Abstract
The philosophy of technology is not influencing technological change because there isn't a single philosophy of technology. Philosophers of technology should be involved in technological change because we have something valuable to offer. But before we can get involved, we have to be accepted by those effecting the changes. That means we have to acquire the credentials necessary to establish our credibility. We have to get our hands dirty.

German population trends show continued demographic decline and ageing. This can be explained by changes in fertility, mortality and immigration rates. Low fertility leads to smaller numbers of infants every year, which, compounded by low mortality and, consequently, larger numbers of elderly, shifts the population ratio. Incoming migrants used to counterbalance this ratio but this is no longer sufficient to replace youth not born in Germany. This article explores direct and indirect policy solutions to the demographic changes on the state, societal and regional levels.

Labour unions frequently try to adjust to external pressures by changing their inner structures. Analyses of union structural change will benefit from considering the concept of union jurisdiction. Three organizational stages of jurisdictions are identified, and change of jurisdictions along two variables, extension and centralization, is discussed. The conceptual framework is used to examine, for example, organizational mergers and dissolutions, industrial unionism and jurisdictional conflicts. The rise and fall of organizations, governmental and non-governmental, is a sensitive barometer of the social and political problems of our time. (Perrow, 1971: 99)

THE PRESIDENTIAL AND THE LEGISLATIVE ELECTIONS OF MAY-June 1981 have profoundly altered the political landscape of France. The change may be seen not only in the men who have now acceded to office but also in the measures which they have proposed or have already carried out. The new rulers of France intend to transform political society, economic relations and institutional arrangements. The change will be significant. Nevertheless, it should not be exaggerated. Large elements of continuity may clearly be discerned in both personnel and policies. Moreover, there are important international and domestic pressures which may force the new Socialist leaders singularly to limit their ambitions.
