This research note focuses on the far-flung Burmese overseas communities, situating them into the wider diaspora literature. Drawing on extant scholarship on refugees, migrants and exiled dissidents of Burmese origin, it presents an original cartography of Burmese diasporic groups dispersed throughout Asia. It explores their migration patterns and tentatively maps out their transnational networks. It seeks to comparatively examine the relationships these polymorphous exiled groups have developed with the homeland. Two research questions have been identified and need further exploration in the context of the post-junta opening that has been observed since 2011: First, what comprises the contribution of the Burmese diaspora to political change and homeland democratization? This has been widely debated over the years. Despite a dynamic transnational activism, there is still little evidence that overseas Burmese have influenced recent domestic political developments. Second and subsequently, how can the Burmese diaspora effectively generate social and economic change back home: by "remitting" or by "returning"? This note argues that Burmese migrant social and financial remittances might prove a more viable instrument to foster development and democratization inside Myanmar in the short term than a mere homecoming of exiles and skilled migrants. This is a preliminary analysis that hopes to encourage further research on Burmese diasporic politics and their potential leverage as "agents of change". (JCSA/GIGA)

This book discusses the shifting regional geopolitical engagements and development of rearranged connections emerging among ASEAN and non-ASEAN actors. First, the book focuses on the crucial discourse surrounding the Indo-Pacific region, including its challenges, continuity, and relevance. The discussion highlights the growing influence of regional actors such as India, Thailand, Japan, and the US, particularly in the context of a pressing question of collaboration versus containment amidst Chinas rise. The book delves into various topics, such as geopolitical anxieties, economic strength, foreign policy, international relations, development, and security promotion in South and Southeast Asia, through the lenses of ASEAN centrality and the Indo-Pacific strategy. Second, the volume emphasizes on the escalating tensions and the worsening crises in the region that cause major anxieties and the subsequent realignment and new alignment of countries relationships. Among several chapters of the volume, a large Indo-China state, Myanmar, takes a special place in the books discussions as it has grown as an important ground for a resource/energy race among geopolitically strategic partners. Additionally, Myanmar has the potential to become a balancer in ASEAN. Therefore, any positive development and change in course of relations to Myanmar, particularly with its neighbors, Japan, and Russia, in both historical and contemporary contexts, can have a significant impact not only on Myanmars course towards peace, democracy, and security, but also regional stability. The editors and contributors examine the unique position of ASEAN, with a focus on ASEAN centrality as a platform for addressing anxieties and building relationships to bridge the gap between world and regional players, including both friends and foes. Overall, the volume provides valuable insights into the Indo-Pacific regions complex dynamics, including cooperation and collaboration among regional actors for long-term stability and prosperity. The interdisciplinary composition of the book invites readers from various backgrounds to engage with constructive debates on general perception, contextual discussion, and the highlights of engaged research from local and international perspectives

Whereas the European Union (EU) favors a formal, binding, output-oriented, and to some extent supranational approach to cooperation, the Association of Southeast Asian Nations (ASEAN) is based on informal, non-binding, process-oriented intergovernmental forms of cooperation. This article addresses the question of whether these differences between European and Asian cooperation norms or cultures can account for interregional cooperation problems in the areas of democracy and human rights within the institutional context of EU-ASEAN and the Asia-Europe Meeting (ASEM). The author argues that a clash of cooperation cultures basically occurs in both forms of interregional collaboration between Asia and Europe, with slight differences due to the institutional context: while disagreements over the question of democracy and human rights between the EU and ASEAN have led to a temporary and then a complete standstill in cooperation, the flexible institutional mechanisms of ASEM seem, at first glance, to mitigate the disruptive effects of such dialogues. Yet informality does not remove the issues from the agenda, as the recurrent disputes over Myanmar's participation and the nonintervention norm favored by the Asian side of ASEM clearly indicate. Antagonistic cooperation cultures thus play a significant role in explaining the obstructive nature of the interregional human rights and democracy dialogue between Asia and Europe. ; Im Gegensatz zum formalisierten, ergebnisorientierten und zum Teil supranationalen Kooperationsansatz der Europäischen Union (EU) ist die Zusammenarbeit zwischen den Staaten der Association of Southeast Asian Nations (ASEAN) durch Informalität, nichtbindende Absprachen und einen prozessorientierten Intergouvernementalismus gekennzeichnet. Der vorliegende Beitrag befasst sich mit der Frage, ob diese Unterschiede zwischen europäischen und asiatischen Kooperationsnormen oder -kulturen helfen können, interregionale Kooperationsprobleme in den Dialogfeldern Demokratie und Menschenrechte im institutionellen Kontext der Zusammenarbeit EU-ASEAN und des Asia-Europe Meeting (ASEM) zu erklären. Es wird argumentiert, dass ein Zusammenprall von Kooperationskulturen mit leichten Variationen bei beiden Formen der interregionalen Zusammenarbeit zu verzeichnen ist: Während offene Auseinandersetzungen über Demokratie und Menschenrechte gar zu einem zeitweiligen Stillstand der Beziehungen EU-ASEAN geführt haben, schien mit dem ASEM ein geeigneter institutioneller Rahmen geschaffen worden zu sein, der aufgrund seiner Informalität und Mehrdimensionalität über genügend Flexibilität verfügen würde, um auch kontroverse Themen konstruktiv zu behandeln. Zwar konnte die Informalität des ASEM die negativen Auswirkungen der Menschenrechts- und Demokratiedebatte abmildern, jedoch nicht verhindern, wie die immer wiederkehrenden Konflikte um die Teilnahme Myanmars an den Gipfeltreffen und um die von den Asiaten bevorzugte Norm der Nichteinmischung verdeutlichen. Antagonistische Kooperationskulturen bestehen und haben zudem signifikanten Einfluss auf die Art und Weise, wie der interregionale Menschenrechts- und Demokratiedialog zwischen Asien und Europa geführt wird.

The objective of the study is to improve the quality of the foundations for preparing regional planning decisions by providing quantitative and qualitative regionalised population forecasts for Myanmar, because regional planning is always related to the future. Regional planners must have the information not only about the present population but also about future development of population volumes and structures in order to plan for the infrastructure demand and other demands. Therefore, the forecasting must consider the age group and gender structure of the population. In Myanmar, the official demographic forecasting is generally formulated in terms of overall growth rates of growth using as an exponential method without consideration of age groups of the population in regional planning. Therefore these forecasts are not very useful for regional planning. The population forecast of this study considers the main aspects of demographic change - fertility, mortality and migration of the formulating demographic development process. In the frame of the study available software for population forecasting has been tested whether it is suitable for an application in the special case of Myanmar. The examined population models showed some weaknesses, especially in the field of migration. Therefore a method for a regionalised population forecast in the Union of Myanmar has been developed. The developed method is adapted to the special situation of Myanmar. The population model has a modular structure. The natural population development is considered in model by a cohort component method which allows to describe the three aspects of natural population development i.e births, deaths and aging. The method also allows to calculate different scenarios to compare the changes of age structure of the cohort component. The migration model only considers the internal migrants between 20 spatial units in Myanmar because there is no available information for the international migrants and obviously the numbers of international migrants are very small. It also does not take into account migration within the spatial units. It uses an explanatory approach that starts from the hypothesis that migration depends on the population volume in the source and the destination and the distance between spatial units. A Life Time Migration survey showed that people moved to the developed regions that means, the economic factors are very strong influence on migration which should be considered one of the attractiveness parameters in the migration model. Therefore the migration model becomes a combination of attractiveness and the gravity approach. The study is based on the year 2000 and it focuses the spatial units' population by three scenarios up to the year 2020. According to the results of the three scenarios, the Union's population will increase to 71.68 or 72.25 millions by the year 2020. There differences are on the level of the Union not significant but the corresponding results for the 20 spatial units' populations differ in a high degree. In future the proposed model can be improved if additional data are available. ; Das Ziel der vorliegenden Studie ist es, quantitative und qualitative regionalisierte Bevölkerungsvorausrechnungen für Myanmar zur Verfügung zu stellen, um damit die Qualität der Grundlagen regionaler Planungsentscheidungen zu verbessern. Weil regionale Planung immer auf die Zukunft ausgerichtet ist, müssen Regionalplaner nicht nur differenzierte Informationen über die aktuelle Bevölkerung, sondern auch über mögliche zukünftige Entwicklungen der Bevölkerungszahl und ihrer Strukturen haben. Wenn beispielsweise der Bedarf an Infrastruktureinrichtungen und anderen Einrichtungen abgeschätzt werden soll, muss eine Vorausrechnung der Bevölkerung deren Alters- und Geschlechtsstruktur berücksichtigen. Amtliche demographische Vorausrechnungen wurden in Myanmar bisher mit Hilfe der jährlichen Wachstumsraten der Gesamtbevölkerung errechnet. Eine Aufgliederung nach Altersgruppen oder dem Geschlecht fand nicht statt. Die Vorausrechnungen wurden für die einzelnen Verwaltungsräume getrennt durchgeführt. Die Prozesse, die die Bevölkerungsentwicklung steuern, werden bei dieser Vorgehensweise nicht explizit abgebildet, so dass die Vorausrechnungen für die regionale Planung wenig nützlich erscheinen. Die in dieser Studie vorgeschlagene Bevölkerungsvorausrechnung geht von differenzierten Bevölkerungszahlen aus und bildet die Hauptaspekte des demographischen Entwicklungsprozesses – Fruchtbarkeit, Sterblichkeit und Alterung sowie Wanderungen – ab, um den Anforderungen der regionalen Planung gerecht zu werden. Im Rahmen dieser Arbeit wurde zunächst untersucht, ob bereits vorhandene Bevölkerungsvorausrechnungsmodelle in Myanmar als Grundlage für die regionale Entwicklungspolitik angewendet werden können. Weil die untersuchten Modelle insbesondere für die Abbildung des Wanderungsgeschehens wenig geeignet sind, wurde eine eigene Methode für eine regionalisierte Bevölkerungsvorausrechnung für die Union von Myanmar entwickelt, die deren besondere Situation berücksichtigt. Das Modell hat einen modularen Aufbau. Es bildet die natürliche Entwicklung mit Hilfe eines Kohorten-Komponentenverfahrens ab, welches die drei wesentlichen Einflussfaktoren der natürlichen Bevölkerungsentwicklung, also Geburten, Sterbefälle und die Alterung, abbildet. Die Verwendung einer Kohorten-Komponentenmethode erlaubt die Berechnung von Szenarien und den Vergleich der Auswirkungen von Veränderungen in der Fruchtbarkeit und der Sterblichkeit auf die Altersstruktur der Bevölkerung Der verwendete Wanderungsansatz betrachtet nur die Wanderungen zwischen den 20 betrachteten räumlichen Vorausrechnungseinheiten, weil erstens keine Angaben über internationale Wanderungen vorliegen und diese zweitens im Fall Myanmars vermutlich sehr schwach ausgeprägt sind. Der Wanderungsansatz berücksichtigt keine Wanderungen innerhalb der betrachteten räumlichen Einheiten, weil diese für die Fragestellungen der regionalen Entwicklungsplanung zunächst nicht relevant sind. Um Szenarien des Wanderungsgeschehens abbilden zu können, wurde ein Ansatz gewählt, der von der Hypothese ausgeht, dass das Wanderungsvolumen zwischen zwei Räumen von der Bevölkerungsmasse in den beiden Räumen und der Entfernung zwischen den Räumen abhängt. Ein Gravitationsansatz ist für die Abbildung dieses Sachverhalts prinzipiell geeignet. Eine Stichprobe über die Wanderungen während der Lebenszeit hatte zeigt, dass Wanderungen hauptsächlich aus unterentwickelten Räumen in relativ stärker entwickelte Räume stattfinden. Das bedeutet, dass wirtschaftliche Faktoren ebenfalls eine Rolle spielen, und diese in einem Wanderungsmodell ebenfalls berücksichtigt werden sollten. Daher wurde der Gravitationsansatz um eine wirtschaftliche Attraktivitätskomponente erweitert. Es wurden insgesamt drei unterschiedliche Szenarien zur Bevölkerungsentwicklung bis zum Jahr 2020 gerechnet. In allen drei Szenarien wird die Bevölkerung der Union bis zum Jahr 2020 auf 71,68 bis 72,25 Millionen Einwohner ansteigen. Auf der Ebene der Union sind die Unterschiede zwischen den Szenarien demnach relativ gering. Viel deutlicher sind die Unterschiede bei Betrachtung der regionalen Ebene. Eine Verbesserung des Modells ist möglich, wenn die Verfügbarkeit von Bevölkerungsangaben erhöht wird.
