This paper begins with an overview of how the role of landscape is perceived today by institutions, education, land development, and in research at both the local and international levels. This overview is then extended to how landscape is variously interpreted in France today. This paper then attempts to analyse how landscape is perceived in French society, and in particular from an environmental and ecological perspective. It then concludes with an analysis of the current stakes involved with landscape, in particular at the European level. ; National audience Après avoir retracé les contours de l'espace occupé aujourd'hui par le paysage dans les institutions, l'enseignement, l'aménagement, la recherche, à diverses échelles, du local à l'international, l'article propose une configuration des divers courants de pensée actuels sur le paysage en France. International audience After their accession to power in the different Central and East European countries in 1944-1948, the Communist parties engineered a wide social project. The new elites launched voluntary policies in different sectors of social life, one of them being the urban policy, which was used as a way to promote a new society and a new type of man (the "homo sovieticus"). They intended not only to embody the communist regime in an architectural manner, but also to model society according to their ideology, promoting both the needs of the population (mainly the workers), a new, more egalitarian and socialistic style of life, and a certain functional rationality. In all East European countries, cities built during the 1950s and 1960s substantiate these attempts. They are usually closely linked to the industrialization efforts of the new regime and to the battle for energetic independence, feature an important working-class population, and were erected as symbols of the regime's political, economic and social ambitions. Kladno in Bohemia is an example of such a city. In this paper, the authors analyze, beyond the "privileged city" myth, the kind of power practice entailed by these policies implementation and study the effects of this legacy in 1989 at the time of the regime fall.

À l'ère de la mondialisation, les institutions internationales comme la Banque mondiale et le Fond Monétaire International promettentaux pays du Sud une augmentation réelle de leurs chances de s'intégrer à l'économie mondiale, ouvrant ainsi la possibilité pour eux de réduire la pauvreté. Souvent non verbalisée, mais sous-jacente, domine la vision que tout pays peut se développer selon le modèle des pays dits «industrialisés ». Ce modèle est caractérisé par le plein emploi, l'existence d'une large couche moyenne et des mécanismes de régulation sociale assurant une répartition suffisamment équitable pour vaincre la pauvreté. Il est étroitement lié à l'époque fordiste. Or, cette vision du développement est contestée. Ceux qui la remettent en cause essayent de démontrer que la mondialisation mène au contraire à une augmentation des inégalités sociales et de la pauvreté - et cela aussi bien dans les pays du Sud que dans les pays du Nord [par exemple Bourdieu. 1998; Scholz, 2002; Ziegler, 2002]. En effet. les pays du Nord mis en avant comme modèle de développement sont actuellement marqués par une crise des marchés du travail et de la régulation sociale, conséquences, entre autres, de la libéralisation des marchés économiques et financiers [Mingione, 1998]. Cette crise, caractérisée par le fléau du chômage. la précarisation des emplois et l'incapacité des États-providence à répondre à la polarisation et la fragmentation sociale qui en résultent, remet en cause le modèle du développement de rattrapage.On peut donc se poser la question des possibilités et limites de développement des pays du Sud qui profitent actuellement de la mondialisation économique, comme par exemple la Chine ou l'Inde. Este documento titulado "Consideración del subsuelo en el ordenamiento territorial" es una propuesta metodológica para la gestión del ordenamiento territorial de las regiones, haciendo énfasis en el subsuelo. Se demuestra como éste ocupa un papel determinante dentro de los criterios de construcción de propuestas, escenarios y finalmente en el desarrollo humano. Tres casos de estudios son desarrollados. Se tienen varias metodologías e infinidad de casos dentro del estado del arte que se revisó para el ordenamiento territorial. Mucho de lo reportado hace hincapié en lo urbano, turístico, económico, legal, político, cultural, entre muchas variables. Sin embargo, el subsuelo, la geología, los recursos minerales y las restricciones naturales allí presentes, son poco considerados en la mayoría de planes, metodologías y sobre todo en los casos de estudio. Esas son razones para proponer una metodología que haga énfasis en el subsuelo y que no solo se quede en lo conceptual, sino que se muestre con ejemplos concretos. El subsuelo estaría conformado por los recursos minerales e hídricos subterráneos, y también por las restricciones naturales, como la sismicidad, los volcanes, y deslizamientos, entre otros. Ello a su vez tiene implicaciones con la edafología, con las geoformas, con la geografía, con lo biótico (flora y fauna) y lo antrópico (poblacionales, educación, salud y cultura). Así que podría evidenciarse que considerar el subsuelo es fundamental dentro de cualquier proceso de ordenamiento del territorio. El subsuelo debería estar siempre presente dentro de las variables a considerar, ya que representa el largo plazo. El hecho de que algunos proyectos, ciudades, y regiones hayan sido planificados u ordenados sin considerar el subsuelo, y no hayan tenido incidentes, no quiere decir que sean correctos. Se tiene el caso de ciudades o regiones planificadas que después de varias décadas han sido arrasadas por deslizamientos, flujo de lodos, actividad sísmica, o simplemente no dispongan de materiales para la construcción, agua para consumo o energía. El propósito de este documento es el de presentar una metodología de ordenamiento territorial integral, holística, soportada en el subsuelo, que involucre diversos componentes y variables como el medio físico, biótico y antrópico. En la metodología se presenta un dimensionamiento de cómo las diferentes variables puede ser medidas, correlacionadas e integradas jerárquicamente con el fin de ir construyendo indicadores del geopotencial, biopotencial y el sociopotencial. Posteriormente se puede estimar la capacidad de acogida de un territorio frente a diferentes usos y a sus potenciales. Se van generando indicadores integrados frente a los diferentes conflictos ambientales y con los conocimientos de las personas que intervienen en los procesos de planificación y desarrollo, se pueden construir diferentes escenarios de ordenamiento territorial. La metodología se aplica para tres regiones en Colombia. La primera es una región de carácter amplio y diverso en cuanto a los aspectos geográficos, humanos y culturales, como lo es el Departamento de Cundinamarca, con más de 20 mil km2 de área, donde el componente físico tiene una mayor consideración. Un segundo caso es considerado a nivel más local, donde los diferentes componentes del sistema son tratados, haciendo énfasis en lo social y cultural hasta construir escenarios de desarrollo a nivel del municipio de La Peña, Y el tercer caso, es una propuesta para el ordenamiento de la minería de arcillas en la ciudad de Bogotá, donde se trata de racionalizar el uso del recurso mineral, haciéndolo en las zonas con mayor potencialidad y sin tanta dispersión en el territorio, haciéndolo compatible con otras demandas de uso del suelo principalmente. En los tres casos se parte de información del territorio, se estiman los diferentes potenciales y las restricciones, se determinan las capacidades de acogida, involucrando los diferentes actores, comunidades, políticos, y profesionales interdisciplinarios; además, se proponen diferentes escenarios de ordenamiento territorial, acorde con principios de alto consumo, de conservación o de sostenibilidad de la naturaleza. Esta metodología presenta algunas limitaciones y requiere ciertos ajustes para que tenga un mayor impacto en la sociedad civil; las limitaciones son más que todo de carácter político, ya que por más planteamientos objetivos que se hagan, la toma de decisiones está influenciada por los sentimientos, las presiones, los compromisos, y el ego. Sin embargo, se espera que esta contribución mas técnica desde las geociencias y los recursos naturales tenga una mayor relevancia en el desarrollo de la comunidad humana mundial. / Abstract: This untitled document "Consideration of subsoil in the land use planning" is a methodological proposal for the regional management and planning for the regions with emphasis on the subsoil. It is demonstrated how subsoil has an important role when is used as a criteria to construct proposals, scenarios and human development. Three study cases are analyzed. There are several methodologies and infinity cases according to revised state of the art. Most of the reported does emphasis in urban, tourism, economy, legal and cultural among many variables. However subsoil, geology, mineral resources and natural hazards are few considered in most of plans, methodologies and study cases. These are reasons to propose a methodology with main emphasis in the subsoil, not only in conceptual terms, but with concrete equations and examples. Subsoil could be conformed by the mineral and groundwater resources and by the natural restrictions, such as the seismicity, volcanoes and landslides. AH of these features have also some implications into the edaphology, geoforms, geography, biota (flora and fauna) and the anthropogenic matters (population, education, health and culture). In this way, the subsoil is a fundamental aspect in any territorial management process. Subsoil should be included within the set of variables to be considered. It represents de long term. The fact than some projects, cities and regions have been planned and ordered without considering the subsoil and any incident has occurred; does not mean that this is correct. In spite of the previous considerations, the cases of planned cities or regions are know, and after several decades have been devastated by landslides, floods, seismic activity, or simply they do not have building materials, water to consumption or energy. The purpose of this document is to show an integral, holistic methodology based in the subsoil, whose involve several and diverse components and variables such as the environment, biota and anthropogenic. The methodology shows a background of how the different variables can be measured, correlated and integrated hierarchically with the purpose of build indicators of the geopotential, biopotential and sociopotential. Subsequent, the carrying capacity of the territory for the different uses and to their potentials can be estimated. Integral indicators commence to be generated to respect of the different environmental conflicts and with the knowledge of the people who takes part in the processes of planning and development, different scenarios of environmental land use planning may be constructed. The methodology is applied for three regions in Colombia. First region is of huge and diverse character in the geographic, human and cultural aspects, as the Department of Cundinamarca, with and area more than 20.000 km2, in which the physical component has a greater relevance. A second case is considered as a local level, which the different components of the system are treated, making emphasis in the social and cultural matters to construct scenario of development in the La Peña municipality. The third case is a proposal for the ordering of the clay mining in the city of Bogotá, to rationalize the use of the mineral resource, doing it in the zones with greater potentiality and without much dispersion in the territory, doing it compatible with other use demands of the soil. The existent information of the territory is used for the three cases. The different potentials and restrictions are assessed, the carrying capacity is also determined, involving the different actors, such as the communities, politicians, and interdisciplinary professionals. Different scenarios of land use planning are proposed, according to the high consumption, conservation or sustainability principles for the nature. This methodology presents some limitations and requires certain adjustments to have a greater impact in the civil society. The limitations are mainly of the political character, because besides to many clear proposals, the decision making is influenced by the feelings, the pressures, the commitments, and the ego. Rubus L. (brambles, blackberries, raspberries, or dewberries) are a globally recognised genus due to the edible fruit and negative impacts they can have as invasive species. There are at least 23 species of Rubus subgenus Rubus in South Africa. These include native, alien, naturalised alien, and invasive alien species. The invasive Rubus species are becoming an increasing problem in South Africa with experts in invasion biology urging caution regarding the genus (Henderson, 2011). The taxonomy of indigenous, alien and alien invasive species of Rubus are poorly understood and therefore efforts to understand the genus, the impacts and solutions to those impacts have been very limited (Stirton, 1981; Henderson, 2011; Sochor et al., 2018a). There has also been little research conducted on the economic or ecological impacts on the species or genus of species in South Africa (du Plessis et al., 1984; Botha, 2005), and yet species in the genus have been earmarked for prioritization by invasive species legislation. The potential value of certain species as well as the cost associated with their impacts could potentially create a complex conflict of interest scenario which has not been investigated. This study is an effort to inform future policy decisions regarding this suite of species by investigating the economic impacts of the invasive Rubus species. A method was developed unique to the study that incorporated research tools from environmental economics and geography to identify the nature of interactions between economic agents, experts, and alien and invasive Rubus species in South Africa. Two questionnaires were developed to generate economic data and ground proofing was used to develop geographic data. One questionnaire was directed specifically at researchers and academics that attended the 46th National Symposium on Biological Invasions that took place between 15–17 May 2019, at Waterval Country Lodge, Tulbagh and the other an economic agent questionnaire for economic agents that met strict and selective criteria relating to the impact of the six invasive Rubus species on their economic activity. Both questionnaires were designed with a mixed methods approach in mind. The ground proofing was aimed at understanding the composition and distribution of Rubus species at the selected sites: Cathcart and Hogsback (The Eastern Cape Province), Clarens (Free State Province), and Underberg (KwaZulu-Natal Province). The study established that all economic impacts of invasive Rubus species at selected sites are externalities. Invasive Rubus species in South Africa can be attributed as (i) harbouring vermin, (ii) impeding human and animal livestock, (iii) reducing crop yields, (iv) encroaching on grazing land, (v) presenting fire hazards, and (vi) negatively impacting fire regimes. These species also (i) provide berries that are retailed on a commercial level, or have been, (ii) that are utilized for personal consumption, (iii) provide an ingredient for alcohol brewing processes, and (iv) could potentially facilitate forest regeneration. The invasive species are infrequently browsed by certain livestock and far as we could ascertain do not provide ingredients for anti-inflammatory drugs or modern cosmetics in South Africa, as they do in other regions of the globe. The costs associated with the invasive species can be presented dichotomously; the estimated private cost-benefit ratio, for costs and benefits incurred or enjoyed by 18 private economic agents, stands at 0.33:1. A private-public benefit-cost ratio, that incorporates both private and public costs and benefits, stands at 13,5:1. The private-public benefit-cost includes public expenditure, or government control measures, directed at invasive Rubus and shifts the benefit-cost ratio so that costs now markedly dominate the estimated benefits. The benefits per hectare uncovered in this study stand at R13.14/ha. The private costs stand at R4.32/ha and a holistic cost, including both private and public expenditure, stands at R177,43/ha. The monetary values, when expressed per hectare, are misleading. This is due to a large standard deviation in the spread of benefits received. The benefits are enjoyed by a small number of the already small sample of respondents. The costs and benefits are not uniformly distributed across regions assessed. All benefits in this study accrue to economic agents in the Free State Province, whilst most of the costs accrued to economic agents in KwaZulu-Natal Province. The benefits appear to be primarily derived from an alien species, Rubus sect. Arguti. Management of the 6 species of invasive Rubus could be optimised by the prioritisation of those regions that incur the highest cost and derive the lowest benefit, in this case KwaZulu-Natal Province. Likewise, those regions with the highest benefits and lowest costs, the Free State Province, could provide sites for increased use and beneficiation of berries from invasive species. Management of individual species may prove difficult, given the similar morphologies, and thus, (i) either specialised training for those engaged in control must be instituted, (ii) all species of alien Rubus should be earmarked for management, or (iii) highly specific biocontrol agents for the most problematic species must be found. ; Thesis (MEcon) -- Faculty of Commerce, Economics and Economic History, 2021
Мета статті полягає в дослідженні інституційних важелей міжнародної конкурентоспроможності національної інноваційної системи у глобальному науково-технологічному просторі. Стверджується, що актуальність питання пошуку нових форм організації бізнесу, галузевої спеціалізації та модернізації економіки в цілому зростає під впливом переосмислення відносної значимості класичних факторів, що визначають збільшення національного добробуту суспільства (а саме природніх ресурсів, динаміки чисельності населення, індустріалізації, географії, клімату, продуктивних сил, законодавства) та супроводжується абсолютизацією ролі інновацій, що визначають конкурентні переваги будь-якої країни. Стверджується, що в умовах глобального науково-технологічного простору тільки активне використання інноваційних технологій виробництва може посилити конкурентні позиції країни на світовому ринку. Отже, національна інноваційна система (НІС) є тим базисом, що забезпечує динамічний розвиток країни.Визначено, що на розвиток і функціонування НІС безпосередньо впливають соціальні, політичні, культурні та міжнародні чинники, а також стартові умови країни для здійснення інноваційної діяльності, серед яких виділяють три категорії: активи, мережі та культура. До активів належить людський і фінансовий капітал, інститути, що здійснюють дослідження і розробки (ДіР), виробнича база, комунікаційна та фізична інфраструктура, нормативно-правова база, що сприяє розвитку підприємництва, а також бажані для працівників умови життя, які допомагають залучати і утримувати необхідні кадри. Зв'язок між стартовими умовами формування конкурентоспроможної НІС сприяє міждисциплінарним ініціативам, розвитку окремих галузей, зниженню ризиків при спільному проведенні ДіР і розвитку міжнародного співробітництва, що, в свою чергу, досягається шляхом формування ефективної інституційної системи.Виходячи з того, що інституційні механізми інноваційної діяльності, з одного боку, залежать від її галузевої специфіки (спеціалізація, кооперація, технології), а з іншого – від параметрів НІС та інноваційної політики держави, яка, крім іншого, визначає пріоритети економічного розвитку, інституційне середовище НІС вивчено та синтезовано з огляду блоків науково-технічної, економічної, соціальної та політичної діяльності, задіяних в інноваційному процесі, які в сукупності сприяють посиленню міжнародних конкурентних позицій НІС. Інноваційна активність багато в чому визначаються інституційною структурою країни, тому середовище НІС має як загальні, так і набуває специфічних рис залежно від співвідношення між елементами інноваційних блоків та інститутами. Визначено інституційне забезпечення інноваційного процесу крізь призму дослідження структурних елементів інноваційних блоків, до яких віднесено: креативний блок, або блок створення знань (НДІ, венчурні компанії, бізнес-інкубатори, тощо); блок трансферу технологій (різного роду посередники, в тому числі некомерційні фонди професійної експертизи); блок фінансування (держава, банківські кредити, продаж інновацій, венчурне фінансування); блок виробництва (функціонуючі високотехнологічні підприємства та створення інноваційно активних підприємств в нових галузевих сферах); блок підготовки кадрів, включаючи інноваційних менеджерів (університети, національні інженерні школи). ; The article's objective is to study institutional levers of the international competitiveness of the national innovation system in the global science and technology area. It is argued that the importance of the issue related with searching for new forms of business organization, industry specialization and economic modernization as a whole increases as a result of rethinking the relative significance of classical factors determining growth in the nation's welfare (namely, nature resources, population dynamics, industrialization, geography, climate, productive forces, legislation) along with making absolute the role of innovations determining competitive advantages of any country. It is argued that in the conditions of the global science and technology area, only intensive use of innovative technologies in production can enhance the competitive positions of a country on the global market. It follows that the national innovation system (NIS) lays the basis for the dynamic development of a country.It is found that the development and operation of NIS is driven by social, political, cultural and international factors, as well as by start-up conditions for innovating in a country, divided into the three categories: assets, networks and culture. Assets include human and financial capital, institutes performing R&D, production facilities, communication and physical infrastructures, legal and regulatory base favorable for business expansion, as well as living conditions wanted by employees, which help recruit and keep the required personnel. The links between start-up conditions for building up the competitive NIS ensure the interdisciplinary initiatives, the development of individual industries, the reduction of risks involved in collaborative R&D and international cooperation, which can, respectively, be achieved by building up the effective institutional system.Assuming that the institutional mechanisms of innovating are conditional on its industry specifics (specialization, cooperation, technologies), on the one hand, and on the NIS parameters and the innovation policy of the government with its economic priority setting, on the other hand, the institutional environment of NIS is studied and synthesized by modules of science & technology, economic, social and political activities, engaged in the innovation process, which, in their totality, enhance the international competitive positions of NIS. Because the innovation activity is largely determined by the institutional structure of a country, the NIS environment, apart from general features, has specific ones depending on the correlation between the elements of innovation modules and the institutes. The institutional support for the innovation process is defined through investigating the structural elements of the innovation modules, to which the following ones are included: the creative module or the module of knowledge generation (research institutes, venture companies, business incubators etc.); the module of technology transfer (various types of intermediaries, including non-commercial foundations of professional expert review); the module of financial (government, bank lending, sales of innovations, venture financing); the module of production (operating high tech enterprises and creation of innovating enterprises in new industrial segments); the module of personnel training, including innovation managers (universities, national engineering schools).
The modern geoinformation systems (GIS) have been widely applied in Armed Forces for preparation and control of battle operations, for information providing of tactic activities, for improvement of topographic maps etc. In real situations during war activity the Geography information about situation on the terrain can be ofthen changed. So, in this cause the application of usual maps isn't effective. Only the modern automated control systems can provide fast changing information documenting. The observation condition is one of the terrain features for providing information about enemy troops position and facilities. This feature helps to detemine the distance of sight between any observation points, the invisibility factors of terrain. It is depended on nature of relief plant cover, human settlements and other objects, also meteorological conditions, influencing on the visibility. As result of correct organization of observation, the obtained data help commander to estimate completely the military operation area and adopt a reasonable deсision. In paper the observation conditions between two points of mountain terrain during battle operation have been investigated using GIS technology. The experiments for estimation of observation situation in mountain terrain has been carried out for one of the chosen region of the Caucasus. The visible and invisible areas have been revealed on the line of sight between two selected oversight points. The invisibility factors have been calculated and studied in depended on camera platform height. The visible and invisivle areas are determined under 0-180° angle in range 17941.16 m. The height profile between observations points and the digital heights model of investigated terrain have been constructed and analysed. At the various heights of camera observation platform the 3D heights models of the visible and invisivle areas have been constructed The invisibility factors between two delected viewpoints have been calculated. It is determined that if the heght of camera platform is increased above-ground level then the invisible area is decreased. ArcGIS software has been used for development and calculation measured results. ; Современные геоинформационные системы (ГИС) широко используются в Вооруженных Силах для подготовки и управления боевых операций, для информационного обеспечения тактических действий, для улучшения топографических карт. В реальной ситуации во время военных действий геоинформация о положении на местности может часто меняться. Поэтому, в этом случае применение обычных карт не эффективно. Только современные автоматизированные системы управления могут обеспечить быстро меняющуюся информационную документацию. Условие наблюдения является одним из свойств местности, обеспечивающее информацией о позиции вражеских войск и военной техники. Это свойство помогает определить расстояние наблюдения между точками наблюдения, фактор невидимости местности. Это зависит от природы рельефа растительного покрова, поселений и других объектов, а также метеорологических условий, влияющих на видимость. Как результат правильной организации наблюдения, полученные данные помогают командиру полностью оценить область военной операции и принять приемлемое решение. В статье, используя ГИС технологию, исследованы условия наблюдения между двумя точками горной местности во время боевой операции. Эксперименты по оценке ситуации наблюдения в горной местности были проведены в одной из выбранных регионов Кавказа. По линии обзора между двумя выбранными точками наблюдения были выявлены видимые и невидимые области. Были рассчитаны факторы невидимости и изучены в зависимости от высоты платформы камеры. Были определены видимые и невидимые области в радиусе17941.16 mпод углами 0-180°. Был построен и проанализирован профиль высот между точками наблюдения и цифровая модель высот исследуемой местности. Для разных высот расположения платформы с камерой были построены и исследованы 3D модели высот для видимых и невидимых областей. Были рассчитаны факторы невидимости между двумя выбранными точками наблюдения. Было установлено, что чем выше платформа с камерой наблюдения, тем меньше невидимая площадь. Для обработки и расчета измеренных результатов было использовано программное обеспечение ArcGIS. ; Сучасні геоінформаційні системи (ГІС) широко використовуються в Збройних Силах для підготовки і управління бойових операцій, для інформаційного забезпечення тактичних дій, для поліпшення топографічних карт. В реальній ситуації під час військових дій геоінформація про становище на місцевості може часто змінюватися. Тому, в цьому випадку застосування звичайних карт не ефективно. Тільки сучасні автоматизовані системи управління можуть забезпечити швидко мінливу інформаційну документацію. Умова спостереження є одним з властивостей місцевості, що забезпечує інформацією про позицію ворожих військ і військової техніки. Це властивість допомагає визначити відстань спостереження між точками спостереження, фактор невидимості місцевості. Це залежить від природи рельєфу рослинного покриву, поселень і інших об'єктів, а також метеорологічних умов, що впливають на видимість. Як результат правильної організації спостереження, отримані дані допомагають командиру повністю оцінити область військової операції і прийняти прийнятне рішення. У статті, використовуючи ГІС технологію, досліджені умови спостереження між двома точками гірській місцевості під час бойової операції. Експерименти по оцінці ситуації спостереження в гірській місцевості були проведені в одній з обраних регіонів Кавказу. По лінії огляду між двома обраними точками спостереження були виявлені видимі і невидимі області. Були розраховані фактори невидимості і вивчені в залежності від висоти платформи камери. Були визначені видимі і невидимі області в радіусі 17941.16 m під кутами 0-180 °. Був побудований і проаналізовано профіль висот між точками спостереження і цифрова модель висот досліджуваної території. Для різних висот розташування платформи з камерою були побудовані і досліджені 3D моделі висот для видимих і невидимих областей. The modern geoinformation systems (GIS) have been widely applied in Armed Forces for preparation and control of battle operations, for information providing of tactic activities, for improvement of topographic maps etc. In real situations during war activity the Geography information about situation on the terrain can be ofthen changed. So, in this cause the application of usual maps isn't effective. Only the modern automated control systems can provide fast changing information documenting. The observation condition is one of the terrain features for providing information about enemy troops position and facilities. This feature helps to detemine the distance of sight between any observation points, the invisibility factors of terrain. It is depended on nature of relief plant cover, human settlements and other objects, also meteorological conditions, influencing on the visibility. As result of correct organization of observation, the obtained data help commander to estimate completely the military operation area and adopt a reasonable deсision. In paper the observation conditions between two points of mountain terrain during battle operation have been investigated using GIS technology. The experiments for estimation of observation situation in mountain terrain has been carried out for one of the chosen region of the Caucasus. The visible and invisible areas have been revealed on the line of sight between two selected oversight points. The invisibility factors have been calculated and studied in depended on camera platform height. The visible and invisivle areas are determined under 0-180° angle in range 17941.16 m. The height profile between observations points and the digital heights model of investigated terrain have been constructed and analysed. At the various heights of camera observation platform the 3D heights models of the visible and invisivle areas have been constructed The invisibility factors between two delected viewpoints have been calculated. It is determined that if the heght of camera platform is increased above-ground level then the invisible area is decreased. In Europa haben sich im Laufe der vergangenen Jahrhunderte zahlreiche Kriege und Auseinandersetzungen Art abgespielt, die die Menschen und Nationen, ihre Ideologien und Ansichten stark geprägt haben. Gerade im SaarLorLux-Raum, einer grenzüberschreitenden Region im Gebiet von Deutschland, Frankreich, Luxemburg und Belgien, wurden die Grenzen von den Siegermächten immer neu gezogen und verschoben. Heute leben hier Menschen mit sehr verschiedenen kulturellen Hintergründen in einer multikulturellen Gesellschaft zusammen, die aber oftmals stark von einem Nebeneinander und von Unterschieden geprägt ist. Für die Grenzräume haben sich mit dem Konzept "Europa der Regionen", das kleineren räumlichen Einheiten ein Mitwirken bei Entscheidungsprozessen ermöglicht, große Kooperationschancen eröffnet. Von politischer Seite wird der SaarLorLux-Raum oft als "Mitte Europas" (BRÜCHER, QUASTEN, REITEL 1982, S. 13) oder "einzige europäische Kernregion" bezeichnet, in die "besonders hohe Erwartungen gesetzt" (SANTER 1997) werden. Wie aber sieht das Leben jenseits der Politik auf der ganz alltäglichen Ebene aus? Welche Möglichkeiten bieten sich den Menschen, die kulturelle Vielfalt, die Andersartigkeit der Nachbarländer sowie die Vor- und Nachteile hautnah in Alltagssituationen zu erleben? Die Dissertation untersucht, inwieweit die Grenzen in den Köpfen der Menschen auch nach ihrer Öffnung durch das Schengener Abkommen verankert bleiben und ob die Bewohner einer Grenzregion diesen besonderen Lebensraum in ihrem Alltag nutzen und zu grenzüberschreitend agierenden Europäern werden. Dazu werden wahrnehmungsgeographische Forschungsmethoden (mental maps) genutzt und auf das konkrete Beispiel des SaarLorLux-Raumes angewendet. In drei Studien (2000, 2002 und 2006) wurden insgesamt 5865 Schüler und Bewohner in 20 Orten in den vier Ländern zu ihren Vorstellungen vom SaarLorLux-Raum, zu ihrem aktionsräumlichen Verhalten und zu ihrer Abgrenzung der Region befragt. Dabei wurden bewusst grenznahe und grenzferne Standorte ausgewählt wurden, um Unterschiede im Verhalten herauszuarbeiten. Ziel der Analyse ist es, das Leben in der Großregion über den Zeitraum von sechs Jahren zu untersuchen und mit dieser Langzeitstudie Veränderungen beziehungsweise Gemeinsamkeiten im Verhalten der Bewohner herauszuarbeiten. Die Wahrnehmung des Lebens im SaarLorLux-Raum aus der Sicht seiner Bewohner wird herausgearbeitet und -ausgehend von den Ergebnissen- werden Potentiale und Defizite im grenzüberschreitenden Zusammenleben abzuleiten. Die politische und ökonomische Liberalisierung ist seit mehr als einem halben Jahrhundert Realität in Westeuropa. Ob allerdings die sich daraus ergebenden Chancen von den Bewohnern der grenznahen Räume erkannt, erwünscht und erlebt werden, ist Gegenstand der Untersuchungen. Durch die Fokussierung auf die Befragung von Schülern, also den jungen Menschen, die die Zukunft darstellen, wird die Frage beantwortet, ob sich traditionelle und eventuell auch eingefahrene Sichtweisen von Generation zu Generation übertragen und somit das aktionsräumliche Verhalten beeinflussen und erstarren lassen. Einen Beitrag zu einer funktionierenden Zusammenarbeit leistet die kulturelle und regionale Identität, die dazu beiträgt, dass sich die Menschen über die Grenzen hinaus als Bewohner der gleichen Region definieren. Dabei sollen nicht die Unterschiede, die zwischen den Bewohnern mit unterschiedlichen Nationalitäten bestehen, geleugnet oder verwischt werden. Abschließend werden, losgelöst vom regionalen Beispiel, Möglichkeiten aufgezeigt, wie durch unterschiedliche Initiativen vor allem auf schulischer Ebene zur Stärkung einer gemeinsamen europäischen Identität bei der jungen Bevölkerung beigetragen werden kann. Die Dissertation endet "ausgerichtet auf die Hauptzielgruppe bei den Befragungen- mit dem Entwurf einer Unterrichteinheit zur Stärkung eines grenzüberschreitenden Wir-Gefühls. Der Schulunterricht kann einen Beitrag dazu leisten, dass die zukünftigen Generationen ein tieferes Bewusstsein für das Zusammenleben im Grenzraum und in Europa erhalten. ; Over the centuries there have been many wars and hostilities in Europe that have had an influence on the people and nations, their ideologies and points of view. Especially in the SaarLorLux-region, a border zone composed of parts of Germany, France, Luxembourg and Belgium, the frontiers were often newly drawn and dislocated by the victorious powers. Today, the inhabitants form a multicultural society with diverse cultural backgrounds. They live together in one region but the differences oftentimes cause a feeling of coexistence rather than one of togetherness. For the border regions the concept "Europe of the Regions" has opened up huge possibilities for cooperation as small spatial units are now able to contribute to the decision-making process. In the political discussion the SaarLorLux-region is often called the "center of Europe" (cf. BRÜCHER, QUASTEN, REITEL 1982, p. 13) or "the only European core region", in which "particularly high expectations are set" (cf. SANTER 1997).But what does everyday life look like beyond politics? Which possibilities present themselves so that the inhabitants can benefit from the cultural diversity, the differences of their neighboring countries and experience the advantages and drawbacks in daily situations? This dissertation analyses the question whether the frontiers are still fixed in the heads of the people, even after the opening of the borders due to the Schengen agreement. Do inhabitants of this European region take advantage of their living space during their daily routine and act transnational? For the study, methods from perception geography (mental maps) were used and trans-ferred to the concrete example of the SaarLorLux-region. In three studies (2000, 2002 and 2006) a total of 5865 pupils and inhabitants in 20 cities in the four countries were interviewed concerning their perception of and spatial behavior in the SaarLorLux-region. The choice of cities deliberately included some locations close and some distant to the borders in order to explore the differences in behavior. The goal of the dissertation is to analyse life in the so-called "Great Region" over a period of six years and to evaluate differences and similarities in human behavior with this long-term study. The inhabitants" perception of life in the SaarLorLux-region is taken as a basis to deduce potentials and deficits of cross-border interactions. The political and economic deregulations were established over half a century ago in Western Europe. But are people who live close to a different country aware of all their opportunities, do they desire and experience them " that is the question. Focusing on pupils (i.e. young people who are our future) the question is answered whether traditional or preconceived opinions are passed on from generation to generation, thereby influencing spatial behavior. A regional and cultural identity can help people across borders to define themselves as inhabitants of the same region without denying differences that occur between people with diverse nationalities. At the end, general options are shown that help to strengthen a collective European identity especially among pupils and young people. As school can make a contribution towards future generations having a deeper understanding of life in border regions and in Europe, the dissertation ends with the suggestion of a teaching unit aiming to develop a transnational shared identity.
El ser humano con su inteligencia y conocimiento debería ser un elemento clave en el logro de un mejor desarrollo sostenible. Son evidentes los casos en que por desconocimiento o por omisión, se han desaprovechado o esterilizado los recursos naturales o no se han prevenido ni manejado adecuadamente los desastres naturales. El subsuelo y sus procesos tienen así implicaciones dentro del ordenamiento del territorio, con un sinnúmero de variables que generalmente son difíciles de cuantificar, ponderar e integrar. Se han hecho muchos intentos de diseños metodológicos para abordar el tema del ordenamiento territorial. En este documento se presenta una propuesta integral considerando con mayor relevancia al subsuelo más los aspectos bióticos y antrópicos. Este documento titulado "Consideración del subsuelo en el ordenamiento territorial" es una propuesta metodológica para la gestión del ordenamiento territorial de las regiones, haciendo énfasis en el subsuelo. Se demuestra como éste ocupa un papel determinante dentro de los criterios de construcción de propuestas, escenarios y finalmente en el desarrollo humano. Tres casos de estudios son desarrollados. Se tienen varias metodologías e infinidad de casos dentro del estado del arte que se revisó para el ordenamiento territorial. Mucho de lo reportado hace hincapié en lo urbano, turístico, económico, legal, político, cultural, entre muchas variables. Sin embargo, el subsuelo, la geología, los recursos minerales y las restricciones naturales allí presentes, son poco considerados en la mayoría de planes, metodologías y sobre todo en los casos de estudio. Esas son razones para proponer una metodología que haga énfasis en el subsuelo y que no solo se quede en lo conceptual, sino que se muestre con ejemplos concretos. El subsuelo estaría conformado por los recursos minerales e hídricos subterráneos, y también por las restricciones naturales, como la sismicidad, los volcanes, y deslizamientos, entre otros. Ello a su vez tiene implicaciones con la edafología, con las geoformas, con la geografía, con lo biótico (flora y fauna) y lo antrópico (poblacionales, educación, salud y cultura). Así que podría evidenciarse que considerar el subsuelo es fundamental dentro de cualquier proceso de ordenamiento del territorio. El subsuelo debería estar siempre presente dentro de las variables a considerar, ya que representa el largo plazo. El hecho de que algunos proyectos, ciudades, y regiones hayan sido planificados u ordenados sin considerar el subsuelo, y no hayan tenido incidentes, no quiere decir que sean correctos. Se tiene el caso de ciudades o regiones planificadas que después de varias décadas han sido arrasadas por deslizamientos, flujo de lodos, actividad sísmica, o simplemente no dispongan de materiales para la construcción, agua para consumo o energía. El propósito de este documento es el de presentar una metodología de ordenamiento territorial integral, holística, soportada en el subsuelo, que involucre diversos componentes y variables como el medio físico, biótico y antrópico. En la metodología se presenta un dimensionamiento de cómo las diferentes variables puede ser medidas, correlacionadas e integradas jerárquicamente con el fin de ir construyendo indicadores del geopotencial, biopotencial y el sociopotencial. Posteriormente se puede estimar la capacidad de acogida de un territorio frente a diferentes usos y a sus potenciales. Se van generando indicadores integrados frente a los diferentes conflictos ambientales y con los conocimientos de las personas que intervienen en los procesos de planificación y desarrollo, se pueden construir diferentes escenarios de ordenamiento territorial. La metodología se aplica para tres regiones en Colombia. La primera es una región de carácter amplio y diverso en cuanto a los aspectos geográficos, humanos y culturales, como lo es el Departamento de Cundinamarca, con más de 20 mil km2 de área, donde el componente físico tiene una mayor consideración. Un segundo caso es considerado a nivel más local, donde los diferentes componentes del sistema son tratados, haciendo énfasis en lo social y cultural hasta construir escenarios de desarrollo a nivel del municipio de La Peña. Y el tercer caso, es una propuesta para el ordenamiento de la minería de arcillas en la ciudad de Bogotá, donde se trata de racionalizar el uso del recurso mineral, haciéndolo en las zonas con mayor potencialidad y sin tanta dispersión en el territorio, haciéndolo compatible con otras demandas de uso del suelo principalmente. En los tres casos se parte de información del territorio, se estiman los diferentes potenciales y las restricciones, se determinan las capacidades de acogida, involucrando los diferentes actores, comunidades, políticos, y profesionales interdisciplinarios; además, se proponen diferentes escenarios de ordenamiento territorial, acorde con principios de alto consumo, de conservación o de sostenibilidad de la naturaleza. Esta metodología presenta algunas limitaciones y requiere ciertos ajustes para que tenga un mayor impacto en la sociedad civil; las limitaciones son más que todo de carácter político, ya que por más planteamientos objetivos que se hagan, la toma de decisiones está influenciada por los sentimientos, las presiones, los compromisos, y el ego. Sin embargo, se espera que esta contribución mas técnica desde las geociencias y los recursos naturales tenga una mayor relevancia en el desarrollo de la comunidad humana mundial. ; Human being with their intelligence and knowledge should be a key factor to achieve a better sustainable development. There are obvious cases which many resources have been sterilized due to decisions without non appropriate information or its omission, and natural hazards had had no prevention and even adequate management. The subsoil and its process have implications in the land use planning, with several variables that are difficult to quantify to average and to integrate when land use planning of the regions is made. Many methodological designs have made to approach the land use planning. This document tries to give a holistic proposal with more relevance to the subsoil, biotic and anthropogenic factors. This untitled document "Consideration of subsoil in the land use planning" is a methodological proposal for the regional management and planning for the regions with emphasis on the subsoil. It is demonstrated how subsoil has an important role when is used as a criteria to construct proposals, scenarios and human development. Three study cases are analyzed. There are several methodologies and infinity cases according to revised state of the art. Most of the reported does emphasis in urban, tourism, economy, legal and cultural among many variables. However subsoil, geology, mineral resources and natural hazards are few considered in most of plans, methodologies and study cases. These are reasons to propose a methodology with main emphasis in the subsoil, not only in conceptual terms, but with concrete equations and examples. Subsoil could be conformed by the mineral and groundwater resources and by the natural restrictions, such as the seismcity, volcanoes and landslides. All of these features have also some implications into the edaphology, geoforms, geography, biota (flora and fauna) and the anthropogenic matters (population, education, health and culture). In this way, the subsoil is a fundamental aspect in any territorial management process. Subsoil should be included within the set of variables to be considered. It represents de long term. The fact than some projects, cities and regions have been planned and ordered without considering the subsoil and any incident has occurred; does not mean that this is correct. In spite of the previous considerations, the cases of planned cities or regions are know, and after several decades have been devastated by landslides, floods, seismic activity, or simply they do not have building materials, water to consumption or energy. The purpose of this document is to show an integral, holistic methodology based in the subsoil, whose involve several and diverse components and variables such as the environment, biota and anthropogenic. The methodology shows a background of how the different variables can be measured, correlated and integrated hierarchically with the purpose of build indicators of the geopotential, biopotential and sociopotential. Subsequent, the carrying capacity of the territory for the different uses and to their potentials can be estimated. Integral indicators commence to be generated to respect of the different environmental conflicts and with the knowledge of the people who takes part in the processes of planning and development, different scenarios of environmental land use planning may be constructed. The methodology is applied for three regions in Colombia. First region is of huge and diverse character in the geographic, human and cultural aspects, as the Department of Cundinamarca, with and area more than 20.000 km2, in which the physical component has a greater relievance. A second case is considered as a local level, which the different components of the system are treated, making emphasis in the social and cultural matters to construct scenario of development in the La Peña municipality. The third case is a proposal for the ordering of the clay mining in the city of Bogotá, to rationalize the use of the mineral resource, doing it in the zones with greater potentiality and without much dispersion in the territory, doing it compatible with other use demands of the soil. The existent information of the territory is used for the three cases. The different potentials and restrictions are assessed, the carrying capacity is also determined, involving the different actors, such as the communities, politicians, and interdisciplinary professionals. Different scenarios of land use planning are proposed, according to the high consumption, conservation or sustainability principles for the nature. This methodology presents some limitations and requires certain adjustments to have a greater impact in the civil society. The limitations are mainly of the political character, because besides to many clear proposals, the decision making is influenced by the feelings, the pressures, the commitments, and the ego. Nevertheless, it is hope that this technical contribution from the geosciences and natural resources has a greater relevance in the development of the world-wide human community. ; Postprint (published version)
El ser humano con su inteligencia y conocimiento debería ser un elemento clave en el logro de un mejor desarrollo sostenible. Son evidentes los casos en que por desconocimiento o por omisión, se han desaprovechado o esterilizado los recursos naturales o no se han prevenido ni manejado adecuadamente los desastres naturales. El subsuelo y sus procesos tienen así implicaciones dentro del ordenamiento del territorio, con un sinnúmero de variables que generalmente son difíciles de cuantificar, ponderar e integrar. Se han hecho muchos intentos de diseños metodológicos para abordar el tema del ordenamiento territorial. En este documento se presenta una propuesta integral considerando con mayor relevancia al subsuelo más los aspectos bióticos y antrópicos. Este documento titulado "Consideración del subsuelo en el ordenamiento territorial" es una propuesta metodológica para la gestión del ordenamiento territorial de las regiones, haciendo énfasis en el subsuelo. Se demuestra como éste ocupa un papel determinante dentro de los criterios de construcción de propuestas, escenarios y finalmente en el desarrollo humano. Tres casos de estudios son desarrollados. Se tienen varias metodologías e infinidad de casos dentro del estado del arte que se revisó para el ordenamiento territorial. Mucho de lo reportado hace hincapié en lo urbano, turístico, económico, legal, político, cultural, entre muchas variables. Sin embargo, el subsuelo, la geología, los recursos minerales y las restricciones naturales allí presentes, son poco considerados en la mayoría de planes, metodologías y sobre todo en los casos de estudio. Esas son razones para proponer una metodología que haga énfasis en el subsuelo y que no solo se quede en lo conceptual, sino que se muestre con ejemplos concretos. El subsuelo estaría conformado por los recursos minerales e hídricos subterráneos, y también por las restricciones naturales, como la sismicidad, los volcanes, y deslizamientos, entre otros. Ello a su vez tiene implicaciones con la edafología, con las geoformas, con la geografía, con lo biótico (flora y fauna) y lo antrópico (poblacionales, educación, salud y cultura). Así que podría evidenciarse que considerar el subsuelo es fundamental dentro de cualquier proceso de ordenamiento del territorio. El subsuelo debería estar siempre presente dentro de las variables a considerar, ya que representa el largo plazo. El hecho de que algunos proyectos, ciudades, y regiones hayan sido planificados u ordenados sin considerar el subsuelo, y no hayan tenido incidentes, no quiere decir que sean correctos. Se tiene el caso de ciudades o regiones planificadas que después de varias décadas han sido arrasadas por deslizamientos, flujo de lodos, actividad sísmica, o simplemente no dispongan de materiales para la construcción, agua para consumo o energía. El propósito de este documento es el de presentar una metodología de ordenamiento territorial integral, holística, soportada en el subsuelo, que involucre diversos componentes y variables como el medio físico, biótico y antrópico. En la metodología se presenta un dimensionamiento de cómo las diferentes variables puede ser medidas, correlacionadas e integradas jerárquicamente con el fin de ir construyendo indicadores del geopotencial, biopotencial y el sociopotencial. Posteriormente se puede estimar la capacidad de acogida de un territorio frente a diferentes usos y a sus potenciales. Se van generando indicadores integrados frente a los diferentes conflictos ambientales y con los conocimientos de las personas que intervienen en los procesos de planificación y desarrollo, se pueden construir diferentes escenarios de ordenamiento territorial. La metodología se aplica para tres regiones en Colombia. La primera es una región de carácter amplio y diverso en cuanto a los aspectos geográficos, humanos y culturales, como lo es el Departamento de Cundinamarca, con más de 20 mil km2 de área, donde el componente físico tiene una mayor consideración. Un segundo caso es considerado a nivel más local, donde los diferentes componentes del sistema son tratados, haciendo énfasis en lo social y cultural hasta construir escenarios de desarrollo a nivel del municipio de La Peña. Y el tercer caso, es una propuesta para el ordenamiento de la minería de arcillas en la ciudad de Bogotá, donde se trata de racionalizar el uso del recurso mineral, haciéndolo en las zonas con mayor potencialidad y sin tanta dispersión en el territorio, haciéndolo compatible con otras demandas de uso del suelo principalmente. En los tres casos se parte de información del territorio, se estiman los diferentes potenciales y las restricciones, se determinan las capacidades de acogida, involucrando los diferentes actores, comunidades, políticos, y profesionales interdisciplinarios; además, se proponen diferentes escenarios de ordenamiento territorial, acorde con principios de alto consumo, de conservación o de sostenibilidad de la naturaleza. Esta metodología presenta algunas limitaciones y requiere ciertos ajustes para que tenga un mayor impacto en la sociedad civil; las limitaciones son más que todo de carácter político, ya que por más planteamientos objetivos que se hagan, la toma de decisiones está influenciada por los sentimientos, las presiones, los compromisos, y el ego. Sin embargo, se espera que esta contribución mas técnica desde las geociencias y los recursos naturales tenga una mayor relevancia en el desarrollo de la comunidad humana mundial. ; Human being with their intelligence and knowledge should be a key factor to achieve a better sustainable development. There are obvious cases which many resources have been sterilized due to decisions without non appropriate information or its omission, and natural hazards had had no prevention and even adequate management. The subsoil and its process have implications in the land use planning, with several variables that are difficult to quantify to average and to integrate when land use planning of the regions is made. Many methodological designs have made to approach the land use planning. This document tries to give a holistic proposal with more relevance to the subsoil, biotic and anthropogenic factors. This untitled document "Consideration of subsoil in the land use planning" is a methodological proposal for the regional management and planning for the regions with emphasis on the subsoil. It is demonstrated how subsoil has an important role when is used as a criteria to construct proposals, scenarios and human development. Three study cases are analyzed. There are several methodologies and infinity cases according to revised state of the art. Most of the reported does emphasis in urban, tourism, economy, legal and cultural among many variables. However subsoil, geology, mineral resources and natural hazards are few considered in most of plans, methodologies and study cases. These are reasons to propose a methodology with main emphasis in the subsoil, not only in conceptual terms, but with concrete equations and examples. Subsoil could be conformed by the mineral and groundwater resources and by the natural restrictions, such as the seismcity, volcanoes and landslides. All of these features have also some implications into the edaphology, geoforms, geography, biota (flora and fauna) and the anthropogenic matters (population, education, health and culture). In this way, the subsoil is a fundamental aspect in any territorial management process. Subsoil should be included within the set of variables to be considered. It represents de long term. The fact than some projects, cities and regions have been planned and ordered without considering the subsoil and any incident has occurred; does not mean that this is correct. In spite of the previous considerations, the cases of planned cities or regions are know, and after several decades have been devastated by landslides, floods, seismic activity, or simply they do not have building materials, water to consumption or energy. The purpose of this document is to show an integral, holistic methodology based in the subsoil, whose involve several and diverse components and variables such as the environment, biota and anthropogenic. The methodology shows a background of how the different variables can be measured, correlated and integrated hierarchically with the purpose of build indicators of the geopotential, biopotential and sociopotential. Subsequent, the carrying capacity of the territory for the different uses and to their potentials can be estimated. Integral indicators commence to be generated to respect of the different environmental conflicts and with the knowledge of the people who takes part in the processes of planning and development, different scenarios of environmental land use planning may be constructed. The methodology is applied for three regions in Colombia. First region is of huge and diverse character in the geographic, human and cultural aspects, as the Department of Cundinamarca, with and area more than 20.000 km2, in which the physical component has a greater relievance. A second case is considered as a local level, which the different components of the system are treated, making emphasis in the social and cultural matters to construct scenario of development in the La Peña municipality. International audience ; This article looks at the governance of two highly migratory fish species: European eel (Anguilla anguilla) and Atlantic salmon (Salmo salar). Based on a long ethnographic field survey, this paper proposes to analyse the modalities of fisheries and stock governments in continental and ultramarine Europe (Western France and French Saint-Pierre and Miquelon Archipelago), demonstrating the globalisation faced by these species and their catch and consumption chains. As declining species, their protection was put at the top of the agenda in the second half of the 20th century, but problems appeared much earlier. Contemporary public action is therefore taking a close interest in these two species, and is trying to put in place, using various instruments, appropriate public policies. But these policies are often based on pre-existing policies, instead of being inspired by other modes of government, which are now being promoted outside the western political field by a growing diversity of actors. ; Cet article s'intéresse aux modes de gouvernement de deux espèces de poissons grands migrateurs amphihalins : l'anguille européenne (Anguilla anguilla) et le saumon atlantique (Salmo salar). Basé sur une longue enquête ethnographique, ce texte propose d'analyser les modalités des gouvernements des pêcheries et des stocks en Europe continentale (Ouest de la France) et ultramarine (Archipel de Saint-Pierre et Miquelon), en démontrant la globalisation à laquelle font face ces espèces et leurs filières de capture et de consommation. Espèces en déclin, leur protection a été mise sur le haut de l'agenda dans la seconde moitié du XXème siècle, mais des problématiques apparaissent bien plus tôt.
