This conceptual paper is to study the departmental improvement that needs to be implemented at Malaysian Schools Counselling Center by integrating Human Resources Management Practices. The study reviews literature on the Historical Background of Malaysian School Counselling Center and human resource management practices. The paper goes on to analyse factors and perceptions that is needed for revamping a systematic Counselling and Career Development Center in schools. Furthermore, its operational needs relevant human resource management approach which will contribute towards building the future human capital via the school systems. As human capital is the backbone of any country, it has become essential for any nation to produce the right human capital to ensure the workforce of the country is able to develop well balance country from political, economic and socially. However, there is rising challenges for the education sector to produce and feed the talents and various initiatives have been addressed in the Malaysian Education Blueprint 2013- 2025(MEB) by the Ministry of Education Malaysia. Hence, pilot study will be carried out at two governments secondary school in Malaysia located in an urban and a sub urban platform and to contribute at end of the research towards improvement in schools counselling center by using Human Resource Management approach. It is also aim that can support future studies can be carried out based on the practical implementation.

Technological innovation is a predominant source of persistent economic growth. Endogenous factors, principally human capital, financial capital, and government intervention play an important role in how the innovation process can enhance welfare through the grant of intellectual property rights. However, the expansive reacts of such proprietary interests in cyberspace has important implications for how e-commerce might contribute to overall economic growth. Thus far, the scope of intellectual property rights in cyberspace has been examined in isolation from empirical data reflecting how businesses seek to create value and effectively capture the benefits that the Internet offers over real-space markets. This Article argues that expansive construction of intellectual property rights distorts the informational properties of such rights and reintroduces high search and use costs to transactions in cyberspace. It also deters development and use of innovative business strategies that could generate greater value from e-commerce. Consequently, there is a need for more government intervention in regulating competition for markets in cyberspace.

Aided by new media and digital communication tools, youths have helped foster a democratic ethos throughout North Africa and the Middle East regions. The internet generation has a very firm grip on rights, civic liberties and democratic accountability and has well honed the art of single issue campaigns using new media. This paper argues that, for the most part, youth movements using new media platforms exhibit great adeptness at articulating a way forward for civic and political rights, and are on more shaky footing when it comes to economic rights, fair labour practices, and distributive justice. Partiendo del hecho de que el Estado laico es el que garantiza la igualdad y la libertad en un Estado democrático, en esta investigación se analiza cuál ha sido el recorrido que ha llevado a la configuración constitucional de la laicidad en España, las diferentes interpretaciones y su relación con la libertad de creencias y la igualdad. Seguidamente se estudia la relación entre laicidad y feminismo, para, desde este marco jurídico, plantear propuestas de reforma a fin de que se consoliden y garanticen la laicidad, la igualdad y los derechos, con particular atención a los derechos de las mujeres. ; Taking as a starting point the idea that it is secularism which guarantees equality and freedom in a democratic state, this article discusses the route by which secularism has arrived at its current constitutional form in Spain as well as the various interpretations that it has received, particularly in relation to freedom of belief and equality. The discussion next turns to the relationship between laicism and feminism, and, then, from this juridical frame, proposals of reform are put forward which are intended to consolidate and guarantee secularism, equality and human rights, with particular attention to women's rights.

The founders of the American republic saw two motivations for individual civic participation: self-interest and civic duty. Civic Participation in America frames our understanding of civic and political participation the way the nation's founders did: as a human behavior powerfully influenced by institutions within society. The book examines the influence of the important macro-institutions of citizenship, political economy, and the public sphere and size of government, as well as key institutions of civic socialization such as the family, media, and education, on the motivation to participate. It argues that over time these institutions have encouraged more self-interested participation over civic duty-oriented participation.

This paper discusses the concept of authority in global governance by unpacking the components that characterize its various notions. These components are the triadic relationship between power, legitimacy, and the reference to public interests, and how they are embedded in the constellation between public and private. After clarifying each of these components, the article applies them to business enterprises - key actors in global governance -, focusing on the issue area of business and human rights. The paper shows that business authority does not neatly fit into the public-private distinction that is pervasive in conceptions of global governance and the international human rights regime. Instead, businesses have public and private, as well as hybrid, roles in global governance. Business authority then forms a peculiar third, next to public authority and private authority. Accordingly, the paper suggests extending the two-pole constellation of public and private into a three-pole constellation, with business building a peculiar third position between and beyond the public and the private. This approach allows furthering the understanding of business authority in global governance in particular and the concept of authority in global governance more generally. ; Den pluralen Perspektiven auf Autorität in der Global Governance sind vier Elemente gemeinsam. Autorität lässt sich demnach bestimmen als ein triadisches Verhältnis zwischen Macht, Legitimität und dem Bezug auf öffentliche Interessen. Diese Triade ist eingebettet in eine vermittelte Konstellation von Öffentlichkeit und Privatheit. Nach einer konzeptuellen Klärung dieser vier Elemente von Autorität diskutiert das Paper Unternehmen als zentrale Governance-Akteure im Themenbereich Wirtschaft und Menschenrechte. Deutlich wird, dass die Autorität von Unternehmen sich nicht in die Unterscheidung von öffentlich und privat einordnen lässt, die gleichwohl für die Governance-Forschung und für das internationale Menschenrechtsregime prägend ist. Vielmehr haben Unternehmen sowohl öffentliche als auch private und darüber hinaus auch hybride Governance-Rollen inne. Ausgehend von den Konzepten privater Autorität und öffentlicher Autorität schlägt das Paper daher vor, Unternehmens-Autorität als eine dritte Form zu verstehen, die gleichzeitig zwischen und jenseits von Öffentlichkeit und Privatheit situiert ist. Diese Perspektive trägt zu einem erweiterten Verständnis von Unternehmens-Autorität in der Global Governance bei und erlaubt sowohl konzeptuelle als auch normative Anknüpfungspunkte.

The concept of citizenship is one of the old key concepts in political philosophy that has been reproduced in various forms since the formation of classical political philosophy up to modern times within the theory set forth in this type of theoretical philosophy. So, pre-modern theory, modern theory and postmodern theory can be noted. The concept of citizenship is an idea which governs the right of modern human and was emerged in the Western Europe and is a product of modern politics. Accepting Legal and political rights and duties is raised by citizenship status, its main foundation and the basic idea of the concept. In the contemporary world, citizenship has been interested more than other societies. The question that comes to mind here is that how is the situation of civil rights in the era of theoretical terms in globalization? In response to the question hypothesis is that with globalization, citizenship in its modern form that was enclosed in the geography of the national government has lost its sense and civil rights embodied in the discourses that are outside the reach of state law. This study aimed to investigate the impact of globalization on the civil right and conceptual evolution theoretically, as contemporary theorists have theorized it. Research findings indicate the "global citizenship" as a concept is emerging in the era of globalization as the result of rethinking of citizenship in the modern age. The methodology of study is analysis - descriptive, this means that the concept of civil right is described and then the theoretical changes in the era of globalization will be analyzed.
