This paper extends theCalculus of Votingof McKelvey and Ordeshook, providing the first direct derivation of the conditions under which voters will votestrategically: choose their second-most preferred candidate in order to prevent their least-preferred candidate from winning. Addressing this theoretical problem is important, as nearly all empirical research on strategic voting either implicitly or explicitly tests hypotheses which originate from this seminal model. The formal result allows us toisolate the subset of voters to which strategic voting hypotheses properly applyand in turn motivates a critical reevaluation of past empirical work. In making this argument, we develop a unified and parsimonious framework for understanding competing models of tactical voter choice. The typology helps to elucidate the methodological difficulties in studying tactical behavior when faced with heterogeneous explanatory models and suggests the need for both theoretical caution and more precise data instruments in future empirical work.

Não podemos esquecer que o liberalismo político português desde 1821 providenciou algum treino neste sentido, embra as eleições na altura e até o fim do Estado Novo eram mais uma farsa política do que de algum proveito real para o povo. Também a história mais remota de Goa, nomeadamente o processo da crisitanização nos séculos XVI e XVII tem o seu reflexo na vida politica de Goa em tempos recentes. A militância dos Jesuitas em Salcete reflecte-se na militância dos católicos de Salcete que contribuem o maior número de deputados na Assembleia. Os métodos dos Franciscanos em Bardez não surtiram os mesmos efeitos. ; Goans gained early political maturity after Liberation in 1961. The Portuguese liberal politics since 1820s were a good training experience, despite their innucuous nature. But Goans also share the distant pre-Portuguese and pre-Machiavellian tradition of the home-grown Kautilya, who introduced the Indians to realpolitik nearly 20 centuries before Maquiavel.
