The positive impacts of social protection on reducing poverty and inequality and contributing to development are well evidenced. Establishing an integrated system facilitates the provision of a social protection floor, whereby individuals are appropriately protected throughout the life cycle. This is achieved not only by making sure there is a sufficient range of programmes to cover a population's risk profile but also by sharing information on different individuals to ensure they are linked to an appropriate programme. The Social Protection System Review is one of a small number of tools that serve to analyse how effective a country is in establishing a social protection system that responds to the needs of its people both today and in the future. The toolkit presents methodologies which can be implemented in any country, at any income level and by any institution. It is intended to generate policy recommendations that are actionable through national systems.

The digital revolution, globalisation and demographic changes are transforming labour markets at a time when policy makers are also struggling with persistently slow productivity and wage growth and high levels of income inequality. The new OECD Jobs Strategy provides a comprehensive framework and detailed policy analysis and recommendations to help countries promote not only strong job creation but also foster job quality and inclusiveness as central policy priorities, while emphasising the importance of resilience and adaptability for good economic and labour market performance in a rapidly changing world of work. Are tax incentives the best way to encourage people to save for retirement? This publication assesses whether countries can improve the design of financial incentives to promote savings for retirement. After describing how different countries design financial incentives to promote savings for retirement in funded pensions, the study calculates the overall tax advantage that individuals may benefit from as a result of those incentives when saving for retirement. It then examines the fiscal cost of those incentives and their effectiveness in increasing retirement savings, and looks into alternative approaches to designing financial incentives. The study ends with policy guidelines on how to improve the design of financial incentives to promote savings for retirement, highlighting that depending on the policy objective certain designs of tax incentives or non-tax incentives may be more appropriate.
The 2009 Commission on the Measurement of Economic Performance and Social Progress ("Stiglitz-Sen-Fitoussi" Commission) concluded that we should move away from over-reliance on GDP when assessing a country's health, towards a broader dashboard of indicators that would reflect concerns such as the distribution of well-being and sustainability in all of its dimensions. This book includes contributions from members of the OECD-hosted High Level Expert Group on the Measurement of Economic Performance and Social Progress, the successor of the Stiglitz-Sen-Fitoussi Commission, and their co-authors on the latest research in this field. These contributions look at key issues raised by the 2009 Commission that deserved more attention, such as how to better include the environment and sustainability in our measurement system, and how to improve the measurement of different types of inequalities, of economic insecurity, of subjective well-being and of trust. A companion volume Beyond GDP: Measuring What Counts for Economic and Social Performance presents an overview by the co-chairs of the High Level Expert Group, Joseph E. Stiglitz, Jean-Paul Fitoussi and Martine Durand of the progress accomplished since the 2009 report, of the work conducted by the Group over the past five years, and of what still needs to be done.

"Este libro reúne seis artículos acerca de migrantes rurales que a lo largo de los siglos XX y XXI se desplazaron a diferentes ciudades de México donde se convirtieron en empresarios que modificaron no solo las trayectorias de sus vidas y las de sus familias, sino también las de sus comunidades de origen. En pocos años, esos migrantes se convirtieron en hombres de negocios ampliamente reconocidos en sus nichos de actividad, sus establecimientos han persistido y, a pesar del tiempo y el paso de las generaciones, han mantenido, ellos y sus descendientes, relaciones significativas con las comunidades de las que son originarios. Los migrantes-empresarios comparten el provenir de un lugar de origen específico, la dedicación, por cuenta propia, a un mismo giro, y, aunque con una gran dispersión geográfica, el haber mantenido la relación, necesaria y persistente, con las comunidades de las que un día salieron en busca de mejores oportunidades. Se trata de una historia de migrantes construida desde el margen, en las orillas menos conocidas de dos fenómenos: la migración rural-urbana y los empresarios en México. El elemento central que tienen en común es haber generado un modelo de negocios al que denominamos franquicia social. Se trata de una variedad de desarrollo y reproducción empresarial que, ante la ausencia de recursos monetarios y un fácil acceso a ellos, se basa en la maximización de bienes sociales y culturales.
