The integration and policymaking of the European Union (EU) are claimed to challenge Nordic cooperation as a separate 'common order.' Increasing interdependencies in the EU have forced all EU member states to collaborate and share sovereignty in an increasing number of policy areas. This article studies the coexistence of Nordic cooperation and European integration by taking a network approach. It analyses the extent to which Nordic members of European Administrative Networks 'go Nordic' to solve problems or exchange advice, information and best practices. Based on unique survey data on interactions related to the implementation of EU policies in Social Policy, Health and the Internal Market by national governmental organisations across the EU and the European Economic Area (EEA), we use social network analysis to test for distinguishable patterns of Nordic cooperation. We find evidence to suggest that Nordic cooperation in the EU and EEA is best characterised by differentiated integration. The Nordic states tend to form a separate community for problem-solving and exchanging best practices, advice and information in Health and Social policy networks, but less so in SOLVIT, a network related to the Internal Market.

Differentiated integration is one of the 'magic' concepts of integration theories. Although differentiated integration exists in the European integration since the establishment of the Rome Treaty, only in the last ten years became a new direction of European integration. Supporting this, the evolution of the concept is introduced with special emphasis on the various political, legal and academic interpretations. This paper analyses differentiated integration within the Lisbon Treaty and argues that it is a milestone in the realization of it. The paper further argues that differentiated integration is an approach that reinterprets the existing and so far used 'big' theories of European integration (federalist, liberal intergovernmental, neo-functionalist, MLG theories etc) and provides new ideas for the self-definition of the European Union itself and in the same time may serve as a pragmatic way out from the scepticism and incapacity that surrounds the contemporary discourses on the 'finalité politique' of the EU.

The European Union (EU) faces many crises and risks to its security and existence. While few of them threaten the lives of EU citizens, they all create a sense of anxiety and insecurity about the future for many ordinary Europeans. Amongst these crises are the more obvious challenges of sovereign debt and fiscal austerity; refugees from conflicts in Afghanistan, Iraq, and Syria; and the rise of populist far-right parties across Europe. But behind these challenges lie less visible insecurities about economic prospects, social wellbeing, and a widespread expectation that the EU is unable to answer the challenges of twenty-first century global politics. In other words, the greatest security challenge facing people across Europe is not physical, despite the threats of Putin and ISIS, but is a sense of fear and anxiety over their daily lives.

the phenomenon of 'European integration' and its institutional dimension, the
European Community. Inter-governmentalism promises to offer a broadly applicable concept for the
analysis of international cooperative institutions. It recognises that the Community
emerged from the self-help based international system and emphasises
the continuing central role of the member states. However, conceiving of the
Community as one international institution among many others it tends to
disregard the specificities of this particular institution. Moreover, inter-governmentalism
is conceptionally founded on a state-centred and static approach to
institutions and cannot, therefore, cope with integration as a process of development
over time, nor does it readily accommodate the role of non-state actors
