Wichtige naturwissenschaftliche, soziale und ethische Fragen sind zu klären. Das bedeutet eine große Herausforderung. Der HIV-Infizierte bedarf der Hilfe des Staates und der Gesellschaft. Es darf grundsätzlich nicht ausgegrenzt oder diskriminiert werden. Der einzelne steht heute bereits vor wichtigen Problemen, die rechtlich zu lösen sind. Viele Fragen können als beantwortet gelten. Es sind längst nicht mehr nur Risikogruppen, unter denen sich das Virus mit immer grösserer Geschwindigkeit ausbreitet. Die Berichte der Entwicklungshelfer(innen) zeigen, wie sehr der Umgang mit Aids heute schon zum medizinischen Alltag gehört und wie schwer es ist, mit Informationen und Aufklärung die Bereitschaft zu erhöhen, durch verantwortliches Handeln sich selbst und andere nicht dem Risiko einer Infektion auszusetzen. Die Strategie der psychosozialen Vorsorge bleibt z.Zt. die einzige Möglichkeit für eine adäquate Reaktion der AIDS-Prävention, wobei der Schule eine wesentliche Rolle zukommt. Damit erhält die pädagogische Arbeit um die Themen Liebe und Sucht eine neue Dimension. Der Autor versucht Antworten auf die häufigsten Expertenstreitfragen zu geben, nämlich wann und wie mit der Prävention begonnen werden soll. Dazu befragt er die Beschlüsse der Kultusministerkonferenzen und die vorbereiteten Informationsmedien der Gesundheitsministerien. Er gibt eine Übersicht über die bisher verfügbaren Unterrichtseinheiten und -hilfen. Für eine zusammenfassende Empfehlung über den Umgang mit dem Thema AIDS und den begleitenden Medien fehlt es seiner Meinung nach an Zeit und Erfahrung. (MSC)

Foreign aid from China is often characterized as "rogue aid" that is not guided by recipient need but by China"s national interests alone. However, no econometric study so far confronts this claim with data. We make use of various datasets, covering the 1956-2006 period, to empirically test to which extent political and commercial interests shape China"s aid allocation decisions. We estimate the determinants of China"s allocation of project aid, food aid, medical teams and total aid money to developing countries, comparing its allocation decisions with traditional and other so-called emerging donors. We find that political considerations are an important determinant of China"s allocation of aid. However, in comparison to other donors, China does not pay substantially more attention to politics. In contrast to widespread perceptions, we find no evidence that China"s aid allocation is dominated by natural resource endowments. Moreover, China"s allocation of aid seems to be widely independent of democracy and governance in recipient countries.
