Im März 1991 fanden in El Salvador Parlaments- und Kommunalwahlen statt. Zum siebten Male seit dem Ausbruch der kriegerischen Auseinandersetzungen waren die Salvadorianer zum Wahlgang aufgerufen. Eine Interpretation dieses Ereignisses muß freilich davon ausgehen, daß die Institution von Wahlen als demokratische Praxis zur Bestellung politischer Ämter in El Salvador durch jahrzehntelangen autoritären Machtmißbrauch vorbelastet ist

This paper presents a content analysis of three Melbourne-based newspapers owned by Rupert Murdoch during the 1987 Australian federal election. The study examined bias by comparing the amount of favorable space allocated to each political party by each of the three newspapers. A "profile approach" was also used where the three newspapers were examined over a range of different measures. There were three main conclusions reached as a result of this study. The election coverage in the 'Australian' was biased in favor of the Liberal-National Party Coalition. There was evidence of a mild pro-Labor Party bias in the 'Herald's' coverage. There was no evidence of proprietorial direction as to how the election was to be covered by the Murdoch press. This final conclusion was supported by the diversity of editorial opinion within Murdoch's newspapers. (.....)

The objective of this article is to substantiate the claim that the balance between Israel's two main political camps is a systemic equilibrium perpetuated by two types of stabilizing mechanisms: those that prevent large electoral differences between the two camps; and those that absorb or neutralize small differences. In late 1986 the Royal Commission on the Electoral System in New Zealand published its report. The Commission's recommendations were both radical and comprehensive. Amongst other things it proposed the introduction of a mixed member proportional (MMP) electoral system, the abolition of the four Maori seats, a substantial increase in the number of MPs, the state funding of political parties, and various changes to the system of boundary redistribution and the administration of elections. This paper outlines the background to the establishment of the Royal Commission, briefly examines the Commission's principal findings, and considers the prospects for reform. (Internat. Polit. Australia has compulsory voting, and New Zealand voluntary voting. Australia has preferential and New Zealand simple plurality voting. Australia has an elected upper house and New Zealand a unicameral parliament. What effect do these differences in electoral law have on electoral behavior and electoral outcomes in the two countries? Aggregate data (from 1960 to 1984) and survey data (from around the end of the 1970s) are used to investigate this question. In terms of influencing electoral behavior, it appears that these factors produce no more than marginal variations. However the comparison of preferential and simple plurality voting does suggest that these alternative procedures have the potential to generate different electoral outcomes. Overall, though, it seems that historical, cultural and political factors which steer Australia and New Zealand towards similarity predominate over features of the electoral systems which might otherwise tend to give rise to differences between the two countries. Vorgeschichte, Ablauf und Ergebnisse der Präsidenten- und Parlamentswahlen werden vor dem Hintergrund der politischen Stabilität der Elfenbeinküste diskutiert. Untersucht werden die Bedeutung der Änderungen von Verfassung und Wahlrecht für diese Wahlen sowie die Bedeutung der Kandidatenauswahl für den Demokratisierungsprozeß im Vergleich mit den Parlamentwahlen 1980. Frauen sind immer noch kraß unterrepräsentiert, die Form der individuellen Wahlkampfführung ohne Parteiunterstützung begünstigt wohlhabende Kandidaten. (DÜI-Wsl)

Botswana kann auch nach den Parlamentswahlen von 1984 als parlamentarisches Musterland gelten. Die seit der Unabhängigkeit 1965 regierende 'Botswana Democratic Party' hat Wählerstimmen einbüßen müssen, ohne jedoch die absolute Mehrheit zu verlieren. There was a record number of women candidates in the 1984 Australian General Elections. 105 (25 %) ran for the House of Representatives enlarged from 124 seats to 148. 53 (25 %) competed for the 48 positions at the half Senate Elections. This resulted in increased representation for women, with 2 new MPs and one extra senator. These were not the numbers predicted and the increase was not in proportion to the greater number of candidates and seats taking 1983 as the base year. A survey of the women candidates was used to explore contrasts and comparisons with the previous elections in 1983. In 1984 in contrast with 1983 women's issues and feminist practices were submerged under and dominated by 'Realpolitik', factions and numbers games on the Labor-side of politics and by the resurgence of pro-family views in the non-Labor camp.
