Protecting IDPs in Europe
In: Forced migration review, Heft special issue, S. 15-16
ISSN: 1460-9819
Calls attention to efforts made by the Council of Europe to promote the Guiding Principles on internally displaced persons (IDPs), including the adoption of various recommendations/resolutions on such things as the education of IDPs in European countries. It is noted that all Council of Europe member states have consented to the European Convention on Human Rights as well as other Council of Europe instruments, including the under-used protection mechanism offered by the European Social Charter. The continuing gap between legislation & practice is discussed. Adapted from the source document.
EASTERN EUROPE IN FLUX
In: Problems of communism, Band 39, Heft 3, S. 99-103
ISSN: 0032-941X
IN 1989, COMMUNIST PARTIES IN EASTERN EUROPE SURRENDERED POWER BECAUSE THEY LACKED POLITICAL LEGITIMACY, LOST CONTROL OF THE INSTRUMENTS OF COERCION, AND COULD NO LONGER RELY ON MOSCOW FOR SUPPORT. STUDENTS OF EAST EUROPEAN AND SOVIET POLITICS FAILED TO UNDERSTAND OR PREDICT THE FUNDAMENTAL NATURE OF THE CRISIS LEADING TO THE OVERTHROW OF MARXIST-LENINIST RULE IN EASTERN EUROPE. HENCE, RECENT WORKS ON SOVIET-EAST EUROPEAN RELATIONS THAT ASSUME BOTH CONTINUED COMMUNIST PARTY CONTROL IN EASTERN EUROPE AND CONTINUED SOVIET DOMINATION OF THE REGION ARE HISTORICALLY INTERESTING BUT HAVE BEEN OVERTAKEN BY EVENTS.
The Prehistory of the General Staff
In: The journal of military history, Band 71, Heft 2, S. 499-504
ISSN: 1543-7795
The modern general staff evolved only after three preconditions of modern life came into being: secularization, bureaucracy, and management. Secularization provided control. Bureaucracy rationalized endeavor. Management overcame specialization.
