Australia has been widely condemned for its harsh and comprehensive external border controls that seek to control the inward mobility of would-be asylum seekers through visa denial, interdiction and offshore detention. Less widely discussed is the fact that internal controls have been repeatedly ramped up over the past two decades. This includes the administrative removal of lawfully-present non-citizens following visa cancellation on character grounds under s501 of the Migration Act 1958 (Cth). Automatic visa cancellation was introduced in 2014 for non-citizens sentenced to a prison term of 12  months or more, or for certain offences, bypassing individualised decision-making and raising the spectre of a visa cancellation pipeline feeding a highly automated deportation machinery. In an age of increasingly automated forms of governance, a key question that arises is the role that has been played by automated systems in achieving what has been a seismic shift in practice, and the normative implications of any developments towards automation within the visa cancellation and removal systems. This paper outlines the shift towards automation in other systems of governance in Australia—most notably the notorious Robodebt scheme—before examining automation in Australia's visa cancellation system. Documentary analysis of recent parliamentary inquiries, independent reports and government policy is used to piece together the development of inter-agency data exchange practices and automation over three specific periods—historical practice pre-2014, post-2014 to the present, and proposed future developments. We conclude that Australia's s501 visa cancellation system is neither automated nor automatic. Rather, the 2014 law reform gave rise to a 'surveillance fantasy' with immense consequences for non-citizens, particularly those who face long days in immigration detention at the conclusion of their prison sentence. We show that while concerns about increasing automation are well-founded, systems based on less sophisticated forms of information handling and reliant on human decision-making nevertheless continue to raise age-old questions concerning efficiency, accuracy and fairness.

AbstractThis article contributes to the carbon pricing debate by providing new evidence on the aggregate macroeconomic effect of the European Union Emissions Trading Scheme (EU ETS) in the Eurozone. To this end, a novel macroeconomic performance index is created to capture the overall economic performance of the Eurozone countries. The index is a weighted aggregation of key macroeconomic variables—GDP growth rate, inflation rate, employment rate, exchange rate, and long-term inflation rate—for the 19 member countries of the group. The effect of the EU ETS on this macroeconomic performance index is then empirically examined while controlling for the effects of physical capital accumulation, human capital accumulation and regulatory quality. A panel framework covering the period 2005–2022 is set up to achieve this objective and the relationship is examined using panel method of moments quantile regression with fixed effects, as well as fixed and random effects regressions of Driscoll and Kraay. A number of important revelations are made. Firstly, the behavior of the macroeconomic performance index constructed clearly reflects the economic reality of the Eurozone, with downward spikes visible in periods corresponding with the economic crisis of 2007–2009, the Eurozone debt crisis of 2010/2011, the aftermath of the financial crisis of 2016, and periods around the outbreak of the Coronavirus (COVID-19) pandemic. Hence, a case is made for the use of the macroeconomic performance index as a superior aggregate measure of the overall economic performance in empirical research. Secondly, a statistically significant negative effect of the EU ETS on aggregate macroeconomic performance in the Eurozone is confirmed. This shows that there are significant economic costs associated with the use of carbon pricing as a means of lowering pollution. Thirdly, the findings further show that the negative impact gradually decreases (in absolute values) from lower to higher quantiles. Overall, higher carbon prices cause greater economic disruption when macroeconomic performance is relatively poor but have less damaging effect when aggregate economic performance is relatively strong. Policy recommendations based on the study findings are also provided.

AbstractChildren achieve better long‐term language outcomes than adults. However, it remains unclear whether children actually learn language more quickly than adults during real‐time exposure to input—indicative of true superior language learning abilities—or whether this advantage stems from other factors. To examine this issue, we compared the rate at which children (8–10 years) and adults extracted a novel, hidden linguistic rule, in which novel articles probabilistically predicted the animacy of associated nouns (e.g., "gi lion"). Participants categorized these two‐word phrases according to a second, explicitly instructed rule over two sessions, separated by an overnight delay. Both children and adults successfully learned the hidden animacy rule through mere exposure to the phrases, showing slower response times and decreased accuracy to occasional phrases that violated the rule. Critically, sensitivity to the hidden rule emerged much more quickly in children than adults; children showed a processing cost for violation trials from very early on in learning, whereas adults did not show reliable sensitivity to the rule until the second session. Children also showed superior generalization of the hidden animacy rule when asked to classify nonword trials (e.g., "gi badupi") according to the hidden animacy rule. Children and adults showed similar retention of the hidden rule over the delay period. These results provide insight into the nature of the critical period for language, suggesting that children have a true advantage over adults in the rate of implicit language learning. Relative to adults, children more rapidly extract hidden linguistic structures during real‐time language exposure.Research Highlights

AbstractBackgroundNoncommunicable diseases (NCDs) are a global health problem and many risk factors associated with the development of NCDs are related to nutrition.AimsThis study aimed to describe and summarize the research recommendations for primary research made in Cochrane nutrition systematic reviews (SRs) addressing NCDs, according to the evidence, population, intervention, comparison, outcome, time stamp (date of search), study design, time frame (length of follow‐up) and burden of disease (EPICOT+) framework.Materials & MethodsWe screened a database of Cochrane nutrition SRs (n = 692) in March 2021 to identify those SRs addressing the four main NCDs (cardiovascular diseases, cancer, chronic respiratory diseases, and diabetes) and their nutrition‐related risk factors (obesity, unhealthy diets). The "implications for research" sections of included SRs (and the "search methods" sections for the time stamp item) were analyzed using EPICOT+.ResultsWe included 150/692 SRs; most addressed cardiovascular diseases (38.6%), and cancer (17.3%). The EPICOT+ items with the most reported research recommendations were time stamp (98.7%), intervention (94.7%), study design (89.3%), and outcomes (86%), and the least reported were the time frame (52%), comparison (30%), and burden of disease (8%). Most SRs recommended more studies overall (98.7%), assessing specific interventions (93.3%) (e.g., specific foods/food groups and diets/dietary patterns, micronutrient/complementary supplements, nutrition education techniques, and policies/programs) and a range of clinical and patient‐related outcomes (84.7%). Recommendations related to study design and quality included the need for more randomized (72.7%), better quality (55.3%), larger (44.7%), and better reported (26%) studies with a long‐term duration of follow‐up (50.7%).DiscussionOur findings show that research recommendations reported in Cochrane nutrition SRs addressing the four major NCDs and their nutrition‐related risk factors largely followed the EPICOT+ framework. For example, items that could be improved upon were the comparison and time frame items.ConclusionThese recommendations could contribute more significantly to planning future primary studies addressing important evidence gaps and limitations in the current evidence base.

AbstractIntroductionImmune reconstitution following antiretroviral therapy (ART) initiation is crucial to prevent AIDS and non‐AIDS‐related comorbidities. Patients with suppressed viraemia who fail to restore cellular immunity are exposed to an increased risk of morbidity and mortality during long‐term follow‐up, although the underlying mechanisms remain poorly understood. We aim to describe clinical outcomes and factors associated with the worse immune recovery and all‐cause mortality in people living with HIV (PLWH) from Latin America following ART initiation.MethodsRetrospective cohort study using the CCASAnet database: PLWH ≥18 years of age at ART initiation using a three drug‐based combination therapy and with medical follow‐up for ≥24 months after ART initiation and undetectable viral load were included. Patients were divided into four immune recovery groups based on rounded quartiles of increase in CD4 T‐cell count at 2 years of treatment (<150, [150, 250), [250, 350] and >350 cells/mm3). Primary outcomes included all‐cause mortality, AIDS‐defining events and non‐communicable diseases that occurred >2 years after ART initiation. Factors associated with an increase in CD4 T‐cell count at 2 years of treatment were evaluated using a cumulative probability model with a logit link.ResultsIn our cohort of 4496 Latin American PLWH, we found that patients with the lowest CD4 increase (<150) had the lowest survival probability at 10 years of follow‐up. Lower increase in CD4 count following therapy initiation (and remarkably not a lower baseline CD4 T‐cell count) and older age were risk factors for all‐cause mortality. We also found that older age, male sex and higher baseline CD4 T‐cell count were associated with lower CD4 count increase following therapy initiation.ConclusionsOur study shows that PLWH with lower increases in CD4 count have lower survival probabilities. CD4 increase during follow‐up might be a better predictor of mortality in undetectable PLWH than baseline CD4 count. Therefore, it should be included as a routine clinical variable to assess immune recovery and overall survival.

AbstractThere is an increasing imperative to explore safer alternatives for pesticides due to their indiscriminate use and consequential health impacts on the environment and humans. Nanoformulations of pesticides are being developed as potential alternatives due to their beneficial properties, including enhanced solubility, targeted delivery to the site of action, improved stability and efficacy and reduced non-target effects. Nevertheless, a comprehensive assessment is necessary for these emerging nanopesticides compared to existing formulations, aiming to ascertain whether their "nano" characteristics exacerbate toxicity for non-target organisms. This study investigated the toxicity of tebuconazole (TBZ) in different formulations, including nanoformulations (poly-ε-caprolactone [PCL] and nanostructured lipid carrier [NLC] loaded with TBZ), as well as a commercial formulation, on the reproduction of the nematode Caenorhabditis elegans in both aqueous and soil matrices. Additionally, the impact of the correspondent nanocarriers without TBZ on C. elegans was examined. In water, TBZ in the form of nano and commercial formulations exhibited higher toxicity on the nematodes' reproduction than the TBZ (a.s.) attributable to higher freely dissolved concentrations of TBZ, which resulted in a toxicity order, ranging from the most to the least toxic as follows: NLC-TBZ > PCL-TBZ > commercial formulation > TBZ (a.s.). For NLC-TBZ, the excess toxicity could be clearly explained by combined toxicity of TBZ (a.s.) and nanocarriers, with the effect addition of the separate single compounds matching the observed effects of the nanoformulation. For PCL-TBZ, effects were stronger than expected from the effect addition of TBZ (a.s.) and PCL nanocarriers, potentially due to enhanced bioavailability of encapsulated TBZ in the gut of the nematodes. In soil, NLC with and without loaded TBZ showed higher toxicity than other tested compounds, while PCL nanocarriers without TBZ did not exhibit negative effects on the reproduction of C. elegans. Microcosm experiment, where long-term effects on native soil nematode fauna were tested, confirmed that TBZ-nanoformulations act via combined toxic effects of TBZ and nanocarriers. These findings contribute valuable insights to understanding nanopesticides' ecotoxicity and underscore the need for harmonized regulatory assessments to evaluate these novel formulations adequately.

Purpose: The purpose of this study is to highlight productivity and engagement issues being experienced across industries, subsequent to strategic human capital realignment, in response to changes in the business environment. The linkages among employee engagement as related to leadership communication, work-life balance, and professional development are explored as the discussion draws on previous research examining employee's organizational behavior to leadership response within the midst of exceptional events. Design/Methodology/Approach: The authors draw upon 15+ years in general management, communications consultant, and research in organizational behavior. Findings: Research shows that the restoration of trust and a path to creating an organizational culture which invites job engagement through organizational commitment are paramount. The combination of specific strategies coupled with organizational resource management during crises such as rapid and massive layoffs, change, and uncertainty indicates the necessity for tenacity with adaptability facilitated by strategic leadership communication of a shared vision. It will be important for organizational leaders to consider human capital investment strategies that can boost engagement. Practical Implications: Within the context of uncertainty organizational leaders must communicate empathy with employees and examine how much of a role an individual's perceived career mobility and skill competence plays in strengthening their work engagement. Employees with positive work-life balance can exercise resilience, creativity, and tenacity. As organizations tackle the varying factors related to employee retention and engagement, they should implement strategies that not only retain employees but equip them with the characteristics that define psychological capital within the future of work. Post-pandemic organizational behavioral practices must empower employees to obtain a work lifestyle that allows them to feel in control of their personal and professional trajectories. Originality/value: The current study contributes to the stream of literature on layoff anxiety, productivity issues, and the role leadership communication and human capital strategies play in bolstering employee engagement. Furthermore, the current study highlights the importance of strategic leadership communication as organizations grapple with the challenges of a post layoff exercise, such as, how to increase productivity, engagement, retention, adaptability to the future of work, and profitability for long term growth.

<b><i>Introduction:</i></b> Patients with cocaine use disorders have very high readmission rates. Our aim was to model the relationships between attributes of patients with cocaine use disorder at the beginning of treatment, therapeutic process indicators of time in treatment or proportion of appointments attended, and treatment outcomes, including outcomes at discharge and non-readmissions posttreatment as indicators of therapeutic success. <b><i>Method:</i></b> A retrospective observational design was used with 10,298 cocaine use disorder patients. Electronic health records were used for statistical analysis of the data. Randomized subsample 1 (<i>n</i> = 5,150) was used for exploratory analysis and subsample 2 (<i>n</i> = 5,148) for modeling relationships between the variables. <b><i>Results:</i></b> Patients attributes at intake (e.g., legal services as the source of referral) were of limited significance in explaining time in treatment, proportion of appointments attended, and treatment outcomes. Time in treatment and proportion of appointments attended emerged as significant factors in explaining outcomes at discharge. However, readmissions were primarily explained by time in treatment and outcomes at discharge, although referrals to addiction centers by health services also appeared to be relevant for explaining readmission. <b><i>Discussion/Conclusion:</i></b> Our study has shown that maintaining a sufficient appointment attendance rate and remaining in treatment for a longer duration are critical therapeutic process indicators for explaining outcomes at the point of discharge and therapeutic success, as indicated by a reduced likelihood of readmissions. Patients who remained in treatment for an extended period were found to have a reduced risk of future readmissions. In addition, our study highlights the importance of maintaining a satisfactory appointment attendance rate to attain successful short- and medium-term therapeutic discharge outcomes. These guidelines could help to increase the efficiency of patient treatment and alleviate the suffering of both patients and their families.

Introduction. Public diplomacy is an effective foreign policy instrument of the state. Public diplomacy is understood as the activity of an actor aimed at achieving foreign policy objectives by establishing and deepening long-term interstate relations. The purpose of such activities is to inform foreign audiences as well as broadcast the principles of national policy beyond the borders of one's own state. Public diplomacy is designed to influence those who have the opportunity to shape public belief systems. Methods and materials. The methodological basis of the study was a transnational approach, which allows us to reveal the role of state and non-state actors in international relations. The work uses a systematic approach in order to form a holistic view of American public diplomacy as an instrument of "soft power." To identify the individual tools used by the United States in promoting public diplomacy in each individual Central Asian country, a comparative method was used. Analysis and results. Public diplomacy seems to be an important tool of the American administration in the most important foreign policy areas. The priority instrument of US public diplomacy in the Central Asian region is the support of civil society and non-profit organizations. Using grant support mechanisms, the role of public organizations is strengthened, and dialogue between civil society and government authorities is encouraged in the formation and development of socio-economic policy. The second relevant tool is media support and working with information consumers among various segments of the population. According to the results of the study, it was revealed that these projects were most effectively implemented in Uzbekistan, Kazakhstan, and Tajikistan. The third most successful tool is education, whose work is based on grant programs both in the republics and in the United States. Systematic work carried out, taking into account a deep understanding of the internal processes in the Central Asian republics as well as the active use of public diplomacy tools, allows the United States to strengthen its foreign policy potential in the region.

Purpose: is to analyze the causes of asymmetry between criminal ethnic demands and national state interests, the potential of internationalization and effective preventive measures.
Method: In this research work, the author preferred two methods: structural-functional and processual-dynamic. The structural-functional method clarifies the main elements of interaction in conflict conditions and the specific roles of each of them. Components related to the conflict: subject, causes, stages, participants, regulation, etc. of the conflict. constitutes the structure of the conflict. The role of those structural elements is considered their function.
Findings: The fight against dangerous and infectious diseases such as ethnic-separatism is considered to be a very effective way both from the point of view of security and from the point of view of not deepening the crisis of the international legal institution.
Theoretical implications: Ethno-separatism has become the object of big geopolitical games and mercantilist interests of organized criminal groups in the modern world. It is impossible to treat it as an internal problem of the state. The trend of ethnic-separatism becoming a hybridized threat is taking shape.
Practical implications: Practitioners should conclude from this article that dual approaches to the dangerous consequences of ethno-separatism such as secession, dangerous chaotic scenarios in polyethnic regions and military interventions under the rights of national minorities are inadmissible. Ethno-separatism cannot promote the principle of indivisibility of security.
Value: The main innovation in this article is to reveal the association of Armenian ethnic-separatism with destructive and dangerous military-political plans that are against international law. It is justified that the one-day local anti-terrorist measures carried out by Azerbaijan serve to strengthen national sovereignty and international law, to cleanse the region of criminal elements and to ensure the security of international oil and gas projects connecting the South Caucasus with Europe.
Research limitations: One-day local anti-terror measures against Armenian ethnic-separatism within the framework of international laws can be a retrospective scenario or regulation model for long-term unresolved conflicts in poly-ethnic regions.

Using the example of the Moscow region and based on the analysis of various information, including data from cellular operators, we studied a poorly explored phenomenon of absorption of some cities (towns) by others. The objectives of the article included the development of an approach to the study of united cities (towns), including an assessment of the preservation of their self-sufficiency as autonomous centers, as well as the identification of factors and stages of integration.It is revealed that in the Soviet period the unification of cities (towns) in the Moscow region occurred as a result of the evolutionary development of neighboring centers and their merger. In recent decades the inclusion of cities (towns) into neighboring centers is mainly the result of artificial amalgamation during the current stage of municipal reform. Based on the example of the three largest takeover cases of recent times (Khimki - Skhodnya, Balashikha - Zheleznodorozhny, Podolsk - Klimovsk), and using the data of cellular operators, we analysed the borders, population numbers and the system of external relations of the population. It is shown that all united cities (towns) under consideration continue to be independent centers (in terms of population size and density, and their role as local centers of labor gravity).The study of the absorbed cities (towns) of the Moscow region made it possible to identify the stages of their integration. It is revealed that after formal administrative subordination, the united center goes through the stages of infrastructural and socio-cultural merger, ending with the stage of complete absorption. It is shown that under the influence of a number of factors (geographical proximity, population size, economic structure, etc.), merger processes can accelerate or slow down.A methodology proposed in the article is aimed at forming an approach to the study of absorbed cities (towns). The latter disappear from the field of view of official statistics and specialists, despite their continued functioning as independent centers for a long time.

Background: This study aimed to compare acute hemodynamic, metabolic (glucose and blood lactate concentrations), hormonal (growth hormone and normetanephrine), heart rate variability (HRV), and rating of perceived exertion (RPE) responses before and after bouts of a boxing exergame with and without blood flow restriction (BFR) in non-athlete young individuals. Methods: Fourteen participants (age: 30 ± 10 y; BMI: 21 ± 3 kg.m−2) participated in two sessions of a 20 min boxing exergame. During week one, the participants were randomly divided into two groups and played against one another under normal (n = 7) and BFR (n = 7) conditions. Over the next exercise session, participants were then reallocated to the opposite condition (normal vs. BFR) for data collection. Hemodynamic, metabolic, HRV, and hormonal parameters were measured before and immediately after the exercise protocols. Results: Playing exergame led to a significant increase in hemodynamic variables (except for diastolic blood pressure) regardless of BFR condition with no between-group differences. Regarding HRV, significant reductions in total power (TP) and low-frequency (LF) waves were identified in the non-BFR group (p < 0.0001) compared with the BFR group. Conversely, a significant increase in very LF (VLF) waves was noted for the BFR group (p = 0.050), compared with the non-BFR group. Significant increases were observed in serum concentrations of growth hormone, normetanephrine, and blood lactate concentration from pre- to post-exercise under both conditions (p ≤ 0.05), with no significant differences between the groups. Moreover, no statistically significant changes were observed in glucose levels. RPE responses were significantly greater (p ≤ 0.05) in the BFR group compared with the non-BFR group throughout the exercise session. Conclusions: We observed similar hemodynamic, hormonal, and metabolic responses after an acute boxing exergame session in young individuals, whether conducted with or without BFR. However, notable differences were observed in certain HRV markers and RPE. Specifically, the inclusion of BFR resulted in an elevation of VLF and a heightened perceived exertion. These findings suggest that BFR may alter cardiac autonomic and perceptual responses during exergaming. Further research is warranted to understand the long-term implications and potential benefits of incorporating BFR into exergaming routines.

The article discusses the origins of Sergei Yesenin's acquaintance with the novel What Is to Be Done? by N. G. Chernyshevsky: this happened in Spas-Klepikovskaya second-class teacher's school in 1909-1912. The work was read among the intellectuals, and students outside of school hours argued about it and embraced the ideals of the "new people". Later Yesenin encountered Chernyshevsky's novel at the lectures on Russian literature by P. N. Sakulin at Moscow City People's University named after A. L. Shanyavsky. As a result, a number of elements of Chernyshevsky's poetics were associatively reflected in Yesenin's long and short poems as well as in his story Yar. In the works of Yesenin figurative echoes with Chernyshevsky are noticeable. The main ideological moments that worried both writers include: the wonderful future of the Fatherland, the conscious creative arrangement of the earthly paradise in the country. Among artistic means, the writers used the epithet "new", applied it to the re-interpretation of the biblical laws of human society in terms of freedom, e quality and brotherhood. Both writers considered this epithet to be the main element in describing both the process of building a just state system, and in characterizing the creators of a better life. Understanding the importance of the nuances of psychology for each person, Chernyshevsky and Yesenin developed the concept of mystery. Chernyshevsky used the successfully found philosophical solution to create reliable everyday pictures, and Yesenin endowed it with further biblical and mythological meanings, asserting the "mystery" as a comprehensive postulate of sophianis m. In his personal life, Yesenin in his youth followed the example of the everyday habits of Rakhmetov, but without repeating the entire line of behavior of Chernyshevsky's literary character. Yesenin gave his main characters in the story At the White Water (<1915>) unusual names that appear in minor characters and characters mentioned in passing in Chernyshevsky's novel. However, in order not to assert the comprehensive nature of Yesenin's borrowings of Chernyshevsky's creative findings, the article presents other possi ble sources of na mes and biographical foundations for some of the poet's behavioral lines.

Introduction: Due to advancements in vaccination, the morbidity and lethality rates of Covid-19 have diminished significantly. Consequently, there has been a substantial decline in severe cases, underscoring the importance of long-term monitoring for individuals. In response to this imperative, a prototype device for evaluating the respiratory patterns of Covid-19-affected individuals has been conceptualized, necessitating specialized software for data analysis and processing. Objective: To develop a system for analyzing variables of the respiratory pattern for application in post-Covid-19 patients. Methodology: The desktop application of the device was developed using the Electron framework, incorporating the React graphical interface library and JavaScript for algorithm development to analyze respiratory flow and volume curves. HTML and CSS were employed for screen structuring and styling. The measured respiratory flow signal underwent numerical calculation techniques and algorithms for time-series analysis based on respiratory cycle intervals. Derived variables included respiratory rate, inspiratory, expiratory, and total time, inspiratory and expiratory flow and volume, minute inspiratory and expiratory volume, inspiratory capacity, and vital capacity. System validation involved comparing the flow signal acquired by the device with that of a Hans Rudolph Pneumotachograph (standard method) using Bland-Altman plots. Results: The RDA Analysis software, integrated with interfaces for patient records and flow/volume vs. time graphs, captured respiratory cycles during rest breathing and incorporated slow inspiratory and vital lung capacities. The RDA Sync software was developed as an auxiliary program, synchronizing and simultaneously analyzing multiple patient exams. Bland-Altman analysis revealed a bias of 0.48 L/min, with agreement limits of -10.7 and 11.6 L/min (p-value < 0.0001). Conclusion: The respiratory flow measured by the device exhibits high concordance with the gold standard. The developed software strengthens the device as a minimum viable product, currently employed to monitor respiratory pattern dysfunctions in post-Covid patients. This enhances the precision of the examination, providing quantitative and qualitative information for diagnostic assessment of respiratory functionality.

The bushfires further underscore ecological consequences, affecting Indigenous ecosystems and intensifying existing environmental challenges. Climate change exacerbates existing health challenges for Indigenous peoples, introducing new issues like ecological sorrow and anxiety.
