Relations Between Central Government and Local Government in Kosovo

This paper represents a model attempt to shed light on institutional relations between two levels of power in the Republic of Kosovo. The wide range of legal acts concerned with the regulation of the reports between Central and Legal Government in Kosovo, comprise a legal system containing complex set of rules which define the share of power, competences and the authority of these two levels. As such, this paper is an attempt to investigate and analyze the complex set of legal and institutional mechanisms referring to relations between these two levels of power.
The paper follows a set of approaches and methods such as comparative and analytical method, descriptive, empirical and historical method in order to cover as much aspects and elements of the relations between two levels of power in Kosovo.

Reinventing Local Governments and the E‐Government Initiative

The Internet provides a powerful tool for reinventing local governments. It encourages transformation from the traditional bureaucratic paradigm, which emphasizes standardization, departmentalization, and operational cost‐efficiency, to the "e‐government" paradigm, which emphasizes coordinated network building, external collaboration, and customer services. Based on a content analysis of city Web sites and a survey of Web development officials, this article shows that many cities are already moving toward this new paradigm. These cities have adopted "onestop shopping" and customer‐oriented principles in Web design, and they emphasize external collaboration and networking in the development process rather than technocracy. The article also analyzes the socioeconomic and organizational factors that are related to cities' progressiveness in Web development and highlights future challenges in reinventing government through Internet technology.

PurposeTo develop a model that can explain the "government to e‐government" transition process.Design/methodology/approachReviews the literature on and practice of e‐government, as well as the related literature of strategic alignment and maturity models for technology adoption. Offers evidence for the model's validity through case‐type material from the web sites of e‐governments worldwide.FindingsSix transition paths can be identified, four of which are more likely to result in effective e‐government transition.Research limitations/implicationsFurther work is needed to test the validity of the model. This could involve historical and longitudinal studies of the government to e‐government transition process in different governments around the world.Practical implicationsThe transition model should be of value to e‐government strategic planners who are seeking possible transition paths towards the effective development of e‐government.Originality/valueThe paper tackles the little investigated topic of the transition process through which governments must go as they shift from traditional government to e‐government.
