Since the collapse of the Soviet Union the political history of Central and Eastern Europe has been mainly the story of arise, consolidation, transformation and struggles of new democratic regimes and societies. The handbook offers an instructive approach to that history focusing on the relevance of practices and institutions of direct democracy. It collects 20 political analyses of direct democracy in 20 Central and Eastern European countries after 1989.

The formation of governments without a majority in parliament is a counterintuitive, albeit empirically relevant, phenomenon: minority governments make up about one-third of all governments in Europe. The author offers an analysis of the conditions leading to the formation of minority governments in Central and Eastern Europe and provides the reader with a detailed overview of the processes underlying the formation of governments from the early 1990s up to 2010.

"Transition" is the name typically given to the time of radical change following the fall of communism, connoting a shift from planned to market economy, from dictatorship to democracy. Transition is also, in Michael Kennedy's analysis, a culture in its own right-with its own contentions, repressions, and unrealized potentials. By elaborating transition as a culture of power and viewing it in its complex relation to emancipation, nationalism, and war, Kennedy's book clarifies the transformations of postcommunism as well as, more generally, the ways in which culture articulates social change
