AbstractThis Policy Arena has two main objectives. First, it seeks to unravel how the partnership between the European Union (EU) and the African, Caribbean and Pacific (ACP) Group has evolved since the adoption of the Cotonou Agreement in 2000, including its 2005 and 2010 reviews and the implementation of its three key pillars (development cooperation, trade and political dialogue). Second, it explores the prospects of EU‐ACP relations in the medium to long term. In particular, it discusses whether the ACP‐EU cooperation framework is still relevant in the light of a number of global changes and, more specifically, whether the ACP configuration is still useful to its members. To address these issues, both the EU and the ACP Group have established two working groups. Within the ACP, voices are critical of the EU‐ACP partnership, but there appears to be more willingness to reform and renew it. Within the EU, the record of the Cotonou Agreement is seen more positively, but there seems to be less willingness to preserve it. The third review of the Cotonou Agreement to be finalised by 2015, and more generally its expiration in 2020, provides an opportunity – to which this Policy Arena seeks to contribute – to rethink the EU‐ACP cooperation model. The year 2003 marks a decisive step in strengthening the relations between the European Union and Cuba. On 8 January Mr Perez Roque, Minister of Foreign Affairs of Cuba, sent a formal request for accession to the Cotonou Agreement. In February, a European Commission Delegation opened in Havana. Am 23. Juni 2000 unterzeichneten die Europäische Union (EU) und Staaten aus Afrika, der Karibik und dem Pazifik (AKP) ein neues handels- und entwicklungspolitisches Kooperationsabkommen: das Partnerschaftsabkommen von Cotonou. Die nach ihrem Unterzeichnungsort im westafrikanischen Benin benannte Vereinbarung steht für den erklärten politischen Willen, die Wahrung vertragspolitischer Kontinuität mit tiefgreifenden und unumgänglichen Neuerungen zu verbinden. Sie tritt damit an die Stelle der im Februar 2000 ausgelaufenen Lomé-Konvention, die über 25 Jahre die Entwicklungszusammenarbeit zwischen der EU und den Entwicklungsländern des Südens bestimmt hat. In den letzten Jahrzehnten mit immer weiterreichenden Kompetenzen und Befugnissen ausgestattet, hat sich die EU längst von ihrer ursprünglichen Rolle als reine Wirtschaftsgemeinschaft verabschiedet und ist zu einem international handelnden Akteur avanciert, der sich an Prozessen zur Beilegung globaler Probleme beteiligt. Was den afrikanischen Kontinent betrifft, so gerät aber fast ausschließlich die handels- und entwicklungspolitische Zusammenarbeit in die öffentliche Aufmerksamkeit: Bis Ende Juni 2008 wollten die EU auf der einen und die afrikanischen Staaten auf der anderen Seite sog. EPAs unter Dach und Fach bringen. Die Handelskooperation kommt allerdings nicht voran, da WTO-Beschlüsse zur Liberalisierung und entsprechende Maßnahmen seitens der EU zu Verstimmungen auf afrikanischer Seite führen: Kleinbauern befürchten den Zusammenbruch lokaler Produktionszweige, ein Sinken der Ernährungssouveränität sowie eine noch stärkere Abhängigkeit von Europa. Gleichzeitig fordern afrikanische Länder eine Aufhebung der Subventionen für die europäische Landwirtschaft und der Exportsubventionen für Agrarprodukte. Insgesamt betrachtet geben die Vertragsbedingungen der EPAs Anlass zu der Befürchtung, dass sich die Situation der betroffenen Staaten nicht verbessern, sondern erheblich verschlechtern wird. Die These dieser Arbeit ist folglich, dass aus dem Verständnis der EU als ein »global player« eine Erwartungshaltung erwachsen ist, der die europäische Handels- und Entwicklungspolitik (inklusive handelsrelevanter Bereiche der Agrarpolitik) bislang nur sehr unzureichend gerecht wurde. Zu oft leidet diese an einer Diskrepanz und zu deutlich klafft ein Loch zwischen formulierten Ansprüchen und politischen Realitäten. Exemplarisch wird dies im Rahmen dieser Arbeit am Fallbeispiel Kamerun verdeutlicht.

Mit den Economic Partnership Agreements (EPA) verändert die EU ihre grundlegende Entwicklungsstrategie mit den afrikanischen, karibischen, pazifischen (AKP) Staaten und setzt fortan auf Reziprozität der Handelsbeziehungen. Zur Herstellung von gleichwertigen Handelsbeziehungen verpflichten sich die AKP-Staaten, von denen die Mehrheit Entwicklungsländer sind, zur Abschaffung ihrer Zölle und somit zum Freihandel. Doch ist eine gleichwertige Handelspartnerschaft zwischen ungleichen Partnern tatsächlich sinnvoll? Oder gefährden diese Freihandelsziele die Entwicklungsziele, die im Cotonou-Abkommen mit den AKP-Staaten ganz im Geiste der Sustainability Goals der Vereinten Nationen vereinbart wurden? Dieser spannenden und hochaktuellen Frage wird in diesem Buch anhand ökonomischer und politikwissenschaftlicher Analyse mit dem Fokus auf allgemeiner Entwicklungsökonomie und Handelstheorie nachgegangen. Kamerun, ein Land, das in drei Klimazonen liegt, in dem über 200 verschiedene Ethnien leben und 287 unterschiedliche Sprachen gesprochen werden und das daher häufig als Afrika im Kleinen bezeichnet wird, ist ein ideales Land, um die besonderen entwicklungsspezifischen Bedürfnisse von Entwicklungsländern aufzuzeigen. Die wissenschaftlichen Themen der Entwicklungsökonomie und Handelstheorie werden folglich durch eine soziologische Analyse des Landes sowie eine ökonometrische Untersuchung zur Handelswirkung der bereits erfolgten Zollsenkungen empirisch und anschaulich behandelt. Das Buch richtet sich aufgrund der interdisziplinären Analyse an Wirtschaftswissenschaftler, Politikwissenschaftler, Soziologen, Entwicklungshelfer und Entwicklungspolitiker gleichermaßen. Zudem bietet es Forschern genügend Anreize und Implikationen zu weiterführenden spezifizierten Forschungen. Darüber hinaus bietet es jedem interessierten Leser ein grundlegendes Verständnis für Entwicklungsökonomie und konkreter vertraglicher Entwicklungspolitik zwischen der EU und Entwicklungsländern.

En Afrique de l'Ouest, le taux d'activité des femmes est élevé. Souvent cantonnées dans le secteur informel, elles contribuent pourtant de façon importante aux revenus du ménage. Toutefois, les rôles socialement prescrits imposent aux femmes la quasi-intégralité des tâches domestiques et des soins aux enfants. Cet article étudie la manière dont les femmes actives à Cotonou, au Bénin, gèrent leur quotidien entre contraintes familiales et obligations professionnelles. L'analyse montre que la conciliation incombe à toutes les femmes, quel que soit leur milieu socioéconomique. La différence se joue plutôt dans les ressources sociales et financières dont elles disposent pour pallier le fardeau de la double journée.

The survey from which this article was drawn is part of a programme of international cooperation and exchanges on the feeding of young people in cities. The ethnographic survey in Cotonou, the port and main city of Benin, was conducted for three months with Lazare Hoton, research assistant at the National University of Benin. In addition to the traditional anthropology tools — participating observation and semi-directive interviews with some 20 people, we have mobilised the "itinerary" method developed by Desgames in the field of anthropology of consumption. For example, we have accompanied our hosts from the market, the preservation of products to cooking, meals, tableware, remnants and waste management. On the face of it, the anthropology of food seemed to me to be the very example of a depoliticised, culturalist or even transient object. Following I.Garabuau-Moussaoui and the field survey, we claim that anthropology through food is, on the contrary, an excellent analyst of dynamics in contemporary Beninese society. The prism of daily practices and routes makes it possible to understand the construction of diverse and complex social and cultural identities, in which the history of the social, economic, political and cultural transformations of Dahomey, colonised by France in 1874, independent in 1960, then the People's Republic of Benin under the Marxist regime of Matthieu Kerekou from 1972 to 1991, becomes the current Republic of Benin. ; International audience ; The survey from which this article was drawn is part of a programme of international cooperation and exchanges on the feeding of young people in cities. This doctoral thesis analyses the ecological inequalities in the african cities, by focusing on the example of Cotonou in Benin, with regard to cholera. As a pathology related to the exposure to an unhealthy environment, cholera forms a relevant marker of the ecological inequalities under all their forms: whether they are inequalities of exposure to the environmental nuisances, access to urban amenities, capacity to question the public power as far as environmental nuisances are concerned or participation in environmental projects. Through the approach by "effect of place", we showed that the differential incidence of the cholera between the districts of Cotonou is related not only to the combined effect of the environment and the socio-economic profiles, social practices, but also with the public policies, inspired sometimes of the international recommendations in the field of the environment, and that overlook the socio-political local context. ; Cette thèse de doctorat analyse les inégalités écologiques dans les villes africaines, à travers l'exemple de Cotonou au Bénin, à l'aune du choléra. En tant que pathologie liée à l'exposition à un environnement insalubre, le choléra constitue un marqueur pertinent des inégalités écologiques, qu'il s'agisse d'inégalités d'exposition aux nuisances environnementales, d'accès aux aménités urbaines, de pouvoir d'interpellation de la puissance publique face aux nuisances environnementales ou de participation aux projets environnementaux. A travers l'approche par « effet de lieu », nous avons montré que l'incidence différentielle du choléra entre les arrondissements et les quartiers de Cotonou est liée non seulement à l'effet combiné du milieu et des profils socio-économiques, aux pratiques sociales, mais aussi aux politiques publiques, inspirées parfois des recommandations internationales dans le domaine de l'environnement, et qui occultent le contexte socio-politique local.
