Peculiarities of life, military, the diplomatic activity of Doctor of Sciences in Geography, O. I. Stepaniv, as well as her scientific achievements as a Ukrainian geographer and geologist, are revealed. Olena Stepanov was the first woman in Ukraine and the world – a military officer in the Ukrainian Sich Riflemen (Ukrainski Sichovi Striltsi, USS) and the Ukrainian Galician Army (Ukrainska Halytska Armiia, UHA) during the First World War and the Ukrainian Liberation War of 1917–1921, a diplomatic official of the Western Ukrainian People's Republic and the Ukrainian People's Republic. Having a doctorate in geography and history, she made a significant contribution to the development of Ukrainian geographical science, including economic and social geography, as well as transport geography and modern understanding of geologistics. The last two areas of geographical science are most fully disclosed in her work "Modern Lviv", which provides a comprehensive description of the transport infrastructure of Lviv and Lviv region and its importance in the transport system of Ukraine, in particular, emphasizes the central position of Lviv as a transport and logistics hub on the trans-European way connecting the Baltic and Black Seas; identified the main transport routes of Lviv region, important on a national scale; in addition to the main roads, regional and local ones were identified and characterized. The characteristics of transport routes were combined with the indication of the most significant industrial enterprises of Lviv region; tourist and recreational areas and centres which were located on the ways of transport routes were indicated, as well as the tourist specialization of these centres (in textbooks on the geography of transport of the Soviet era, it was not mentioned at all); such transport and logistics indicators as road congestion, traffic intensity on them were used, as well as their historical names were given and their significance in the past was revealed. O. I. Stepaniv's scientific works remain relevant today. This applies not only to the problems of the geography of transport communication in modern Lviv but also to current issues of international logistics, in particular, Ukraine's participation in the Baltic-Black Sea transport and logistics integration system. O.I. Stepaniv's scientific works on transport geography are of direct importance to the most modern EU project in the field of transport and logistics – the Three Seas Initiative (TSI). The recent TSI Summit in Tallinn (October 19–20, 2020) highlighted the impact of the TSI on the entire Baltic-Adriatic Black Sea region. TSI is open to countries – strategic partners of the EU, including Ukraine. Although the latter is not a member of the EU, it was invited to the first TSI summit in 2016 andis currently an active participant in many projects under this Initiative, without having formal membership in the TSI. Ukraine should continue to cooperate with TSI, especially with Poland, in such important infrastructure projects as the Gdansk-Odesa highway, the railway Viking project, the development of gas infrastructure within the North-South corridor (involving Ukrainian underground storage facilities of "blue fuel"), etc. ; Розкрито особливості життя, військової, дипломатичної діяльності доктора географії О. Характеристику транспортних маршрутів поєднано із зазначенням найбільш істотних промислових підприємств Львівщини; вказано, які туристично-рекреаційні місцевості та центри розміщувалися по трасах транспортних шляхів, а також зазначено туристичну спеціалізацію цих центрів (у підручниках з географії транспорту радянської доби таке не зазначали взагалі); застосовано такі транспортно-логістичні показники, як завантаженість шляхів, інтенсивність руху на них, а також наведено їхні історичні назви та розкрито значення в минулому. Наукові праці О. І. Степанів зберігають свою актуальність і нині. Це стосується не тільки проблем географії транспортної комунікації сучасного Львова, а й актуальних питань міжнародної логістики, зокрема участі України в системі Балто-Чорноморської транспортно-логістичної інтеграції. Науковий доробок О. І. Степанів з географії транспорту має безпосереднє значення і для сучасного проєкту ЄС у транспортно-логістичній сфері – «Ініціативи Тримор'я» (ІТМ). Нещодавній саміт ІТМ у Таллінні (19–20 жовтня 2020 р.) підкреслив вплив ІТМ на весь балтійсько-адріатично-чорноморський регіон. ІТМ відкрита для країн – стратегічних партнерів ЄС, у т. ч. для України. Хоча остання не є членом ЄС, але вона булла запрошена на перший саміт ІТМ у 2016 р., і нині, не маючи офіційного членства в Тримор'ї, є активним учасником багатьох проєктів, що реалізуються в межах цієї ініціативи. Україні варто і надалі співпрацювати з ІТМ, передусім із Польщею, у таких важливих інфраструктурних проєктах, як автомагістраль Гданськ–Одеса, залізничне сполучення в межах проєкту «Вікінг», розвиток газової інфраструктури в межах коридору «Північ–Південь» (із залученням українських підземних сховищ блакитного палива) тощо.

The purpose of this article is to understand how the blurry nature of hybrid warfare and hybrid peace influences the assessment of national security and the making of adequate foreign and security policy decisions, including, in particular, the prediction of the further course and resolution of the Russian-Ukrainian conflict, which is not only a threat to Ukraine's existence but also to European security in general. In order to properly study this issue, the Russo-Ukrainian war on the Donbas was selected as an object. As the main method of the research of this problem was chosen the conflict analysis. The conclusions drawn from this analysis prompt us to differentiate the concepts of war, peace, and conflict and bring our perceptions of them to reality. When the idea of internal conflict replaces the real war, their sophisticated substitution will leave the problem of settlement of the conflict on the Donbas not solved, and the war between Ukraine and Russia is not completed. Achieving peace by "settlement the conflict on the Donbas" within the framework of a real war of Russia against Ukraine will not lead to its end and sustainable peace. In such a situation, only a temporary "cold peace" is possible. The implementation of the strategy of Ukraine and the international community should begin with the rejection of the "plot for settlement the internal conflict on the Donbas" and the recognition of the reality of the war, in which the belligerent and aggressor is Russia, but not Phantoms DPR/LPR. The study's objectives are based on identifying epistemological reasons that make it impossible to resolve the Russian-Ukrainian conflict in Donbas and clarify their national and international security consequences. The study results are based on an analysis of the course of the Russian-Ukrainian war and the process of settling the conflict in Donbas. The article analyzes the mechanism of interaction between hybrid war and hybrid peace in the Russian-Ukrainian conflict in Donbas, clarifies the essence of war and peace under existing realities, and identifies epistemological reasons that make it impossible to resolve the Russian-Ukrainian conflict in Donbas. The article also analyses the real and probable national and international consequences of the unresolved problem of war and peace in the Russian-Ukrainian conflict on Donbas. The article concludes with a proposal for a possible solution to war and peace on Donbas. Recommendations for resolving the Russian-Ukrainian conflict in Donbas are based on Ukraine and the international community's rejection of the "plot for settlement the internal conflict in Donbas" and recognition of the reality of a war in which the warring party and the aggressor are Russia, but not the phantom DNR/LNR. According to these recommendations, military force should become the main instrument for coercion of Russia for forcing peace and ending the war on acceptable terms for Ukraine. Ukrainian diplomacy must act under the task of war, but not only so much for the sake of "settlement internal conflict on the Donbas." ; Celem artykułu jest zrozumienie, jak rozmyty charakter wojny hybrydowej i pokoju hybrydowego wpływa na ocenę bezpieczeństwa narodowego i podejmowanie decyzji w polityce zagranicznej i bezpieczeństwa, w szczególności prognozowanie i rozwiązywanie problemów. Konflikt ukraiński zagraża istnieniu Ukrainy oraz ogólnemu bezpieczeństwu Europy. Aby właściwie ująć ten problem, za przedmiot badawczy wybrano wojnę rosyjsko-ukraińską w Donbasie. Jako główną metodę badawczą wybrano analizę konfliktu. Wnioski wyciągnięte z analizy prowadzą do wyraźnego rozgraniczenia pojęć wojny, pokoju i konfliktu oraz zmieniają nasz sposób myślenia o tych kategoriach. Problem wojny i pokoju polega na wyrafinowanej substytucji wyobrażeń o stanie tych zjawisk na skutek zacierania się ich granic i interakcji, gdy prawdziwą wojnę zastępuje idea konfliktu wewnętrznego. W takim przypadku problem rozwiązania konfliktu rosyjsko-ukraińskiego w Donbasie nie zostanie rozwiązany, a wojna między Ukrainą a Rosją będzie niedokończona. Osiągnięcie pokoju poprzez "rozwiązanie konfliktu w Donbasie" w ramach rzeczywistej wojny Rosji z Ukrainą nie doprowadzi do jej zakończenia i trwałego pokoju. W takiej sytuacji możliwy jest tylko chwilowy "zimny spokój". Cele badania opierają się na zidentyfikowaniu przyczyn epistemologicznych uniemożliwiających rozwiązanie konfliktu rosyjsko-ukraińskiego w Donbasie oraz wyjaśnieniu ich konsekwencji dla bezpieczeństwa narodowego i międzynarodowego. Wyniki badania opierają się na analizie przebiegu wojny rosyjsko-ukraińskiej oraz rozwiązywania konfliktu w Donbasie. Artykuł analizuje mechanizm interakcji między wojną hybrydową a pokojem hybrydowym w konflikcie rosyjsko-ukraińskim w Donbasie, wyjaśnia istotę problemu wojny i pokoju zgodnie z istniejącymi realiami oraz identyfikuje epistemologiczne przyczyny uniemożliwiające rozwiązanie konfliktu. This PhD originates from a cooperation from CEREMA (Centre for Studies and Expertise on Risks, the Environment, Mobility and Urban Planning), EDF R&R, CERFACS (European Center for Avanced Research and Training in Computational Sciences) and SCHAPI (French national service for flood forecasting). In order to realize the twice-daily vigilance maps, the SCHAPI and the 19 SPC (Services de Prévision des Crues) distributed on the territory, use, among others, the results of numerical models generally launched with a deterministic approach (meteorological forecasts, hydrological and hydraulic modeling). The objective of the thesis is the implementation and evaluation of hydrological and hydraulic ensemble forecasts within the framework of the flood surveillance and forecast carried out by the governmental agencies in order to identify and reduce uncertainties for short to mid-term forecasts (24 hours). The originality of this work lies in the hybrid use of physics-based models and learning models on a large volume of data. For this purpose, meteorological forecasts are used to force a hydrological-hydraulic chained model to provide discharge and water level forecasts. In order to take into account the various sources of uncertainty related to the numerical models, model parameters and associated data, the limits of the deterministic are overcome by an ensemble approach; an ensemble of flow and water level forecasts is thus generated.The study basin is the Odet watershed located in Finistère (France, Brittany). The upstream part of the basin is represented by a hydrological model (GRP or MORDOR-TS). It provides a forecasted inflow for the 1D hydraulic model MASCARET that represents the dynamics of the river, and represents water heights at the downstream observing stations.First, a global sensitivity study (GSA) is carried out for the hydrological and hydraulic models. This is a prerequisite for the generation of ensemble forecasts. The GSA allows to identify the main sources of uncertainty and to perturb the significant uncertain parameters for the generation of an ensemble of forecasted discharges and water levels. The propagation of these uncertainties results in the generation of a raw ensemble for both hydrology and hydraulics, with the hydrological ensembles used to force the hydraulic ensembles. Two methods of ensemble correction are then investigated in the PhD: statistical calibration via the Quantile Regression Forest method and data assimilation calibration via an ensemble Kalman Filter (EnKF). It was shown that both approaches significantly improve the performance of the ensemble in terms of reliability and resolution. Finally, the performance of ensemble forecasts is compared for hydrology and hydraulics and recommendations are made for the operational generation of ensemble flow forecasts within SPCs ; Cette thèse s'inscrit dans le cadre d'un partenariat entre le CEREMA (Centre d'Études et d'expertise sur les Risques, l'Environnement, la Mobilité et l'Aménagement), EDF R&D, le CERFACS (Centre Européen de Recherche et de Formation Avancée en Calcul Scientifique) et le SCHAPI (Service Central d'Hydrométéorologie et d'Appui à la Prévision des Inondations). Afin de réaliser les cartes de vigilance bi-quotidiennes, le SCHAPI et les 19 SPC (Services de Prévision des Crues) répartis sur le territoire utilisent entre autres des résultats de modèles numériques généralement lancés de manière déterministe (prévisions météorologiques, modélisations hydrologique et hydraulique). L'objectif de la thèse est la mise en place et l'évaluation de prévisions d'ensembles hydrologiques et hydrauliques dans le cadre de la vigilance crue-inondation réalisée par les services de l'État afin de mieux appréhender et réduire les incertitudes dans un contexte de prévision à courte et moyenne échéance (24 heures). L'originalité de ce travail réside dans l'utilisation hybride de modèles à base physique et de modèles d'apprentissage sur un important volume de données. Dans cet objectif, les prévisions météorologiques forcent un modèle chaîné hydrologie-hydraulique afin de fournir des prévisions de débit et de hauteurs d'eau. Afin de prendre en compte les diverses sources d'incertitude liées aux modèles numériques, aux paramètres des modèles et aux données associées, l'approche déterministe est remplacée par une approche ensembliste ; on fournit ainsi un ensemble de prévisions de débits et hauteurs d'eau.Le bassin d'étude est le bassin versant de l'Odet situé dans le Finistère. La partie amont du bassin est modélisée par un modèle hydrologique (GRP ou MORDOR-TS). Il fournit une prévision de débit qui sert de forçage au modèle hydraulique 1D MASCARET, qui lui prévoit des hauteurs d'eau aux stations de vigilance en aval.Dans un premier temps, une étude de sensibilité globale (GSA) est menée sur les modèles hydrologiques et hydrauliques. Ceci est un préalable à la génération des prévisions d'ensemble. La GSA permet d'identifier les sources principales d'incertitude et ainsi de perturber les paramètres incertains significatifs pour la représentation des débits et des hauteurs d'eau prévus. La propagation de ces incertitudes aboutit à la création d'un ensemble brut pour l'hydrologie et pour l'hydraulique, les ensembles hydrologiques étant utilisés pour forcer les ensembles hydrauliques. Deux méthodes de correction des ensembles sont alors investiguées dans la thèse : la calibration statistique via la méthode des forêts aléatoires « Quantile Regression Forest » et la calibration par assimilation de données via un filtre de Kalman d'ensemble (EnKF). On a montré que ces deux approches améliorent significativement les performances de l'ensemble en termes de fiabilité et résolution. Enfin la comparaison des performances des prévisions d'ensemble est finalement réalisée pour l'hydrologie et l'hydraulique et des préconisations sont émises pour la génération opérationnelle de prévisions d'ensemble au sein des SPC

Die vorliegende Studie zeigt, dass Daten in der Krise eine herausragende Bedeutung für die wissenschaftliche Politikberatung, administrative Entscheidungsvorbereitung und politische Entscheidungsfindung haben. In der Krise gab es jedoch gravierende Kommunikationsprobleme und Unsicherheiten in der wechselseitigen Erwartungshaltung von wissenschaftlichen Datengebern und politisch-administrativen Datennutzern. Die Wissensakkumulation und Entscheidungsabwägung wurde außerdem durch eine unsichere und volatile Datenlage zum Pandemiegeschehen, verbunden mit einer dynamischen Lageentwicklung, erschwert. Nach wie vor sind das Bewusstsein und wechselseitige Verständnis für die spezifischen Rollenprofile der am wissenschaftlichen Politikberatungsprozess beteiligten Akteure sowie insbesondere deren Abgrenzung als unzureichend einzuschätzen. Die Studie hat darüber hinaus vielfältige Defizite hinsichtlich der Verfügbarkeit, Qualität, Zugänglichkeit, Teilbarkeit und Nutzbarkeit von Daten identifiziert, die Datenproduzenten und -verwender vor erhebliche Herausforderungen stellen und einen umfangreichen Reformbedarf aufzeigen, da zum einen wichtige Datenbestände für eine krisenbezogene Politikberatung fehlen. Zum anderen sind die Tiefenschärfe und Differenziertheit des verfügbaren Datenbestandes teilweise unzureichend. Dies gilt z.B. für sozialstrukturelle Daten zur Schwere der Pandemiebetroffenheit verschiedener Gruppen oder für kleinräumige Daten über Belastungs- und Kapazitätsparameter, etwa zur Personalabdeckung auf Intensivstationen, in Gesundheitsämtern und Pflegeeinrichtungen. Datendefizite sind ferner im Hinblick auf eine ganzheitliche Pandemiebeurteilung festzustellen, zum Beispiel bezüglich der Gesundheitseffekte im weiteren Sinne, die aufgrund der ergriffenen Maßnahmen entstanden sind (Verschiebung oder Wegfall von Operationen, Behandlungen und Prävention, aber auch häusliche Gewalt und psychische Belastungen). Mangels systematischer Begleitstudien und evaluativer Untersuchungen, u.a. auch zu lokalen Pilotprojekten und Experimenten, bestehen außerdem Datendefizite im Hinblick auf die Wirkungen von Eindämmungsmaßnahmen oder deren Aufhebung auf der gebietskörperschaftlichen Ebene. Insgesamt belegt die Studie, dass es zur Optimierung der datenbasierten Politikberatung und politischen Entscheidungsfindung in und außerhalb von Krisen nicht nur darum gehen kann, ein "Mehr" an Daten zu produzieren sowie deren Qualität, Verknüpfung und Teilung zu verbessern. Vielmehr müssen auch die Anreizstrukturen und Interessenlagen in Politik, Verwaltung und Wissenschaft sowie die Kompetenzen, Handlungsorientierungen und kognitiv-kulturellen Prägungen der verschiedenen Akteure in den Blick genommen werden. Es müssten also Anreize gesetzt und Strukturen geschaffen werden, um das Interesse, den Willen und das Können (will and skill) zur Datennutzung auf Seiten politisch-administrativer Entscheider und zur Dateneinspeisung auf Seiten von Wissenschaftlern zu stärken. Neben adressatengerechter Informationsaufbereitung geht es dabei auch um die Gestaltung eines normativen und institutionellen Rahmens, innerhalb dessen die Nutzung von Daten für Entscheidungen effektiver, qualifizierter, aber auch transparenter, nachvollziehbarer und damit demokratisch legitimer erfolgen kann. Vor dem Hintergrund dieser empirischen Befunde werden acht Cluster von Optimierungsmaßnahmen vorgeschlagen: (1) Etablierung von Datenstrecken und Datenteams, (2) Schaffung regionaler Datenkompetenzzentren, (3) Stärkung von Data Literacy und Beschleunigung des Kulturwandels in der öffentlichen Verwaltung, (4) Datenstandardisierung, Interoperabilität und Registermodernisierung, (5) Ausbau von Public Data Pools und Open Data Nutzung, (6) Effektivere Verbindung von Datenschutz und Datennutzung, (7) Entwicklung eines hochfrequenten, repräsentativen Datensatzes, (8) Förderung der europäischen Daten-Zusammenarbeit. ; This study shows that data is of outstanding importance for scientific policy advice, administrative decision preparation and political decision-making in the crisis. During the crisis, however, there were serious communication problems and uncertainties in the mutual expectations of scientific data providers and political-administrative data users. Knowledge accumulation and decision-making were also hampered by uncertain and volatile data on the pandemic, combined with a dynamic development of the situation. Awareness and mutual understanding of the specific role profiles of the actors involved in the scientific policy advisory process, as well as their demarcation in particular, are still to be assessed as insufficient. The study has also identified a variety of deficits with regard to the availability, quality, accessibility, shareability and usability of data, which represent considerable challenges to data producers and users and reveal a need for extensive reform, since, on the one hand, important data sets for crisis-related policy advice are lacking. On the other hand, the depth of focus and differentiation of the available data stocks are partly insufficient. This applies, for example, to socio-structural data on the severity of the pandemic impact of different groups or to small-scale data on burden and capacity parameters, such as staffing levels in intensive care units, health offices and care facilities. There are also data deficits with regard to a holistic pandemic assessment, for example with regard to the health effects in a broader sense that have arisen as a result of the measures taken (postponement or discontinuation of operations, treatments and prevention, but also domestic violence and psychological stress). In the absence of systematic accompanying studies and evaluative research, there are also data deficits with regard to the effects of containment measures or their removal at the territorial level. Overall, the study shows that optimising data-based policy advice and political decision-making in times of crisis as well as between crises is not just a matter of producing "more" data and improving its quality, linkage and sharing. Rather, the incentive structures and interests in politics, administration and science as well as the competences, action orientations and cognitive-cultural imprints of the various actors must also be taken into account. Incentives must be set and structures have to be created in order to strengthen the interest, the will and the skill to use data. This does not only apply for political and administrative decision-makers, but also for academics who are needed to feed data into the system. In addition to preparing information in a way that is appropriate for the target group, this also involves designing a normative and institutional framework within which the use of data for decision-making can be more effective, more qualified, but also more transparent, more comprehensible and thus more democratically legitimate. Against the background of these empirical findings, eight clusters of optimisation measures are proposed: (1) Establishment of data routes and data teams, (2) Creation of regional data competence centres, (3) Strengthening data literacy and accelerating cultural transformation in public administration, (4) Data standardisation, interoperability and register modernisation, (5) Expanding public data pools and open data use, (6) Linking data protection and data use more effectively, (7) Development of a high-frequency, representative data set, (8) Promoting European data cooperation.

Problem setting. The system of public administration is a complex set of related elements and entities that interact with each other, so the manifestation of negative corruption minimizes the possibility of achieving positive results in the process of these communications. Special attention should be paid to the functioning of the customs system, which is an important part of the national economy of Ukraine. In this area, corruption abuses are extremely pronounced, given the peculiarities of the customs industry. This problem is acute and urgent, as its existence causes the progression of those negative phenomena that are currently present in the customs system of Ukraine and reduce the effectiveness of public administration in general.Recent research and publications analysis. The issue of corruption in the context of public administration is the subject of research by many scientists: V.Averyanov, O.Antonova, V.Bashtannyk, Y.Bytyak, I.Borodin, A.Vasyliev, I.Golosnichenko, E.Dodin, L.Koval, V.Kolpakov, A.Komzyuk, N.Lypovska, V.Olefir, O.Ostapenko, I.Pakhomov, O.Petrenko, S.Seryogin, I.Khozhylo, V.Shamray, H.Yarmaki etc. Given the wide range of researchers who study the specifics of corruption in the context of public administration, it is worth noting the significant gaps in the assessment of this issue from a sectoral perspective. In particular, it should be noted the great need to study corruption in customs and find ways to minimize this shameful phenomenon in modern conditions.Highlighting previously unsettled parts of the general problem. The need to analyze corruption processes in the customs authorities and substantiate offers for anti-corruption actions in the field of public administration led to the choice of the topic of the article.Paper main body. Corruption in the general sense can be defined as the illegal activity of persons called to perform the functions of the state, in the form of misuse of their powers in order to obtain benefits by increasing their material wealth, obtaining illegal services or benefits.Global trends indicate the presence of corruption in all countries, so this issue is a priority in solving all spheres of life, both developed and developing countries. In particular, public administration of European countries in the political, informational, institutional and legal context is aimed at combating corruption. To this end, there are such institutions common to EU countries as Greco, the Venice Commission, Olaf, Eurojust, Europol and others. At the interstate level, they coordinate and provide information and analytical support for anti-corruption measures, develop common legal standards in the form of community regulations.In the field of public administration, there is a sufficient legal resource on the basis of which it is possible to ensure anti-corruption policy in the state and, in particular, in the customs sphere. However, the customs system is characterized by a wide range of unresolved issues related to corruption abuses. Accordingly, there is a need to develop offers for overcoming and preventing corruption: development and implementation in the practice of customs authorities of methodological recommendations relating to their employees and aimed at resolving conflicts related to corruption; observance by customs officers of relevant ethical norms, which must harmonize with anti-corruption activities; effective application of responsibility to those guilty of corruption and comprehensive implementation of measures aimed at combating corruption; clear identification of those responsible for corruption in areas where there is a high risk of such abuses; regulation of procedures aimed at preventing corruption of customs officers in the performance of their official duties.Anti-corruption in customs authorities in the context of ensuring the effectiveness of public administration should include the implementation of the following measures: development of conceptual foundations of anti-corruption policy in the customs sphere; adopt a Code of Ethics for Customs Officers in accordance with the needs of anti-corruption policy; effective implementation of the principle of equality before the law in the context of reducing corruption; ensuring equal responsibility for corrupt actions not only for individuals but also for legal entities; ensure the absence of immunity from corrupt practices for officials, including senior executives; delimit the powers of bodies engaged in anti-corruption activities; to intensify the public to combat corruption; wide informing of the public about cases of corruption in customs bodies.Conclusions of the research and prospects for further studies. The problem of corruption in public authorities is a long-standing and painful issue in Ukraine. This problem is especially acute in the activities of customs authorities, as their activities are directly related to foreign economic activity, significant flows of goods and flows of financial resources across the customs border of the state. In turn, this is a direct threat to the country's national security. Given the fact that Ukraine ranks relatively low in global rankings on the existence of corruption abuses, it is necessary to take decisive measures to reduce the manifestations of this phenomenon, in particular, in the customs authorities. ; Обґрунтовано потребу протидії корупції в митних органах у контексті забезпечення ефективності публічного управління. Зроблено акцент на проблемі корупції, яка існує на міжнародному рівні, та на місці України в антикорупційному рейтингу. Розглянуто специфіку проявів корупційних явищ у митних органах. Представлено заходи протидії корупції в митних органах у контексті забезпечення ефективності публічного управління в сучасному українському суспільстві.

Problem setting. The article examines the possibilities of providing employment for young people through the activities of public communities. An environment that will allow young people to develop themselves in the communities where they were born, live and plan to stay.Recent research and publications analysis. Youth employment is very closely linked to the general employment situation. However, it has its own dimensions and problems that require specific measures. Domestic scholars, for instance, Yu. Palahniuk, O. Shtym, G.Koval, Y. Makogon paid considerable attention to the European experience of youth employment policy, and G. Koval, M. Karpulenko, Y. Hetmanenko studied the state youth policy in general. Highlighting previously unsettled parts of the general problem. The article analyzes the typical challenges of youth employment: unemployment, going abroad; an insufficient level of qualification and opportunities to involve young people through the cooperation of educational institutions and opportunities to involve young people in cooperation of educational institutions; non-formal education; participation in local community self-government. As a result of the research, it is proposed to develop an effective state youth policy in ensuring youth employment in small communities through the development of youth entrepreneurship; activation of youth and involvement in community activities, inclusion of youth in councils and committees. Therefore, the object of study is youth employment through the activities of young communities in Ukraine. Paper main body. In Ukraine, youth unemployment is associated primarily with underdevelopment and economic growth, trends in the international economy's globalization. It is migration processes that strongly influence the situation on the world labor market because, during the growth of cross-border movements, more and more young people leave their homes in the hope of finding work, which leads to migration from rural areas to cities or other countries. This will have an impact on labor markets in their countries as well as abroad. The International Labor Organization estimates that about 85,3 million young women and men were unemployed worldwide in 2020, or 44 per cent of the world's unemployed. Many more young people try to earn a living in the informal economy and often end up as unemployed, unskilled young people. To replace older ones, they hire even younger children for lower pay, thus greatly reducing the chances of providing education for both. It is estimated that 59 million young people between the ages of 15 and 17 are employed in unsafe jobs.Unemployment is one of the problems of young people in small communities of Ukraine, as 73% of young people do not see opportunities for even temporary employment due to lack of supply in the market, and 27% due to housekeeping.Traditionally, the lower unemployment rate in rural areas is due to participation in housekeeping. However, this positive fact about the lower unemployment rate among rural youth is reduced by a longer unemployment period. According to the research, the experience of youth unemployment is more devastating for them than for their parents because parents have fewer economic means to support their children. Accordingly, the development of youth in the community is impossible without creating employment conditions.An important factor is to acquaint young people with the trends and directions of development of the whole territorial community and even better involve them in the planning process, allowing them to assess the threats and challenges to the development of small communities. Accordingly, contributing to education and informing about medium-term prospects and available vacancies are practical things that can already make youth unemployment low.The article describes the main provisions of the youth program "DOBRE", which operates in Ukraine. This program offers its own 4-level system of youth involvement: "Hear youth", "Develop youth", "Strengthen youth", "Support youth". Addressing the lack of support and activity of young people in small communities is done by creating the opportunities they need for young people, namely creating enough jobs, developing opportunities, decent pay, and creating a sense that young people are included in community life. Also, the priorities are adhered to and supported by the community.Conclusions of the research and prospects for further studies. To solve the problem of youth employment, it is necessary to form state guarantees aimed at stimulating self-employment and entrepreneurial activity of young people; improving the legal framework in the context of preferential taxation of enterprises that hire young workers; active control and monitoring of labor market and educational services indicators to timely adjust and take the necessary measures, as well as to implement a preventive policy of youth employment. An important area of problem-solving is forming a mechanism for effective interaction between government, business and education, which determines the coordination of efforts and joint activities aimed at improving the situation on the labor market and providing young people with jobs. The state's policy in the field of youth employment needs to be improved, taking into account the current state of the labor market, new trends in social and labor relations through the introduction of best foreign experience and its adaptation to domestic realities. ; Проаналізовано типові виклики зайнятості молоді: безробіття, виїзд за кордон; недостатній рівень кваліфікації та можливості зайнятості молоді через співпрацю навчальних інституцій із місцевими та регіональними роботодавцями; неформальна освіта; участь у місцевому самоврядуванні громади. Запропоновано розробити ефективну державну молодіжну політику щодо забезпечення зайнятості молоді в малих громадах через: розвиток молодіжного підприємництва; активізацію молоді та залучення до діяльності громади; включення молоді у ради і комітети.

For a certain category of persons in particular cases legislator provides for a special procedure of criminal proceedings as well as mandatory participation of a defender (Article 52, The Code of Criminal Procedure) to create additional person defense guarantees in criminal proceedings. The article is devoted to study of problem aspects of legislative regulation of defense mandatory participation in criminal proceedings. The importance of defense mandatory participation is emphasized as rendering legal aid to a person in criminal proceedings. This article is devoted to study the importance of the mandatory participation of a defender in criminal proceedings and on the basis of obtained data, with due consideration of international standards of human rights protection in criminal proceedings, to submit substantiated author's proposals as regards the expansion of the circle of grounds for the mandatory participation of a defender in Ukrainian criminal proceedings. Within the topic of study we analyzed criminal procedural legislation in force, research works in this area, decisions of European Court oh Human Rights, aiming to reveal deficiencies in law and submit author's proposals as regards their elimination. According to normative sense of Article 52, The Code of Criminal Procedure of Ukraine, the article gives classification of the grounds for mandatory participation of a defender depending on: 1) consideration of severity of a crime; 2) consideration of personal data of a defendant held criminally liable; 3) peculiarities of criminal proceedings. Proposals are presented aimed to improve legislative regulation of Ukrainian criminal procedural law. It is proposed to add one more reason connected to the circumstance that the defendant denies suspicion against him/her and/or denies his/her guilt in commission of criminal offense. The proposal consists in addition to Article 52, Part 2, The Code of Criminal Procedure of Ukraine of new Item 10 postulating the mandatory participation of a defender in criminal proceedings against persons who deny a suspicion as specified in Suspicion Notice on deny pleading guilty at court session. ; Для определенной категории лиц в отдельных случаях законодатель предусматривает особые порядки уголовного производства, а также обязательное участие защитника (ст. 52 Уголовного процессуального кодекса Украины, далее – УПК Украины), что создает дополнительные гарантии для защиты лица в уголовном производстве. В статье исследованы проблемные аспекты нормативного регулирования обязательного участия защитника в уголовном производстве. Раскрывается значение обязательного участия защитника, который предоставляет лицу профессиональную правовую помощь в уголовном производстве. Целью статьи определено исследование значения обязательного участия защитника в уголовном производстве и на основании полученных данных с учетом международных стандартов защиты прав лиц в уголовном производстве аргументируются авторские предложения по расширению круга оснований обязательного участия защитника в уголовном процессе Украины. В пределах исследуемой тематики, с целью выявления пробелов нормативного регулирования и предоставления авторских предложений по их решению, проанализировано действующее уголовное процессуальное законодательство, исследования соответствующей направленности, решения Европейского суда по правам человека. В соответствии с нормативным содержанием ст. 52 УПК Украины, в статье проводится группировка оснований обязательного участия защитника на следующие группы в зависимости от: 1) учета тяжести преступления; 2) учета личных данных лица, привлекаемого к уголовной ответственности; 3) особенностей уголовного производства. Вносятся предложения, направленные на совершенствование норм Уголовного процессуального законодательства Украины. Предлагается дополнение данной классификации еще одним основанием, которое связано с наличием возражения лица против подозрения и / или не признание виновности в совершении уголовного преступления. Вносятся предложения дополнить ч. 2 ст. 52 УПК Украины новым п. 10 о том, что участие защитника является обязательным в уголовном производстве при не признании подзащитным лицом подозрения, изложенное в сообщении о подозрении, и/или не признании виновным во время судебного разбирательства. ; Для певної категорії осіб в окремих випадках законодавець передбачає особливі порядки кримінального провадження, а також обов'язкову участь захисника (ст. 52 Кримінального процесуального кодексу України, далі – КПК України), що створює додаткові гарантії для захисту особи у кримінальному провадженні. Тож у статті досліджено проблемні аспекти нормативного регулювання обов'язкової участі захисника у кримінальному провадженні. Розкривається значення обов'язкової участі захисника, який надає особі професійну правничу допомогу у кримінальному провадженні. Метою статті визначено дослідження значення обов'язкової участі захисника у кримінальному провадженні та на підставі отриманих даних, з урахуванням міжнародних стандартів захисту прав осіб у кримінальному провадженні надані аргументовані авторські пропозиції щодо розширення кола підстав обов'язкової участі захисника у кримінальному процесі України. У межах досліджуваної тематики, з метою виявлення прогалин нормативного регулювання та надання авторських пропозицій щодо їх вирішення, проаналізоване чинне кримінальне процесуальне законодавство, дослідження відповідної спрямованості, рішення Європейського суду з прав людини. Відповідно до нормативного змісту ст. 52 КПК України у статті проводиться групування підстав обов'язкової участі захисника на такі групи залежно від: 1) урахування тяжкості злочину; 2) урахування особистих даних особи, яка притягується до кримінальної відповідальності; 3) особливостей кримінального провадження. Внесено пропозиції, спрямовані на удосконалення норм Кримінального процесуального законодавства України, зокрема, доповнення даної класифікації ще однією підставою, яка пов'язана з наявністю заперечення особою підозри та/або не визнання винуватості у вчиненні кримінального правопорушення. Запропоновано доповнити ч. 2 ст. 52 КПК України новим п. 10 про те, що участь захисника є обов'язковою у кримінальному провадженні щодо осіб при запереченні ними підозри, викладеної у повідомленні про підозру, та/або не визнанні себе винним під час судового розгляду.

Abstract.The study of the formation of adaptive competence of future pilots in the training process is relevant given the active integration of Ukrainian aviation into the world community, development of relations and increasing interoperability of Ukrainian military aviation with the NATO Air Forces, in accordance with the Military Doctrine of Ukraine and the Strategic defense bulletin, as well as the urgent need to use the rules of the International Civil Aviation Organization (ICAO), the International Air Transport Association (IATA) and the European Aviation Safety Agency (EASA), which cooperate with ICAO, when using the common airspace. Recently, civil and military aviation have been working closely together, and military pilots are increasingly involved in evacuating the population during emergencies abroad, multinational military exercises, etc. Pilots of civil and military aviation of Ukraine should adapt to the requirements of the new environment as soon as possible, and higher education institutions that train pilots should adjust the training process in accordance with the new requirements. The issue of adaptive competence in general and in particular, the adaptive competence of future pilots has not been sufficiently studied yet in the modern scientific literature and therefore needs further consideration. The article aims to define and characterize the basic concepts of formation of adaptive competence of future pilots in the process of their training, which will be followed by scientific substantiation, creation of structural-functional model of formation of adaptive competence of future pilots, and creation and approbation of author's technology at the educational institutions which train pilots. The article considers and investigates the concepts of adaptation and its types; professional adaptation of the pilot; adaptability; competencies and competency; professional competency of the future pilot, its components and criteria of its formation; concepts and features of adaptive competency of future pilots. It also describes and characterizes the features of the future activities of pilots and certain requirements for the training of pilots in civil and military aviation. Формирование адаптивной компетентности будущих летчиков в процессе профессиональной подготовки является актуальным, учитывая активную интеграцию украинской авиации в мировое сообщество, развитиевзаимосвязей и повышение уровня взаимосовместимости военной авиации Украины с Военно-воздушными силами НАТО, согласно требований Военной доктрины Украины и Стратегического оборонного бюллетеня, а также насущной необходимостью использования норм Международной организации гражданской авиации (ИКАО), Международной ассоциации воздушного транспорта (IATA) и Европейского агентства по безопасности полетов (EASA), которые сотрудничают с ИКАО, при использовании общего воздушного пространства. В последнее время гражданская и военная авиация работают в тесном сотрудничестве, военные летчики все привлекаются к выполнению задач эвакуации населения во время экстремальных ситуаций за рубежом, многонациональных военных учений. Летчики гражданской и военной авиации Украины должны адаптироваться к требованиям новой среды, а заведения высшего образования, готовящие пилотов корректировать процесс обучения в соответствии с новыми требованиями. Вопрос адаптивной компетентности вообще и в частности, адаптивной компетентности будущих летчиков недостаточно исследован в современной научной литературе и требует дальнейшего рассмотрения. Статья имеет целью определить и охарактеризовать основные понятия формирования адаптивной компетентности будущих летчиков в процессе их подготовки. Этипонятия в дальнейшем будут научнообоснованы, создана структурно-функциональная модель формирования адаптивной компетентности будущих летчиков, а также создана и апробирована авторская технология реализации этой модели в учреждениях высшего образования, готовящих пилотов.В статье рассматриваются понятия адаптации и ее виды; профессиональной адаптации пилота; адаптивности; компетенции и компетентности; профессиональной компетентности будущего пилота, еесоставляющие и критерии ее сформированности; понятие и особенности адаптивной омпетентности будущих летчиков. Останнім часом громадянська та військова авіація працюють в тісній співпраці, військові льотчики все залучаються до виконання завдань евакуації населення під час екстремальних ситуацій за кордоном, багатонаціональних військових навчань. Льотчики цивільної та військової авіації України повинні адаптуватися до вимог нового середовища, а заклади вищої освіти, які готують пілотів коригувати процес навчання відповідно до нових вимог. Питання адаптивної компетентності взагалі і зокрема, адаптований компетентності майбутніх льотчиків недостатньо досліджений в сучасній науковій літературі та вимагає подальшого розгляду. Стаття має на меті визначити та охарактеризувати основні поняття формування адаптивної компетентності майбутніх льотчиків в процесі їх підготовки. Етіпонятія надалі будуть науково обґрунтовані, створена структурно-функціональна модель формування адаптивної компетентності майбутніх льотчиків, а також створена і апробована авторська технологія реалізації цієї моделі в закладах вищої освіти, які готують пілотів.У статті розглядаються поняття адаптації та її види; професійної адаптації пілота; адаптивності; компетенції і компетентності; професійної компетентності майбутнього пілота, еесоставляющіе і критерії її сформованості; поняття і особливості адаптивної омпетентності майбутніх льотчиків. The aim of the research is to reveal the preconditions, history of the opening and functioning of the Ukrainian Academy of Arts (hereinafter – UAA) – the first institution of higher art education in Ukraine in 1917–1920. The research methodology is based on the principles of historicism, objectivity in the assessment of historical events and phenomena, systematics and comprehensiveness, which together allowed to reveal the subject field of research. The scientific novelty of the article is that despite the presence of historical and artistic explorations about the UAA, its functioning during 1917–1920 is a relevant poorly studied subject of special complex historical and art studies. The general scientific significance of the study of the history of the UAA is in the reconstruction of the complete, holistic process of organization and activity of the UAA as the first artistic institution of higher education of the period of national and cultural revival of 1917–1921. A wide range of historiographical and source base of the researched problem by domestic and foreign scientists during 1917–2020 has been analysed. The role of the Ukrainian Central Council, the General Secretariat of Education, the artistic elite in the establishment and activity of the UAA has been characterised. The normative and legal bases of its organization by means of the analysis of statutory documents have been traced. The main directions of work of the first professors (M.Boichuk, M.Burachek, M.Zhuk, V.Krychevskyi, F.Krychevskyi, A.Manevych, O.Murashko, H.Narbut) and rectors of the UAA (F.Krychevskyi, O.Murashko, H.Narbut, M.Burachek,) have been determined. The information on the art exhibition of the first professors of the UAA, organized on the opening day of the Academy, December 5, 1917, has been given. The work on the creation of the National Art Gallery at the Academy has been indicated. It is claimed that almost the entire revolutionary period (1917–1921) has been marked for the UAA by difficulties of the organizational, material, educational and methodological nature, which negatively affected the course of the educational process. The Conclusions. It is concluded that despite the short academic status of the UAA (1917–1922), in the extremely difficult revolutionary, military and political, socio-economic conditions, the academy was formed as a leading centre of national and cultural revival in Ukraine, the centre for consolidation of artistic intelligentsia, it gained popularity among the general population and it gained prestige in the artistic environment of the European countries. The foundation for the development of the Ukrainian culture, laid on the initiative of the creative intelligentsia, continued to develop even in the chaos of the civil war and revolution. The UAA, which began its activities so brilliantly in 1917, was subsequently subjected to devastating blows from the Bolshevik political system. The aim of the research is to reveal the preconditions, history of the opening and functioning of the Ukrainian Academy of Arts (hereinafter – UAA) – the first institution of higher art education in Ukraine in 1917–1920. The research methodology is based on the principles of historicism, objectivity in the assessment of historical events and phenomena, systematics and comprehensiveness, which together allowed to reveal the subject field of research. The scientific novelty of the article is that despite the presence of historical and artistic explorations about the UAA, its functioning during 1917–1920 is a relevant poorly studied subject of special complex historical and art studies. The general scientific significance of the study of the history of the UAA is in the reconstruction of the complete, holistic process of organization and activity of the UAA as the first artistic institution of higher education of the period of national and cultural revival of 1917–1921. A wide range of historiographical and source base of the researched problem by domestic and foreign scientists during 1917–2020 has been analysed. The role of the Ukrainian Central Council, the General Secretariat of Education, the artistic elite in the establishment and activity of the UAA has been characterised. The normative and legal bases of its organization by means of the analysis of statutory documents have been traced. The main directions of work of the first professors (M.Boichuk, M.Burachek, M.Zhuk, V.Krychevskyi, F.Krychevskyi, A.Manevych, O.Murashko, H.Narbut) and rectors of the UAA (F.Krychevskyi, O.Murashko, H.Narbut, M.Burachek,) have been determined. The information on the art exhibition of the first professors of the UAA, organized on the opening day of the Academy, December 5, 1917, has been given. The work on the creation of the National Art Gallery at the Academy has been indicated. It is claimed that almost the entire revolutionary period (1917–1921) has been marked for the UAA by difficulties of the organizational, material, educational and methodological nature, which negatively affected the course of the educational process. Senator Lamar Alexander's explanation for who should decide what to do about the president's actions in Ukraine is absurd,  and represents fundamental ignorance about the Founders.

In an interview with Chuck Todd, Senator Alexander suggests that while he found the actions by President Trump concerning the withholding of aid to Ukraine inappropriate, the were not impeachable and—furthermore—that whether they merit removal is a judgment best left to the people. Let's address the final point first: the people, and not the Senate, should decide in the forthcoming election whether the Ukraine allegations merit removal. Hogwash. 



First, the Founders were not democrats (small d) but republicans (small r). All kinds of checks and balances are put in place to insulate government institutions from the voice of the people because the Founders feared mob rule—particularly mob rule swayed by a demagogue. The Founders created the Electoral College, with voters casting votes for electors who—according to the scheme laid out in the Constitution—were supposed to exercise independent judgment when selecting the president. Furthermore, the founders expected (wrongly, it turns out) that it would be challenging for any candidate to achieve a majority of votes in the electoral college; thus, the House of Representatives would often decide who would serve as president. All of these factors point quite clearly to the notion that will of the people is really to be refined by several institutional checks and filters.



So, to Alexander's point: No. It's up to the Senators to decide whether the act is impeachable or not. Not the people in elections. That represents a profound ignorance of the Constitution and the situation facing the Founders.



To the second point about to what constitutes a high crime and misdemeanor, it is absolutely clear that the Founders were petrified about foreign influence in elections and the conduct of national affairs. This is why the citizenship and residency requirements exist for the presidency: To prevent a European puppet from taking the throne. I have to assume at some point Senator Alexander read President Washington's Farewell address, which cautions the nation about entangling foreign alliances. Seeking foreign involvement in an election is precisely what President Trump did (and Alexander does not contest this point), which is precisely what the Founders thought was dangerous. And, to be plain, it is exactly the Senate that should decide these issues because they are supposed to be removed from the passions of the people given their longer terms and (at least at the Founding) their indirect election. I read the Federalist papers in college. Did they?



Then, there's the stubborn fact (as John Adams would write) that the president broke the law: His withholding the aid in the first place was an illegal impounding (I cover this in my presidency and Congress class; Congress appropriates, and the Supreme Court has upheld this repeatedly) and he was accepting aid to assist in his reelection (breaking those silly campaign finance laws put into place after massive abuses by the Nixon campaign forces that had little to do with Watergate).



Finally, the issue of removal from office and the ability to run for president in the future. Yes, a grave action indeed—but again, given the fear of Kings and demagogues, again, this is precisely why the Senate must have this ability. The danger is a president who is supported by the majority of the people—that pesky majority tyranny that Madison warned against—who must be removed from the ballot because they can manipulate the popular will to retain office and work their will to oppress the minority. The Senate is a check on this! As Hamilton himself wrote (and Congressman Schiff quoted during the Senate trial):





When a man unprincipled in private life desperate in his fortune, bold in his temper, possessed of considerable talents, having the advantage of military habits — despotic in his ordinary demeanour — known to have scoffed in private at the principles of liberty — when such a man is seen to mount the hobby horse of popularity — to join in the cry of danger to liberty — to take every opportunity of embarrassing the General Government & bringing it under suspicion — to flatter and fall in with all the non sense of the zealots of the day — It may justly be suspected that his object is to throw things into confusion that he may 'ride the storm and direct the whirlwind.'

On a personal note, I worked as a field staffer for Senator Alexander fresh out of college more than twenty years ago—on his presidential campaign. To say that I am disappointed in his position and behavior is a gross understatement. America deserved better from him—and the rest of the Republican caucus in the U.S. Senate. If you are upset, you know what to do. Vote like your life depends on it--because it does.

The thesis adresses the estimation and control of coupled partial differential equations (PDEs). The first application is in the area of fluid system cryogenics at CERN. A new technology for cooling is now developing at CERN using CO2 as the cooling refrigerant. The objective of a cooling cycle is to pump a cold fluid to cool the hot silicon detectors. The cooling cycle contains elements called heat exchangers. These devices are used to exchange energy from the hot fluid to the cold one through a wall interface. The dynamics of the exchangers are modelled by variables that vary not only in time, but also in space, such temperatures, pressures and mass flow rates. We address in this thesis three automatic control problems that are related to heat exchangers. The first one is to synthesise an adaptive observer to estimate the distributed temperatures and also the heat transfer coefficient of a heat exchanger running single phase CO2 as the working refrigerant. The mathematical model is based on linear coupled hyperbolic partial differential equations. The second problem is to design a boundary observer to estimate the states of a heat exchanger with flows that are changing phase. The mathematical model involves nonlinear hyperbolic equations of balance laws. The third problem is to investigate the importance of the diffusion property in heat exchangers. This is done through the study of mathematical models involving coupling between different classes of PDEs: hyperbolic and parabolic. The second application of the thesis is the exhaust car system equipped with dual EGR loops for diesel engines (Renault). Emission limits for Diesel engines have been imposed by the European legislation to minimize the road transport pollution, which remains the most important source of urban air pollution in Europe with respect to NOx (nitrogen oxides) and CO (carbon monoxide). The environmental demands force the car engine designers to develop new technologies to decrease the fuel consumption and the emission levels while satisfying the desired engine drivability conditions. One of the new configurations, that can provide adequate conditions for multiple combustion modes is the Dual exhaust gas regulation (EGR) with both high-pressure (HP) and low-pressure (LP) recirculation. The EGR system is modelled using networks of hyperbolic PDEs coupled with time varying oridinary differential equations (ODEs). The fourth objective of the thesis is to design boundary adaptive estimators for such kind of systems. ; La thèse aborde sur l'estimation et le contrôle d'équations aux dérivées partielles couplées (EDP). La dynamique des échangeurs est modélisée par des variables qui évoluent non seulement dans le temps, mais aussi dans l'espace, telles que les températures, les pressions et les débits massiques. Nous abordons dans cette thèse trois problèmes de contrôle automatique liés aux échangeurs de chaleur. Le premier consiste à synthétiser un observateur adaptatif pour estimer les températures distribuées ainsi que le coefficient de transfert de chaleur d'un échangeur fonctionnant au CO2 monophasé comme fluide de refroidissement. Le modèle mathématique est basé sur des équations hyperbolique aux dérivées partielles linéaires couplées dans le domaine. Le deuxième problème est de concevoir un observateur de frontière pour estimer les états d'un échangeur de chaleur avec des fluides qui changent de phase. Le modèle mathématique implique des équations hyperboliques non linéaires décrivant les lois d'équilibre. Le troisième problème est d'étudier l'importance de la propriété de diffusion dans les échangeurs de chaleur. Ceci implique l'étude de modèles mathématiques impliquant le couplage entre différentes classes d'EDP: hyperboliques et paraboliques. La deuxième motivation de la thèse est le système d'échappement de voiture équipé de doubles boucles EGR pour moteurs diesel (Renault). Des limites d'émission pour les moteurs diesel ont été imposées par la législation européenne pour minimiser la pollution des transports routiers, qui reste la source la plus importante de pollution de l'air urbain en Europe en ce qui concerne les NOx (oxydes d'azote) et CO (monoxyde de carbone). Les exigences environnementales obligent les concepteurs de moteurs de voitures à développer de nouvelles technologies pour diminuer la consommation de carburant et les niveaux d'émissions tout en satisfaisant les conditions de conduite du moteur souhaitées. L'une des nouvelles configurations, qui peut fournir des conditions adéquates pour plusieurs modes de combustion, est la double régulation des gaz d'échappement (EGR) avec recirculation à la fois haute pression (HP) et basse pression (LP). Le système EGR est modélisé à l'aide d'un réseau d'EDP hyperboliques couplées à d'équations aux dérivées ordinaire (EDO) variant dans le temps. caused by the integration of the domestic education system into the European space, so it is important to study and analyze the experience of formation and change of previous, pre-Soviet educational systems in Ukraine.The purpose of the study is to analyze the process of the formation of commercial education in the Right Bank of Ukraine in the post-reform period and to determine the factors that influenced its development.The research methodology is based on the application of the principles of scientificity, objectivity, historicism, and systematicity. The use of historical-systemic, functional, and historical-comparative methods allowed to study the process of establishment and functioning of the first commercial schools.The genesis of the historiography of the problem had the following stages: 1) the work of pre-revolutionary authors (second half of the XIX century - 1917), which depended on censorship restrictions and in which moderately complementary guidelines prevailed; 2) research of representatives of Soviet historiography (1917 - 1991) years), which operated in conditions of ideological constraints dominated by the relevant critical paradigm; 3) works of modern authors (since 1991 - till now), in which attempts are made to develop a balanced position taking into account both positive and negative trends in the development of secondary education in the Russian Empire in the relevant period. However, the field of research of scientists left the facts that contributed to the development of commercial education as a holistic system of training entrepreneurs for the country in the second half of the nineteenth - early twentieth century.Results. The reforms of the Russian Emperor Alexander II in the second half of the XIX century led to the rapid industrialization of the country, as well as gave a powerful impetus to the development of industry, trade, banking, and exchange. All this raised the need for new qualified personnel and gave impetus to the solution of a long-overdue educational issue.In the 1860s and 1990s, the development of commercial education on the Right Bank was carried out on the initiative and at the expense of the region's industrial and merchant circles. In an effort to remove Poles and Jews from power in the province and to limit their influence on the population, the imperial authorities were reluctant to support initiatives to establish commercial schools. Even with permission to open a school, various bans were imposed on the content and organization of education.At the turn of the century, the situation changed somewhat. Polish influence in the right-bank provinces weakened, which allowed the introduction of zemstvos and a revision of educational policy. The government is now more willing to establish commercial institutions, although quotas for Polish and Jewish children remain. Zemstvos provided significant financial support to schools and their low-income students.Conclusions. Under the influence of qualitative state-building changes and active activity of the new elite, which sought further financial prosperity through professional education and establishment of educational institutions at its own expense, a network of commercial educational institutions was formed in the Right Bank Ukraine in the post-reform period. The effectiveness of this process was greatly influenced by the state, exercising its own legislative, supervisory, and regulatory functions in order to limit the political ambitions and influences of the Polish and Jewish minorities. ; Artykuł dotyczy rozwoju edukacji komercyjnej na Ukrainie Prawobrzeżnej w okresie po reformie w warunkach modernizacji społeczno-ekonomicznej. Zwrócono uwagę na rolę tworzonych komercyjnych instytucji edukacyjnych w kształceniu specjalistów gospodarki. Stwierdzono, że powstanie pod wpływem jakościowych zmian państwotwórczych nowej elity, która dążyła do dalszego dobrobytu poprzez upowszechnianie edukacji komercyjnej i tworzenie instytucji edukacyjnych na własny koszt. Metodologia badań opiera się na zastosowaniu zasad naukowości, obiektywizmu, historyzmu, systematyki. Zastosowanie metod historyczno-systemowych, historyczno-porównawczych i funkcjonalnych pozwoliło na zbadanie procesu powstawania i funkcjonowania szkół komercyjnych, ukazanie elastyczności sytuacyjnej władzy najwyższej w zaspokajaniu potrzeb elity miejscowej. ; Вступ На сучасному етапі в Україні тривають реформи, спричинені інтеграцією вітчизняної системи освіти в європейський простір, тому важливо вивчити та проаналізувати досвід формування та зміни попередніх, дорадянських систем освіти в Україні. Метою дослідження є аналіз процесу формування комерційної освіти на Правобережній Україні в пореформений період та визначення факторів, що вплинули на її розвиток. У статті розглянуто розвиток комерційної освіти на Правобережній Україні пореформеного періоду в умовах соціально-економічної модернізації. Звернено увагу на роль створюваних комерційних навчальних закладів у підготовці спеціалістів для економіки. Зроблено висновок про формування під впливом якісних державотворчих змін нової еліти, яка прагнула до подальшого процвітання через поширення комерційної освіти і заснування навчальних закладів власним коштом. Методологія дослідження базується на застосуванні принципів науковості, об'єктивності, історизму, системності. Використання історико-системного, історико-порівняльного та функціонального методів дозволило дослідити процес заснування та функціонування комерційних училищ, показати ситуаційну гнучкість верховної влади у задоволенні запитів місцевої еліти. Висновки. Характерною особливістю розвитку Правобережної України в пореформений період стала поява навчальних закладів, які створювались за власні кошти представниками нової еліти, що усвідомила важливість розвитку професійної освіти. Ці процеси відбувались під впливом якісних державотворчих змін та стимулювались прагненням подальшого фінансового процвітання. Державні інституції Російської імперії відігравали помітну роль, виконуючи законодавчі, наглядові та регуляторні функції з метою обмеження політичних амбіцій та впливу польської та єврейської громад на Правобережжі.

El objetivo de esta investigación es resaltar la importancia de la relación de causa y efecto entre una sociedad y el espacio que produce. A través del análisis de Blok 5 (1977), un complejo residencial colectivo en Podgorica, Montenegro, y su transformación a lo largo de los 40 años, este documento establece la ambición de revelar una parte de los problemas socio-espaciales relacionados con la transición que las ciudades montenegrinas son enfrentando hoy en día. La estructura de este artículo implica dos componentes constitutivos y complementarios, es decir, un nivel científico-teórico y otro práctico. La parte teórica de la investigación se basa en una revisión sistemática de la literatura que trata sobre la relación entre la sociedad, la ciudad y el espacio arquitectónico, así como el concepto de trabajo abierto. Dado que la investigación examina las transformaciones socio-espaciales de las ciudades montenegrinas en el contexto del cambio social, económico y político, esto ha sido ilustrado por un extracto de la práctica: el estudio de caso de Blok 5. Dado que el documento relaciona directamente la calidad de la sociedad A la calidad de las transformaciones espaciales a lo largo del tiempo, esta investigación, en última instancia, llega a la conclusión de que, para que una sociedad tenga una postura afirmativa hacia su propio espacio, esa misma sociedad necesita desarrollar un sistema adecuado de valores y necesidades cualitativas y culturales, así como un nivel adecuado de conciencia y cultura en general. Mitjançant l'anàlisi de Blok 5 (1977), un complex residencial col·lectiu a Podgorica, Montenegro, i la seva transformació al llarg dels 40 anys, aquest document estableix l'ambició de revelar una part dels problemes socio-espacials relacionats amb la transició que les ciutats montenegrines són enfrontant avui dia. L'estructura d'aquest article implica dos components constitutius i complementaris, és a dir, un nivell científic-teòric i un altre pràctic. La part teòrica de la recerca es basa en una revisió sistemàtica de la literatura que tracta sobre la relació entre la societat, la ciutat i l'espai arquitectònic, així com el concepte de treball obert. Atès que la investigació examina les transformacions socio-espacials de les ciutats montenegrines en el context de canvi social, econòmic i polític, això ha estat il·lustrat per un extracte de la pràctica: l'estudi de cas de Blok 5. Atès que el document relaciona directament la qualitat de la societat a la qualitat de les transformacions espacials al llarg de el temps, aquesta investigació, en última instància, arriba a la conclusió que, perquè una societat tingui una postura afirmativa cap al seu propi espai, aquesta mateixa societat necessita desenvolupar un sistema adequat de valors i necessitats qualitatives i culturals, així com un nivell adequat de consciència i cultura en general. La contribució original d'aquest article consisteix a assenyalar les interrelacions entre el pensament filosòfic-sociològic europeu i l'escena artística dels anys seixanta i setanta, i els processos de disseny i realització d'un complex residencial específic a Montenegro que s'estava gestant en aquests anys, durant el socialisme iugoslau d'autogestió. ; The objective of this research is to highlight the importance of the cause-and-effect relationship between a society and the space it produces. Through the analysis of Blok 5 (1977), a collective residential complex in Podgorica, Montenegro, and its transformation throughout the 40-year timespan, this paper sets the ambition of disclosing one part of transition-related socio-spatial problems that Montenegrin cities are facing nowadays. The structure of this paper entails two constitutive and complementary components, i.e. a scientific-theoretical and a practical level. The theoretical part of the research is based on a systematic review of the literature dealing with the relationship between society, city and architectural space, as well as the concept of open work. Given that the research examines the socio-spatial transformations of Montenegrin cities in the context of social, economic and political change, this has been illustrated by an extract from practice – the case study of Blok 5. Since the paper relates the quality of society directly to the quality of spatial transformations over time, this research, ultimately, comes to conclusion that, in order for a society to have an affirmative stance towards its own space, that very society needs to develop an adequate system of qualitative and cultural values and needs, as well as adequate level of awareness and culture in general. Original contribution of this paper consists in pointing at the interlinkages between the European philosophical-sociological thinking and art scene of the 1960s and 1970s, and processes of design and realisation of a specific residential complex in Montenegro that was in the making in those very years, during the Yugoslav self-managing socialism. ; Peer Reviewed
