The most dramatic even in pressure politics in the year 2000 was the fuel protest. It vividly illustrates the tension between conventional forms of insider pressure group activity and the increasing use of various forms of direct action. Conventional insider politics is still widely used, but many established groups are facing dissent from their own membership and competition from more militant groups. The growth of direct action and the increasing effectiveness of single-issue groups raises important normative issues about the political process. The greater complexity of a multi-level system of government presents groups with both opportunities and threats. There is an uneasy and unstable balance between traditional and new forms of activity. There needs to be a wider debate about the democratic legitimacy of pressure groups. The academic literature on celebrity politics is rarely systematic; more often it is superficial and anecdotal. In addition, most of the literature focuses either upon classifying different types/categories of celebrity politicians and their roles in politics, or upon the question of whether the growth of celebrity politics undermines or enhances democracy. In this article we consider both of these issues more systematically and, in doing so, work towards a more coherent understanding of the mechanisms that influence modern governance and the operation of contemporary democracy.

As the American political controversies of the 1850s were as much about the category of the political as about slavery, property, or territorial expansion, so did Emerson's focus shift from a philosophical exploration of politics to a lived experience of conflict and a new poetics of political writing. The essay "Politics," published in 1844, explored an idealist vision emerging from Transcendentalism, but the engagement with British power and cultural authority that took place during his long visit in 1847 and 1848 opened up an existential challenge to the premises of that essay. Although critical of intellectual rigidity and closed minds, Emerson finds himself drawn to the inner assurance of British society. The marginal status ofEnglish Traits(1856), Emerson's account of his travels, is reflected in the relative paucity of critical discussion of the book.English Traitsrepresents, however, not only the confrontation with British pragmatism but a new perspective on the relationship between ideas and power. As the orientation of this text is away from Transcendentalist hermeneutics and toward irony, one way of reintegratingEnglish Traitsinto American intellectual history is to alter its status as a detour in Emerson's writing career, lacking in real significance, and instead to read it as one of the symptomatic literary productions of the 1850s.
Recent scholars have broadened the study of transnational relations, once limited to political economy, to include contentious international politics. This is a refreshing trend, but most of them leap directly from globalization or some other such process to transnational social movements and thence to a global civil society. In addition, they have so far failed to distinguish among movements, nongovernmental organizations (NGOs), and transnational networks and do not adequately specify their relations with states and international institutions. In particular, few mechanisms are proposed to link domestic actors to transnational ones and to states and international institutions. This paper argues that mass-based transnational social movements are hard to construct, are difficult to maintain, and have very different relations to states and international institutions than more routinized international NGOs or activist networks. These latter forms may be encouraged both by states and international institutions and by the growth of a cosmopolitan class of transnational activists. Rather than being the antipodes of transnational contention, international institutions offer resources, opportunities, and incentives for the formation of actors in transnational politics. If transnational social movements form, it will be through a second-stage process of domestication of international conflict.
