Der Autor erörtert den Zusammenhang zwischen Mietengesetzgebung und Stadtstruktur am Beispiel der Stadt Wien und leitet hieraus Folgerungen für die Stadterneuerungspolitik ab. Die Kernthese des Autors lautet, daß die österreichische Mietengesetzgebung sich als Instrument zur Stabilisierung der Stadtstruktur erwies, sie bremste die Polarisierungs- und Entflechtungstendenz der Bevölkerung und der städtischen Funktionen und trug somit bis heute zur Vermeidung von ausgeprägten Verslumungstendenzen in Wien bei. Mietkontrollen und Mieterschutz stabilisierten die sozialen und ökonomischen Strukturen der Stadt, wodurch die inhärenten Tendenzen des Wohnungsmarktes unterdrückt wurden, die anderenfalls zu sozialer Segregation und wirtschaftlichen Verschiebungen geführt hätten. Als Ergebnis bleibt festzuhalten, daß sich die österreichische Mietengesetzgebung als ein erfolgreiches Instrument gegen die Slumbildung und damit als Stadtplanungsinstrument erwiesen hat. Diesem Aspekt sollte bei der nächsten Mietrechtsnovellierung stärkeres Gewicht beigemessen werden. (NG)

The formation of slums need not be inevitable with rapid urbanization. Such an argument appears to be contradicted by evidence of large slum populations in a large number of developing countries and particularly in rapidly urbanizing regions like Asia. The evidence discussed suggests that city authorities faced with rapid urban development lack the capacity to cope with the diverse demands for infrastructural provision to meet economic and social needs. Not only are strategic planning and intervention major issues in agenda to manage rapid urbanization, but city governments are not effectively linking the economic development trajectory to implications for urban growth and, hence, housing needs. In the following discussion, a case study is presented in support of the argument that city governments have to first recognize and then act to establish the link that is crucial between economic development, urban growth, and housing. This is the agendum that has been largely neglected by city and national governments that have been narrowly focused on economic growth with the consequent proliferation of slum formation as a housing solution.

In the life of Latin American cities the rapid expansion of slum neighborhoods has emerged as a compelling problem. The inability of city authorities to provide adequate and inexpensive housing for rural-to-urban migrants, as well as for those economically poor persons born and raised in the city, has clashed with the tremendous growth of the population and its drive toward urbanization. The impoverished families must settle wherever they can. Scattered throughout Mexico City, for instance, on vacant lots adjoining factories or on the periphery of the metropolitan area are shack homes built of miscellaneous materials, known as jacales, or the rows of single-story concrete, brick, or adobe dwellings called vecindades. Beyond Mexico City, there are the villas miserias of Buenos Aires, the favelas on the rocky promontories of Rio de Janeiro, the barrios clandestinos of Bogotá, the barriadasmarginales of Lima, the ranchos of Caracas, and the callampas (mushrooms) of Santiago.

Die Autorin untersucht das Alltagsleben in einem Slumdistrikt Bangkoks auf die Frage hin, ob sich in Slumgebieten eine spezifische Kultur entwickeln kann bzw. entwickelt hat. Sie setzt die vorgefundene Alltagskultur in Beziehung zum Theravada Buddhismus und versucht, der Kultur einen Stellenwert im Rahmen von "Arbeitskultur" oder aber einer "Gegenkultur" zuzumessen. This article discusses two Kenyan government initiatives in slum upgrading: the Kenya Slum Upgrading Programme (KENSUP) and the Kenya Informal Settlement Improvement Project (KISIP). It gives the objectives, strategies and components of each programme. The article focuses on the KENSUP programme, presenting the achievements of this slum upgrading initiative to date and sums up with the challenges facing slum upgrading in Kenya.
