Following the lead of G. Almond & S. Verba in THE CIVIC CULTURE (Boston, 1965), this paper seeks to examine the way in which the relationship between pol'al culture & pol'al structure (which Almond & Verba described as "one of the most signif researchable aspects of the problem of pol'al stability & change") has been treated in one particular area--that is, in studies of pol'al participation & apathy. It is argued that although investigations of pol'al culture & pol'al soc'ization may have formed one of the "growth points" in pol'al studies over the last decade, they have, as yet, made a minimal contribution to the understanding of "the problem of pol'al stability & change." After Japan's defeat in World War II, its political system underwent a gradual modernization from militarism to neoliberal democracy. Radical changes in the structure, functions and the nature of the country political system differed in special political and legal aspects: in the form of the government, parliamentarism, a party system, governance. During this period, Japan went from a bureaucratic authoritarian system to a modern, conciliatory political system.

It is commonly hoped that technological innovation will sustain development and obviate the need for extensive socioeconomic change. Historically, free markets have increased the quantity of technological innovation, which has in turn enhanced economic growth. This article shows that market selection probably will not produce the technological innovation required to sustain development. Social structures and habitual practices also inhibit technological change, and market choices of technology could prevent ecologically efficient technological innovations. Only political direction of science and technology will optimize the contribution of technology to sustainable development. However, there is no theory or experience to act as a guide to policymaking. In addition, in the medium to long term, technology is indeterminate, selected by local process perturbations. This article suggests some policy directions for science and technology and argues that models borrowed from the life sciences may permit more effective government direction of the technology system.

The article shows a perspective using information and communication technologies for the amplification of the political processes research methodology. It considered the evolving of research with computational techniques using, complications and a variety of possible approaches.
It gives information about using simulation modeling, especially the autonomous adaptive agent method for the research related to the course of political events prognostication. It shows the possibilities of computer modeling for the analysis of complex dynamic systems in which decision-making at the micro level changes the system as a whole. In the article are noted the advantages and disadvantages of simulation modeling for political science research.
It is stressed that the internet and social network development is important for modern scientists and gives examples of using social networks as a field and tool for political science analysis. It is noted that the use of such an approach can be an important addition to classical methods. It describes in short the possibilities of «Big Data analysis» for political science and stressed the advantages of the method for research conducting.
The text provides information about the «text as data» method for automatically mining and analytical processing of large-scale textual information. It gives an example of the "text as data" used and is noted that the proposed method is useful for comparative analysis. It shows the possibilities of using the method of automatic text analysis not only for processing modern information in digital form but also for the information contained in printed sources using computer optical text recognition. At the same time describes in short, the limitations and disadvantages of this method. Conclusions are drawn that information and communication technologies expands the methodology of political science research, improves efficiency and reliability of conclusions.

I am honored to have been chosen as the James Madison Lecturer for 2014. In considering my topic I quickly decided on the global politics of climate change because it is becoming increasingly clear that climate change is one of the major political and institutional, as well as ecological, challenges of our time. When--not if--the ice sheets covering Greenland and Antarctica melt significantly and the warming oceans expand, sea levels will rise. Climate warming probably will also cause stronger storms and other forms of extreme weather; agricultural production will suffer, especially at extreme levels of climate change. Such sea level rise could lead to the inundation of areas in which more than a billion people live, mostly in Asia. The implications of climate change are not simply minor adjustments in life-style, increased seasonal discomfort, and shifts of flora and fauna toward the poles, but major disruptions in human life as well as in natural ecology.
