Global Health has not featured as prominently in the European Union (EU) research agenda in recent years as it did in the first decade of the new millennium, and participation of low-income and middle-income countries (LMICs) in EU health research has declined substantially. The Horizon Europe Research and Innovation Framework adopted by the European Parliament in April 2019 for the period 2021-2027 will serve as an important funding instrument for health research, yet the proposed health research budget to be finalised towards the end of 2019 was reduced from 10% in the current framework, Horizon 2020, to 8% in Horizon Europe. Our analysis takes the evolvement of Horizon Europe from the initial framework of June 2018 to the framework agreed on in April 2019 into account. It shows that despite some improvements in terms of Global Health and reference to the Sustainable Development Goals, European industrial competitiveness continues to play a paramount role, with Global Health research needs and relevant health research for LMICs being only partially addressed. We argue that the globally interconnected nature of health and the transdisciplinary nature of health research need to be fully taken into account and acted on in the new European Research and Innovation Framework. A facilitated global research collaboration through Horizon Europe could ensure that Global Health innovations and solutions benefit all parts of the world including EU countries.

The aim of this paper is to describe the implications of the European institutions for the basic legal framework for the protection of the right to study and the development of education in the context of the pandemic, by supporting and complementing the actions of Member States by the European Union. Since the onset of the crisis, the European Commission has made efforts to coordinate, supplement and initiate the necessary measures to address all aspects of the coronavirus pandemic. The digital sector plays an important role in the educational process.

Fitting the European integration process into the history of the Cold War and post-Cold War and more generally in European history longer than the "short" twentieth century, this thesis explores the history of relations between the European Commission and the South-Eastern outskirts of the continent. The long period studied allows to highlight the "deep forces" that stand behind the actions of the executive of the EEC / EU in such a critical region for Europe. To do so, we relied on the archives of the European Commission, the Council, the U.S. State Department, the British and French Ministries of Foreign Affairs, the library of Cluj-Napoca University in Romania and interviews.Divided into four parts, each focusing on a period of time, this work analyses the actions of the Commission to address the changes that have transformed the region between 1960 and 2010. The continuous adaptation of the policy of the Commission, from the "doctrine of Association" to the Black Sea Synergy, led us to develop the idea of a Süd-ost politik that was already designed in the early 1960s. However, unlike the Ostpolitik of Bonn, Brussels did not go toward the communist states of South-Eastern Europe or the Soviet Union, but rather prevent their influence. The Community' Süd-Ost politik was clearly anti-communist and anti-Russian.This is the main continuity: the European Community had to block Moscow by extending the model of capitalist liberal democracy in the area around the Straits. The particular strategic situation of Athens, Ankara and later Tbilisi or Kiev is never forgotten by Brussels. In this, the Commission is part of a longer history, its action echoes the struggle between Paris, London and St. Petersburg for the control of the Turkish Straits, attempts by states in the region to copy Western European domestic models and the Eastern policy of the Western powers after the First World War.However, the Commission had to deal with the Member States that constantly reminded Brussels that its actions should remain within the ...

This paper investigates the international competitiveness of the European ICT sector. We use Labour productivity, R&D expenses and trade performance as proxies of competitiveness. The empirical analysis of 39 countries between 1999 and 2004 confirms our main hypothesis that the EU is performing better in the ICT services industry relative to manufacturing. In general, the average EU production efficiency is larger in the services sector, than in manufacturing. The study has important policy implications. Appropriate policies should be implemented – especially in the ICT manufacturing sector – for making EU more competitive in "non- price factors", such as policies that facilitate the transformation of R&D expenses into product innovation. There are clearly areas for improvement in the way R&D is carried out in the ICT sector within the EU, with respect to both the allocation of R&D investment and the process of producing results from R&D.

Les enjeux bilatéraux et européens changent, les présidents et les chanceliers se succèdent, mais inéluctablement la coopération diplomatique se construit dans le temps et s'actualise à partir d'une trame qui coordonne l'ensemble. L'objet de cette contribution vise à comprendre pourquoi l'amitié franco-allemande constitue un élément de légitimation essentiel des institutions et du système politique de l'Union. Notre questionnement consiste à interroger la coopération bilatérale sous l'angle des relations entre les représentants des gouvernements et les citoyens. Cette perspective théorique permet de mieux comprendre son caractère fondamental. L'ordonnancement des sommets présente un ensemble de dispositifs qui qualifie les rencontres par rapport à l'UE. Le contenu des discussions bilatérales s'est au cours du temps concentré sur les enjeux européens. Ces analyses permettent de saisir avec précision comment l'amitié franco-allemande peut apporter une signification consistante à l'UE – et de rappeler aux observateurs et aux dirigeants européens: pourquoi fait-on l'Europe?
