Includes bibliographical references. ; Climate change is intensifying wildland fire activity in Alaska, and public lands managers face an increasing demand for fire suppression within a complex mosaic of land jurisdictions, policies, and social and political pressures. We studied how fire management agencies will respond to climatic uncertainty. In interviews with fire managers, we investigated future management options and pathways to needed adaptations in governance. We applied theories of adaptive governance and policy implementation to inform our analysis, both to shed light on current needs in Alaska fire management and to contribute to the broader literature on governance response to climate change.

In land law, legal norms are regulating land legal relations, which represent a complex of relations that appear between the landowners in the process of land use. Those who are under the legal norm find in its content the "model" of behaviour they must have, whether a certain action or abstention is required from them or if they are allowed to do or not to do something. Land legislation determines a particular notion regarding the subjects participating in land relations. Subjects of land relations are the landowners, natural persons and legal persons, public authorities in the process of land use.

This study explores the persuasion techniques used by the Israeli Digital Rights Movement in its campaign against Israel's biometric database. The research was based on analysing the movement's official publications and announcements and the journalistic discourse that surrounded their campaign within the political, judicial, and public arenas in 2009-2017. The results demonstrate how the organisation navigated three persuasion frames to achieve its goals: the unnecessity of a biometric database in democracy; the database's ineffectiveness; and governmental incompetence in securing it. I conclude by discussing how analysing civil society privacy campaigns can shed light over different regimes of privacy governance.

This article is a short collective biography of six so-called 'Turkestan Generals', all of whom played a prominent role in the Russian conquest and administration of Central Asia. These campaigns are usually seen as marginal to the military history of the Russian empire in the nineteenth century, but they were central to the reputations of three of the most prominent generals of the period, who became important public figures – Cherniaev, Skobelev, and Kuropatkin. The article shows that this was not accidental, but the product of a carefully constructed narrative in Russian military historiography.

The paper deals with the problem of social justice and a version of its resolving within modern analytic political philosophy. Objective: To assess Burnout Syndrome's level in nursing professionals from an Intensive Care Unit. Methodology: A quantitative cross-sectional study, conducted with 47 nursing professionals working in the intensive care unit of a public hospital of high complexity, from April to October 2012. We used a selfadministered structured questionnaire plus the Maslach Burnout Inventory, was analyzed by logistic regression using the Wald test. Result: 74,5% of the respondents had a high level for exhaustion, 93,7% for low job satisfaction and high level to 93,7% depersonalisation. Conclusions: The intensive environment is conducive to the Syndrome's development.

The topic of supranational organizations of East-European émigrés during the Cold War still remains a lesser-known topic. There were a number of anti-Communist organizations between 1948-1989, consisting of former politicians, diplomats, soldiers, lawyers or academics from behind the Iron Curtain. The community of exiled journalists was represented by the International Federation of Free Journalists, officially founded in November 1948 in Paris by delegates from twelve nations. Its membership base soon grew to 1,400 people. The Federation warned the Western public against the injustices, false propaganda and the red terror in Eastern Europe for four decades.

By contrasting how families who mobilized African-descent networks gained more autonomy than those who relied on slaveholder patronage, this article explores the interplay between kinship and manumission on the northern Peruvian coast from the mid-seventeenth century into the early eighteenth century. For enslaved and freed people, kinship did not constitute a status, but a series of exchanges that required legal or public recognition and mutual acknowledgment. Manumission was embedded in articulated kinships, or announced relations, as well as in silenced kinships that often occurred because owners refused to recognize their relationships with enslaved women.

L'article appelle à une union politique pour la zone euro. La crise actuelle cristallise les contradictions internes de l'Union économique et monétaire. Le maintien des souverainetés nationales sur un espace doté d'une seule monnaie génère un fédéralisme tutélaire peu efficace et faiblement démocratique. Pour avancer, nous proposons une planification fédératrice . L'enjeu est la création d'un espace public européen et la sédimentation d'une société apaisée et forte dans le monde. Le programme de ces changements s'appuie sur les citoyens et le Parlement européen en contournant la toute-puissance du Conseil européen.

AbstractThe case study presented in this paper applies the business-firm party concept to two political entities active in the Czech party system after 2010: the Public Affairs Party (VV) and the Action of Dissatisfied Citizens (ANO 2011) movement. We assess whether these actors meet the criteria of the business-firm party model and, thus, whether they can be considered representatives of this type of political party in the Czech Republic. The study concludes with a comparison of VV and ANO 2011 as two possible variations on what is known as the business-firm party model.

This article presents a rhetorical critique of diplomatic and public discourse that emanated from a joint commitment of the United States and India to pursue full civilian nuclear cooperation. The article argues that four narratives combined to transform the us–India relationship from estrangement to engagement. The narratives of exceptionalism, kinship, sojourning and convergence changed perspectives on the context, social order and substance of the us–India relationship, effectuating India's movement from outside to inside the nuclear non-proliferation regime, and constituting the United States and India as strategic partners.

The main objective of this paper is to establish the relationship between the size of the shadow economy and the level of redistribution of GDP. Pearson correlation coeffcient was used for small samples The hypothesis that the level of public expenditure is strongly stochastically positively correlated with the level of the shadow economy has been confidently verified. The study included Poland, Hungary, the Czech Republic, Slovakia and Bulgaria between 1995-20014. The article describes the categories of the shadow economy and the conditions of its creation in the context of the macroeconomic effects of redistribution of GDP.

For almost 25 years between 1797 and 1821, the gold standard in Britain was suspended in order to finance the Napoleonic Wars, creating a paper pound or a fiat currency. Suspension was accompanied by substantial inflation and the accumulation of public debt. By identifying shifts in the spot exchange rate of paper pounds for gold, I document how contemporaries' expectations of how debt would be stabilized in the future shaped the pound's internal value. Thus, it is argued that during the "paper pound" period, fiscal prospects provided a third mechanism, beyond monetary and real factors, affecting the price level.

Urban air pollution is a major health risk in several large Iranian cities. Transportation, extensive use of fossil fuels, outdated urban fleets of gasoline and diesel vehicles, industrial sources within and close to the city boundaries and natural dust are major contributing factors. Starting with Tehran, emission inventories and mathematical air pollution models are being developed. Air quality is being monitored and reported to the public, though data availability and validity remain a challenge. While national and local air pollution mitigation plans are in place, progress remains slow, coordination is weak, and sources of funding are limited.

This study examines the extent to which the leaders of business schools engage with Twitter to reach diverse audiences, the possible links between Twitter usage and the ranking of the Dean's respective business college, and the linguistic/stylistic approaches adopted. We employed sentiment analysis to examine the linguistic approaches among the various tweets from the Dean's account. The findings of the study suggest speaking at stakeholders from a public microblog may not be the most effective way to connect with them. Notwithstanding, biological and cognitive constraints limit the economy of attention and relationships in an online world.
