THE VIEW THAT LATIN AMERICA IS BECOMING MORE UNSTABLE AS IT BECOMES MORE DETACHED FROM THE U.S. IS INCREASINGLY BEING VOICED IN WASHINGTON. THE AUTHOR ARGUES THAT THIS FEAR IS MISPLACED, THAT IT MISREPRESENTS LATIN AMERICAN HISTORY, AND THAT IT CONFUSES WHAT IS HAPPENING IN CENTRAL AMERICA WITH THE REST OF THE CONTINENT. HE CONTENDS THAT SOUTH AMERICA IS FAR FROM BECOMING UNSTABLE AND IS RELATIVELY PEACEFUL.
