"Commentators have shown how a 'culture of security' ushered in after the terrorist attacks of 11 September 2001 has involved exceptional legal measures and increased recourse to secrecy on the basis of protecting public safety and safeguarding national security. In this context, scholars have largely been preoccupied with the ways that increased security impinges upon civil liberties. While secrecy is justified on public interest grounds, there remains a tension between the need for secrecy and calls for openness, transparency and disclosure. In law, secrecy has implications for the separation of powers, due process, and the rule of law, raising fundamental concerns about open justice, procedural fairness and human rights. Beyond the counterterrorism and legal context, scholarly interest in secrecy has been concerned with the credibility of public and private institutions, as well as the legacies of secrecy across a range of institutional and cultural settings. This book looks both backward and forward with regard to the European Unionℓ́ℓs political strategies towards its neighbouring countries. By bringing together the perspectives of critical geopolitics, policy studies and border studies, it presents a comprehensive review of the European Neighbourhood Policy and how it impacts the ongoing construction of the EUℓ́ℓs external frontiers. Is the EU committed to promoting integration in a ℓ́ℓwiderℓ́ℓ European space, or is a ℓ́ℓfortress Europeℓ́ℓ emerging where the strengthening of internal cohesion is coupled with the militarisation of its external borders? The book aims to problematize this question by showing how the EUℓ́ℓs external policies are based on a mixture of openness and closure, inclusion and exclusion, cooperation and securitisation. The European Neighbourhood Policy is a controversial strategy where regionalization and bordering, homogenisations and differentiations, centrifugal and centripetal forces proceed side-by-side, in an explicit attempt to construct a selective, mobile and fragmented border. A specific focus is devoted to the diversity of geo-strategies the EU is pursuing in its neighbouring countries and regions, macro-regional strategies and cross-border cooperation initiatives as new scales of cooperation, and the role of other global players.

For over half a century, the Middle East - and the Arabian Peninsula in particular - has been major migration corridor for domestic workers from Asia and Africa. Migrant domestic workers comprise a significant proportion of the migrant labour force in these countries, in some cases, nearly fifty per cent. This volume goes beyond a discussion of the working conditions of migrant domestic workers to show the multidimensionality of their lives in the Middle East. The chapters illustrate these women's varied processes of "making a home in the world," the existential transformations they undergo, and the multiple ways in which they are able to exert agency, despite the constrained choices they are often forced to make. Contributors show how the spaces these women occupy disrupt and challenge given notions of the public-private divide, re-working them as spaces of encounter and of relationships of belonging, spiritual connection, friendship, conviviality, and sociality. This volume of the International Perspectives on Education and Society series examines the transformation of education policy in China, with a special emphasis on transformations in the post-1978 period. While educational policy has experienced major shifts and reversals since the founding of the Peoples Republic of China in 1949, the late 1970s and the early1980s signalled a significant shift in Chinas openness and willingness to make widespread and rapid changes in education to meet the demands of an increasingly market-oriented economy. These educational policy changes are inextricably linked to Chinas increasing interest and participation in the global community abroad and the social-economic transformation and somewhat loosened political environment at home. With the special emphasis on policy change and its subsequent impact on different aspects of education at various levels of educational institutions, particularly in areas of educational financing and curriculum reform, this volume attempts to bridge the dichotomy between critics and advocates of Chinese educational transformations, recognize the importance and impact that educational policy in China has not only on one of the largest national populations in the world, but also on other (and often competing) countrys systems and provide relevant scholarship to inform policy and practice.

"The principal themes pursued in this book emerge from the great transformation that the Latin American and the Caribbean economies experienced in the aftermath of both the foreign debt crisis of 1982 and the macroeconomic stabilisation policies that vividly and painfully produced the so-called "lost decade" of the 1980s. Latin America implemented an economic liberalisation process during the late 1980s and the 1990s. The main policy reforms involved in that course can be summarized as privatization of state owned firms, trade openness, deregulation of the foreign direct investment (FDI) regime and fiscal discipline. Latin American countries have also embarked in regional trade agreements, the most important ones being Mercosur and the North American Free trade Agreement (NAFTA). This book compares results from the experience of North-South and South-South moulds of integration. Thus, the impacts of these policies on growth, development, technological progress, poverty and inequality are analysed. Orthodox and heterodox economic policies and theories are discussed along with relevant empirical evidence with a view to assess, on the one hand, the relative merits of the various policy reforms applied by different countries in the region, and on the other, the experience of integration into the global economy." In his new book, Arvind Subramanian presents the following possibilities: What if, contrary to common belief, China's economic dominance is a present-day reality rather than a faraway possibility? What if the renminbi's takeover of the dollar as the world's reserve currency is not decades, but mere years, away? And what if the United States's economic pre-eminence is not, as many economists and policymakers would like to believe, in its own hands, but China's to determine? Subramanian's analysis is based on a new index of economic dominance grounded in a historical perspective. His examination makes use of real-world examples, comparing China's rise with the past hegemonies of Great Britain and the United States. His attempt to quantify and project economic and currency dominance leads him to the conclusion that China's dominance is not only more imminent, but also broader in scope, and much larger in magnitude, than is currently imagined. This book analyzes the economic performance of the EU in the first five years after its largest expansion in 2004. Accession and integration were expected to foster growth and convergence among the new Member States through intensified trade, foreign direct investment, financial deepening and the adoption of the EU`s institutional framework. With the benefit of five years experience, this book brings together experts from academia and think-tanks to assess the driving forces of economic growth and real convergence. The question whether the EU has made a difference in terms of growth is studied thoroughly from various angles, including that of country-specific and sector-specific analysis. This book describes the experiences of professionals as they continue to learn at work. Although its focus is on the learning of health professionals, it draws on research about continuing learning from other "caring" professions such as education and social services. The author argues for a significant paradigm shift in this book, from the usual practice of providing programs to develop professionals, towards a better way of supporting professionals as they learn in their own authentic ways.The construct of "Authentic Professional Learning" developed in this book describes the lived experience of professionals continuing to learn in practice, whilst dealing with contemporary workplace dilemmas. Many of these dilemmas revolve around the need for professionals to demonstrate measurable efficacy and fiscal efficiency whilst wanting to make a difference to the lives of those they care for. Using vignettes of practice, professionals from community-based education and health settings describe authentic ways of being, practising and learning as professionals, drawing meaning from their work whilst accepting their professional responsibilities. Commonalities across diverse experiences of learning are described in terms of four inter-linked constituents (understanding, engagement, interconnection and openness) within a phenomenological conceptual framework that focuses on the meaning of experiences for those professionals.

"Recent theoretical and empirical studies have emphasized the fact that the prospect of international migration increases the expected returns to skills in poor countries, linking the possibility of migrating (brain drain) with incentives to higher education (brain gain). If emigration is uncertain and some of the highly educated remain, such a channel may, at least in part, counterbalance the negative effects of brain drain. Moreover, recent empirical evidence seems to show that temporary migration is widespread among highly skilled migrants (such as Eastern Europeans in Western Europe and Asians in the U.S.). This paper develops a simple tractable overlapping generations model that provides an economic rationale for return migration and which predicts who will migrate and who will return among agents with heterogeneous abilities. We use parameter values from the literature and the data on return migration to simulate the model and quantify the effects of increased openness on human capital and wages of the sending countries. We find that, for plausible values of the parameters, the return migration channel is very important and combined with the incentive channel reverses the brain drain into significant brain gain for the sending country"--National Bureau of Economic Research web site

Fundamental changes within economies are needed to create arm's-length relations between governments, corporations, and banks. We are taking risks when investing in the future, and risk-taking demands openness and truthfulness from the agents we employ. If investors and accountants can concur on the degree of disclosure that is morally right we may come to some global agreement on what constitutes corruption - but to do this we have to bring together those who advocate profit-making with those who see this as usury; and we have to care for the future in novel ways - unknown in the past - so as to allow firms to be locally inefficient (apparently) while preserving the environment. This book looks widely at the prevailing situation in Asia and considers how little some governments are doing to guide their institutions towards probity and transparency. While fundamental changes are needed around the globe, it is in the developing nations that there is scope for radical change in the near future, as their institutions are re-created to meet the modern world.
