Before international relations in the West, there were Christian-infidel relations. Infidels and Empires in a New World Order decenters the dominant story of international relations beginning with Westphalia in 1648 by looking a century earlier to the Spanish imperial debate at Valladolid addressing the conversion of native peoples of the Americas. In addition to telling this crucial yet overlooked story from the colonial margins of Western Europe, this book examines the Anglo-Iberian Atlantic to consider how the ambivalent status of the infidel other under natural law and the law of nations culminating at Valladolid shaped subsequent international relations in explicit but mostly obscure ways. From Hernán Cortés to Samuel Purchas, and Bartolomé de las Casas to New England Puritans, a host of unconventional colonial figures enter into conversation with Francisco de Vitoria, Hugo Grotius, and John Locke to reveal astonishing religious continuities and dissonances in early modern international legal thought with important implications for contemporary global society.

Der Bericht enthüllt, dass der offiziellen Rhetorik nur wenige Taten folgten und dass weiterhin eine große Kluft zwischen Anspruch und Wirklichkeit besteht. The COVID-19 pandemic has put in the foreground the dramatic actuality of global and local inequalities, undermining neo-liberal, communitarian, democratic or cosmopolitan projects of collective identity. In the light of intersecting inequalities such as class, race/ethnicity and gender, an explosion of Sinophobia, social stigma and physical attacks targeting people of East Asian and Southeast Asian appearance or heritage has been widely reported in Euro-American media. This article will focus on the case of Italy during the initial stage of the pandemic in early 2020. Italy has not only been the first European country to be exposed to the pandemic and to undergo national lockdown but also a country where the wave of racist assaults started in late January 2020, even before the first clusters have been detected. The critical investigation of Italian media discourses will highlight how deep-rooted, colonialist and ambivalent assumptions about the 'Oriental', 'Asian', 'Chinese' and 'yellow' other may have been crucial to the reproduction of racism against specific people, cultures and civilizations, regardless of nationality, class and gender. It will refer in particular to the concept of 'yellowness', resulting from a process of bio-cultural racialization within the hegemonic frame of 'Western', 'White' or 'Italian' identity. Furthermore, it will indicate how this process of racialized othering has emerged, but has also been contested, within the specific context of citizenship, Asian immigrants and governmental actions in contemporary Italy. The overall aim is not so much to denounce higher levels of racism in Italy compared to other Euro-American countries; rather, this article refers to the Italian case to stress how both global and local trajectories do mutually overlap to shape, and eventually to transform, a national context, offering further insights on the glo-calization of the civilizational 'West'/'East' divide in the 21st century.

Los sistemas de detección infrarroja son una tecnología clave en diversas aplicaciones civiles y militares, especialmente en rastreo de objetivos, visión nocturna, mantenimiento preventivo, etc. A diferencia de los detectores infrarrojos de fotones que requieren costosos dispositivos de enfriamiento, los sistemas basados en microbolómetros pueden operar a temperatura ambiente. Esta característica les brinda ventajas como un menor consumo de potencia, peso reducido y volumen que finalmente resulta en un equipo de bajo costo. En este trabajo se han fabricado y caracterizado micro-bolómetros con área de 50x50 μm2. Se utilizaron películas termo-sensoras basadas en germanio polimorfo, silicio polimorfo y sus aleaciones en estado polimorfo. El proceso de fabricación fue realizado en el laboratorio de microelectrónica y el laboratorio de innovación en MEMS (LIMEMS) del INAOE. Se implementaron 16 diseños distintos de micro-bolómetros tipo puente con el fin de evaluar el desempeño de los sensores bajo las variaciones geométricas y la estabilidad mecánica al final del proceso de fabricación. Las películas termo-sensoras y estructurales fueron preparadas por medio de la técnica Low Frequency Plasma Enhanced Chemical Vapor Deposition (LF-PECVD) a 200 °C, lo cual permite obtener una total compatibilidad con un post-proceso CMOS. Se emplearon 8 películas termosensoras con un elevado Coeficiente Térmico de Resistencia (TCR), que resultaron en sensores con una detectividad en el rango de 107-109 cm·Hz1/2/W y resistencias eléctricas del orden de 1 MΩ.

Das bei den Bundestagswahlen 1994 und 1998 nicht angewandte Instrumentarium der repräsentativen Wahlstatistik, das exakt die Wahlbeteiligung der Altersgruppen und das Wahlverhalten nach Alter und Geschlecht ermittelt, wurde bei der Bundestagswahl 2002 wieder eingeführt. Die Wahlbeteiligungsquoten der Frauen und Männer lagen noch nie so nah beieinander wie 2002. Die Union kam bei den Frauen (37,8 Prozent) nicht an das Ergebnis der Männer (39,2 Prozent) heran. Bei der SPD ist es, anders als früher, umgekehrt (Frauen: 40,2; Männer: 36,7Prozent). Bei den 18- bis 24-jährigen Frauen schnitt die Union am schlechtesten (30,7 Prozent) und die SPD am besten (41,3 Prozent) ab. Die FDP sticht bei den 18- bis 24-jährigen Männern (11,5 Prozent) überraschenderweise die Partei der Grünen aus (10,9 Prozent). Aus dem Stimmensplitting lässt sich indirekt ablesen, welcher großen politischen Richtung die Wähler kleiner Parteien nahe stehen, die keine Chance haben, ihren Wahlkreiskandidaten durchzubringen: Die FDP- Zweitstimmenwähler gaben zu 36,1 Prozent dem Kandidaten der Union die Erststimme, die Zweitstimmenwähler der Grünen dem der SPD zu 59,7 Prozent.
