Deutschland und Frankreich benötigen stetige Metallimporte, um ihr Wirtschaftsmodell aufrechtzuerhalten. Internationale Kooperation ist unerlässlich, damit diese Importe zuverlässig und nachhaltig verlaufen. Doch welche Potenziale bieten sich in diesem Bereich, welche Grenzen sind dabei zu erkennen? Dieser Frage geht Yann Wernert durch einen Fallstudienvergleich mit prozessanalytischen Methoden und auf der theoretischen Grundlage des neoliberalen Institutionalismus nach. Er zeigt, dass beide Länder ihre Bemühungen als reaktive Mittelmächte gestalten. Sie wollen durch staatliche Rohstoffstrategien wirtschaftliche, strategische und Nachhaltigkeitsziele erreichen. Während die Analyse durchaus Kooperationspotenziale ausmacht, fallen diese je nach Ländergruppe und Politikbereich sehr unterschiedlich aus.

This paper aims to explore the legal issues on the use of Lethal Autonomous Weapons Systems (LAWS). This study is based on the recent research trend in Japan regarding studying the relationships between the international humanitarian law and the international law of human rights. The paper seeks to apply the integration theory to the relationship of both laws. As a result, this idea can pave the way for suppressing the usage of LAWS in future armed conflicts. Since the use of LAWS may lead to immense injury to fundamental human rights, it is necessary to adopt the integration theory to prevent futile, unnecessary and inhumane damage. In addition, when considering the components of a nanomachine, the most important component is the autonomous non-metallic system of the machine. Although there are some international conventions that are applicable to this system, some interpretive problems still exist. This situation shows that international law does not have to be divided into international human rights law and international humanitarian law. At the same time, strictly speaking, there is no international law that governs the nonmetallic system of a nanomachine at the present.

Certain relationships among hegemony, international openness, capitalism, and state formation are stipulated by Polanyi, Kindleberger, Gilpin, Krasner, and Wallerstein. Here they are put to question through an examination of the rise and fall of the Yoruba state in the 18th and 19th centuries. In contrast to what widely held theories would predict, the Yoruba state was strengthened through greater exposure to international commerce. Second, from the point of view of African traders, the rise of British hegemony meant a decline in freedom to trade. Third, although the remnants of the Yoruba state were on the periphery of the world economy, its traders were able to penetrate international markets, even during periods of international economic crisis, with considerable success. In light of these findings, some suggestions are made for the reformulation of conventional theories;

Die deutsche Heeresindustrie ist technologisch führend in Europa. Als Reaktion auf die veränderte sicherheitspolitische Lage und die veränderten Anforderungen an die Bundeswehr, sind die Industrieunternehmen jedoch gezwungen, ihre Fähigkeiten durch neue Architekturen, veränderte Komponenten und neue Software anzupassen und stärkeres Gewicht auf modulare Bauweise zu legen. Bei der Neustrukturierung dieses Sektors im europäischen Kontext ergibt sich für die Bundesregierung aufgrund der deutschen Technologieführerschaft eine besondere Verantwortung. Dabei sollte die auf jahrelanger Erfahrung beruhende Erkenntnis berücksichtigt werden, dass sich einseitige Opfer auf dem europäischen Altar nicht lohnen. Die Bundesregierung wird nicht umhin können, auch ihrerseits die nationalen Interessen im wetseuropäischen Konsolidierungsprozess dieser strategischen Branche zu definierenund angemessen zur Geltung zu bringen. Sollte dies nicht möglich sein, wäre die bisherige Fixierung auf westeuropäische Kooperationsprojekte kritisch zu überprüfen und nach Alternativen in und außerhalb Europas zu suchen. Die deutsche Landsystemindustrie kann nur begehrter Kooperationspartner und Nukleus einer internationalen Neustrukturierung werden, wenn sie ihre komparativen Stärken bewahrt und einen "Lead System Integrator" herausbildet. Vorgeschlagen wird eine aktive Clusterpolitik, bei der eine Verzahnung von Industrie, Forschung und Politik erfolgt, die über eine bloße Konzentration von Industriefähigkeiten hinausgeht.

Das Ende des Kalten Krieges und Deutschlands rapider Einigungsprozeß stellen zwei Fragen, die in dem Beitrag diskutiert werden: Welche politischen Strukturen haben sich in der Bundesrepublik während der letzten 40 Jahre entwickelt, und wie stark werden sie sich in einem vereinten Deutschland verändern? Wie hat sich die Bundesrepublik im internationalen System der letzten 40 Jahre entwickelt, und wie wird sich diese Position in den kommenden Jahren verändern? Die Fesslung der Macht in der Bundesrepublik wird als eine doppelte identifiziert. Die Innenpolitik wird bestimmt durch die Sozialpartnerschaft und den demokratischen Korporatismus als Konzepte der kollektiven Selbstbindung, die Außenpolitik dagegen von der Sicherheitspartnerschaft. Trotz starker Integration der Bundesrepublik in NATO und EG hat der Einigungsprozeß die internationale Verflechtung entscheidend begünstigt, wobei die deutsche Außenpolitik die Vision verfolgt, Deutschland zu europäisieren in einem Europa unter Einschluß von USA und Sowjetunion. Alles spricht dafür, daß die deutsche Politik auch nach der vollzogenen Einigung an der Politik der freiwilligen Machtfesselung festhält, da diese zweckrational ist und im nationalen Interesse liegt.
