одобрительно оценивали деятельность Лассаля-агитатора. Историки ФРГ выделяют социал-демократическое направление и так называемое тоталитарное. Ярким представителем второго является Ш. Нааман, считавший Лассаля противником парламентской демократии, а его теорию основой для становления тоталитарного режима. В 1980-90-х годах значительных работ о Лассале в Германии не издавалось. ; A review of some research literature on Lassalle' heritage published in Germany starting from the middle of the 19th century up to the end of the 20th century is presented in the article. In the second half of the 19th century there existed no in-depth research on Lassalleian legacy. Some Lassalle's biographies were published, which were in turn written by his followers. The first attempts to estimate the significance of Lassalle's contribution into the history of German social democracy were made only at the turn of the 19th and 20th centuries. In the mid-1920s, a great number of publications devoted to his 100th anniversary were published. They were written by the socialist-oriented authors who highlighted Lassalle's invaluable investment into the labor movement development. After the Second World War, some historians of the German Democratic Republic criticized Lassalle's doctrine but favored his activities as a propagandist. As a result of the study, two research trends had been developed by the western German historians: the social democratic and the so called totalitarian. S. Na'aman was a bright representative of the latter trend. He believed that Lassalle was an opponent of parliamentary democracy, and that his theory acted as a basis for subsequent totalitarian regime development. In the 1980-90s no significant works on Lassalle legacy were published in Germany.

Purpose: study of the specific features of the innovative research contract, and also features of its conclusion. Results: the application of existing contractual structures used for research­es for public use, not always meet the challenges of our time, particular scientific and technical progress, as well as the legal realities, that is why, the law enforcers approach comprehensive to the conclusion of such agreements, particularly use the contractual structure proposed by the author, for more effective enforcement of state important tasks. Methods: in preparation of this work the author of the article used an analytical and systematic methods, as well as the dialectical materialist method of scientific knowledge. Conclusions: it is necessary to develop strategically legislation in line with innovation in the future, that is possible as by borrowing rules of private international law, proven in a positive way in other jurisdictions, as well as improving the existing legal national standards.

AbstractTo achieve self-sufficiency in the supply of meat and milk, the Ministry of Agriculturehas issued Peraturan Menteri Pertanian Nomor : 40/Permentan/PD.400/9/2009,about implementation guideline of the KREDIT USAHA PEMBIBITAN SAPI(KUPS). This study aims to gain a complete understanding of the implementationKUPS at the farmer level. It was conducted an exploration phase about adistribution and use of the KUPS. KUPS distribution will include mechanisms andprocedures, but the use of KUPS includes the aspects of benefit for their business.An exploration phase was carried out in KPSBU Lembang (Koperasi Peternak SapiBandung Utara). KPSBU Lembang is a primary cooperative in the district Lembangwhich has members including dairy farmers with a working area of North Bandung.KUPS programs created by the government as one of the government's support inpromoting cattle farmers in West Java has not been able to apply to the fullest.Operational level studies showed that cattle breeders breeders generally do notaccess KUPS. Program KUPS yang dibuat oleh pemerintahsebagai salah satu dukungan pemerintah dalam memajukan peternak sapi di JawaBarat belum bisa menerapkan secara maksimal. Kajian ditingkat operasional peter-nak sapi diperoleh bahwa pada umumnya peternak tidak mengakses KUPS. В статье анализируются исторические исследования, в которых нашла отражение проблема возвращения из плена русских солдат Первой мировой войны. Автор отмечает, что, по данным историографического анализа, эта проблема практически оставалась за рамками исследований в советский период, когда преимущественно изучалась агитационно-пропагандистская деятельность большевиков по привлечению возвращавшихся из плена русских солдат на свою сторону. Работы по другой тематике составляли исключение. Автор показывает, что современные историки от изучения агитационно-пропагандистской деятельности большевиков среди возвращавшихся из плена бывших солдат русской армии перешли к изучению аналогичной деятельности противной стороны, т. е. антибольшевистских сил. Автор отмечает внимание историков к вопросу взаимоотношений русских военнопленных и большевистской власти. Автором приводится оценка, которую дают современные исследователи политике советского государства по социальному обеспечению бывших русских военнопленных. В статье обозначены вопросы, разработка которых, по мнению автора, должна способствовать дальнейшему развитию историографии данной проблемы. ; The article analyzes the historical studies which reflect the problem of returning of the First World War Russian soldiers from the captivity. The author points out that the historiographic analysis shows that this problem practically remained behind the frameworks of research in the Soviet period, when the study was focused on agitation and propaganda activity of the Bolsheviks aimed at winning the returning from captivity Russian soldiers over to their side. Works on different topics were an exception. The author shows that contemporary historians switch from studying the Bolsheviks agitation and propaganda activity among returning from captivity former soldiers of the Russian army to studying the similar activity of the opposing party, that is the anti-Bolshevik forces. The author notes the attention of the historians to the question of relations between the Russian POWs and the Bolshevik government. The author cites the assessment of the Soviet state policy on social security of the former Russian POWs given by contemporary scholars. The issues for future research outlined in the article in the author's opinion should contribute to further development of the historiography of the indicated problem.

[ES] Esta tesis doctoral tiene por objeto desarrollar un análisis geohistórico del recurso natural caza mayor en la provincia española de Jaén, desde mediados del siglo XIV hasta la promulgación de la Ley de caza de 1970. Mencionado territorio ofrece una variedad de biotopos óptimos para el desarrollo de la fauna cinegética. El interés por la caza mayor evolucionó a lo largo de los siglos para la clase privilegiada, pasando de ejercicio militar a uso recreativo; para el pueblo fue siempre fuente alimenticia; y para todos, nunca perdió su carácter defensivo . El siglo XX logró superar estas tensiones: la política cinegética franquista propiciaría el "boom cinegético español" ; [EN]The following PhD thesis has the aim to carry out a geohistorical analysis of the natural resource known as "big game hunting" in the province of Jaén and its municipalities, from the Mid-14th century to the promulgation of the 1970 "Hunting Law". The above-mentioned territory provides with a range of optimum biotopes for the development of the hunting wildlife . Big game hunting, as a field of interest far the privileged social groups was subjected to some evolution throughout the centuries. It once derived from some military exercise to some leisure activity. As for the folk, it always meant a source of food. But far both, big game hunting was never to be deprived of its defensive nuance. This investigation is complemented by some study about, both the legal and institutional state of hunting since 19th century. lt was then when the relation between the natural right of hunting and the social one of prívate property brought about sorne conflicts.
