Government -- its institutions, its working, its constitutional controls -- is hugely important, not just as a subject of gossip or history in the making but as a discipline. Rod Rhodes' achievement in pioneering new ways of mapping and analysing developments inside government from the inside, and in coordinating so many different academic studies, was a remarkable model of the sort of research into government that can be, and needs to be, done by universities, not least as a basis for training future practitioners. The Whitehall Programme showed what can be done. Adapted from the source document.
In order to boost accountability and responsibility and to ensure decisions are taken locally, donors are introducing arrangements whereby development products are managed by institutions in the recipient country. The main constraints are the temptations for donors to intervene where local management is weak, the shortage of good project managers and the ambiguous position of expatriates.
In government, support for strategic political steering, administrative and cross-sectoral development, and integration of processes and systems can be sought out of enterprise architecture (EA) planning. To facilitate this, a proper EA method covering essential government levels is needed. A constructive case study has been carried out to create an adaptation model of Finnish government EA (GEA) grid. The study builds on general principles of method adaptation and observations about GEA method engineering and its pilot adaptations in Finnish State Administration. The model presents systematic guidelines for situational GEA grid adaptation and reuse in Finnish State administration. The model supports GEA grid adoption as a strategic tool for planning and management of organizational change. It facilitates prioritization of government goals, communication and commitment among government actors, and implementation of government interoperability. ; nonPeerReviewed

Language problems potentially exist at all levels of human activity, including the local contexts of communities and institutions. This volume examines the ways in which language planning works as a local activity in a wide variety of contexts around the world and dealing with a wide range of language planning issues

The Tudor privy council was the executive board of the English state and its members the leading political players of the era. Historians of Tudor politics have traditionally focused on kings and great men. When they deal with the privy council, they treat councillors in isolation, only exploring their links with others during moments of political strife. The result is a historiography dominated by faction and division. A prosopographical approach – a form of collective biography that helps identify the shared elements in a group's experiences, and foregrounds the relations between its members - allows us to look at this group of men as a group, and in so doing to see them differently. Their many shared experiences - a childhood spent together at the same grammar school, a tour of Europe's universities as young adults, joint military service, marriage into the same family, or time spent together hunting, hawking, and feasting - makes it much harder to divide councillors into neat opposing camps. More broadly, this paper uses the case-study of Tudor privy councillors to illustrate how tools taken from the Digital Humanities can enhance and expand the prosopographical approach: in particular modern relational database software moves us beyond simply identifying common themes in the lives of the members of this group, and allows us to explore patterns of interaction between them. Such an approach, moreover, has the potential to enhance our understanding of many other groups of the early modern period.
ON SEPTEMBER 5, 1991, IN AN EFFORT TO HALT THE SOVIET UNION'S DISINTEGRATION, PRESIDENT MIKHAIL GORBACHEV WON APPROVAL FOR A DRASTIC RESTRUCTURING OF THE SOVIET GOVERNMENT, TRANSFERRING UNPRECEDENTED POWERS TO THE REPUBLICS AND ACCEPTING IN PRINCIPLE THEIR RIGHT TO SECEDE OR TO DETERMINE THEIR FORM OF PARTICIPATION IN THE NEW UNION. DRASTIC CHANGES ARE SWEEPING THROUGH THE SOVIET MILITARY, INCLUDING EFFORTS BY SEVERAL REPUBLICS TO ESTABLISH THEIR OWN MILITARY FORCES AND PLANS TO SLASH MILITARY SPENDING AND FORCE LEVELS AND TO INTENSIFY EFFORTS TO CONVERT MILITARY FACILITIES TO CIVILIAN PRODUCTION.
Globicatella sanguinis is a rare pathogenic microorganism Gram-positive cocci and catalase negative, which although is isolated in sheep, has been described as infectious agent causing meningitis in humans. The first description of this pathogen was made by Colins et al. in 1992, it's necessary to outline that before this event, part of the cases reported as a meningitis cause by S. viridans could actually be caused by G. sanguinis due to the lack of identification of these ones and the great similarity in terms of morphology and results of biochemical tests. However, after 20 years of the original description, the available information of G. sanguinis is limited. A case of meningitis associated with G. sanguinis following a surgical procedure has been reported in a 1-year-old patient at the Central Military Hospital. A primeira descrição desse patógeno foi feita por Colins et al. Although relations with Central America dominated U.S. foreign policy with its southern neighbors during the 1980s, relations with Mexico will likely shape U.S. foreign policy in the next decade. This book examines the troubled nature of the triangular link between Mexico, Central America, and the United States in order to understand the implications of U.S. policy for peace and development in the Western Hemisphere. The book begins with an analysis of Mexico's foreign policy and its historical role in seeking diplomatic solutions to volatile situations in Central America. The authors then assess the probable impact on the region of increased economic integration, particularly the U.S.-Mexico free trade agreement, especially important in light of Mexico's enormous debt and immigration issues. Special attention is also given to diplomatic aspects of the relationship, with a focus on the process of negotiations to resolve conflicts in Central America. A lengthy epilogue offers critical commentary on key issues discussed in the text by such prominent figures as Jesse Jackson, Carlos Vilas, David Ibarra, and Guadalupe Gonzales.
