Climate change and food security issues are multi-faceted and transcend across national boundaries. Therefore, this paper begins with the premise that regional organizations are optimally positioned to address climate change and food security issues while actively engaging global partners to slow down or reverse current trajectories. However, the potential of regional organizations to play a central role in mitigating these vital concerns has not been realized. In this paper, we focus on three regional organizations—the Association of Southeast Asian Nations (ASEAN), the Pacific Islands Forum (PIF), and the South Asian Association for Regional Cooperation (SAARC) and set out to investigate the multifaceted obstacles that impede regional organizations' ability to effectively cope with these problems. We qualitatively review the efficacy of policies and examine the connections between politico-economic processes that affect the development, cooperation, and execution of regional policies. In doing so, we review regional policies using five key criteria: (i) planning, (ii) implementation, (iii) cooperation, (iv) legal obligation and (v) international contribution. Our findings suggest that regional organizations face fundamental problems in the implementation of extensive policies due to the lack of cooperation and legal obligation between member nation-states that stems from fundamental prioritization of national development agendas over regional cooperation.

EN: In the article on the basis of the state regional archives, documents from private collections and periodicals the problematic of national revival process in the southern Ukraine in the late of 1980's – 1991 are considered. The author generalizes the known and introduces into the scientific circulation the new facts, which help to show the role of the People's Movement of Ukraine (PMU) regional organizations in the processes of modern state revival. The basic forms and methods of political activities of the PMU regional organizations are revealed. The regional specificity of functioning of the PMU regional organizations in the South of Ukraine during the collapse of the Soviet system in the late of 1980's – 1991 is defined. RU: В статье на основе материалов государственных областных архивов, документов из частных коллекций и периодических изданий рассматривается проблематика национально-демократического возрождения Украины в конце 1980-х – 1991 гг. Определена региональная специфика функционирования региональных центров НДУ на юге Украины. Рассмотрены основные формы и методы политической деятельности региональных организаций НДУ, установлена роль неформалов в процессах украинского национально-государственного возрождения. Определен вклад южноукраинских организаций НДУ в строительстве национального государства в конце 1980-х – 1991 гг.

AbstractThe present scholarship on cross‐boundary organizations of local governments often splinters its focus and investigates narrow species of organizations with specific powers or unique policy domains. However, many organizations share common governance structures and mechanisms. Investigating these commonalities from a broader perspective permits stronger cross‐pollination of knowledge and sharpens generalizable theories of governance and administration. In this article, I first provide easily and unambiguously measurable criteria capturing a genus I term Regional Public Sector Organizations (RPSOs). These criteria rely on a rescaled common definition of International Governmental Organizations (IGOs). In the United States, this broad genus includes many species of public authorities, regional councils, and policy‐specific organizations. Terminology may differ in other nations, but the underlying idea sustains. The second contribution is five research questions largely inspired by IGO scholarship. Considering the parallels of RPSOs to IGOs can chart a rigorous, empirical path toward more coherent theoretical conversations on regional governance.

The author examines the peacekeeping practice in terms of new instruments of crisis response (special political and stabilization missions and operations) used by the UN, the EU and OAU. The study focuses on the problems connected with the extended use of the UN and EU's stabilization operations aimed at combating terrorism, assuring security in the crisis regions, as well as with the provision of assistance to the host countries. It is revealed that political and stabilization missions could become prospective instruments of crisis response due to their maximum adaptation to modern challenges of global and regional security and stability. High level of coordination among UN, EU and other regional organizations in planning and implementation of these operations is a necessary precondition for effectiveness of these missions and operations. Creation of a global platform for joint operative response to extraordinary and complex crisis situations comprising the UN, EU, OSCE G20 and other regional organizations could be a major step in this respect. The platform could be also used for the development of confidence-building measures providing a high degree of transparency in military activities of different states and regional organizations; for prevention of conflicts and reaching a diplomatic solution. Establishing regional platforms for regulation of local conflicts in the regions with a high probability of crisis situations like the Middle East, the Persian Gulf, Africa, Afghanistan and the Central Asia, the Far East could also contribute to global security and stability.

This research approach uses a scientific method which is a theoretical structure to form a hypothesis. It then uses facts or empirical data to test the theory to conclude or be conclusive. The data collection technique in this study used a questionnaire distributed directly to the OPD of the Sumedang Regency. The population in this study were all OPD Sumedang Regency, as many as 31 OPD. Sampling in this study using the purposive sampling technique. Respondents in this study were the head of financial administration and administrative staff. So, the total sample of this research is 31 x 2 apparatus = 62 OPD apparatus in Sumedang Regency. Data processing technique using SEM method based on Partial Least Square (PLS). The study results found that competence, leadership style, organizational culture, and technology had a positive and significant effect on the accountability of government agencies' performance at OPD Sumedang Regency.
