Clusters strategy is the way to create the centers of social and economic development. Each center is considered as a cluster system (CS), what may be created in several territories, most based on their industrial-technological, investment, innovative, human and infrastructural potential. СS integrates territorial and branch of industries aspects of economic development. One of the main functions of СS is the assistance in achieving the purposes of social and economical development of the regions and the country as a whole. The clusters strategy success may be achieved with the government support.

Finding appropriate mechanisms for the state to adequately confront certain criminal offenses is manifested through the prescription of various special investigative actions. This paper deals with the institute of an agent provocateur as a person acting under the alias in a criminal environment and whose knowledge of relevant facts from that area has a significant place in bringing to justice the perpetrators of criminal offenses later in the proceedings. After the introductory part, the author will present the national regulation of this institute in the Republic of Serbia, with an overview of the specifics of the Anglo-Saxon and Continental legal system. Comparing legislations will provide an overview of normative regulation, basic legal requirements and practical application of this institute, with an interpretation of the problem of committing crimes by an agent provocateur. The paper will examine both criminal material and process aspect of the institute of agent provocateur, through the framework for its engagement, the type of criminal acts for which it can be engaged, the principle of subsidiarity, and other issues that may arise as controversial in its engagement. Special attention was devoted to the objectives of determining this particular special investigative action and examining the agent provocateur as a witness. Finally, concluding observations are made, with a comparative approach.

International audience ; This paper discusses the professional legitimacies and illegitimacies within a specific subgroup of the social world of French journalism, that of media students in the most prestigious schools. The questionnaire-based survey, completed by interviews of graduates, show how permanent some hierarchies are. These hierarchies can be found as well in many other cultural fields following these oppositions: internal/external, national/local, mainstream/specialized. It also demonstrates the relative decline in prestige of the section on "Politics" against the consecration of the "Society" section, thereby revealing the importance of economic rationales to the detriment of partisan considerations, the open rejection and denial of its commercial aspect, as well as a predominantly left-wing political orientation. The Schools of Journalism themselves contribute to the differentiated internalization of those professional legitimacies by the students, but these turn out to be essentially forms of social legitimacies in a broad sense. On the one hand, those hierarchies in journalism vary depending on the students' social backgrounds, academic capital as well as gender. On the other hand, they are determined by the social status the students aim to get and, following the principle of homology, by the status of the audiences they wish to address, namely for the most part, the dominant subgroups of the social space. ; Cet article restitue les légitimités et illégitimités professionnelles dans une fraction spécifique de l'univers journalistique français, celle des étudiants en journalisme ayant intégré les écoles spécialisées les plus reconnues. L'enquête par questionnaire complétée par des entretiens ex post montre la permanence de hiérarchies que l'on retrouve dans de nombreux autres univers culturels (interne/externe, nationale/locale et « généraliste »/« spécialisée ») et les précise : le relatif déclin du prestige de la rubrique Politique et la consécration de la rubrique Société, qui renvoie au poids des logiques économiques au détriment des logiques partisanes, le rejet affiché et la dénégation de ces dimensions commerciales, une orientation politique majoritairement ancrée à gauche, etc. Si les écoles contribuent à l'intériorisation par les étudiants de ces légitimités professionnelles, ces dernières s'avèrent être plus largement l'expression de légitimités sociales. D'une part, ces hiérarchies journalistiques sont différenciées selon l'origine sociale, le capital scolaire et le sexe des étudiants. D'autre part, celles-ci sont déterminées par la position sociale que ces élèves visent et, dans une logique d'homologie, par celle des publics auxquels ils souhaitent s'adresser, c'est-à-dire avant tout les fractions dominantes de l'espace social.

The overseas basing of troops has been a central pillar of American military strategy since World War II--and a controversial one. Are these bases truly essential to protecting the United States at home and securing its interests abroad--for example in the Middle East-or do they needlessly provoke anti-Americanism and entangle us in the domestic woes of host countries? Embattled Garrisons takes up this question and examines the strategic, political, and social forces that will determine the future of American overseas basing in key regions around the world. Kent Calder traces the history of overseas bases from their beginnings in World War II through the cold war to the present day, comparing the different challenges the United States, Britain, France, and the Soviet Union have confronted. Providing the broad historical and comparative context needed to understand what is at stake in overseas basing, Calder gives detailed case studies of American bases in Japan, Italy, Turkey, the Philippines, Spain, South Korea, the Balkans, Afghanistan, and Iraq. In the summer and fall of 1998, ultranationalist Polish Catholics erected hundreds of crosses outside Auschwitz, setting off a fierce debate that pitted Catholics and Jews against one another. While this controversy had ramifications that extended well beyond Poland's borders, Geneviève Zubrzycki sees it as a particularly crucial moment in the development of post-Communist Poland's statehood and its changing relationship to Catholicism. In The Crosses of Auschwitz, Zubrzycki skillfully demonstrates how this episode crystallized latent social conflicts regarding the significance of Catholicism in defining "Polishness" and the role of anti-Semitism in the construction of a new Polish identity. Since the fall of Communism, the binding that has held Polish identity and Catholicism together has begun to erode, creating unease among ultranationalists. Within their construction of Polish identity also exists pride in the Polish people's long history of suffering. For the ultranationalists, then, the crosses at Auschwitz were not only symbols of their ethno-Catholic vision, but also an attempt to lay claim to what they perceived was a Jewish monopoly over martyrdom. This gripping account of the emotional and aesthetic aspects of the scene of the crosses at Auschwitz offers profound insights into what Polishness is today and what it may become.

O artigo apresenta os principais aspectos tratados no livro Les Pauvres [1907], de Georg Simmel, sobre os pobres e apobreza. O autor parte das relações intersubjetivas da obrigação da dádiva, no ato de dar/receber, avançando em proposições teóricas mais amplas, como: as relações entre a ética, a moral e a sociedade; a articulação entre o particular e o geral com base na posição de dependência dos pobres frente à coletividade; a passagem da noção abstrata da pobreza às formas regulatórias da assistência e sua objetivação social na forma de instituições públicas e/ou privadas da assistência. Ao final o autor estabelece algumas conexões entre a análise de Simmel e a perspectiva contemporânea da teoria da dádiva em relação à proteção social, especialmente sobre a renda mínima de cidadania. Ao analisar a situação da pobreza, Simmel encaminha, no plano teórico e analítico, uma fecunda análise sobre a estruturação social. Ivo The article presents the main aspects treated in the book Les Pauvres [1907], by Georg Simmel, on the poor and poverty. The author starts from the intersubjective relations of the obligation of giving, in the action of giving/receiving, advancing in ampler theoretical propositions, such as: the relations between ethics, morals and society; the articulation between the particular and the general, based in the dependence position of the poor regarding the collectivity; the passage from the abstract notion of poverty to the regulatory forms of the assistance and its social objectivation in the form of public and/or private institutions of assistance. At the end the author establishes some connections between Simmel's analysis and the contemporary perspective of theory of giving in relation to social protection, especially on the minimum citizenship income. When analyzing the situation of poverty, Simmel directs, in the theoretical and analytical plan, a fertile analysis about social structuring. L'auteur part des relations intersubjectives de l'obligation des dons dans l'acte de donner et de recevoir et avance des propositions théoriques amples telles que : les relations entre l'éthique, la morale et la société, l'articulation entre le particulier et le général sur la base d'une position de dépendance des pauvres face à la collectivité ; le passage de la notion abstraite de pauvreté aux formes régulatrices de l'assistance et de son objectivation sociale sous forme d'institutions publiques et/ou privées de l'assistance. Pour finir, l'auteur établit des liens entre l'analyse de Simmel et la perspective contemporaine de la théorie des dons par rapport à la protection sociale, tout spécialement en ce qui concerne le revenu minimum de la citoyenneté. En analysant la situation de la pauvreté, Simmel mène, autant sur le plan théorique que sur le plan analytique, une analyse féconde de la structuration sociale. En este artículo se presenta una reflexión conceptual referida a la noción de déficit habitacional y la necesidad de incorporar los aspectos de la sostenibilidad a la búsqueda de paliar las carencias, que en materia habitacional, presenta nuestro país. Se pretende reflexionar acerca de las soluciones, que en materia de vivienda destinada a los sectores populares, son realizadas desde nuestras instituciones de gobierno y cuáles son los instrumentos legales utilizados para la concreción de las mismas. L'article propose une analyse du phénomène de l'émigration clandestine au Sénégal en direction de l'Europe, dans un contexte de gouvernance mondiale des migrations internationales. Plus précisément, il interroge la place et le positionnement de ce pays de transit et de départ dans le jeu complexe des rapports internationaux, inter-régionaux et interétatiques intervenant en matière migratoire. L'analyse révèle que le recours massif à des sources (juridiques et politiques) et à des ressources (financières et matérielles) exogènes conduit à une atrophie du pouvoir politique de l'État sénégalais en matière de migration, en contradiction avec les aspects essentiels du principe de souveraineté.

The Nazis were a party of youth and obsessed with controlling every aspect of the lives of young people, including their sexuality. This article explores efforts by the Nazis to divert the energies of youth into (re)productively acceptable channels, such as forced membership in organizations like the Hitler Youth and the League of German Girls, mandatory service during wartime, and legal policies centered on racial purity. However, their efforts proved incoherent, inconsistent, and largely unenforceable. As demonstrated by the increase in female sexual freedom and prostitution and homosexual activity in the military during the Second World War, young people often disregarded, and even challenged, Nazi prescriptions about sexuality and continued to engage in sexual behaviors, both "anti-social" and otherwise.

The Fukushima Dai Ichi nuclear accident was analysed in many publications. These studies followed classical approaches and focused on drawing lessons to improve nuclear facilities' preventive measures. Therefore, the human aspect of the crisis management is not addressed enough.The hearings of the plant's superintendent Yoshida by the Government's inquiry Committee may help us tackle this issue. We consider that the transcriptions of the hearings are a life narrative of superintendent Yoshida. This narrative depicts his experience throughout an extreme situation. During four days, the workers around him dealt with extremely harsh conditions and had very limited resources available. Despite the threat to their physical, psychological and social integrity, they managed to overcome the hardship and prevented the worse from happening.Coping is a notion that refers to the specific efforts carried out to adjust to stressful situations. These efforts depend on the representation the individual forms of the situation. A qualitative study of Yoshida's narrative allows us then to understand coping strategies carried out and the individual and contextual factors that came into play. We found that coping strategies were active after the arrival of the tsunami, but with the scarcity of resources and the impossibility to intervene on the reactors, Yoshida became more passive and began having morbid thoughts. As the crisis unfolded, anticipation and elaboration of alternative solutions left room to resignation.The narrative provides us technical and operational explanations, but Yoshida also describes emotional, cognitive and relational aspects of the crisis management. He pays tribute to the workers depicted as unsung heroes. The construction of his life narrative allows him to rehabilitate his collective of workers that took incredible risks to save Japan with very little support.Life narratives provide us with events as they have been experienced. They highlight the mechanisms that help organisations redefine their action ...

Since the adoption of Doimoi policy in 1986, Vietnam has experienced a fast economic development, leading to rapid land transformations in the whole regions of the country. Land change aspects of urban areas have not been given adequate attention although Vietnam ranked top of urban population growth and urban spatial expansion in East Asia during the period 2000-2010. This study aims to analyze the landscape dynamics and the environmental consequences of industrial development and urbanization in the Ha Long bay area, Vietnam northeast coast. The principal objectives of the research are: 1) to analyze the trends of urbanization and industrial development, as well as identify the relation between then in the regional context; 2) to quantify the evolution of the landscape in the 40-year period (1973-2013) by using the remote sensing data; 3) to develop a holistic approach to explain the driving forces of the landscape change; 4) to analyze the environmental consequences of landscape change. As result, we have developed an integrated method based on the combination of landscape change data and social survey data using multivariate analysis.
