In his presidential address to the American Statistical Association in 1931, William Fielding Ogburn, an American sociologist important particularly in the 1920s, 1930s, and 1940s, took as his theme the difference between statistics and art. His argument, articulated here and in a wide range of writings throughout his career, was that "statistics has been developed to give an exact picture of reality, while the picture that the artist draws is a distortion of reality" (Ogburn 1932: 1). He then went on to express his belief that emotion leads to distortion in our observations. "It is this distorting influence of emotion and wishes," he said, "that is more responsible for bad thinking than any lack of logic" (ibid.: 4). But statistics, he believed, could ameliorate the distorting effects of emotion on our empirical observations. There was a problem, however, because "the artist in us wants understanding rather than statistics. But understanding is hardly knowledge. . . . The tests of knowledge are reliability and accuracy, not understanding" (ibid.: 5).

Refugee policy in the United States is a recent offspring of American immigration policy. Like its parent, refugee admissions are firmly entangled in the thicket of national politics and are Janus-faced. One face presses for admission, the other urges restriction. While the gates of admission are always guarded, time and circumstance determine which face prevails.

The relationships among schooling, language, and knowledge—especially through the systematic comparison of the organization, form, function, and acquisition of institutionalized knowledge—in literate and nonliterate societies has hardly been examined. This essay attempts such an analysis, focusing on knowledge acquired through the use of language, because language is the major medium for imparting knowledge in schools and for social reproduction in the larger society, because knowledge acquired through the use of language is readily identifiable and testable, and because language is one of the major terms of the present analysis. The proposed elastic concept of schooling views schooling as a cover term for institutionalized learning in any society, literate or nonliterate. It thus questions the analytical adequacy of the received, Euro-American, concept of schooling as a unitary phenomenon based on the dual assumption that the school specializes in the transmission of literate knowledge and that literacy education is coterminous with formal education.

La peur d'être agressé et la préoccupation sécuritaire ont été volontiers présentées comme deux dimensions séparées dans la littérature anglo-américaine depuis la publication d'un article de F. Furstenberg dans The American Scholar (1971). ABSTRACTRecent innovations in American child custody law have affected both the substantive law and the procedures by which custody decisions are reached. Professor Bruch describes these developments, analyses their underpinnings in psychology and ideology, and identifies both intended and unrecognized effects of the dispute resolution process on the custody decision. She concludes that many new doctrines and procedures that have been widely assumed to benefit children, including joint custody and mediation, often disserve children's interests.

AbstractIn June 1989, the Minister of Justice of Quebec announced the creation of a Groupe de travail sur l'accessibilité à la justice (unofficially, a Task Force on Access to Justice) charged with evaluating the effectiveness of the Quebec Legal Aid Programme and other measures to make justice more accessible to the population at large. The Task Force submitted its Final Report, entitled Jalons pour une plus grande accessibilité à la justice, in September 1991. This essay offers a critical review of the deliberations of the Task Force, including an assessment of how the Task Force initially conceived its mandate, and the processes by which its Final Report was generated. The essay also attempts to situate the recommendations set out in the Final Report within the broader context of North American access to justice theory. Finally, the essay presents various theses about the relationship between legal theory and the outcome of structurally independent deliberative bodies that are subject to the pull of the policy audience.

This study evaluates dental ageing techniques for feral pigs in northern South I., New Zealand.
Ages of pigs were estimated by three techniques: tooth eruption and replacement on criteria calibrated
from pen-reared American-bred European wild pigs; tooth eruption, development, and wear calibrated
from known-age feral pigs from the study area; and annular growth in cementum of molariform teeth.
All age estimations showed strong agreement with each other and with known ages. The eruption and
replacement criteria were most useful for ageing pigs less than 30 months old, whereas the other two
criteria were more suited to ageing pigs more than 30 months old. All permanent teeth of New Zealand
feral pigs erupted 1-2 months earlier than in European and Malayan wild pigs, and permanent
premolars erupted up to 4 months earlier than in Japanese wild pigs. Earlier eruption may reflect early
onset of maturity in New Zealand pigs. The clarity of annuli observed varied between animals, but
generally increased with age. Pigs from unforested habitat had a higher percentage of clearly defined
annuli than those from forested habitat. This may be explained by a climatic or dietary factor.

Indochina : the New Frontiers, by Christian Lechervy
The end of the third war in Indochina, and the collapse of communism in Europe, has killed the political concept of Indochina. Even though Vietnam remains fossilized in its mandarin Stalinism, it progressively reintegrates itself in the region. The « Asiatization » of its economy is becoming reality, pending the end of the American embargo. The multipolarization of the régional strategie game, however, has resulted in exacerbating économie rivalries and showing the ambitions of communist China. Thus little by little, the maritime daims in the China South Sea instrumentalize the inter-regional relationships in their dimensions of economie and military power.

If you go down to the woods today…Matthew Arnold (1822–1888), the nineteenth-century English poet, wrote about the live murmur of a summer's day', presumably referring to bees, birds and other bugs humming around the countryside. A twentieth-century American (whom I believe to be a poet though not all would agree) wrote that The Times They Are A-Changin' (1963). Nowhere have they changed more than in the English countryside. In 1991, it was the 'live murmur' of the summer's night that was more likely to be heard. Out in fertile rural England the English people have discovered crop circles in their cornfields.It is good to be in England in (the admittedly all-too-brief) summer, but quiet evenings in cornfields sleeping off the effects of English ales are a thing of the past. These days, find a cornfield and you will find half the media and a sizeable chunk of the English population. In some country areas, they say, it is quieter sitting in the middle of the road because you avoid the crowds. Crop circles in cornfields have seized the imagination of the public.

Despite differences in history, culture, and stages of political development, the same theoretical constructs used to study American and European political processes can be used to understand the Republic of China's evolving electoral institutions and processes. The particular theoretical constructs upon which we focus are game theory and its application to electoral politics, spatial models of party competition. After reviewing the core results of spatial analysis — that electoral systems dominated by a single issue occasion stable and convergent party platforms and that systems with multiple salient issues occasion instability — we examine the types of issues that opposition parties are most likely to use in challenging KMT rule. Based on this discussion we argue that the ROC ought to be especially sensitive to Riker's conclusion that evolving democracies should devote special attention to developing institutional structures such as bicameralism and staggered terms of office for legislators that avoid the populist ideal of direct democracy. Theoretical results reveal the fragility of the idea of a popular will, so that populist institutions designed to achieve it can foster electoral instability. We use a recent result about multi-candidate elections to argue that the form of electoral competition and the forces operating to produce factionalism within parties are functions of the extent to which voters perceive electoral competition in terms of individual candidate characteristics versus party labels. To the extent that voters evaluate candidates on the basis of their party label, the parties will tend to converge on issues; whereas, to the extent that voters focus on the specific characteristics of candidates and their policy pronouncements, the candidates will diverge on issues. Finally, we examine the circumstances under which the nature of the issues that concern an electorate determines the form of competition in democracies characterized by a single dominant party.
